Achieve EU MEPS compliance with an IE2 motor-drive package As of 1st January 2015, the new European minimum energy performance standard (EU MEPS) comes into force, when all motors between 7.5 and 375 kW must either meet IE3 efficiency levels or meet IE2 if fitted with a variable-speed drive.

IE2 motors do not have to be decommissioned and replaced, as there is no requirement under the pending changes to EU MEPS that prevents the continued use of installed IE2 motors. Whilst end user stock of IE2 motors can still be used after the 1st January 2015, any new manufacturer stock brought into the UK market after this date must be fitted with a variable-speed drive to comply with the new efficiency standard. Doing so will not only deliver EU MEPS compliance, but will also offer more accurate and reliable motor control that will improve control of the production process overall. While the energy saving benefits of variable-speed drives (VSDs) are well documented, the productivity improvements that can be achieved by many other less publicised features are not so common.

IE2 efficient ABB general performance motors and ABB process performance motors, available in power ratings from 7.5 to 375 kW in 2, 4 and 6 pole designs, will continue to be available as a matched package with one of the above VSD options from ABB. “It is worth reinforcing that if an IE2 motor is already placed in the market before 1st January then it can be installed and used without a variable-speed drive. It is only when new manufacturer stocks of IE2 motors are brought into the UK market after this deadline that they have to be fitted with a variable-speed drive. The rating plate must show the year of manufacture. Information about the obligation to use a drive must be displayed on the motor and in its technical documentation” explains Dave Hawley, ABB’s UK motors and generators general manager.

All of these features, now common place in VSDs, help ensure safe and reliable motor control and gives ultimate process control on almost any application and duty cycle.

“A far better solution for the water industry is to move straight to IE3 motors. It makes far more energy and financial sense to buy IE3. And even though it is not compulsory, if you add a drive to this motor the energy savings will be massive. Given the focus in the water industry on controlling total expenditure (TOTEX), investing in greater overall efficiency and productivity of process critical assets like pumps is something that water utilities must be giving close attention” adds Hawley.

Suitable VSDs for IE2 motors are the ABB machinery drives, ACS 355 rated from 0.37 to 22 kW; ABB general purpose drives, the ACS310 and ACS550 with a power rating from 0.37 to 22 kW and 0.75 to 375 kW respectively and the ABB drive for HVAC, the ACH550 with a rated power range from 0.75 to 355 kW.

A simulated drawing, such as CAD, will identify space restrictions and also enable you to optimise floor space. There are also programmes to model the different robotic movements and variables before actual build. 7. Protect your investment. Machine downtime can significantly impact the production flow, especially where there are interdependencies. Today’s systems are robust and reliable, running smoothly 99% of the time. Nevertheless, much like fine-tuning a car, preventative maintenance plans are proven to decrease breakdowns and prevent costly business interruptions. Remote diagnostics are becoming widely available and can be a value added service. For instance many Pacepacker systems are built to enable them to be fitted with remote diagnostics.

8. Develop your in-house engineering skills It’s worth investing in some training, ensuring your engineers have the on-site skills to provide quick fixes. They will also be able to observe when the machinery may not be performing as efficiently as normal and take action before the issue becomes serious.

Total cost of ownership (TCO) and ROI are frequently confused. TCO also includes services, maintenance, and indirect costs of an asset over its useful life. A well-engineered solution will provide many years of service at a fraction of the cost of manual labour, but a cheaply made, under-engineered solution may cost you dearly in the long run.

Investing in end of line automation is one of the biggest decisions your business can make, and should also be the best. Look for a solution provider that understands your sector, offers a wide variety of options, with a proven track record in automation. It’s not purely about the machine, but having access to a customised solution, including ongoing service, support, training and upgrade routes.

5. Pay attention to the benefits of automation. Answering lots of questions at the outset will help to illuminate the benefits. What are your existing costs for performing the tasks you want to automate? How long does each task take? How many operators do you currently employ to complete the tasks? How much do they cost your business in salary, sick pay, overtime, lunch breaks etc.? How many shifts do you run? Is the work seasonal? These valid questions must all be factored in when calculating TCO and ROI.

