Twentieth Century Society warns of impending loss of ‘inspiring buildings’
The Homes and Communities Agency (HCA) has launched the second phase of bidding for its £1.7 billion Affordable Homes Programme, which will release a tranche of funds worth around £800 million. In July the HCA awarded the first £886 million to 2,697 schemes that will deliver 43,821 affordable homes. Bids are now being sought for the 2015 to 2018 period. Housing minister Brandon Lewis said: “Our latest investment is a clear sign of the government’s continued commitment to increasing the overall housing supply and affordable housing in particular. “As well as building homes this funding is also a key part of our long-term economic plan, creating construction jobs as we deliver a further 165,000 new affordable homes from 2015.”
Basil Spence’s Hyde Park Barracks and the Smithsons’ Robin Hood Gardens top a list of some of Britain’s most threatened 20th-century buildings. Greenwich eco-Sainsbury’s and St Peter’s Seminary, Cardross, are also in the dossier produced by the 20th Century Society to highlight the risks facing some of the nation’s finest modern architecture. All could be gone within five years, warns the society, which this week launched an exhibition and book at the Royal Academy showcasing 100 great buildings from the last 100 years. Director Catherine Croft said: “Even the best examples of Britain’s recent architecture are increasingly threatened by the demands of a growing population and the relaxation of planning rules. “Fabulous buildings which should form our future heritage are neglected and demolished without the debate and consideration given to those of earlier centuries. Public services, local authorities and institutions are under pressure to sell off their buildings for short-term gain.” But she added: “We do not need to demolish great architecture to allow room for innovation and economic growth. These are buildings which should enrich our lives and those of future generations.”
Anger Over Shard Developer’s Framework ‘Only practices that have designed a 40-storey tower need apply’ Notting Hill Housing and Sellar Design have been criticised for excluding small practices from a £15 million framework for a major development masterplanned by Maccreanor Lavington. The work includes taking on a 40-storey tower designed by David Chipperfield which won planning last year. The news comes after Haworth Tompkins director Steve Tompkins used his first interview after winning the Stirling Prize last week to criticise the way most practices are frozen out of the UK’s procurement process. The housing association and its development partner – the firm behind the Shard – are looking for architects to design 1,000 new homes at Canada Water, south-east London. The PQQ, which is being run by consultant Sweett Group, requires applicants to be able to demonstrate experience within the last three years of “designing a 40+ storey residential tower block to exemplary design standards” and allocates 25% of the marks to this. Another 10% of the marks are reserved for experience of designing residential and commercial units in high-rise buildings. They must also have £10 million PI cover. Russell Curtis, director of RCKa and Project Compass CIC, the e-procurement service, said it was “yet another huge framework with such narrow criteria only a handful of practices qualify”.

He added: “For a framework that extends to a large part of the next decade, it can hardly be justified to insist on such restrictive pre-qualification requirements for a project which is almost certain to involve the design of a wide range of building sizes. “Once again this appears to be a PQQ specifically designed to exclude many practices who are perfectly capable of taking on projects of this nature, particularly as the procedure calls only for architects who have already delivered 40-storey residential buildings. “Given the dreadful design of almost every residential tower that has appeared on the London skyline in recent years, surely the qualification requirements should specifically exclude those that have this experience given the hash they’ve made of them?” Project Light will see 1,030 new homes built on a 2.8ha site by the Thames, from studios to four-bed flats. Most will be for private sale or rent, with a handful ear-marked for shared ownership and “affordable” rent. A spokeswoman for Notting Hill Housing said: “The tender has not been designed to exclude small practices. We require architects with the competency and resource to design the scheme. The size of the practice is not a deciding factor; the ability to provide the necessary service is and that includes a suitable level of professional indemnity.” The deadline for PQQs is noon on November 12.

