CONCILIO: MISSION & HISTORY Founded in 1962, The Council of Spanish Speaking Organizations, Inc. (Concilio) is the oldest Latino organization in Philadelphia and has a well-established reputation as a leader for Latino family services. Our mission is to ensure that equitable social, educational, cultural, prevention/intervention services and programs are made available to the Philadelphia community. Founded almost fifty years ago by a group of Latino leaders concerned with the economic, social and political issues facing the growing Latino community of the City of Philadelphia, Concilio today embodies the same strength and fortitude of our framers, facing somewhat similar issues nearly a half century later. Concilio served 14,760 individuals in fiscal year 2009 through a comprehensive and connected network of core critical services, primarily within Eastern North Philadelphia, North Philadelphia, and the Northeast section of the city. This spring Concilio began a new chapter in its long and distinguished history as a leader for one of Philadelphia’s largest and most vulnerable populations. The Board of Directors selected a new leader for the organization, Joanna Otero-Cruz was selected as Executive Director of Conilio in March 2010. She holds a Bachelor’s Degree in Business Administration with a Concentration in Management. She has experience in developing, implementing, and managing successful culturally appropriate health and social services for vulnerable populations, focusing particularly on Latinos and poor women and children. Prior to her work at Concilio she severed as Director of Family and Behavioral Health

and 8, and has been married for 9 years. She is a member of the Prison Society’s Board of Directors and she is a leading voice on Philadelphia’s Latino Health Consortium where she serves as Vice President. She has served as a member of the City of Philadelphia’s Mayor’s Taskforce on Domestic Violence, and countless other systems advocacy initiatives. Ms. Cruz was selected for her historical commitment to the community, and her outstanding clinical and administrative experience building the family health services of an important Concilio partner over a period of ten years. Ms. Cruz was

Services at Congreso de Latinos Unidos where she has served Philadelphia’s Latino community for a decade. While at Congreso she lead multiple health services through more than $4.5 million in public and private contracts. As a lead architect in Congreso and the Pennsylvania Medical Society’s A Su Salud Latino public health marketing campaign, she was the host of four healthy cooking shows aired during Pennsylvania Latino Health Month on Telemundo Network. She is the Latino media’s go-to health advocate to speak on Latino health concerns. She is active in her community through her church and her children’s schools, and is known across the community for her tireless passion and commitment to social justice and health equity for her community. She is the proud mother of two children ages 17

selected by the board for this next natural step in her career, to take Concilio to a new level in client and community transformation. Under the leadership of Ms. Cruz and Concilio’s board of directors, the organization continues to address the most vulnerable needs of our community and target population, Latino and AfricanAmerican children, adults and families through family development and health and social services, and serve as a cultural anchor and symbol for our community through our services and leadership in cultural heritage and appreciation.