10. Stay ahead of your competition. The next decade looks set to be a challenging one for manufacturers. Avoid falling behind your competitors, missing critical business opportunities or losing industry influence. Shorter time to market, quality, efficiency, retail squeeze on profit margins and sustainability are all key trends. With careful planning, a 12-month ROI is attainable, making now the ideal time to explore your automation options.

Innovation in Condition Monitoring The challenge in creating new, commercially successful products becomes even more difficult with the broader choices available to customers, global competition, fluidity in brand loyalty and the increasing level of investment required. To accomplish this task, Gill R&D took the first steps to identify the need and demand required for a new condition monitoring device. Gill R&D had already understood that condition monitoring was a market segment with strong growth potential and the availability of new technologies to facilitate real-time, on-line monitoring products was a sector that exhibited the most opportunity. Condition monitoring’s principle benefit is to provide advanced warning of potential machinery failure, thereby facilitating a preventative maintenance programme eliminating unplanned downtime, reducing costs and increasing productivity. The monitoring of contamination level of ferrous and non-ferrous particles within lubricating oil gives the earliest indication of potential problems. By identifying increased particle levels provides immediate warning of increased wear or component failure. This is before raised levels of vibration become apparent, which is one of the most common methods of condition monitoring. Innovative use of induction technologies has enabled Gill R&D to originate a laboratory concept where both wear and failure particles can be identified by one sensor, potentially forming the basis of a new sensor. Gill R&D set about undertaking a comprehensive market research survey looking at the size, nature and potential of the market, existing sensing technologies, products and manufacturers as well as talking to potential users.

The key findings were significant. Condition monitoring is an established process and is moving from the laboratory to real-time installed sensors. This shift provides faster and earlier indications of potential problems, but most sensors can only monitor one parameter rather than the multiple measurements available from laboratory sampling. Therefore, the proposition to develop a condition monitoring sensor that could measure four of the most common failure modes; wear, failure, contamination, no oil - within one compact sensor combines the benefits of laboratory and sensor monitoring. This provides advantages in lower installed costs and higher return-on-investment opportunities. The other important factor to take into account is to have outputs that are simple to understand and do not require specialist training or knowledge to understand, as is the case with vibration and laboratory monitoring. With the insights generated by the research, the final specification was developed, providing a differentiated product with the functionality that fulfils the needs of the end user. The insights identified that three product variants would be required for the specific requirements of the principal market segments identified with the biggest potential returns. By identifying these requirements early, these variations were accommodated within a common product platform, reducing complexity and costs. However, it must be emphasised that success will not be delivered simply by asking the customer what they would like. It requires technical knowledge, invention and creativity to unlock a truly innovative product providing solutions to the customers’ needs beyond their expectations. Throughout the design and development phase pre-production prototypes were produced for value engineering, specification validation and cost compliance plus environmental testing to be

undertaken, before final specification design was agreed and approved. By combining extensive market research and technology innovation, with disciplined product design, engineering and manufacturing excellence, Gill R&D has developed a product which offers new, multiple functions and features to meet a clearly identified and defined market need. The provision of wear and failure measurement channels, combined with contamination and liquid presence detection, offers detection of four principal failure modes in one compact and easy-to-install device. Reporting in real-time and not requiring any specialist training or knowledge to interpret the outputs delivers a sensor that can provide a real benefit to machinery reliability and availability. PPMA Show Gears Up for September Preparations for the 2015 PPMA show are well under way with the opening of the show now confirmed with a keynote speech from Lord Digby Jones, former Director General of the CBI. Grant Jaimeson Chairman of the PPMA show commented “Lord Jones has always been a stalwart supporter of British Industry and with the continued upward trend in UK manufacturing, we thought it befitting for him to deliver the keynote address and visit stand holders across the 2015 exhibition.” Following a very successful 2014 event when the PPMA Show returned to the sole ownership and management of the PPMA Group, stand sales have been well above levels expected with eight months still to go and over 80% of the stand space already reserved. Motor-Drive Package Delivers Precise Process Control And Atex Compliance ABB’s ATEX compliant motor-drive package

