How Otter Tail County got its name Before there were roads in the wilderness area, the best method of transportation was by water. The early explorer would portage from Leaf Lake to Portage Lake to Donald This otter sculpture, in the city of Lake to Pelican Ottertail, depicts the furbearing Bay on Otter Tail animal after which the city and Lake and be on his county are named. way through Canada to Hudson Bay. The first explorers through this area about 1750 were a Frenchman and an Englishman. They met with a band of Indians on the shore of “Lac de la Queue de la Outer,” which translates roughly to the Lake of the Otter’s Tail. This is on record in the archives of Congress. Some believe the name derives from the sandbar shaped like an otter's tail where the Otter Tail River enters Otter Tail Lake. Now, over two centuries later, the otter's tail sandbar is still there.

What are the job descriptions of some of your Otter Tail County officials? Robert Moe-Assessor The County Assessor’s Office is responsible for the valuation and classification of all taxable real and personal property in the county for property tax purposes. Every 6th year the office also values all of the tax-exempt property in the county. Each year the office attends meetings of all Boards of Review where property owners may appeal their valuation or classification. The department follows state laws to value all properties based on market value and classify property based on use. David Hauser-Attorney The Otter Tail County Attorney is an elected official with specif-

ic obligations set forth in Minnesota Statutes. State’s Office, Department of Natural Resources, State Auditor’s office and Department of Public Safety. Larry KrohnCoordinator The coordinator’s office prepares the agenda for the board of commissioners’ meetings and prepared and keeps record of the minutes of all county board meetings. Other areas of responsibility included the management of human resources, assisting with annual budget, liaison functions, property, casualty, liability and worker’s compensation insurance for the county and other administrative functions that are assigned by the Board of Commissioners. Court Administrator Otter Tail District Court is one of ten District Courts located in the Seventh Judicial District. It is served by three judges: Judge Mark F. Hansen, Judge Waldemar B. Senyk, and Judge Barbara R. Hanson, who are chambered in Fergus Falls. It is also served by visiting judges who are scheduled in Otter Tail County at regular intervals to meet the judge need for the District Court. Extension Educator The University of Minnesota Extension in Otter Tail County is the educational outreach arm of the University of Minnesota. Our mission is “to involve people in improving the quality of life and enhancing the economy and the environment through education, applied research, and the resources of the University of Minnesota.” Campus-based extension specialists work with county-based extension educators to deliver educational programs through meetings, demonstrations, workshops, publications, and electronic delivery methods such as interactive TV, satellite teleconferences, and computer networks. Our program areas include: 4-H Youth Development, Environment and Natural Resources, Foods and Nutrition, Agriculture and Horticulture, Community Vitality and Family Development. Rick WestEngineer The Otter Tail County Highway Department has under its jurisdiction 1,052 miles of highway, all of which are bituminous surfaced and 142 bridges. The annual department budget is approximately $12,000,000. Revenue sources include local, state and federal funds.

John DinsmoreHuman Services Director Our department’s mission is to provide an array of financial and social services to families and individuals to help maintain or enhance the quality of life for all persons served. Out agency staff directly provides over 27 different programs and we contract with many other agencies throughout the county to provide a variety of programs. Bill KalarLand & Resource Director Recognizing the fact that the uncontrolled use of our land could adversely affect the health, safety and general welfare of the public, as well as impair the tax base, the county commissioners and the state have imposed laws and ordinances in an attempt to ensure a viable environment for the residents and visitors of the county. Diane ThorsonPublic Health Director The Department of Public Health was organized to provide public health nursing services and environmental health services for all residents of Otter Tail County. Wendy Metcalf-Recorder The County Recorder is the custodian of all records of the County pertaining to personal property, real estate transfers and all vital statistic records. The Recorder’s Office is divided into four major departments. Brian Schlueter-Sheriff Detention facility, enforcement units, Marine patrol, civil process, court security, snowmobile safety patrol. Mike HananSolid Waste Director The Solid Waste Department administers and implements services and programs related to reducing, reusing, recycling, and disposing of waste in Otter Tail County. The Solid Waste Department oversees an integrated waste management system. Steve Andrews- Treasurer Some of the responsibilities of the treasurer’s office are: preparation of all tax statements, record on imaging microfilm all receipts and checks, disbursement of money from proper funds, distribute taxes collected to proper government units and make investments. Bernie Gamber- Veterans Service Officer Director Provide advocacy for military veterans, their dependents and survivors. Assist in applying for state and federal veteran’s benefits.

