On Thursday, July 20, I was invited to be a ‘Cadet for a Day’ at the Cadets Connaught Training Facility in Shirley’s Bay. The training facility has been in operation since the 1920s, serving the Canadian Armed Forces and the Canadian Cadet program. Since 1989, it has served as the exclusive ranges for marksmanship training for the cadet program. Upon arrival, I was greeted by my public affairs officer Capt. Grant Cree and brought into the facility. After the appropriate paperwork, we made out way directly to my most anticipated event of the day, the full-bore rifle range. Exclusive to the army cadet corps, the full-bore range has cadets firing c12 competition rifles using 7.62 mm rounds at targets 500 metres away. Cadets are in groups of three and all have rifles that are sized accordingly and to

whether they shoot right or left-handed. They are also provided with all necessary safety equipment. Each team consists of a shooter, a spotter and one person safely down at the targets to place markers where the shots land. The teams rotate after each round with every cadet firing 12 rounds total. The first two rounds are used for targeting and the following ten are scored according to how close to a bullseye they can get. Their scores are compiled and all the top shooters are chosen to compete at shooting both in Canada and abroad. This is the third year that Nepean native cadet Darcy Hayden has participated in the program. She’s one of 11 girls in the program and a big fan. “ It’s a very enjoyable experience,” said Haydon. In the phase 2 program I witnessed there are 44 cadets. 30 Canadians and 14 British who are here for an exchange program. See CADET, page 3

I was given the opportunity to shoot a couple of rounds. As I had never fired a gun before, this was a whole new experience for me. I was given five rounds and managed a bullseye. My experience was just a fraction of what army cadets get at the ranges and it was already really neat. The most important part of this program, I was told, is teaching the significance of safety with firearms. Because safety is a top priority at the facility, activities cease when the weather gets too hot. After the abseil (rappel) tower, which I totally chickened out for, we stopped for lunch. Unfortunately the weather wasn’t cooling down so we called an end to the day. It was really interesting to see the fundamental skills these cadets learn during their time at

the facility. Everyone was incredibly respectful and all looked like they were having a great time. Over 1,200 cadets come to the ranges every year to train and it’s got the feel of a summer camp, but all the structure and security of a military base. It’s fun, but it’s also a lot of hard work. But with all the great activities and, from what I can tell, the great friendships, make this a worthwhile experience for kids and it’s totally free. For those who want to know more about the cadet program and see it in action, there will be a parade on Aug. 4 in Carp starting at 9:30 a.m. More than 600 cadets from the camp will make their way down Donald B. Munro Drive in the annual Veterans Appreciation Parade. Following the parade there will be a ceremonial service at the West Carleton War Memorial. The security response on our nation’s 150th birthday was an unmitigated disaster, said police services board vice chair Jim Durrell. After police Chief Charles Bordeleau finished his verbal report at

the July 24 meeting, Durrell said he had to discuss the Canada Day festivities. “It’s been on my mind for 23 days,” he said. While Durrell said he didn’t blame the RCMP or Ottawa police, he said people waiting in lines for hours without access to bathrooms

meeting before summer break, River Coun. Riley Brockington publicly stated that he thought the federal government should issue a public apology for the handling of the lines on Parliament Hill. Mayor Jim Watson and Bordeleau did warn the public of long lines, in the days leading up to the celebrations, but some people waited up to six hours to gain access. Police services board chair Coun. Eli El-Chantiry, asked Bordeleau if debriefings about the security are still ongoing and said he wasn’t happy with use of resources around the VIP area. “There was hardly anyone there at times, those resources could have been redirected,” he said. El-Chantiry also invited Durrell to write to the federal minister in charge about his concerns. Bordeleau said he would convey the message, but that the handling of security on Parliament Hill itself was under the jurisdiction of the RCMP. Bordeleau said there are many events still ongoing — like La Machine taking place this weekend — and police and event organizers should try to apply some of the lessons learned from Canada Day.

The annual Choose Your Garlic event will be held at Silver Spring Farm beginning on Thursday, Aug. 3 from 9:30 a.m. to 6 p.m., and continued daily until it’s all sold. The yearly harvest event takes place at the Silver Spring farm and sees volunteers from all over the city picking the flavourful bulbs that will be sold and the proceeds will go to help the Ottawa-Carleton Association for Persons with Developmental Disabilities. The farm is located at 1705 Robertson Rd., where Baseline Road meets Robertson Road. Volunteers, many of whom are members of the Church of Jesus

The Ottawa Police are investigating reports of a firearms discharge in the area of Draper Avenue and Morrison Drive, near Greenbank Road. On July 22 officers were called to area in the early afternoon and confirmed that a shooting had indeed taken

place. Empty shell casings were found and collected at the scene. Several structures and homes sustained damage as a result of the shooting but no injuries were reported. Anyone with information regarding the investigation is asked to call the Ottawa police west investigations unit at 613236-1222, ext. 2666.