The challenge of matching low voltage AC motors and AC drives for use in hazardous environments within the chemical, oil and gas industries has been overcome by ABB’s ATEX-approved motor-drive package. Because very few manufacturers make both motors and variablespeed drives, it is a major concern to the industry when searching for combinations that are ATEX approved. For instance, end-users that choose to match their own drive and motor combinations may be forced to select a larger motor than optimum because of the limited selections available from their chosen manufacturers. If loadability curves are not available, then the ATEX137 work place directive will have to be implemented through a “self-assessment” route, which can be costly and time consuming. Furthermore, when controlling motors in potentially explosive atmospheres, it is important to be aware of the effects an AC drive has on the operating conditions of a motor, compared to direct-online (DOL) operation. These include higher voltage stresses through steep voltage pulses, common mode voltages and currents, and higher motor surface temperature rises due to a non-sinusoidal supply. For these reasons ATEX directives call for extra attention to be given when an Ex motor is used with an AC drive. Usually only the motor and driven load are installed in the potentially explosive atmosphere, with the drive being installed in a safe area. By choosing an ABB ATEX package, end-users can be confident that the motor and drive combination is optimised for their application and that surface temperature limits have been tested and verified at an ABB laboratory rather than on site with a customer’s own test equipment. Among the many sources of risk affecting AC drives and motors in hazardous environments is

an increase in motor surface temperature. Reduced cooling capacity can be caused by driving the motor outside its specified speed range. Increased surface temperature can occur if the motor is incorrectly dimensioned for use with an AC drive.

When using an ABB industrial drive, its motor control platform – direct torque control (DTC) - can help reduce the temperature. Using DTC control, along with ABB’s dimensioning and selection tool DriveSize, prevents over temperature. The dimensioning is based on type tested load capacity curves. This also ensures the application is optimised for the load.

Among the many motor types that can be matched with ABB’s variablespeed drives are flameproof from 80 to 400 with power ratings from 0.55 to 710 kW, increased safety in 80 to 560 frame sizes at rated power from 0.25 to 1000 kW, non-sparking in 71 to 560 frames from 0.25 to 2000 kW and dust ignition proof (known more specifically as Ex tD/DIP) motors in frames 70 to 400 from 0.12 to 710 kW.

As well as ensuring surface temperatures are tested and controlled, ABB can also offer a certified safety function which is able to disconnect the drive from the source of energy if surface temperatures are exceeded when the load is stalled or damaged. ABB can offer ATEX certified safe torqueoff (STO) circuits and thermistor protection systems in wall mounted drives or cabinet drives. ABB has identified several routes to EC Declaration of Conformity for low voltage AC drives and motors. Each route depends on the motor voltage, frame size and winding insulation along with the AC drive type, control platform and filter arrangement. A

Rittal’s Ri4power Provides The Solution For Biomass Generation Plant Room

T

he development of a power station plant room not only provided logistical and technical issues but also harsh environmental considerations for Nova Controls during their installation of water treatment PLC for a Yorkshire biomass site. The performance of Rittal’s Ri4power modular switch gear busbar system helped to deliver the solution that the site demands. Location of the existing site structure meant that the panel had to be craned in position, therefore rigidity and strength of the framework was a priority. Ri4Power’s welded frame and tested lifting procedures assisted with the installation of the panel within the new power station plant room.

Safety was a key concern to the end customer therefore Rittal’s internal RiLine60 busbar system was shielded and the panel designed in line with IEC61641 Internal Arc Protection. Form 4 type 6 compartments segregated the control devices, busbar and outgoing terminals, which assisted the cabling on site and offered a higher level of safety. The panel was located in a plant room where there is a possibility of high levels of moisture and the potential for an acidic atmosphere. To reduce any corrosion or damage to the panel a tropicalized paint finish was used. Being of a modular design Rittal’s Ri4Power allowed Nova Controls to make last minute changes to the design layout.

In addition to Ri4Power system, Nova also utilised Rittal’s RPE Engineering software to generate design verification documentation that included heat calculations in line with the latest IEC61439 switchgear and Controlgear standards. Radical Composite ‘DURA PLATFORM’ Reduces Install Time and Improves Stepping Distance at Elephant & Castle , London

P

latform 4 at major London station Elephant & Castle was treated to an ingenious new Dura Platform passenger walkway deck system this year by Dura Composites to drastically improve the passenger experience and increase safety by reducing stepping distances from platform to train. Although this task is challenging in itself, the biggest challenge for any platform replacement or refurbishment is to carry out works without causing major passenger disruption during the construction process and sticking to the agreed schedule – this is where long-time Dura installation partner, Hammond (ECS) Ltd, brought their significant expertise and experience to the table as specialist installation contractor.

