LAS FLORES: MASTER PLAN URBAN – ENVIRONMENTAL AND TOURISTY INTERVENTION THE SITE

Las Flores neighborhood is located in the northern of the city of Barranquilla, Colombia. At the western side of the neighborhood is located the Mallorquin swamp which represents an important ecological and landscape resource for the region. Despite of this natural and wealthy resource, Las Flores is one of the poorest sectors of the city with plenty of environmental and social problems.

MALLORQUIN SWAMP

The lack of development and planning guidelines, the absence of control and management by the local authorities along with problems such as the massive displacement of people coming from rural areas, have allowed the uncontrolled settlement of housing and palafittes, on the shore and over the swamp, generating pollution and deterioration of fauna and flora. This affects seriously the quality of life of the inhabitants of the area and also limits the contact of the city with the swamp.

Las Flores which allows rebuilding and conserving the swamp ecosystem, integrating harmoniously the nature and the urban landscapes, potentializing the development of a self-sustainable eco-tourism, achieving that the city and the neighborhood interact together with the swamp again.

This

Strategic project proposes a linear park along the swamp shore focusing in two objectives. The first, to provide a physical barrier that protects the swamp and prevents future attempts to settle on it. Enhance the touristy attractiveness of the zone as a second objective, where locals can interact with the body of water, performing recreational activities that stimulate and reconcile the relationship between water - inhabitant. The new linear park will include a landscape proposal that gives a positive imagen to the neighborhood and the city, generating public spaces of the highest quality.

As part of the urban intervention, the project include a housing relocation of 126 families currently living on the shore of the Mallorquin swamp. This housing development are arranged in irregular blocks that obstructs the access to the swamp. In addition, it is the main cause of contamination on the site due to the deficient management of the wastewater. The project proposes a urban restructuring and the design for houses which meet the minimum conditions of comfort and functionality.

NEW PALAFITTES

The third strategic proposes re-built 130 palafittes houses currently located on the Mallorquin swamp. Each new palafitte will have 65 M2 divide in two levels, including a series of pedestrian paths which connect them to the swamp shore. This proposal seeks to give a new fresh identity to the neighborhood, highlighting the culture of the Colombian Caribbean through palafittes harmonious with the landscape and friendly with the natural environment.

A - WATER SUPPLY Using an elevated tank that allows rainwater collection and storage. The stored water can be purified by a chlorine dispenser with controlled discharges.
