RURAL YOUTH INNOVATION AWARD

1.1 INTRODUCTION The Rural Youth Innovation Award in Latin America and the Caribbean (LAC) is one of the first initiatives of the South-South Knowledge and Cooperation Center of the International Fund for Agricultural Development (IFAD), cofinanced by the Government of China. The Award seeks to identify, reward and disseminate innovative and sustainable youth initiatives in the region. It also encourages the application and scalability of practices and/or technologies that contribute to rural development and rural poverty reduction. The applying initiatives should be examples of effective good practices and technologies already applied and implemented in solving rural challenges, especially towards rural smallholders.

GOALS

1.2 GOALS

KNOWLEDGE-SHARING PLATFORM CREATION To share disruptive and creative initiatives led by young people in rural areas. It will also encourage their replicability in the region.

AWARD HOSTING To bring companies, academia and other organizations together to invest and recognize the activities of innovative rural youth.

DISSEMINATION AND SCALABILITY SUPPORT Regional exchanges with other United Nations agencies and organizations towards solutions’ implementation in ongoing or future projects. Meeting with companies looking for mentoring and/or financing.

1.3 OUTCOMES The Award, with its innovative and aggregative character, will bring results in four dimensions:

ELIGIBILITY

1.4 ELEGIBILITY YOUTH FROM

YEARS OLD

NATIONALS AND RESIDENTS IN LAC

To include diverse realities, in addition to different definitions of youth used by LAC countries and the UN, young people between the ages of 18 and 35 are eligible to join the Award. They must be nationals and residents of the countries in the region. It is also possible to submit group proposals – as long as at least 80% of the participants are youth. The projects must necessarily develop solutions applicable to rural areas. And it needs to be an innovative initiative already tested and validated in such areas.

1.5 WHY INVEST IN RURAL YOUTH IN LAC COUNTRIES Today's youth generation is the largest in history. In rural areas, young people are two to three times more likely to be unemployed than adults, and are also more likely to be poor. Thus, youth are more likely to leave their homes in search for work. Unless we invest in rural areas and develop strong rural economies with attractive prospects for young people, they will be forced to migrate. Investment in innovation can bring more opportunities to the regional level and high impact solutions developed by the beneficiaries themselves.

Inclusion of minorities/ vulnerable groups

To ensure an innovative and inclusive future, the Award will accept projects in key areas for sustainable rural development. Currently, each category will have its own prize. Participants will have the opportunity to choose the main category in which they wish to participate. In addition, according to the UN 2030 Agenda, they can also indicate to which Sustainable Development Goal (SDG) their projects contribute. Projects promoting the inclusion of women, indigenous people or other vulnerable groups will have a Featured Award.

2.2 EVALUATION The projects assessment will follow the evaluation defined by the Award organizers. It is important to note that the promotion of diversity and inclusion of minorities is common to all categories.

EVALUATING COMMITTEE

2.3 EVALUATING COMMITTEE COMPANIES

The Evaluating Committee will be composed of technical evaluators, members of the United Nations Agencies involved in the Award (IFAD, FAO, WFP and others); experts representing the private sector or other partner organizations / co-funders of the Award (Government of China, NGOs of LAC and others). The appointment of evaluators for each initiative will be carried out by IFAD's project team and will take into account the evaluator’s training and experience, which must be aligned with the characteristics of each initiative. The Award will seek to balance the composition of the Evaluating Committee in terms of gender and seek to encourage the participation of young people. Each initiative participating in the Award will be evaluated (at least) by three members of the Committee.

In addition to joining the Evaluating Committee, the partners commit to sponsor the prizes and also participate in different stages of the project to be agreed between the parties.
