WELCOME What does CSS really mean? OCCASIONALLY, someone asks me what is the true meaning of our logo/ trademark/mantra, “CSS – the name behind the names”, and where did it come from. Most recently it happened while I was on a trip overseas. I recall spending a little time explaining it to a Canadian fellow who seemed to take great interest in it. I was in Atlanta, Georgia attending an international, industry related conference and was impressed when this man produced the current issue of our F.A.T. MAG from under his counter. “Wow, we are on the world stage!” I thought. On my return to work I was asked to write a few words of introduction to this edition of the F.A.T. MAG. I thought of the Canadian and it came to me that our trademark, “CSS – the name behind the names”, was important enough to make a story out of as this trademark is at the heart and soul of what CSS is about. Sixteen years ago, when the foundation members sat down together and agreed to name the group Construction Supply Specialists (CSS), someone had an inspirational thought and asked for captions, logos and or statements that might encapsulate what we had planned and what we, the members of the group, would be about. There were some excellent suggestions put forward but the one that everyone agreed was the perfect fit was: “CSS – the name behind the names”. Our strategy was to bring together a group of selectively chosen, independently owned and operated industrial supply house companies who were well known in their specific area of endeavour and a host of very 4 CSS F.A.T. carefully selected suppliers of leading brand products to the construction, mining, industrial and engineering market segments. All the companies and people we wanted to attract to the team we were building, were all already established as NAMES (or brands if you like). We weren’t being elitist or snobbish. We just knew that having the best in the distribution business, connected to the best in the manufacturing and wholesale business, and then providing the best marketing and administrative support would be a great commercial foundation for us to move forward with. CSS Members are all reliable and efficient operators with owners that work in and on the business. They have a genuine desire to provide service and support to their customers and know that quality, in all that they do, is paramount to their future growth. CSS Supplier Partners are generally the leaders in their field and are renowned for quality, service, support and initiative. Many of the suppliers we are behind, and who are behind us, are featured in this edition of the F.A.T. MAG and F.A.T. Specials brochure that is attached to it. I am confident you will know all of them. The people who make up the CSS Group, tell me they have some excellent end user customers on their books and I know that many deal with some of the biggest contractors in the land. Therefore, through the links established between end users purchasing through from our members, who in turn source and purchase products from our wholesaling and manufacturing Supplier Partners,

CSS is, in fact, “the name behind the names” and we will continue to be so as long as we are around. We are committed to partnering with the BIG NAMES/BRANDS in the industry. We know they will be there in good times and bad and will provide support and have confidence in their products should anything go wrong. This is an important aspect in the way in which we provide a tangible value proposition across the industry. We all know there are cheaper products out there, but sometimes you do have to wonder if the suppliers of those products have the commercial foundation to shoulder the responsibility if the proverbial should hit the fan. Our key numbers are 56, 88 and 119. That is 56 members in the group, which have 88 branches strategically located in major towns and cities right around Australia, and we are supported by 119 of the biggest and best known suppliers in the country. We are 15 years old in May of this year and while we are proud of what has been accomplished by all the NAMES which we are partners with, we know we have more to do and we will be getting on with the job as we move through 2017 and beyond. Big infrastructure win in Queensland Queensland’s first Market-Led Proposal—the $512 million Logan Motorway Enhancement Project put forward by Transurban Queensland— has been given the green light. Treasurer Curtis Pitt said the project would significantly upgrade the Logan and Gateway Extension motorways, improve road safety and travel times, as well as create jobs and stimulate the economy.

“This is a win for the local community, Queensland road users, and especially the trucking industry that has welcomed the project,” Mr Pitt said. “The Logan Motorway Enhancement Project will support about 1,300 jobs over its two-and-a-half year construction period, as well as deliver increased productivity and efficiency in South East Queensland’s road

freight transport industry. Its economic benefits are estimated to be around $1 billion over 30 years.” Mr Pitt said the Logan Motorway project was one of four market-led proposals (MLPs) worth more than $700 million in total that have progressed to stage 2 of the MLP process and the first to proceed to final binding contract stage.

Building boom in Sunbury, VIC Plans for 20,000 new homes and 6000 jobs have been released for public comment to guide development around Sunbury for the next 30 years. The Government has released two major plans for new housing, public transport and community infrastructure for the Lancefield Road and Sunbury South precincts. The two precinct structure plans, prepared by the Victorian Planning Authority, are expected to generate more than $800 million

through development levies to fund local infrastructure. “We’re putting people first by consulting and drafting plans for schools, train stations and shops well ahead of development,” said Minister for Planning Richard Wynne. “Sunbury has been earmarked for growth since the 1970s, and we’re making sure the right infrastructure and services are ready. ” Information about the plans and consultation is available at www.vpa.vic.gov. au/shapevictoria 

