The COVID-19 pandemic is hitting hard in the US and the sanitary crisis has triggered an economic recession, especially disastrous in Houston with low-record crude prices in addition.

Many French companies in Houston and American member companies of the Chamber of commerce are struggling to keep alive their business and to keep their employees.

However, amid this unprecedented multi-crisis and in spite of all the problems each business is struggling with, the value of solidarity has not been forgotten. FACC member companies have set up many inspiring initiatives and have tapped on their expertise to help Texas and the US to overcome the crisis These actions demonstrate the leadership and the creativity of our member companies and entrepreneurs and their commitment to help communities.

This issue of the FACC magazine celebrates this momentum of solidarity for the US and outlines the deep friendship between the French business community and the US.The FACC community can be very proud of these impactful actions. SCHLUMBERGER FACILITY PRODUCES HAND SANITIZER FOR FRONTLINE RESPONDERS

In response to COVID-19, Schlumberger's business unit in Broussard, Louisiana, is using part of its manufacturing facility to produce hand sanitizer. The facility is a leading manufacturer of oilfield blended chemical products and has supporting services that include quality control laboratories, an extensive supply chain and a logistical network.

Teamwork and collaboration across business functions expedited the setup of production at the facility. This included qualification of raw materials, facility registration and documentation in accordance with guidance from regulatory authorities Producing hand sanitizer involves blending the raw materials according to the approved formulation from the World Health Organization (WHO) which includes isopropanol, the main ingredient of hand sanitizer

3D PRINTING TO CREATE PPE

Schlumberger teams around the world have quickly responded to help provide personal protective equipment (PPE) to hospitals and front-line healthcare providers

From the first requests for PPE from local healthcare communities, employees approached the company for guidance on how to help Immediate action was taken by several of our facilities in France “Our teams collaborated to identify available protective equipment to donate, and also to determine how to quickly produce other PPE using 3D printers to donate to healthcare providers,” notes Roland Renaud, health, safety and environment (HSE) leader for Schlumberger in France.

The company ’ s engineering community put their expertise into practice to create and test prototype PPE for healthcare workers The manufacturing of PPE was initiated on the company ’ s 3D printers, with additional production of parts done by employees who have their own 3D printers at home Workspaces at technology centers in France have been dedicated to the assembly of protective face shields,

for example, by the fiber optics team at the Schlumberger Riboud Product Center.

In addition, Schlumberger engineers have printed a door-opening device that enables nurses to avoid direct contact with door handles in the hospital

The additive manufacturing team in Sugar Land, Texas is also using their 3D printers towards making face shields for healthcare providers

At other locations the company is providing material to make PPE using 3D printing. For example, in Ecuador, material has been provided to a community organization for the 3D printing of protective face shields

An enterprising employee from the Schlumberger Cambridge Research Centre (SCR) in Cambridge, UK, is using their own 3D printers at home to manufacture face shield components to help UK healthcare workers The employee reports that “To date I have produced headbands for over 300 face shields and the SCR has donated materials that will enable production of approximately 500 more that will be donated to doctors, nurses and healthcare providers through a local supplier coordinating the sterilization and assembly of the PPE.”

Meanwhile, employees at company locations worldwide have been organizing donations of PPE to hospitals, industry safety organizations, and local authorities. For example, in Ecuador, France, Italy, Norway, Mexico, Thailand, and the United States, donations have included thousands of items of PPE including disposable coveralls, safety glasses, gloves, hand sanitizer, masks, face shields, stretchers, and disposable thermometer protectors

JLL EMPLOYEES RAISE $40,000

FOR GREATER HOUSTON COVID-19 RECOVERY FUND

JLL employees pitched in to raise $40,000 to support people in the Houston community who are dealing with loss of income or other negative consequences related to the COVID-19 pandemic. As most JLL employees worked from home this spring, they were also eager to find a way to help others who were struggling financially, so they launched a fundraising campaign on behalf of the Greater Houston COVID-19 Recovery Fund.

