Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15, by celebrating the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America.
The observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was expanded by President Ronald Reagan in 1988 to cover a 30-day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988, on the approval of Public Law 100402.
The day of September 15 is significant because it is the anniversary of independence for Latin American countries Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. In addition, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively. Also, Columbus Day or Día de la Raza, which is October 12, falls within this 30 day period.

Message from the PresidentMessage from the President
-Debbie TrevinoDebbie Trevino-Our organization was founded in 1993 and christened, the Hammond Hispanic Community Committee (HHCC). It is a diverse, non-profit organization with the mission of coming together to enhance the quality of life for Hispanic residents. The HHCC works to improve the larger Hammond community by providing information and sharing the diverse cultures that we represent, undertaking projects that address community needs, and teaching the concept of harmony amongst all races. The HHCC seeks to promote equality, pride, and awareness of Hispanic heritage and culture through information dissemination and as a part of our newly awarded State Grant.
HHCC provides monthly community forums where we not only feature key speakers to share information from their organization but also allow other stakeholders to engage with the community and network amongst each other. HHCC continues to work with other ethnic groups and organizations to address social problems such as crime, discrimination, hate groups, substance misuse, and more, as there needs to be a collective approach to overcome these challenges. Our mission is critical to the well-being of our Hispanic Community in Hammond and beyond. I also want to recognize all of the vendors and sponsors at this year's event. Without your support, HHCC could not continue this much needed community project.
Finally, my hopes and dreams for the Hammond Hispanic Community Committee is that it continues to thrive with new Latino leadership taking the helm and pushing the Hammond Hispanic Community Committee to new heights Si Se Puede!!! I am very honored to be both the president and a board member of the Hammond Hispanic Community Committee for over 10 years, especially as we celebrate Hispanic Heritage Month together. My HHCC colleagues on the board have been instrumental in making sure the 19th Annual Latino Resource Fair is a great success.
I particularly want to thank Jerame Hicks, Principal at Morton High School and Tony Salinas, Executive Director of Elementary Education from the School City of Hammond for volunteering as the committee chairs for this year's Latino Resource Fair. It takes a lot of work, organization, and manpower to put on this wonderful community event. Secondly, I want to thank the School City of Hammond for allowing our organization to put on this community event for over 19 years. This shows the level of community commitment our Hammond School District has shown every year as they absorb a lion's share of the in-kind expenses needed to be successful. As you noticed, this year we moved our event from the elementary school to the high school in hopes of capturing other diverse Latino communities in the Hammond area and beyond.

If you are struggling financially, we want to help you through the process of finding the assistance you need. Financial support is available through a variety of programs. Don’t miss out on funds that may be available to you.
LIHEAP
You may be eligible to receive state and federal assistance to help pay your NIPSCO bill from the Low Income Home Energy Assistance Program (LIHEAP). Income eligibility will be based on 60 percent of State Median Income. LIHEAP is implemented through participating local agencies in each county under the Indiana Housing and Community Development Authority (IHCDA). Online applications are being accepted now at ihcda.rhsconnect.com The application period begins October 1, 2022 and ends on May 15, 2023.
NIPSCO CARE
Once you’re approved for LIHEAP, you are automatically enrolled in the NIPSCO CARE program. With these additional discounts on your energy bill, you could save between 11 and 26 percent, depending on your income. You will receive notification from NIPSCO