NEWS Residential work dips but prospects still positive The ABS September quarter construction work done data continues to show mixed fortunes for the residential, commercial and engineering construction sectors. “The data shows a continuation of recent sectoral trends, despite a small correction in residential construction activity,” Matthew Pollock, National Manager, Housing for Master Builders Australia said. “Residential construction activity dipped during the quarter, recording negative growth of 3.1 per cent, but it’s a bit early to mark this as a turn of fortunes. Taking a longer view presents a much more positive story, with growth recorded in four of the last five quarters, and up 9.9 per cent over the year. residential building sector since March 2003,” he said. “The renovations and alterations sector remains a bright spot for the industry, with healthy growth over the year of 3.7 per cent. An upward revision to the data this quarter has

meant performance in the renovations sector was even more positive than the data was showing, with the value of renovations and alterations holding firm above the coveted $2 billion mark for seven consecutive quarters.” Elsewhere, the commercial building sector took a dive. Activity was down by 10.9 per cent over the September quarter 2016, wiping out the small gains recorded over the previous year. “These latest result show there is still some way to go before the commercial construction sector is on a sustained growth path. “The better results recorded earlier in the year turned out to be a dead cat bounce, and the next 12 months is likely to put up more mixed results. That said, the worst for the commercial construction sector is likely behind us,” Pollock said. 

Some of the projects we’ve worked on include the Parliament Square redevelopment in Hobart, the Macquarie Street hotel precinct on the site of the former Myer building, and all the formwork at Moorilla Winery, near the MONA site.

Sutton Tools hits a century For 100 years, through two world wars and the Great Depression, one of Australia’s oldest family-owned companies has been delivering quality tools to the world. By Chris Sheedy

T

here are very few companies in Australia that can say they have survived for long enough, or provided a consistently impressive workplace culture, to have a staff member stick around for over 60 years. But several days a week Alan Mitchell, who is in his late 70s and now works part-time (having attempted retirement many years ago), walks through the doors of Sutton Tools’ Melbourne manufacturing plant to do the technically demanding job of calibrating sophisticated measuring equipment. Alan began with Sutton Tools

when he was just 15. At the time the company was being managed by Henry George Sutton and Leslie Sutton, sons of William Henry Sutton. William had launched the business in 1917. He had first arrived in Australia from Great Britain in 1912, but as a leading tool engineer he was called back to the motherland to share his technical skills during World War One. The original manufacturing plant was in Melbourne’s Westgarth, but soon was so successful it had to move to bigger premises in nearby Northcote. Henry and Leslie took over the business in 1940 and continued to build it into

a larger operation until 1970, when Bill and Jim Sutton, the third generation, took the helm. Nowadays, when Alan Mitchell comes to work, he is greeted by the fourth generation of Suttons— Peter and Robert. “You always sense some pressure from the previous generation. You don’t want to disappoint your parents,” smiles Robert Sutton, now Commercial Director of Sutton Tools. “I think our company’s longevity has something to do with genetics. We have always thought long-term. We are risk averse. We focus on the product and are obsessive about finding the very best equipment, which has meant each generation has done a great deal of overseas travel to procure that equipment. Being a private, family business has helped us in that way as our competitors, typically large corporates, have focussed on bottom line rather than quality.”

Quality relationships With his cousin, Managing Director Peter Sutton, Robert has been guiding the family business since the 1990s. The company’s tools have been involved in the manufacture or service of just about everything you can think of. The micro-threading tools used to produce the iPhone in China are from Sutton Tools, for example. Boeing and Airbus come to Sutton Tools for 12 CSS F.A.T. MAG

their specialist needs. So do Triumph Motorcycles, the Ford Motor Company, Continental Automotive, Suzuki and almost every other automotive manufacturer. Then, of course, there’s the fact that Sutton Tools products are available at retail, including at CSS member stores where they are independent traders, meaning the tools used by many of the world’s leading manufacturers are also used by tradespeople and home handypeople. “We’re relatively new in terms of being a supplier to CSS, and the relationship is growing fast. We’ve been with them for over two years,” Robert says. “One of their members wanted 14 CSS F.A.T. MAG

access to our product and it has been a great relationship ever since. They’re a very good group of people to deal with.”