Resolving Excessive Stepping Distances It was identified that Elephant & Castle platform 4 suffered from excessive stepping distances and Hammond and Dura worked together to develop a solution that allowed a stepping distance adjustment of up to 200mm to deal with varying stepping distances along the platform. Although traditional material platform material solutions could have been be employed, they were ruled out on the basis that significant platform closures and line possessions would be required which would have led to passenger disruptions for many months whereas the composite system employed was far less disruptive and quicker

to install. The innovative solution not only removes the cost and disruption of replacement with a further concrete platform but will also stand the test of time, is adjustable to suit future rolling stock and has a design life in excess of 50 years. The new-age design was approved quickly followed the highly successful installation of a similar composite fibreglass platform system solution at Tulse Hill in 2013 – the first of its kind anywhere. Using learnings from this pioneering install in South London, a number of technical revisions were made to the system for Elephant &

Castle to drive further efficiencies throughout the supply chain, most notably during installation. The specific aim was to reduce and make consistent the stepping distance from the platform to the train and to ensure that platform 4 confirmed to Network Rail standards for height and distance – X-Y dimensions. This was a huge success with full compliancy accomplished. Photographs illustrate the improvements quite clearly and it was noted regular that elderly passengers and those with luggage were pleasantly surprised at how easy it was to board or alight the train once the new platform was in situ.

Innovative Substructure Using Anchors and Plates The construction of the existing platform was pre-cast concrete with deep tarmac overlay which meant that it was not realistic to utilise the concrete ground beam solution as per the first project at Tulse Hill. Extensive research and detailed technical collaborations led to the adoption of a new chemical fixing that was capable of anchoring the substructure into

the existing deep tarmac. This anchor fixing was tested independently and also by the manufacturer to ensure its effectiveness in this specific type application. Another major learning versus Tulse Hill was that rather than strip the foundations, a galvanised steel pedestal mounting plate could be fixed directly to the tarmac surface with the tarmac anchors. The plate

could then pre-assembled with the requisite amount of adjustable pedestals. These plates were arranged at suitable centres and formed the primary support for the fibreglass sub-structure. This improved system allowed preparation work to begin in engineering hours. This resulted in less passenger disruption and more efficient use of possession time.

Installing the Unique Overlay Platform Due to the relatively undisruptive nature of light weight modular composite flooring panels versus traditional concrete and tarmac and their associated equipment, segments of the installation of the overlay system were conducted within engineering hours under line block arrangements. Passenger safe access was provided with a minimum of 2500mm wide clearance from the platform edge at all times. The pedestal mounting plate assemblies were fixed to the existing platform with the pre-installed tarmac anchors. The initial setting out of the coper line was undertaken using a suitable calibrated platform gauging tool off the running rail to accurately set the ‘X’ and ‘Y’ axis. Then working from front to back of the platforms, the team would correctly level the pedestals to the coper, subsequently setting

pedestals to allow a 1 in 40 back fall. Once the adjustable pedestals were installed the team fixed the fibreglass channels into position and the levels /falls were adjusted. Initial set out of panels was off the platform gauge with the coper section being laid level, and subsequent panels to the rear of the coper laid to fall to the rear of the platform and drainage channel. Additional time was taken on panels that required a tapered cut to coincide with the curvature of the existing any possible tripping hazards but also platform. complimented the decorative finish. Expansion Bolts were used to fix the fibreglass panels to the fibreglass substructure using 30mm holes. Each fixing point was capped with a circular disc of matching fibreglass material to the anti-slip deck. This was a safety critical issue to passengers to remove

With two applications now in situ (Tulse Hill station in Lambeth) it has been proven that the use of composite technology can significantly reduce the level of disruption to passenger service when stepping distances need to be addressed as the works are quicker and more accommodating to customers. Most significantly, station platforms do not need to be shut under normal circumstances as simple ramps can be used to smooth out the transition between old and new platforms very easily.

The particular solution developed for Elephant & Castle comprised height adjustable pods secured along the platform, on which glass reinforced plastic fibreglass beams are positioned, providing support for the Dura Platform fibreglass station platform deck system. The walking surface features an anti-slip finish reducing the likelihood of slips, trips and falls. Also incorporated into the platform is a flush mounted bright yellow tactile which replaces the painted yellow safety line on the platform creating a larger visual and tactile identification of the platform edge.