A joint effort by the United Way of Greater Houston and the Greater Houston Community Foundation, the fund was established to help those facing the most severe hardships to recover from the devastating economic impact of pandemic

TO SAVE LIVES 10,000 VENTILATORS IN 50 DAYS

AirLiquideleadstheFrenchconsortiumwithGroupePSA, Valeo and Schneider Electric to producing 10,000 ventilators Air Liquide Medical Systems (ALMS) between April and mid-May with the help some 30 procurement and manufacturing specialists in response to a request fromtheFrenchGovernment.

The major challenge is to secured the supply of the 300 essential components for the manufacture of those ventilators, by calling on specialist input from 100 nationalpartnercompanies.

The mobilization of the 4 major groups is a unique situation but a crucial factor for success with each of themcontributingitsownexpertise.

OXYGEN DEMAND IN UNITED STATES AIRGAS KEEPING UP WITH

For weeks, Airgas Healthcare teams have been fully mobilized, helping hospitals throughout New York City manage to treat a surge of patients and continually providing medical oxygen On a daily basis, Airgas drivers are weaving more than 20 cylinder trucks through the New York City streets to deliver a daily average of 2,700 cylinders to customers On the ground, Airgas bulk field technicians have been heroically working behind the scenes to help hospital bulk systems keep up with unprecedented demands As bulk oxygen deliveries to New York City hospitals climbed to a peak on March 31 with more than double the daily rate of deliveries, the bulk field technicians worked hard to make sure the systems functioned accordingly

When the team isn’t making adjustments on fixed bulk systems, they’re busy working to place portable trailersmany of which are helping hospitals boost storage capacity, vaporization and pressure So far, the team has placed eight portable systems in the New York City area

These portables were repositioned and retested for medical oxygen use as Airgas initiated preparations in early March The largest and most rapid install thus far is at the Westchester County Center Alternate Care Facility in White Plains, New York, a 110-bed temporary facility being housed inside the Westchester County Center and across four tents in the center’s parking lot

HAND SANITIZER PRODUCTION

In times of hardship and uncertainty, Air Liquide has proven to step up in a way that brings strength and positivity to the community and organization. With many colleagues and customers being challenged on the front lines each day, ensuring they have proper PPE and hygiene materials, remains a priority. At the Dallas Chemical Center (DCC) the ALEUS team came together with the goal to ensure essential and frontline workers were supplied with hand sanitizer.

Demand for hand sanitizer has remained constant during the COVID-19 pandemic, not only among the public, but essential and front line workers. Noticing the high demand and lack of supply available, long time customer and partner, Texas Instruments (TI), approached ALEUS with the request to produce hand sanitizer for TI front line workers.

As luck would have it, all of the necessary solvents to produce hand sanitizer such as, IPA, Peroxide, DI water and glycerol, were all available to the ALEUS team. Recognizing the opportunity at hand, ALEUS quickly transitioned operations to produce hand sanitizer at the volume needed to support TI front line workers. To date, ALEUS has produced 270 one gallon bottles of hand sanitizer. “It is imperative now more than ever to do our part during this pandemic to meet the needs of our customers and patients, as they critically rely on our products and services,” Terry Humphrey, President, ALEUS said. “The ALEUS team made a swift decision to take a proactive approach during this crisis, and develop a new product with our customers well-being in mind.”

This extraordinary effort to repurpose materials and alter operations, showcase ALEUS’s drive and ability to adapt, ultimately positioning Air Liquide to come out of this crisis a stronger and more agile organization.

ENGIE NORTH AMERICA'S MOBILIZATION DURING THE CRISIS MEDICAL EQUIPMENTS

New York City

At the beginning of the crisis, ENGIE's team at Unity has mobilized electricians on site to help the Federal Emergency Management Agency increase capacity for patient intensive care for two hospitals in NYC (Roosevelt Island & Bronx) Unity is working with North Star, a national General Contractor, to provide Coler Hospital on Roosevelt Island and North Central Bronx Hospital with the much-needed expanded ICU space. Unity’s role is to ensure the newly adapted space is powered and set up for ICU patient care, which includes enabling the use of ventilator equipment. At Coler Hospital, Unity helped recommission four previously abandoned floors in two buildings – two floors in each. The work included ensuring there is enough power and providing modifications and repair work as needed At North Central Bronx Hospital, five floors in the building are being converted for additional ICU rooms. A team of Unity electricians is helping complete three phases of work: recommissioning, demolition, and rebuild.