Heritage At Risk Register Reveals Threatened Gems English Heritage today launched its 2014 Heritage at Risk Register at Battersea Power Station, some 15 years on from the first register. The grade II* listed power station was added to the list in 1991 following its closure in 1983. After many years of neglect work is now underway led by Wilkinson Eyre to restore it and bring it back into use. Additions to this year’s list include Eastbourne Pier, designed by Eugenius Birch and completed in 1872, but devastated by fire this summer. Brixton’s grade II-listed Reliance Arcade, a covered market built from brick and concrete in the 1920s and faced in faience with art deco Egyptian-style detailing, is another new addition. A Cornish tin mine, a hoist at Goole Dock in Yorkshire and a furnace in Ironbridge used to cast the famous bridge, are also on the list. Simon Thurley, English Heritage chief executive, said: “The next few years will be crucial for At Risk sites. Although there has been a reduction in the number of sites on the register, more than a third of buildings that were on the national register when it first began in 1999 are still there now.” “We can’t give up on all these incredibly important historic buildings; getting them back in use will lift the blight from historic areas, bringing back in to use really important buildings and giving people a sense of pride in where they live.” “As the economy starts to improve and the demand for development increases, we need to push these buildings forward and find a future for them.”
Crossrail 2 ‘Essential’ For Coping With London Growth, Says Boris Mayor of London Boris Johnson has set out his case for building the £16 billion Crossrail 2 scheme which he says is “essential” to provide capacity for future growth in the capital. The new cross-London line would involve building a rail link from the south west to the north east. Although the final route is yet to be decided, the mayor and Transport for London said they will ask the government to safeguard the proposed regional route, the longest option, which runs from Epsom to Cheshunt. The safeguarded route will also now include a spur to Hackney central that could be further extended at a later date. The northsouth route has been tweaked since an initial public consultation last year with new alterations now including extending the northern part of the line from Alexandra Palace to terminate at New Southgate in north London. Johnson said Crossrail 2 was an “essential infrastructure project” because the population of the capital was expected to reach 10 million by 2030. He said: “With London’s population soon to surpass its previous 1939 peak of 8.6 million and with more people travelling by Tube and rail than ever before, we need additional rail capacity to support future growth. “For the capital to remain globally competitive there needs to be continued investment in our transport network and that’s why we have to get cracking on planning for Crossrail 2.” A recent consultation showed 80% of people supported the scheme.

English Heritage has also identified five buildings which have been on the register for at least a decade and which seem entrenched cases but believe all have potential for redevelopment and reuse. Despite having the most complete view of At Risk heritage to date, the state of the majority of our listed heritage, grade II listed buildings, is still unknown. Currently with the exception of London, only grade I and II* buildings are included on the register. English Heritage is sharing its expertise with volunteers, owners and local authorities to tackle this and is asking people up and down the country to survey grade II buildings. For the first time, a comprehensive review was conducted of all listed places of worship in England showing that just 6% of places of worship are At Risk.

Andrew Kornat has been in the interior supply industry for nearly 20 years, establishing his own company three years ago. The business acts as the exclusive distributor of a selection of established overseas lighting manufacturers, including Jonathan Browning Studio, Bagues Paris, Cinabre Gallery, Ciani Firenze, Casadisagne & Mazzuccato Murano. Over the last year, Andrew has developed and launched his own capsule brand collection of lighting and furniture, made by hand in Europe, utilizing the skills of experienced craftsmen he has known and worked with for many years.
These pieces are on a rotating display at Design Centre Chelsea Harbour in Andrew’s showcase on the 3rd Floor, South Dome - next to the Design Club. A bespoke service is also available, drawing on Andrews experience of being in the supply industry for so many years and realized by his network of European and English manufacturers. HOLLAND PARK SCHOOL With the brief to create a building that neither looked nor felt like a school, Aedas Architects designed the high profile school in west London where 1,500 pupils can be taught in a very modern and flexible teaching environment.
The six-storey school building with its unusual façade is wrapped with an undulating skin of bronze and copper fins that extend along its western façade and over the roof to engulf the building. To the east elevation, the fins give way to a curved brise soleil made of 2,200 m² of architectural wire mesh by HAVER & BOECKER. The wave-like wire mesh cladding made of architectural weave type EGLA-MONO softens the geometry of the building and creates an effective aesthetic sun protection screen in front of the classrooms. This transparent façade allows unobstructed views from inside the classrooms and reflects the sunrays to protect the interior from overheating. The stainless steel wire mesh cladding extends over the entire length of the building and seems to exist optically out of three horizontal wire mesh bands. Each band consists of several vertically tensioned wire mesh elements of widths from 1.50 m to 2 m and heights of 3 m to 6.50 m. On the corners pre-curved wire mesh elements were used to implement the round geometry of the façade. For this grand project HAVER & BOECKER supplied ready to install wire mesh elements using the tension profile & clevis bolt mounting system, with wire connectors for the intermediate mounting. A special mounting system was developed for the pre-curved corner mesh elements. HAVER & BOECKER also gave support in the technical preparation of the complex structure of the building.

The Forgotten Room
So many great homes have lovely gardens and perhaps a couple of nice cars sitting on the drive in front of a garage door that hopefully complements the architecture of the house. But open that garage door and what do we so often see? A cold, unwelcoming interior with grey dusty concrete, bikes leaning precariously against brick walls, and perhaps a mishmash of plastic shelves and cupboards where sporadic attempts have been made to get things organised. Very often the clutter is spread across the floor in a variety of cardboard and plastic boxes. The cars are relegated to the drive collecting seasonal debris and bird droppings. Garages are all too often treated as the poor relation with little or no thought given to their interior design. After all “it’s only a garage.” But it doesn’t have to be this way! A clean and well laid out garage interior will complement cars and home making it pleasant to work on DIY or hobbies in the garage. A well sorted garage is a joy to drive into with its pleasing ambience. Why put up with cold dusty concrete when there is a range of floor coverings available? One of the most popular in residential garages is PVC interlocking floor •20•
tiles typically 7mm thick. These can be loose laid in a few hours.