Playing Back Our Neighbourhood Stories This August a Barrhaven youth theatre ensemble will be performing two “Playing Back our Neighbourhood Stories”. At these shows residents will be asked to share stories about the Barrhaven community so that they can be re-enacted on stage. These performances are part of the AOE Council’s Neighbourhood Arts 150 project. Traffic & Parking By-law Survey Traffic services is currently reviewing the general unsigned on-street parking regulations within city limits. The current regulation permits parking for a maximum of 3 consecutive hours, from 7am to 7pm every day of the week. A request was made at Transportation Committee to consider allowing on-street parking for longer than 3 hours on weekends and holidays. If you would like to provide feedback on this proposal, Transportation Services has developed an online survey so that you can have your say. The recommendation is to change the general on-street parking regulation to allow parking for 6 consecutive hours instead of 3 hours between 7am and 7pm on weekends and holidays. Have Your Say: Marketing of Unhealthy Food and Drink Ottawa Public Health (OPH) is looking for your input on the marketing of unhealthy food and drink to children and youth. Children tend to believe what they see, making them vulnerable to advertisements trying to sell unhealthy products. According to OPH, children view four to five food and beverage ads per hour. These advertisements use strategies such as contests, celebrity endorsements, mascots and so on that are directed at children. By participating in their survey on ottawa.ca you can help OPH better understand how these advertisements affect residents and what policies can help to effectively manage them. Connected to your community

An uncharitable idea

T

he Salvation Army does good work in this city, but that does not make the organization immune from making bad decisions. The Salvation Army is seeking a zoning change to allow it to move a homeless shelter from King Edward Avenue area to Vanier. The request comes as a shock to the people who call Vanier home. No community should have this sprung on them. If built, a shelter would likely draw inebriated or otherwise unwell people into a residential neighbourhood. That’s not an improvement – it’s a step backwards. Yes, city council can allow a move, but there is nothing in the plan to suggest it will improve outcomes for the people in need. Instead it will turn a neighbourhood upside down for the sake of optics. Getting the homeless out of view of the tourists in the ByWard Market seems to be the driving force behind the proposal, and one reason Mayor Jim Watson is backing it. Getting people out of sight should not be the goal when spending money on

homelessness. Real homes and real help should be the only goal. All else is, in a word, uncharitable. And will this be a case of out of sight, out of mind? Will Ottawans find it easier to ignore the fact that there are people in such need? There is demand for the services offered by the Salvation Army. That’s why we have zoning in this city – so development happens in a predictable way, and in a way that the neighbours have a say about their neighbourhood. If a surprise like this can be sprung on Vanier, every resident of Ottawa should know that other councillors could gang up on your neighbourhood and stick something unwanted on your street. City councillors should put community before complicity and refuse the rezoning request.

The digitization of real estate

friend of mine recently travelled to British Columbia from Ontario to search for a house over a weekend. She spent a whopping amount of money on airline tickets, hotels and meals for what was anything but a vacation. But perhaps she needn’t have bothered. A new study from HSBC Global suggests that Canadians are starting to buy real estate the same way they’re purchasing groceries, clothing and household goods — on the internet. According to HSBC, home-buying and the services that go along with it — legal services, realtors and mortgage lending — are increasingly occurring online. HSBC’s Beyond the Bricks: The Future of Home-buying is based on a

Ninety per cent of Canadians turn to the internet to search new properties — compared to the global average of 83 per cent. Three quarters of Canadian homebuyers are using digital technology to research financing options. “From online mortgage specialists to paperless mortgage renewals, technology is rapidly changing how we engage with and serve our customers in Canada and across the globe,” says

Larry Tomei, executive vice-president of retail banking and wealth management at HSBC Bank Canada. “This latest research suggests that the property industry is poised for technological disruption, significantly changing how home buyers approach each of the three key phases of home buying: researching, financing and purchasing.” This has enormous implications for realtors. Indeed, more than a quarter of Canadian survey respondents (27 per cent) “say that dealing with the many people involved (real estate agents, lawyers, sellers and developers) was the biggest ‘pain point’ in the home-buying process,” reports HSBC. By 2019, it’s anticipated Canadians will spend $39 billion online annually, representing nearly 10 per cent of all consumer purchases. Canadian companies are increasingly embracing the internet to sell goods beyond our borders, as well. “Statistics Canada’s data (in their most recent data on the topic) reports that Canadian companies sold more than $136 billion in goods and services online in 2013, up from $122 billion a year earlier,” reports the Canadian Internet Registration Authority’s 2016 Factbook on e-commerce. In a 2015 study by GoDaddy and Reddit, researchers found more than half (59 per cent) of very small businesses in Canada still do not have a website. As Canadian consumers increasingly turn to the internet to research and make purchases of goods and services, companies that

are absent online might as well not exist at all. As for my friend, she managed to lock into a real estate offer during her two days in B.C. But you can bet she spent countless hours online narrowing her search and securing her financing before she did.

