Florence Crittenton Services of Colorado is committed to educating, preparing, and empowering teen mothers to become productive members of the community. Using a comprehensive and evidence-based approach, Florence Crittenton Services offers a spectrum of wraparound services to the entire teen family, including education, health/wellness services, career guidance and parenting training through Florence Crittenton High School, the Early Learning Center and the Student and Family Support Program. • 238 pregnant and parenting girls (ages 14-21) • 154 infants and toddlers (ages 0 to Pre-K) • 40 young fathers and 255 extended family members who influence the success of teen moms and their children

The population of Florence Crittenton High School is: • 79% Hispanic • 5% African American • 5% Caucasian • 2% Asian American • 9% Multi-racial • 95% qualify for free and reduced meals • 40% are food-insecure • 27% lack stable housing

Other Facts

A large percentage of students at Florence Crittenton High School come from at-risk backgrounds that present difficult challenges, such as physical and sexual abuse, drugs and alcohol, gang pressure, immigration issues, psychological distress and poverty. Florence Crittenton Services’ whole-child approach, combining education with child care, counseling support, life skills and parenting training, developmental and mental health counseling and much more, helps these vulnerable teen families create multigenerational cycles of success. Message From the CEO and Chair of the Board of Directors Dear Champions of Courage for Florence Crittenton: Our first year on the new and expanded Florence Crittenton Campus, the 2015-2016 school year, provided so many incredible firsts for us. Thanks to our partnerships with Colorado Health Foundation, Denver Health, and Denver Public Schools, we opened the Alethia E. Morgan, MD School-Based Health Center, the first and only school-based health center in Colorado to provide both obstetric and pediatric services to our young moms and their children. For the first time, our teen moms did not have to miss a full day of school for a doctor’s appointment, because they were able to get the care they needed for themselves and their children on campus and return to class. In addition, for the first time, we were able to provide on-site, free mental health counseling to our teen moms and their families five days a week with the support and services from Denver Children’s Advocacy Center and Denver Health. Seventeen young women also participated in our first campus Career Pathways program for Certified Nursing Assistants in our new career lab. Our Early Childhood Education Center (ECE) was able to serve children from age three through Pre-K because of the expansion supported by our Building for Teen Family Success Capital Campaign.The new gymnasium has proven to be a wonderful way to engage young dads and extended family members in our activities, as well as provide an on-campus space for physical education for our teen mothers. Our ECE graduation ceremony was a special highlight in the new gymnasium in May 2016. There was standing room only for our young moms and dads, grandparents, siblings, aunts, and uncles who came to celebrate our young children as they accepted their ECE diplomas.The following week, we congratulated 35 young women who graduated from Florence Crittenton High School—the first ever from our brand new campus. The pride and sense of accomplishment of our teen mothers and their families reminds us of why we worked so hard to build this campus, and why you, the community, invested in our expansion—so that we can help these amazing young ladies, and their children, to realize their potential and enjoy a bright future. These successes are truly the outcome we all hoped for, and now we can rejoice in what we’ve accomplished together! We look forward to continuing to partner with each and every one of you as we continue into our second year on the new campus, providing even more teen mothers and more children with exceptional education, support and services. Florence Crittenton High School Operated in partnership with Denver Public Schools, for 31 years Florence Crittenton High School is

the largest and most comprehensive provider of academic and support services to pregnant and parenting teen mothers in Colorado.As an Intensive Pathways School, we provide intensive academic and wraparound services to students at the highest risk of dropping out. Our educational program meets both the Denver Public Schools and Common Core standards, while offering a continuum of health and social services to help our students be good parents while staying in school and succeeding academically. During the 2015-2016 school year, the high school served 210 students.

of eligible seniors graduated from Florence Crittenton High School, more than double the national graduation rate for teen mothers who give birth before the age of 18.

of graduating seniors had post-secondary plans. These plans include attending various local community and technical colleges, as well as working full-time in various fields.