Dura Composites also supplies a range of other composite products to the rail industry, including composite flooring, handrailing and cladding solutions, and an innovative ballast retention system for allowing the inspection of hidden critical elements. Further improvements to its Dura Platform range are underway with a number of exciting innovations to be launched in 2015 with the aim of allowing Network Rail to refurbish its platforms with minimal passenger disruption.

When all costs are considered, approximately 25% has been saved versus the cost of a traditional station rebuild, with fewer possessions needed to complete the work. New High Performance MEMS Inertial Measurement Unit. Silicon Sensing has launched a new, attractively priced, high performance Inertial Measurement Unit, called DMU10. DMU10 is a 6-Degree of Freedom (DOF) measurement unit providing three axes of angular rate and three axes of linear acceleration, and a temperature output. The digital output message uses an industrial standard RS422/485 interface for ease of integration. The output includes a message count, angular rates, linear acceleration, temperature, built in test status and a checksum. Additional information such as delta angle (delta-theta) and delta velocity is also provided. Additional algorithms for attitude, heading and heave are all planned for future variants.

Available either uncalibrated or calibrated over the full operating temperature range and supplied either as an OEM or as a Module options. The OEM version is a small PCB, measures 22 x 41 x 11mm and can easily be fitted within a higher level assembly or system. The Module provides a compact and durable option, measuring 26 x 45 x 16mm, with three clearance holes for simple mounting.

The DMU10 can be run from a DC supply between 3.2 and 5.25 volts and consumes only 85 mA, most of which is due to the RS422 loading. This two day seminar provides both practical and theoretical advice and covers topics such as: how to select the correct sample rates; how to avoid aliasing effects; how digital amplifiers work; the advantages and drawbacks of carrier-frequency supply; the impact of measuring leads; and how data processing works in modern measuring data acquisition systems. Wachendorff Revise and Improve Incremental Encoder Range The German encoder designer and manufacturer Wachendorff Automation, represented in the UK by Variohm EuroSensor, has revised its range of incremental encoders with upgraded specifications and new design features. Formerly known as the WDG series, the new industry-standard 58 mm diameter encoders have been renamed WDGI and, based on the Wachendorff modular design with a wide choice of options, now include an extended temperature range, higher maximum output pulse frequencies and have an increased axial and radial load capacity for the heavy duty versions.

Testing for Optimum Panel Orientation In the UK, solar panels produce at full (100%) irradiance if oriented due South at an inclination of 35 degrees while panels facing East or West only produce 79% of the equivalent energy output. New research has suggested that panels function more efficiently by facing East-West, while the majority of UK panels face South, so the question is now whether the solar panels on over half a million buildings in the UK could be facing the wrong way. Taking into account the time of day when peak PV output is produced on South-facing panels, this is usually during low consumption periods in the middle of the day, when people are typically at work. Therefore most of the energy generated is fed to the grid at a feed-in tariff that is considerably lower than that paid by the consumer. The real energy savings benefits from solar panels accrue by using the energy generated and not by exporting it to the grid. This applies particularly during morning and evening demand peaks so according to some schools of thought, panels should be oriented both East and West. Germany is now installing East-West facing panels and the question is whether the UK will now follow suit, because if panels are to be mounted in both Eastern and Western orientations, only half of them will be operating at full irradiance during their morning and evening peaks. Therefore, there is a need to measure irradiance at the proposed location to determine optimum panel placement and orientation. Then when the solar installation has been completed, it needs to be tested. This requires both training and instrumentation.

Another potential RFID application occurs in situations where a train is longer than the platform or where the platform has additional safety doors. In both cases, the train has to be positioned precisely, and only particular doors may be opened. RFID provides a very robust and simple means for stopping a train at a precise position and providing the onboard electronics with a signal showing which doors have been opened and which have not. Since the transponders can also be hidden in concrete, the solution is well protected from manipulation and vandalism. The number of trams and buses with electric drive systems is increasing, and historic towns minimise the visual impact of overhead conductors by charging up onboard batteries to cover gaps in the overhead power lines. In this scenario, HARTING RFID systems provide a means of informing the vehicle that it is approaching a charging station, thereby avoiding the loss of charging time. In addition, the precise location can easily be determined so that the vehicle knows whether an overhead line for charging is available or whether the battery has to be used for propulsion. RFID also allows data recording from fast-moving trains. Successful tests have been carried out on complete HARTING RFID systems involving robust, metal-housed transponders and communications software to allow the recording of data from trains travelling at over 120 km/h. Here, the transponders are mounted on the train and the RFID reader is typically housed in a switching cabinet mounted near the track in conformity with railway standards. Conveniently Calibrate Plant Vacuum Gauges Why do vacuum gauges need to be calibrated?