ENGIE's Donnelly Mechanical team is installing oxygen lines to 475 more beds in the Billie Jean King National Tennis Center in Queens that has been converted into a temporary hospital to meet the needs for overflow hospital space in treating the coronavirus.

ENGIE's Unity Team is completing electrical configuration work at Lincoln Hospital in the South of Bronx while it triples the number of intensive care beds As the only public hospital in the South Bronx, Lincoln Hospital is dramatically expanding its intensive care unit space from 34 beds to more than 140 beds to accommodate coronavirus patients.

ENGIE's Conti Team provided electrical services transforming Detroit’s TCF Center into a 1000-bed field hospital for non-critical coronavirus patients.

ENGIE's Conti Team is involved in an Emergency Ventilator Project for General Motors (GM) A team of electrical and mechanical workers from ENGIE contracting company, Conti, provides resources to convert an existing General Motors facility in Kokomo, Indiana to produce 200,000 life-saving respirators General Motors has identified the process plan by working with an existing respirator manufacturer, Ventec Life Systems (GM’s facility and process is expected to increase output 14x versus that facility, comparatively). Conti’s work includes facility upgrades to provide a “clean room ” environment for production and installation of specialty equipment and tooling to perform the tasks

RICE UNIVERSITY ENGINEERS ‘MACGYVER’ AN INEXPENSIVE VENTILATOR FOR CORONAVIRUS PATIENTS

Rice University engineers are building a prototype of a ventilator using 3-D printed parts and hobby-store materials for possible use by coronavirus patients in dire need of breathing machines The invention could be a stopgap for hospitals around the country in need of thousands of ventilators as the crush of Covid-19 cases climbs in the coming weeks “It’s a rolling tide of disaster,” said Rohith Malya, an emergency medicine doctor at Baylor College of Medicine and adjunct assistant professor of bioengineering at Rice, a Houston research university. The ventilator, nicknamed ApolloBVM, weighs 8 pounds and could be mass-produced for less than $200 each, said Dr Malya, who advised the team, made up of a Rice undergraduate and five faculty and staff members It could be used at hospitals short on conventional ventilators in the coming days, possibly in Houston, under emergency use authorization, he added. The Food and Drug Administration has relaxed some restrictions on lifesaving equipment, given the extreme need.

THE EIGHT-POUND MACHINE USES PARTS

Covid-19 patients in intensive care often require ventilators for several days to help them breathe, given the huge strain the virus puts on the lungs, Dr. Malya said.

Ordinary ventilators, which blow oxygenated air directly into a patient’s lungs at a controlled rate and volume, can weigh hundreds of pounds and cost tens of thousands of dollars They take five to 10 days to manufacture, depending on global supply-chain processes, and require hundreds of different parts, Dr Malya said The ventilator the Rice engineering team is building has 80% of the functionality of a full-size ventilator, he said, and could be used for the less severely ill The automated ventilator could also replace the practice of manually pumping air into patients’ lungs using devices known as bag-valve masks, he said Medical professionals can tire rapidly doing it, and risk infecting themselves as well

The Vinnolit colleagues in Germany have responded to the shortage of PPE (personal protective equipment) by donating a total of 2400 respiratory protection masks to hospital and retirement home workers. LA MISSION DU CONSULAT PENDANT LA CRISE DU CORONAVIRUS

Depuis le début de la crise liée au coronavirus, la communauté française au Texas, en Arkansas et en Oklahoma a vu sa vie quotidienne profondément altérée. L’équipe du Consulat général s ’est adaptée à ce nouveau contexte de différentes manières :

Comme dans l’ensemble du réseau consulaire, des missions prioritaires ont été définies : protection consulaire (au sens large) et services d’urgence, notamment pour les titres de voyage Le travail de veille a été intensifié pour mieux anticiper les évolutions de la crise pandémique et ses conséquences sur la circonscription.