BOARD OF ADJUSTMENT The Board of Adjustment meets the first and second Thursday of each month as needed. The meeting begins at 6:30 p.m. and is held in the Otter Tail County Commissioners' Room located in the Government Services Center at 500 Fir Ave. W., Fergus Falls, MN 56537. The purpose of this board is to hear all applications for variance from the requirements of the shoreland management ordinance and the subdivision controls ordinance. Applications for consideration by this Board are submitted to the Land and Resource Department and processed through the County Auditor's office. The secretary and contact person for the Board of Adjustment is the County Auditor. The membership consists of one person from each of the commissioner districts, plus a representative from the Planning Commissions. The members of the Board of Adjustment are appointment annually. ‘We Be Jammin’’ theme for 2011 Turtle Fest ‘We Be Jammin’’ will be the theme for the 2011 Perham Turtle Fest. The theme was selected by the Turtle Fest Committee in January. The logo for the 2011 festival, created by Greenspire Graphics, has been selected. Action starts June 17, in neighboring Ottertail, with the two-day Smokin’ Iron Truck and Tractor Pull. The Turtle Fest Road Race run is June 18. Clues for the Turtle Fest medallion hunt will be revealed Monday, June 20, and the hunt is on all week, all four days. Two marching bands booked for parade The grand parade will be at 7 p.m., Friday night, featuring the New York Mills High School and Fergus Falls High School marching bands, and dozens of other delightful entries. A concert and dance will follow the June 24 Grand Parade, at the classic, rustic and historic “Grandview Heights Ballroom,” with its famous “suspended” wood dance floor. The dance and concert, north of Perham one mile at the Pioneer Village, will start immediately after the parade. During the day Saturday, the local Dreams for Kids/Make-AWish Foundation group will be hosting a downtown cook-out. Lions Demo Derby set One of the premiere crash and bang events in the region, the popular Perham Lions

A beach theme has been selected for the 2011 Turtle Fest, which will span two weekends, June 18 to June 26. Demolition Derby, has moved to a late afternoon time slot, at 5 p.m.—located at the East Otter Tail Fairgrounds, near downtown Perham. Fishing tourney A fishing contest will be added to the Turtle Fest line-up for 2011. The tourney will be open to 100 boats, explained Craig Swanson, Perham Sportsman’s Club. Fifty boats will fish Little Pine, and 50 will fish Big Pine the first day of the tourney, June 24. Then, the 50 boats will switch lakes on the second day of the tournament. Details will be firmed up as the Sportsman’s Club continues planning. “Fast Times” Turtle Fest paper to be printed Many of the details of the 2011 Turtle Fest will be printed in the annual “Fast Times” Turtle Fest publication.

Kinship offers after school programs Kinship of the Perham Area has added new programs. B.R.A.G. (Boys R Always Gifted), and G.A.P. (Girls Are Powerful) is for girls in grades 7-12 involved in Kinship and/or friends of Kinship. B.R.A.G. meets every 2nd Monday of the month. G.A.P. meets on the 2nd Thursday of every month at varying locations from 5:30 to 7:30 p.m. Dinner is provided. The purpose of the group is to give teen girls a voice and access to fashion, nutrition/cooking, health and physical fitness trends. Five adult facilitators guide the group. Plastic Rinse. Throw cover and rings in the garbage. Recycle bottles/jugs with a number 1 or 2 on them. No brown plastic. All containers must have a neck or spout. Ice cream pails, margarine and whipped topping containers and plastic bags are not acceptable.