The development of a technique

The largest uncertainty when using vacuum gauges on a process plant is knowing when the process has caused drift or shifts of calibration. Many processes handle vapours and, if any condensation or deposition happens, the chances are it will also happen in the vacuum gauge. Many such gauges Pirani, cold cathose and ion gauges - use thermal or ionisation cross-section measurements to infer the level of vacuum being experienced and they have filaments, cathodes and other hardware, all of which may be coated with by-products from the process.

Having its own ISO IEC 17025:2005 accredited UKAS laboratory with the lowest uncertainties for Vacuum in the UK, Chell are well placed to prepare CalCube for on-site gauge calibrations. The Transfer Standards fitted to CalCube are calibrated in the laboratory both before and after an on-site calibration job so that the confidence level of the calibration is the highest possible.

Even more rugged gauges such as capacitance manometers will be affected by depositions or particulates because any deposition will have mass and the gauge will weigh it, especially if it has a low range and therefore a very thin diaphragm. As processes move away from their design parameter due to gauge “drift”, little about the quality of the process can be inferred from the instrumentation readings, so diagnosis is down to a skilled operator recognising when a batch of product does not conform. This is too late! If the process is sensitive to the level of vacuum being achieved, then the cost of losing a batch could be astronomical - many times the cost of maintaining the plant properly in many cases. With the inherent lack of ruggedness of many vacuum gauges, it is imperative that plant gauges are regularly calibrated and that the operator has spare, calibrated gauges ready to substitute as soon as he fears the process may have drifted away from specification.

The difficulties of calibrating vacuum in-situ Unfortunately, it is very difficult to carry out in-situ vacuum calibrations due to the amount of hardware needed to establish a suitable level of vacuum in a situation where a calibration standard gauge may be compared. Not the least of concerns is the possible cross-contamination of the standard by a contaminated sensor under test. Another is the difficulty of access to many on-plant gauges. So it has become tradition for gauges to be removed regularly from the plant and shipped to an external calibration laboratory for re-calibration and, in many cases, adjustment to compensate for the effects of contamination. With the development of Chell’s on-site UKAS calibration service, they have developed CalCube both as a portable vacuum calibration system with which to offer an on-site service but, for customers who would prefer their own facility, a convenient, tried and tested system. CalCube complies with BS ISO3567:2011 which specifically covers the design and use of vacuum calibration systems and incorporates an ISO/Dis stainless steel calibration chamber with geometry optimised to ensure that all gauges connected see the same level of vacuum so that comparisons may be made.

CalCube is constructed within a rugged, wheeled flight-case type enclosure having just a 13A mains plug yet containing dry diaphragm backing and turbomolecular pumps with high vacuum isolation valves. Over 40 year’s experience of calibrating vacuum gauges have gone into CalCube’s design, which includes such capabilities as calibrating both rising and falling pressures very accurately using a pair of ultra-fine Chell CMF valves. Fitting easily into almost any estate car, CalCube comes with lifting handles to aid safe removal from a vehicle or lifting up steps, etc. A removable side panel is foam lined with cut-outs to hold all the common mating vacuum connector systems - of course, custom connectors may be purchased and housed for specific applications. Choice of vacuum Transfer Standards will be an important decision, which is aided by Chell’s years of experience. Training for Wiring Regulations 3rd Amendment Keeping Abreast of the Wiring Regulations 3rd Amendment The 5th January 2015 publication of the latest version of BS7671 introduced the 3rd Amendment to the 17th Edition of the IET Wiring Regulations. The enforcement of the content within this latest edition will be required for the design, installation and commissioning of electrical installations, inspection and testing from the 1st July later this year, so electricians need to get up to speed with Amendment 3 advises Carole Jameson Training Centre Administration Manager at PASS Electrical Training Courses. Electricians now have less than six months to revise the new regulations and make any necessary adjustments to their methods and working practices. According to the IET, there are clearly a lot of questions around the changes, particularly concerning consumer units. In this update, a number of potentially life-saving changes have been proposed, which include changes to consumer unit enclosures to come into effect January 2016 and wiring in escape routes. These suggested improvements have come through from London Fire Brigade (LFB), who has been consulting with Electrical Safety First and the manufacturers’ association (BEAMA). The reason that LFB has driven for these changes is because of the amount of fires that a consumer unit is identified as the source of ignition – currently around five a week. Over recent years LFB has recognised a large increase in the number of consumer unit related fires as shown in the accompanying diagram:

Clearly there is a dangerous trend occurring here. LFB thinks this increase to be mainly due to consumer units with components which are subject to product recall, manufacturers mainly using moulded plastics for consumer unit casings and cables not being securely tightened when installation or maintenance is carried out on the installation. The secondary concern that LFB has raised is that the consumer units are quite often installed in a cupboard under the stairs. This raises concerns as the stairway is obviously an essential pathway for an emergency

escape in a fire scenario and if the fire was to start from the consumer unit it would not take a long time for the escape route to become engulfed by fire and impossible to use. LFB has also contributed with the introduction of new requirements for cabling installed above ceilings that are liable to collapse in a fire (suspended ceilings for example). Other changes include changes to earth fault loop impedances for all protective devices, the risk assessment approach for the omission of RCDs in non-domestic situations, updated EIC and electrical installation condition report (EICR) forms for electrical contractors, and changes to definitions throughout the Wiring Regulations. As in previous revisions to the Wiring Regulations, Amendment 3 is backed by an updated On-Site Guide, which gets down to the specific works on small scale electrical installations, as well as Guidance Notes covering assorted issues like isolation of outdoor lighting, circuit-breakers used as switches, changes to earth fault loop impedances for all protective devices, earth electrode testing, heating equipment, and protection against electric shock and overcurrent.

Section 559, 714 and 715: Luminaires and Lighting Installations – Changes are proposed to bring this section together with the latest IEC and CENELEC standards. Section 715 Extra-low Voltage Lighting – This refers to installations supplied from sources with maximum rated voltage of 50V AC or 120V DC. With respect to Section 714 Outdoor Lighting Installations, only minor changes are proposed in this section including things like requiring individual circuits to be isolated. As for Chapter 41 Protection against Electric Shock, it is proposed that any reference to ‘ordinary persons’ is removed and protection for socket outlets up to 20A for all installations is required. However, those with RCD protection for specific labelled socket outlets or where a risk assessment has decided that RCD protection is not necessary are exempt.

Guidance Note 7 Special Locations is for anyone working with electrical installations in specific locations where guidance may vary such as bathrooms, outdoors and medical locations. Amendment 3 changes include cables in bathrooms, outdoor lighting, extra low voltage (ELV) lighting, and mobile and transportable units.

It is proposed that the maximum earth fault loop impedance is revised to account of the Cmin factor – the minimum voltage factor to take account of voltage variations depending on time and place, changing of transformer taps and other considerations. Notes on the tables will be changed to reflect maximum permitted operating temperature.

Some of the potential changes to the current 17th Edition Regulations are expected in Part 2 Definitions. This section could be expanded and modified with some of the terminology changing to avoid confusion and promote further clarity.

Chapter 42 Protection against Thermal Effects – Regulation 421.1200 requires switchgear assemblies including consumer units to have their enclosure manufactured from non combustible material to help protect against fire.

As for specific chapters, Chapter 52 Selection and Erection of the Wiring Cables: Cables concealed in a wall or partition, could be rewritten and all references to the phrase ‘under the supervision of skilled and instructed persons’ may be removed.

A few changes are proposed to the electrical installation condition report and notes. It proposes changes to the certification of new work – the schedule of inspections for new work to be replaced by examples of items that require inspection during initial verification.

Section 557 Auxiliary Circuits is a proposed new addition to the regulations and will cover things like auxiliary circuits for low voltage electrical installations. These types of circuits are for the transmission of signals intended for the detection, supervision or control of the functional status of a main circuit. Section 717 Mobile and Transportable Units – This covers units which are self propelled,