Student and Family Support Program Florence Crittenton Services teen moms face many extra challenges in their efforts to become self-

sufficient and graduate from high school. Most are living in poverty and a significant percentage have experienced homelessness, domestic violence, abuse or other traumatic events. Many do not have any family support. For these young women, the thought of dropping out and giving up can quickly gain traction. The individualized, wrap-around services offered to students by Florence Crittenton Services to help them manage these challenges are critical. Our dedicated Student and Family Support Program (SFSP) team helps students learn coping skills, maternal and child health, parenting and benefit-system navigation to help them overcome family and community barriers to their success.

A Glance Into Student and Family Support Program • 8 7% of pregnant students delivered full-term, healthy birth-weight babies—nationally, only 14.5% of women under 20 deliver full-term healthy birth-weight babies. • 210 students participated in the Teen Parenting course, 90 completed pre- and post-tests and of those students, and 100% showed increased knowledge in the physical, social emotional, and cognitive developmental milestones of children ages 0-4. • 100% of homebound students remained connected to school and completed their coursework while on maternity leave, and 46 girls received homebound services. • 100% of our students received coaching and counseling through regular one-on-one sessions with SFSP social-emotional specialists. 100% of students accessed assistance with issues, including help with peer or family relationships, referrals for accessing community resources, legal support, health care and child care, and other key basic needs. • 65 family engagement activities were offered to teen mothers, their children, and extended families. Activities included Family Culture Night, Holiday Party, baby massage instruction, yoga classes, self-defense, and other activities designed to promote life skills development and socialemotional growth. Early childhood Education Center The Early Childhood Education Center (ECE) is Florence Crittenton Services’ on-site, licensed, Qualis-

tar-rated early learning center that addresses the education and care needs of our teen mothers’ children. Composed of age-appropriate classrooms, the ECE provides social, emotional, cognitive, and physical development services for infants, toddlers, and preschoolers ages 6 weeks through Pre-K. The ECE expansion increased the number of slots from 68 to 110 and allowed us to serve children over the age of 3 through Pre-K, which helps us assure they are kindergarten-ready. Utilizing evidence-based curricula and state-of-the-art progress measurement tools, the ECE offers quality, effective early childhood education to some of the most vulnerable young children in our community. On May 19, 2016 the ECE celebrated its third annual ECE Graduation. The children of graduating young mothers donned purple caps and gowns and received graduation certificates to further the celebratory spirit that permeates the campus during this time of year.

Early Childhood Education Center by the Numbers • Served 179 children ages six weeks to Pre-K • Maintained a three-star rating, helping to pilot the new Qualistar Colorado Shines rating system • 98% of children who attended the ECE (≥ 4 months) were at or above age-appropriate developmental levels • 100% of children were screened for developmental expectations • The average rate of the ECE's daily utilization by teen mothers icnreased to 73%, whereas only 49% of Colorado children (age ≤ 4) are in formalized care • 100% of children were current on age appropriate immunizations and well-child checks • 42 teen moms whose children attended the ECE participated in the Raising a Reader program Florence Crittenton Services Annual Report—July 1, 2015-June 30, 2016

Capital Campaign

The Building For Teen Family Success Capital Campaign successfully concluded by exceeding the goal of $2.8 million during FY16. Thank you to the 135 donors who made generous gifts to support the renovation and expansion of the Florence Crittenton Campus. The Florence Crittenton Campus now serves as a full-service Family Resource Center that includes the Early Childhood Education Center for children six weeks through Pre-K; the Student and Family Support Program providing social-emotion and basic needs support; the Alethia E. Morgan, MD Health Center providing pediatric and OB/GYN care; and, through a 32 year partnership with Denver Public Schools, the on-site Florence Crittenton High School. It serves as a single point of entry for teen mothers, young fathers, children, and extended family members to receive education and customized wraparound services that connect with community resources to help them achieve long-term self-sufficiency. In addition, we expanded our transportation capacity with a new van to transport teen moms and children to public transportation. We also created the Sue Wombacher Child Care Services Fund to ensure every child has the opportunity to learn, grow, and develop in our Early Childhood Education Center. Special Events: Cycles of Success Luncheon Florence Crittenton Services Ninth Annual Cycles of Success Luncheon, our largest annual fundraiser, hosted more than 600 guests at the Seawell Grand Ballroom to hear from two remarkable Florence Crittenton teen moms, Angelica and Jade, and keynote speaker, Judy Robles. Judy had her first child, Anthony, at age 16. He was born without a right leg, but persevered to become a NCAA Division I Champion Wrestler in 2011 at Arizona State University and a graduate with a bachelor’s degree in business communications. He received the Jim Valvano Award for Perseverance at the 2011 ESPY Awards. Judy is a mother of five, and earned her Bachelor’s degree in Communication at Arizona State University. She is pursuing her Master’s degree in Higher and Postsecondary Education at ASU. Thank you to everyone who attended the Luncheon – we hope you enjoyed it as much as we did. Florence Crittenton services Achieves bipartisan legislative success!