Keeping it local Perhaps the most surprising fact about Sutton Tools is that the business chooses, after a century of manufacturing in Australia, to continue doing so even as other producers have been jumping ship to Asia for a cheaper offering. But as Robert said, the Sutton Tools philosophy has never been about the bottom line. “We’ve got significant manufacturing in New Zealand as well,” Robert says. “Why do we continue in Australia? Well, we’re not making nails, we’re making precision tooling with human hair-width types of tolerances. Every product requires up to a dozen operations to

complete. The labour component, while expensive, is certainly not the dominant factor in our costs. It’s a lot about the technology involved in producing these products, and you can’t just pick up our manufacturing plant and move overseas. “The people here are critical too. Every one of us is responsible for something highly specialised, and there is a lot of knowledge in our people. Many have been here for 30, 40 or 50 years. It all adds up to the fact that we make a premium product by any measure around the world.” Around 50 per cent of Sutton Tools product is sold in other markets including Asia, the Middle East, Europe, UK and the USA. Sales cross numerous industries including construction and DIY, metalworking, medical, aerospace, electrical, plumbing, automotive, maintenance, repair and operation and more. The higher-end products tend to be in greatest demand in Europe, although specialised pockets in Asia, such as the Chinese manufacturer of iPhones, can also require very high-tech pieces. Interestingly, the business has exported since day one, such was the reputation of William Henry Sutton.

An innovative product Some of the tools have changed dramatically during the company’s history. Some have become obsolete as industries have moved onwards. Some have only appeared recently. A few have been produced for the entire one hundred years. The business used to make hobs for gear cuffing, for instance, which were

These are no longer made. But in 1917 Sutton Tools made drills and drill bits and one hundred years later, in 2017, they are still doing the same. “Those drills are different of course,” Robert says. “They’re much better made than what they were in the past and they’re made in a different style with different geometries and materials and with a lot of value-adding features and benefits, but fundamentally we’re still making jobber drills. If you go and buy one tomorrow, it probably looks not that much different from what you would have bought 100 years ago.” Challenges along the way have included the demise of Australian manufacturing in general, which has meant Sutton Tools has had to look offshore for new markets in which to sell their products. Then there is the constant requirement for research and

development to ensure a strong flow of innovation. “Competition is probably the biggest driver of innovation,” Robert says. “You have to innovate or you die. It’s that simple. “There is a lot of overseas competition at the high end that drives innovation. There is also a constant need to reinvent your product offering. You must re-present your products and demonstrate new value. You’re always striving to get something more for your product than you did in the last version of it. That drives innovation.”

A people business But all the while amongst all the technology and shiny new products, it’s the people in the business that matter most. The people hold the knowledge. The veteran of over 60 years of Sutton Tools employment, Alan Mitchell, has the equivalent experience of six

long-term (over 10 years each) staff members in a typical firm. Why do the staff stick around for so long in a business that employs over 450 employees, that produces over 20,000 drilling, threading and milling products and that boasts a turnover of more than $100 million? Surely it’s just another big business? Actually, it’s not. It’s a simple but very successful family business, Robert says. “We have a strong family ethic and an associated moral code goes along with that,” he says. “As we say, ‘One plus one always equals two’. We keep the business quite uncomplicated. We don’t play games. We don’t drive flash cars. Everything we make goes back into the business. I think it’s those conservative, old-school types of approaches that have helped us stay in business and retain key staff. It’s a simple, family approach, and it’s one that people respond to.” 

Safe as Houses A horrific construction site accident that killed two men has placed renewed focus on safety standards in the precast concrete industry.

T

he construction industry was rocked last October when two men were tragically crushed to death on a worksite in Brisbane. Ashely Morris, 34, and Humberto Lieite, 55, were killed when an 11-tonne concrete panel fell on them while they were working on a $37-million redevelopment project at Eagle Farm Racecourse in the northern Brisbane suburb of Ascot.

Co-workers scrambled to lift the concrete panel from the men, but both were deceased when paramedics arrived at the scene. In a safety alert posted following the accident, Workplace Health and Safety Queensland (WHSQ) revealed that a large concrete drainage structure in the shape of a cube was being erected, which included four wall panels below ground level. “It appears that the assembly of three

panels became unstable when the fourth wall panel was being lifted into place with the crane,” the WHSQ safety alert stated. “Two panels fell forwards onto the ground, one after the other.” While WHSQ has declined to comment further until the results of the investigation are made public— which could to take several months— a WHSQ spokesperson confirmed that if it “reveals evidence of a breach under the WHS Act 2011, WHSQ will then

Whether or not the WHSQ reveals evidence of wrongdoing, the Eagle Farm accident has put new focus on the importance of manufacturing and workplace safety standards in the precast concrete industry. “The use of any prefabricated concrete element is regarded as high

risk, hence the need for very good standards and codes of practice to dictate what goes on onsite,” says Sarah Bachmann, CEO, National Precast Concrete Association Australia. One of the key differentiating factors when it comes to the safety of prefabricated concrete, says Bachmann, is whether the element is cast on site or in a factory. “Historically, the industry has referred to site-cast elements as ‘tilt-up’ and

parts of the standard be adopted in civil construction. “A part three which will apply to civil construction, will be developed in the near future,” she says. The standard supersedes the 2003 version that was focused on tilt-up concrete construction. Tilt-up, it was decided, is a method of lifting rather than a type of fabrication. Tilt-up is becoming increasingly irrelevant in the face of significant growth in all forms of prefabricated (factory-manufactured) concrete usage.

