5DPSDQW TXDUULHV & RQ FOLIIV DQG ULYHUVLGH Warnings of Public Works Agency ignored Singaraja (Bali Post)—
Since a few years, the Buleleng Public WorksAgency has repeatedly warned the residents who do the business of illegal quarries C at a number of cliffs and river banks in North Bali. One of them is by posting a warning sign around the site of excavation. However, the warning sign seems to be ignored, while the activities of quarrying the land, sand and the like are still rampant. ,QIRUPDWLRQ FROOHFWHG LQ WKH ÂżHOG RQ )ULGD\ 2FW PHQWLRQHG WKDW LQ %XOHOHQJ WKHUH ZHUH more than dozens of quarrying operations spreading across several subdistricts. In the Public Works Agency of Buleleng, only 12 mining permits were recorded. Meanwhile, many others had no permission like at Munduk and Tamblingan in Banjar Subdistrict. At this village was found an excavation at steep areas and had taken place for long time. The materials taken were stone for building materials. Such illegal business had lasted for a long time until threatening the environmental conditions and the steep areas were prone to landslides when it rains. In addition, the quarrying activities of sand and gravel were found at Tinga-Tinga, Gerokgak Subdistrict. This illegal gravel mining venture had been running longer and then the results were used to supply some areas for building materials and other needs. They resulted in the same impact, where the surrounding environment was threatened and the convenience of local people was disturbed. Head of Buleleng Public Works Agency, Nyoman Gede Suryawan, when asked for his FRQÂżUPDWLRQ MXVWLÂżHG WKH SHUVLVWHQFH RI WKRVH illegal mining ventures in Buleleng. His party had repeatedly admonished the entrepreneurs orally, through reprimand and by posting a prohibition sign for excavation in certain areas.
In essence, the warning reminded the mining operators to seek permission to relevant agencies in Buleleng Regency. Unfortunately, the warning was not heeded and the activities continued to run and even expand. He gave an example that residents carrying out the excavation on the hill of local village and around the Munduk area had submitted the permission to Buleleng Regency. However, the permit was not processed because the regent did not recommend the excavation on the hill. Unfortunately, rejection against the permit of the hill excavation was not followed up with enforcement actions by Buleleng Regency. “We’ve asked them to submit permission like the others, but since it was considered to harm WKH HQYLURQPHQW WKH SHUPLW ZDV QRW ÂżQDOO\ LVsued. However, the authority to discipline such a venture lies in the other agency, namely the judicial team,â€? he said. On the other hand, Suryawan said that so far Buleleng Regency did not have a guideline regarding the mining area. Currently, it was actually incorporated in the cultivation area whereas the mapping of mining areas was very important to regulate and control so as not to cause adverse effects on the surrounding environment. If the mapping of mining area had been clear and the operator complied with the licensing rules in force, the Buleleng Public Works Agency would provide technical direction on the mining. It was intended to avoid any accidents to the workers in the mining areas. “Since it is still coupled with the cultivaWLRQ ZH RIWHQ ÂżQG WKH TXDUULHV RQ FOLIIV DQG then it is the leveled and planted with producWLYH FURSV ´ H[SODLQHG 6XU\DZDQ DQG MXVWLÂżHG E\ WKH 'LYLVLRQ +HDG RI 0LQLQJ LQ WKH 3XEOLF :RUNV $JHQF\ 1\RPDQ 6XDUMDQD NPE