THE CONSULATE’S MISSION DURING THE CORONAVIRUS CRISIS

Since the beginning of the coronavirus crisis, the daily life of the French community in Texas, Arkansas and Oklahoma has been deeply affected The Consulate General has adapted to this new context in several ways:

- As for the rest of the French consular network, priorities were established with a focus on consular protection and emergency services, especially in the delivery of travel documents. Monitoring of the crisis was put in place in order to anticipate the evolution of the pandemic and its consequences in our area.

- Un plan de continuité de l’activité consulaire a été défini avec le double objectif de protéger les agents et de préserver la continuité du service public Dès le 14 mars, une nouvelle organisation en « bordées » a été mise en place et a rapidement évolué vers un fonctionnement en télétravail pour l’ensemble des agents. De nouveaux outils, notamment pour la réponse téléphonique, ont été déployés

- Le fonctionnement en réseau est aussi essentiel dans la gestion de cette crise atypique. D’une part avec le réseau du Ministère des Affaires Etrangères (notamment son centre de crise et de soutien) de l’ambassade et des 9 autres consulats

A contingency plan for Consular activities was defined with two main objectives: the protection of their staff and the continuity of public service On March 14th , 2 weekly rotating teams were set up but this quickly evolved into remote working for all staff members New tools were deployed to make our emergency call center more effective.

- Efficient communication remained an essential part of managing this unusual crisis On one hand in liaising with the French Ministry of Foreign Affairs (in particular its Crisis and Support Center), the Embassy and the other 9 Consulates

The Consulate was quick to set up a new organization (March 16-18), and the first phase included assisting French citizens (travelers and students) to find flights to go home; from March 17th to April 12th, they processed 455 calls and 286 email messages on a 24/7 basis (2 dedicated lines were added to the existing emergency telephone response line) which enabled them to resolve several very difficult situations, with the precious support of Air France.

Outre une communication régulière par courriel et sur les réseaux sociaux, une rubrique dédiée à la crise du Covid-19 a été créée sur le site Internet houston consulfrance org avec de nombreuses informations pratiques et les réponses aux questions les plus fréquentes, notamment sur la question des déplacements internationaux. Des informations sont également disponibles sur les aides locales aux entreprises et sur le dispositif exceptionnel d’aide sociale mis en place pour les Français de l’étranger

A noter pour la communauté économique, la création par le Service économique régional d’une communauté Linkedin spécifique (pour la rejoindre, contacter le consulat). Sans oublier les propositions culturelles en ligne pour s’évader un peu…

In addition, the Consulate and Embassy services based in Houston were mobilized to monitor the evolving crisis and share essential information with the French community Besides daily communication by email and/or social media, a Covid-19 section was added to the website houston.consulfrance.org with practical information, answers to frequently asked questions such as the ones related to international travel. Other resources regarding loan programs available to businesses or the economic impact payment issued by the French government to French citizens living abroad were also widely shared

The Economic department also set up a dedicated LinkedIn account to assist businesses and share information during the Covid-19 pandemic And in order to allow for escape, the Cultural services gathered educational and cultural resources (in French of course) available online.

L’évolution de la situation locale a permis au consulat de reprendre partiellement ses services depuis le 12 mai dont l’instruction et la délivrance des passeports et cartes nationales d’identité. Afin d’assurer la sécurité des usagers, de nouvelles modalités d’accueil ont été mises en place et la prise de rendez-vous est désormais obligatoire.

En résumé, l’ambition du consulat est d’être à l’écoute et au service de la communauté française et de continuer à l’informer au mieux durant cette crise, notamment sur les dispositifs d’appui face à ses conséquences économiques et sociales.

Enfin, si vous ne l’avez pas déjà fait, le consulat vous invite à vous inscrire au registre des Français à l’étranger. L’inscription, simple et rapide se fait en ligne et c ’est un préalable indispensable pour qu'il puisse vous connaître et vous faire bénéficier de leur appui et de leurs services.
