The Malta Permanent Residence Programme

By virtue of Legal Notice 121 of 2021, the Malta Permanent Residence Programme Regulations, were implemented, introducing a new residence programme for Non-EU/EEA/Swiss nationals. Residency Malta Agency has been recently set up to administer and process applications under these Regulations. A certificate issued under this Programme entitles the beneficiary and his/her dependants to reside, settle and stay indefinitely in Malta.

Applicants need to acquire a property for not less than €350,000 or rent a property for not less than €12,000 per annum. Should the property be situated in Gozo or the South of Malta, the purchase value should not be less than €300,000 and the rental value should not be less than €10,000 per year. A government contribution must be made, the value of which is dependent on whether the applicant chooses to rent or purchase a property. Should the applicant choose to purchase a property, the contribution is set at €28,000. Alternatively, the applicant may rent a property and make a government contribution of €58,000. The property is to be retained for a minimum period of 5 years from the date of issue of the certificate confirming MPRP status, after which a residential address is required. The applicant must hold adequate health insurance covering risks in Malta.

The applicant must be in receipt of stable and regular resources which are sufficient to maintain himself/herself and his/her dependants. He/she must provide an affidavit declaring that from the date of the application onwards, he/she has a capital of not less than €500,000, €150,000 of which must be in financial assets. A €40,000 administration fee is payable to the government of Malta. A donation of €2,000 must also be made to a local registered NGO.

An application for MPRP status may only be submitted through a Licensed Agent. EMD, as a Licensed Agent with license number AKM-EMDP-22, may assist you with your application for residency under this Programme as well as with any compliance obligations related to the Programme