In 2016, Florence Crittenton Services worked to modify the Colorado Child Care Assistance Program

(CCCAP), which provides low-income families with financial assistance for child care so they can get into the workforce, off government assistance, and on the path to self-sufficiency. CCCAP helps two generations break the cycle of poverty by giving parents the opportunity to get the education and training they need to find employment, while also providing access to an early childhood education for their children, setting them up for success in kindergarten. Prior to our efforts, most Colorado counties required teen mothers and domestic violence survivors to pursue child support against her baby’s biological father before she could access CCCAP assistance. This requirement was an insurmountable barrier, because many of teen mothers and domestic violence survivors had unstable living situations and lacked the skills and self-confidence necessary to comply. During the Colorado 2016 General Assembly, Florence Crittenton Services spearheaded efforts to propose HB 16-1227: “Colorado Child Care Assistance Program, Eligibility Criteria for Teen Parents and Domestic Violence Survivors.” Together with partners—Colorado Children’s Campaign, Mile High United Way, The Women’s Foundation of Colorado, Colorado Coalition Against Domestic Violence, several school districts including Denver, Greeley and Aurora, and members of the Teen Parent Collaborative— Florence Crittenton Services negotiated for months with county officials, human service providers, and state legislators to draft the bill. We are especially grateful to Representatives Daniel Kagan (D) and Brian Del Grosso (R), and to Senators Owen Hill (R) and Larry Crowder (R) who sponsored the bill and worked tirelessly for its success. As a result of these efforts, HB 16-1227 was co-sponsored by 58 legislators in a welcome demonstration of bipartisan cooperation, and 38 community organizations. HB 16-1227 passed the House and the Senate with 90 of 100 members voting yes. On May 19, 2016, Governor John Hickenlooper visited the Florence Crittenton Campus to sign HB 16-1227 into law and remove the child support requirement for teen parents and domestic abuse survivors. He was assisted two Early Childhood Education Center toddlers, Theo and Trinity, and one hundred community supporters. The occasion was a joyous and laughter-filled one celebrating this remarkable legislative accomplishment. As a result, teen parents across the state of Colorado who are working towards a high school diploma or other educational goals can access CCCAP support without first pursuing child support through the legal system. With CCCAP support, their children can obtain a quality early childhood education experience and become kindergarten-ready, and both mother and child can make education a priority to break the cycle of poverty. Jazell and Odaly, two graduating seniors at Florence Crittenton High School, gave inspirational speeches about the impact of the bill’s passage on them. their children for Thanksgiving and the winter holidays.We provided each teen mom with a $50 gift card for a Thanksgiving meal for herself and her family, as well as holiday gifts for each teen mom, and gifts of diapers, toys, and clothing for each child.These gifts were made possible by generous contributions of money and inkind donations from numerous companies and individuals.We wrapped and distributed the gifts with the help of several volunteers, who made the task fun and joyful.Thank you to everyone who helped make the holiday season special for our teen mothers, their children, and their families. In addition, in December 2015, with the support of two generous donors, we provided each teen mother with a $100 gift card for extra food support during the winter break from school, which typically lasts 15+ days. During this time, our teen mothers and their children do not receive breakfast, lunch, and snack provided at school, and food insecurity is a reality. We were grateful to be able to provide them with this extra support beginning in FY16.
