 Federal

Ministry of Labour and Productivity is one of the oldest Ministries in the Country.  It started as a Department of Labour Administration in the then Colonial Office in 1932 and in 1951 it became a full fledged Ministry with Chief S. L. Akintola appointed as the first Honourable Minister .  The Ministry is structured into eight (9) Departments.

from May 2011 to date, One Hundred and Thirteen (113) trade disputes apprehended, 96 disputes representing 85% were completely and successfully resolved with 17, representing 15% pending at various stages of mediation and conciliation.  topical among the Trade disputes handled were: the Joint action by the two Federation of Trade Unions – NLC and TUC over the delay in the implementation of the New National Minimum Wage.  ASSU over implementation of collective agreement  NUPENG /PENGASSAN over a number of issues  PHCN on Power Reform Programme, to mention but a few.  53 cases were referred to the Industrial Arbitration Panel, 43 cases have been concluded, 3 awaiting Award and 7 pending. 

ď ś Addressed

the issue of relativity in the salaries of Federal Civil Service Employees. This resulted in an increase of 53% in the salary of Federal Civil Servants. ď ś Negotiation, enactment and signing into law of a New National Minimum Wage Act.

ď ś Engagement

of Labour Unions and all Stakeholders on constructive dialogue sessions on the Deregulation Policy in the Oil Gas Sector of the Federal Government, after negotiation and advice to all the parties concerned, a compromise was reached. ď ś Provision of Guidelines on Labour Administration Issues in Contract Staffing/Outsourcing in the Oil and Gas sector in 2011.

 Trained

2,599 persons at Micheal Imoudu National Institute of Labour Studies (MINILS), introduce a diploma programme in industrial relations and made several research publications.  The Institute completed and commissioned STUDENTS CAFETERIA, ULTRA MODERN GUEST CHALET, HOSTEL BLOCKS as well as IMPROVED TRAINING RESEARCH EQUIPMENT/ICT.  Commenced the construction of a twenty room standard hostel donated by his Excellency Executive Governor of Kwara State Alhaji Abdulfatah.

 Approval

of National Action Plan on Employment Creation (NAPEC) by Federal Executive Council (FEC) as a National working document to be incorporated into the National development plan.  Ministry sought and got approval of FEC that all Council memo for contract award should mandatorily indicate Local Employment Content Implication (LECI) of such contracts.  Preparation of Nigeria’s Global Pact Country Scan- Decent Work Country Programme (DWCP I & II) - an ILO employment strategy to mitigate impact of the global economic and financial crisis on working families.  Inauguration of Committee on Database for unemployed Nigerian Youth with the aim of having an accurate statistics of Jobless Youths for proper employment policies and planning. 24


 Issued

150 new Recruiters Licenses.  Electronic data base on licensed Private Employment Agency (PEAs) created.  National Labour Migration Policy formulated.  Received ILO high level mission led by Executive Director on Employment, Jose Manuel Salazar – Xirinachs to provide technical assistance for Capacity Building, Youth Employment, Skill Development, Labour Force Survey/Labour Market Information System among others.

139,371 employed candidate took part in skill acquisition in vocational, technical and agric trades. 75,640 entrepreneurial skills acquisition for graduate of tertiary institutions and artisans Provided 4,379 soft loans to set up micro and cottage enterprises. Provided 3,255 transient jobs for graduate of tertiary institutions. A job fair was undertaken in conjunction with NDE within the period under review Offered 53,925 employment counseling services to the unemployed at job centres. Engaged 100 participants on Enterprise and Finance Counseling Clinic (EFCC). 10 out of the above 100 applied and succeeded in the YouWin Award Programme. 150 women to be trained under the Lady Chauffeur Training Scheme to be flagged by Her Excellency First Lady of the Federal Republic of Nigeria Dr. Mrs. Patience Jonathan on Friday 4th May 2012.

 Construction

of three Agric Skills Training Centre (ASTCs) in Jigawa, Zamfara and Cross River State.  Rehabilitation of 10 Agric Skills Training Centre in Abia, Ebonyi, Kaduna, Benue, Oyo, Kwara, Taraba, Delta, Ogun and Kano.  Construction of 9 MDG/NDE skills acquisition centres in each of the three Senatorial Districts in Akwa Ibom, Ondo and Nasarawa State  10 Model Skills Acqusition Centres at various stages of completion in Katsina, Sokoto, Yobe, FCT, Delta, Anambra, Rivers, Kwara, Ekiti and Oyo State.  A total of 276,820 persons were trained under the various programmes of the Directorate within the period under review. 29

Labour Administrative Council (ARLAC) identified University of Lagos as Employment and Labour Studies Diploma/Degree awarding Institution for 20 English speaking African Countries Coordinated and hosted 9th ARLAC annual meeting for Permanent/Principal Secretaries and Directors General responsible for labour/ employment and manpower issues in Abuja Nigeria.  attended International Labour Organisation (ILO) Conferences in Switzerland Geneva. 51

ď śEstablishment

of Enugu State office of National Productivity Centre, in furtherance of institutionalisation of productivity consciousness, thereby bringing to a total of 11 Centres with two other States- Abia and Akwa Ibom under consideration.

ď śWithin

the period under review, the renovation of the Ministry’s Headquarters was carried out. Basic working facilities were also provided to staff, workers were sent on various capacity building programme to enhance their productivity.