Newspaper/Phone Books Recycle computer/office paper - bundle and separate from newspaper. Magazines, catalogs, shiny and glossy papers are accepted at special collections

Aluminum Empty cans. Aluminum foil and pie plates are also acceptable.

Check out the Otter Trail Scenic Byway — a 150-mile circular drive that meanders through rolling hills blanketed with maple, oak and birch and more than 1,000 lakes. The In Their Own Words Veteran’s Museum opened in Perham in 2006. Several years in the making, the museum features first-hand experiences of area veterans in Europe, Korea, Viet Nam and the Middle East and includes exhibits from World War I through the current conflicts in the Middle East. Featuring audio commentaries, re-dramatizations of events leading up to and during the wars of the 20th Century, and interactive identity kiosks, ITOW is believed to be the only museum of its kind. Excerpts from over 140 oral histories are included. In addition to exhibits about veterans, there are also displays about the homefront. History comes alive in a very personal way. ITOW is housed in a renovated VFW Post headquarters and is located at 805 West Main in Perham. Hours are Monday through Saturday from 10 to 5 and Sundays from 1 to 4. General admission is $4.00 with free admission for all veterans. More information is available at 218-346-7678 or www.ITOWmuseum.org.

The History Museum of East Otter Tail County Built originally as an Episcopal church, this historic building now contains displays and exhibits about the people and places of East Otter Tail County. At the History Museum the past comes alive with early motion pictures, photographic essays and interpretive exhibits. The museum is housed in a 1887 historic stone structure and the building itself is definitely worth a look. The Museum’s website allows you to search both volumes of the East Otter Tail History Books, the Register of Births and Deaths in Perham from 1882 to 1900, and an index to the Enterprise Bulletin Newspapers which dates back to 1883. You can also search our collection of Historical Photographs. The History Museum of East Otter Tail County was one of the first to make local historical records available online. A genealogy lab welcomes visiting researchers. The museum has also compiling a record of Finnish language newspapers.

NEW YORK MILLS REGIONAL CULTURAL CENTER The New York Mills Regional Cultural Center is a place to experience big-time arts and culture in small-town Minnesota. Best known for hosting the “Great American Think-Off,” an annual common man’s philosophy debate, the cultural center is much more than the nationally recognized debate of armchair philosophers. Each year the center brings to the region a wide variety of artistic culture generally not found in rural Minnesota.

The cultural center is a great place to attend one of the many concerts featuring a host of talented musicians. Inside the gallery visitors can find a wide variety of art exhibits, discussion groups, workshops and art classes throughout the year. The center seats about 125 for concerts and provides excellent acoustics for monthly musical performances, including blues, jazz, folk and classical.

OTTER TAIL COUNTY MUSEUM- FERGUS FALLS Even before you walk into the Otter Tail County Museum in Fergus Falls, you’re greeted by a large garden on the front lawn in which numerous varieties of heirloom vegetables, flowers and herbs are growing. Using only old heirloom variety seeds, the garden allows people to see what kinds of plants our ancestors were growing, and how those plants differ from modern hybrids. This unusual garden is definitely worth a visit. Once inside the museum, you’re greeted by a cheerful, well-stocked gift shop. Browsing around the shop reveals a treasure of handcrafted jewelry and gifts, Native American crafts,

books on local history and many different children’s games and toys (just the kind to keep kids busy on long trips). The best is yet to come as you enter the exhibit gallery. As you walk among the compelling life size period rooms, your mind wanders to a time long ago. You can almost smell bread baking in a wood stove, or hear the sound of a steam engine as it powers the unwiedly threshing machine through fields of wheat. Children especially enjoy the wildlife diorama, doing hands-on activities in the natural history discovery room and reading the many tellme-mores.