“In cycling, you can draft; in paddling, you can wash ride,� said Desrosiers. “But, in cycling, when you’re off the draft, you’re not fighting the draft to get back on. In paddling, when you’re off the wash, you have to fight a mountain to get back on.� The kayak marathon normally takes between an hour and 45 minutes and three hours to complete. With a race this long, it’s not about time, says Desrosiers. It’s just about conserving your

energy for the sprint portions. “You can’t be a hero,� said Desrosiers. “It’s not the fastest person who wins, it’s the person who has the most energy for the sprints. You’re always going fast and then wash riding.� The sport of marathon kayaking doesn’t really jump out as the most watchable sport, but for Desrosiers, the level of competition involved makes it a lot of fun for competitors and spectators. “It’s super fun and super entertaining to watch,” said Desrosiers. “It’s playing games with people: trying to push them off the wash, try and push them into a buoy.” On top of training for this event, Desrosiers also coaches kids at the Petrie Island Canoe Club in Orléans. Not only does this allow others to enjoy the sport that he loves so much, but it also gives him great access to the equipment he

needs to train. Competing overseas as an amateur athlete is expensive and Desrosiers is currently searching for sponsorship for the event, on top of having a GoFundMe campaign. The boardwalk at the Chapman Mills Conservation Area has received an upgrade. Local politicians were on hand to place the final boards on July 27 at the conservation area. The upgrades came after a funding boost of $32,000 from several groups including a $25,000 donation from the Movati athletic group as well as funds from the the Canada 150 infrastructure program from the federal government. “The Chapman Mills Conservation Area project is a great example of what the Canada 150 community infrastructure program is all about,” said local MP Chandra Arya. “Supporting improvements to the places where families go to

spend quality time together is an ideal way to invest in our communities so that they can be enjoyed by Canadians for years to come.” Over 600 metres of boardwalk have been widened and now include turnaround areas for greater accessibility. At the steeper areas of the walk, handrails and barriers have been installed to assist people in climbing. These installations – over wetlands – come at a good time as the city has seen a record amount of rain so far this year. Even now parts of the area that are usually dry this far into summer still have many centimetres of water. Also on hand at the announcement was Mayor Jim Watson and MPP Lisa MacLeod, who highlighted the importance of having parkland in the city. “Green space is pretty precious,” said

Watson. “That’s why we’ve put a record amount of money in the budget for tree planting.” “We have over 100,000 people living in this community,” said MacLeod. “When you think about the fact that we are in a major urban city and we have this beauty around us thanks to the Rideau Valley Conservation Authority and its leadership, it’s tremendous that we are just steps away from an urban environment and enjoy this wonderful area.” The nine-hectare conservation area in located on the west bank of the Rideau River off of Prince of Wales Drive in Barrhaven. The area includes picnic tables, lookouts, walkways and boardwalks along a 1.8-kilometre path.

since I was scared in the dark, I would sit as close to Mother as possible. We wouldn’t be out there more than a few minutes when one after the other of us would be swatting our arms and bare legs, hoping to connect with the horde of mosquitoes laying in wait for us. Soon Mother would say, “Enough of this, those blessed mosquitoes are eating us alive.” Then one night Father said he had an idea, and he vanished into the drive shed and lit the lantern. We had no idea what he was up to, but we could hear the hammer, and soon we could smell coal oil. We could faintly see his outline when he came out of the drive shed with the lantern in one hand and a long piece of wood wrapped at one end with piles of feed bags. And it reeked to high heaven of coal oil. Father told us to put our chairs in a circle, and once we settled down, he took a match from his pocket,

to bed until the fire was out, but Father said it would burn itself out, and we had nothing to worry about. Mother wasn’t so sure. He was right of course. It didn’t take long for the feed bags to burn down. As for sitting out on a summer evening, that was the end of that. The mosquitoes won the battle. Thousands of Canadians participated in the movement, which gained traction on social media channels and raised $94,000 for programs offered by Wounded Warriors Canada, said Phil Ralph, national program director of the organization. For Canada 150, the nonprofit is again challenging Canadians to complete the 22 Pushups 22 Days challenge. “This is the first anniversary of this campaign,” said Ralph. “We’re challenging Canadians to continue the campaign and get to $150,000.” Participants are invited to film themselves doing 22 push ups for a 22-day period, to nominate someone new each day, and to make a one-time $22 donation to Wounded War-

