Surgeries to be moved from Saskatchewan to Alberta PROVINCIAL REGINA - Saskatchewan — considered the birth place of medicare — is turning to a private Calgary company for help to cut surgery wait lists. Regina and Saskatoon health regions have contracted Surgical Centres Inc. of Calgary to do some day surgeries. The Saskatoon Regional Health Authority says the company will perform cataract surgery, pediatric dental surgery as well as knee and shoulder repairs outside the hospital starting later this year. Surgical Centres will do ear, nose and throat, orthopedic, and dental surgeries in Regina. Health officials in both regions say the move will free up hospital operating room space for more complex cases. The health regions are using third-parties to help meet the province’s goal that no one waits more than three months for elective surgery by 2014. *** REGINA - The rotating strike by specialized health workers in Saskatchewan continues. Union president Cathy Dickson says about 400 Health Sciences Association members will remain off the job today in Regina, Saskatoon and Prince Albert. It’s the seventh week of job action by the union over its contract impasse

with the Saskatchewan Association of Health Organizations. Wages are the main issue in the dispute. The union represents paramedics, hospital pharmacists, physical therapists and other health professionals. NATIONAL OTTAWA - Starting tomorrow, First Nations members will be able to take their own local governments to task for human rights violations. A three-year transition period has come to an end and the Canadian Human Rights Act now will apply to First Nations governments, as well as Ottawa. That means aboriginal people can challenge their own bands under the act if they think living conditions on reserves are discriminatory. But David Langtry, acting chief of the Canadian Human Rights Commission, says he’s not sure whether the change will bring about an onslaught of lawsuits. That’s because he says it’s not clear that First Nations people have the financial and legal resources to mount challenges against their governments. *** MONTREAL - The billionaire businessman behind Virgin Galactic says William Shatner — and other celebrities — shouldn’t expect any free

rides into space. The space-tourism enterprise is already taking reservations for flights which could begin sometime next year. But it’s become clear that the actor who played Captain James T. Kirk, perhaps the world’s most famous fictional spaceman, is not among the 440 people from 40 countries planning to go up. “William Shatner has said that he’s scared to go into space and it’s quite ironic really when you think of his career,” company founder Sir Richard Branson told The Canadian Press. *** OTTAWA - The Conservatives have unveiled a Senate reform bill that introduces term limits to the upper chamber and supports provincial elections of senators. Tim Uppal, the Tory minister of state for democratic reform, introduced the legislation in the House of Commons. The bill would limit senators to a single nineyear term. The limit will not apply to senators who were appointed before October 2008. The government is also proposing a framework for senate elections in the provinces, based on Alberta’s system. INTERNATIONAL MEXICO CITY -

President Felipe Calderon said Tuesday that federal police have caught one of Mexico’s most-wanted drug lords. Calderon did not identify the suspect, but an official in central Aguascalientes state who was not authorized to be quoted by name said authorities have captured Jose de Jesus Mendez Vargas, the alleged leader of the La Familia cartel. A posting by Calderon on his Twitter account called the arrest “a big blow” to the drug cartels. ***The U.N. General Assembly has voted unanimously to give Ban Ki-moon a second term as secretary-general. The 192-member world body elected the 67-year-old South Korean diplomat Tuesday as U.N. chief for another five years starting Jan. 1. Ban has pledged to keep leading the world body as a “bridge-builder” at a time of global change. He has been criticized for lacking charisma and failing to criticize human rights abuses in powerful countries such as China and Russia. But Ban has won praise for his commitment to climate change, nuclear disarmament and women’s issues, his strong backing of pro-democracy movements in North Africa and the Middle East, and for military intervention in Ivory Coast and Libya.