THE NATIONAL STANDARD EXPLAINED

AS 3850-2015 is split into two parts and provides more comprehensive requirements for suppliers and greater guidance for erection design engineers. Part one sets out the general requirements for materials, components and equipment, including the design of brace feet to prevent lateral displacement, as well as testing, maintenance and inspection requirements. It also includes updated Factors of Safety (FoS), new traceability requirements for lifting clutches, new load test requirements, and new requirements for post-installed brace anchors. Cast-in inserts must also have a minimum steel capacity greater than a 4.6 grade bolt and additional anti-tampering requirements have been designed to increase safety. Part two covers the construction of all prefabricated concrete elements on

building (non-civil) projects, including the interrelation of the various stages of manufacture, construction, transport and erection of prefabricated concrete elements. It provides greater clarity on lifting and handling factors such as sling angle factor (could be greater than 200 per cent of dead load), dynamic factor (could be greater than 500 per cent of dead load), and suction factor (could be great than 100 per cent of dead load). Part two also introduces additional types of lifting such as flat lifting, edge lifting, face lifting, mid-air rotation, along with the terms ‘in-service designer’ and ‘erection designer’. “There’s a lot in AS 3850-2015 about engineering design and the role and responsibilities of the erection designer,” says Bachmann. “It’s their responsibility to think about how the building will get erected to make sure it’s safe through the temporary work stages and not safe just in its final state.”

CONFLICTS ARE THE ROOT OF CONFUSION

Further confusing the issue is potential conflicts between the latest AS 3850-2015 standard, the National Code of Practice that was published by Safe Work Australia in 2008, and the state codes that have been adopted

by some states. “Nationally, it really is a mess,” says Bachmann. “You don’t want these sorts of documents to be out of sync because any conflict in the documents—and there are conflicts between them—causes confusion.” National Precast Concrete Association Australia has called on Safe Work Australia to conduct an immediate review of the National Code of Practice. However Safe Work Australia has deferred its review until a planned review of the Queensland Code of Practice is completed. “We understand that the Queensland review will start in mid to late 2017, which means Safe Work Australia won’t start the national review until 2018 at the earliest,” says Bachmann. he introduction of the new Australian standard AS-TS-101 has been a great leap forward to ensure that the quality of products that are used in our commercial and domestic construction industry is not compromised by inferior products. Now there is a testing benchmark that allows for easy comparison of the data that manufacturers and suppliers issue with their products. While different brands have different features, it is really all about the performance required for the application and this has now become a lot clearer if the product complies to TS-101. Simpson Strong-Tie is not just a supplier of construction products to the industry. We are the actual manufacturer. This makes us ultimately responsible for the quality of the product that we manufacture as well as the independent testing required to meet the standard. Mustang Motorsport specialises in transforming original left-handdrive Mustangs into right-hand-drive vehicles. According to Dean, his business is built on more than just fastcars and engine parts: offering quality of service is a matter of pride for him.

“Over the years we’ve always pushed for quality building of motor cars so, in that light, we always wanted to be the safest best quality and guarantee good product for our clients,” he says. “So today we are known as the number one conversion shop in the country.” But, hit the brakes and strip away the shiny paint job, and you’re left with the most important component of them all—passion. “We started our Crossover Car

Conversions business back in 1990 but it’s basically been a hobby of mine since 1984,” he says. “The passion for me is doing a good job and making sure the client gets a good reliable motor car. That’s the driving force: the challenges are doing different things. It grew and grew and 27 years later we’re still doing it. It’s a family business.” Passion like this is crucial in the automotive industry. Business can be competitive, and the conversion

MAKING THE CHANGE

And we have to make sure the airbag safety

systems are transferred to the righthand-side and functioning correctly. The other thing we do and pride ourselves on is making sure that the heater/air-conditioning systems work correctly.” As well as passion, Dean also credits the success of his business to the relationships formed over the years. To him, good business is all about building good rapport. Something which Justin Moore, owner of local CSS member Ferntree Gully Bolts (FTG Bolts), will also tell you. FTG Bolts started similarly to Dean’s: a humble nuts-and-bolts store which, over the last 25 years, became a leading supplier of industrial products. According to Moore, joining CSS was a massive step forward for FTG Bolts: “It gave us opportunities to expand in product ranges at competitive pricing,” he says. But, where CSS provided a sturdy foundation for the business, it was Ferntree’s own ability to listen to their customer that ultimately propelled them onwards and upwards.

Is the Brightest Torch the Brightest?_ Many torches on the market today will state impressively high light output and runtime. But to achieve this, most will quickly reduce their level of brightness in a short period of time (as the graph shows).