riors. The organization provides numerous supports and programs to veterans, first responders and their families, such as helping to fund service dogs for people with PTSD, getting homeless veterans off the streets, couples-based equine therapy and many others. “We’re really proud because of grassroots initiatives like this we’re able to put 82 cents of every dollar that we earn directly into programming,” said Ralph. “Because of the support from Canadians coast-to-coast we’ve been able to deliver over $2-million in programming in the last fiscal year and we’re hoping to do even more this year.” Matthew Tofflemire and his service dog Gordon participated in the challenge on the Hill. “Gordon, he’s helped me get my life back,” said the 15-year military veteran and Ottawa firefighter. “I have four young children and a beautiful wife. My house is busy and it just came to a point where I needed to take care of myself so I

could get back into it.” Tofflemire was diagnosed with PTSD a couple years ago and has been off work while going through treatment. Funding from Wounded Warriors, raised from campaigns like the 22 pushup challenge, paid for Tofflemire’s service dog through the Canadian charity Paws Fur Thought, which pairs service dogs with veterans and first responders with PTSD. Gordon, a black Labrador, is never far from Tofflemire’s side. He can sense when his human is agitated or if a situation is becoming too stressful. “He’s very calm and that helps calm me down,” said Tofflemire. “In social situations, if he’s sensing that I’m stressed, he’ll come out and block people in front of me just to create a barrier and he’ll alert me. If he knows I’m getting agitated, he’ll start paying attention to me, maybe nudging me, even jumping up on me if it gets to that point. See WOUNDED, page 17

suicide each and every day,” said Ralph. “This was to raise awareness in the States, then it came up here.” In Canada, 160 veterans died by suicide between 2004 and March 2014, “greater than the total number of Canadian Armed Forces members killed during the war in Afghanistan,” according to statistics on Wounded Warriors’ website. The goal now is to raise the

A leaked email by NepeanCarleton MPP Lisa MacLeod has highlighted ongoing in fighting in the newly-formed riding of Carleton. Ottawa lawyer Goldie Ghamari has won the hotly-contested nomination to be the PC candidate in November. Several longtime Conservatives took issue with the nomination, including former councillor Doug Thompson, who said he thought they held better elections in Somali. Lisa MacLeod has represented Nepean-Carleton since 2006, and said in an email to a “closed group of advisers” that Ghamari likely won’t win the election, and if she did, she wouldn’t be suitable representation for the constituents. The email was in response to a report from a right-wing website

called The Rebel, which called into question Ghamari’s legitimacy as a Conservative. A social media profile under the name Persian Cat, which some believe to be Ghamari, makes defamatory statements about Christianity and shows support for former federal Liberal party leader Michael Ignatieff. Ghamari has publicly denied ownership of the social media profile — even going so far as to retain lawyers to send a letter asking Jay Tysick, a former candidate for the Carleton nomination, to retract statements to that effect in December. The letter states the claims are untrue and harmful and have impacted their client’s “goodwill and reputation.” Since his disqualification as a candidate in October, Tysick has taken aim at the party, calling out leader Patrick Brown for getting too involved in local nomination

Kennedy-Burnett Stormwater Management Facility Class Environmental Assessment Project File and Functional Design Report Available for Review The City of Ottawa has completed a Class Environmental Assessment (Class EA) and functional design for the proposed expansion and retrofit to the Kennedy-Burnett Stormwater Management Facility. The project was identified as a preferred alternative in the South Nepean Urban Area Master Servicing and Environmental Study. The existing Kennedy-Burnett Stormwater Management Facility receives runoff from approximately 200 hectares of predominantly residential lands north of Strandherd Drive, along with a portion of commercial development in the Barrhaven Town Centre. The facility will be expanded and retrofitted to provide enhanced water quality treatment consistent with Ministry of Environment and Climate Change requirements for the existing serviced area as well as the proposed developments adjacent to the facility south of Strandherd Drive. The preferred servicing option for the proposed development lands was also determined as part of this study. A portion of the development lands are to be treated by the expanded facility, while the remaining areas would outlet to the Fraser-Clarke Drain or the Jock River with water quality treatment provided predominantly by hydrodynamic separators. A small new stormwater management pond on the Minto Lands to the west of the existing facility is required to provide stormwater quantity and quality control to existing and future residential areas draining to the Fraser-Clarke Drain.
