YOUTH RIGHTS FOR YOUNG EUROPEANS by: European Youth Forum (YFJ) Youth rights has been on the agenda of the youth movement for over a hundred years. From faith-based youth organisations, to the student movement and party political youth organisations, there has always been interest in advocating for more freedoms and political rights for young people. $ $ $ " ! ˆ Ă’ $ ‹Ă?Ă?‰* was warmly welcomed at the time by visionary European Commission President Jacques Delors. In the EU, the recognition of youth rights took a giant leap forward with the adoption of the Lisbon Treaty in 2009 as the treaty includes a much welcomed article on the rights of young people (art. 165). In its work, the European Youth Forum is committed to a rights-based youth policy. In 2009 it has launched a process that aims for the adoption of a European Convention on the Rights of Young People, within the Council of Europe framework.

In resolution 64/134, the United Nations proclaimed that 12th August 2010 – 11th August 2011 would be the International Year of Youth to focus on dialogue and mutual understanding. The year was kickstarted by the International Day of Youth and aims to advance the full and effective participation of young people in all aspects of society, whilst promoting dialogue and understanding between generations and the ideals of peace and respect for human rights.

Several international events within the framework of the UN’s International Year of Youth have already taken place, notably the World Youth Conference in Mexico, which the European Youth Forum and many of its member organisations actively participated in. In this International Year of Youth, the European Youth Forum stresses that full and effective participation of young people can only be guaranteed by a rights based approach to youth policy. The European Youth Forum therefore encourages European stakeholders to grasp the International Year of Youth as an opportunity to learn from global examples of good practice to continue to work towards such a rights based approach to meet young people’s needs.

With the new format of the magazine, the European Youth Forum will continue to aim at delivering the most original coverage of the voices of young people in Europe, to act as a reference point for the debate around public policies affecting young people and to follow the organisations cross-cutting approach to youth policy.
