The 2022 Strategic Planning activity signified a "fresh start” for the incumbent and future leaders of the NKTI While the country is still under the public health emergency due to COVID19 for two years, said activity was held outside the hospital premises - at Mount Malarayat Golf and Country Club, Lipa City, Batangas

Last year, the NKTI recalibrated its Strategy Map covering the period of FY 2023 – 2028 From being the country’s premier specialty center, the NKTI is now gearing towards becoming a globally recognized specialty center for renal care and organ transplantation adhering to the highest standards of service, training, and research

With the new vision and directives, strategic objectives for both core and support services were recalibrated with focus on the full implementation of the Universal Health Care and in capacitating the Institute to produce research outcomes with impact on national policy making

The planning activity was facilitated by the Strategy Management Division Preplanning activities were conducted prior to the actual activity date wherein each leaders of the NKTI prepared for their respective strategies and align the same with the organization One of the highlights of the pre-planning activity was the crafting of vision statements for each department and division. This statement is an important element that will serve as a roadmap on what they want to be and how they will undergo the desired transformation.

This year’s theme is “BREAKTHROUGH.” The activity has introduced new approaches in terms of the crafting of the blueprint of the NKTI for FY2023-2028, with the following objectives: 1) presentation and cascading of sustainability measures using the Philippine Quality Award (PQA) Business Excellence Framework; 2) Presentation, alignment, and approval of 6-year plans and programs of Departments and Divisions; and 3) strengthening the core framework for

organizational communication and values formation

During the said activity, leaders from medical, hospital support, nursing, and, training and research were grouped to present their analysis pertaining to the improvement of the NKTI systems and processes using the PQA Framework. They presented each category requirements and harmonized with the existing organizational practices, introduce improvements in the system and provide an action plan on how it will be integrated and implemented.

The aim of this activity is to assess the readiness of the NKTI and determine its capability whether it is fit or ready to achieve its vision The NKTI leaders were able to develop plans and programs that will eventually capacitate the Institute to achieve the highest level of accreditation and standards.

A new developmental framework was also introduced by the Strategy Management Division which will lay down all

the initiatives and guide the NKTI in its transformational journey – the Standards Harmonization and Integration to Excellence or the SHINE NKTI Project The SHINE Project aims to fully embed the “culture of excellence” in the hearts and minds of every NKTI employees and leaders. Having a single vision while faithfully adhering to the organizations core values The project is aligned with the NKTI Strategy Map through integration of ISOIMS, Performance Governance System (PGS), Civil Service Commission (CSC) - HR PRIME, the Philippine Quality Award (PQA), and other statutory and regulatory requirements, to further improve the NKTI's Quality Management System (QMS). Moreover, the SHINE NKTI Project shall introduce innovative and systems-based approach processes for compliance to good governance objectives by amplifying its performance management system and core values

The NKTI, as the APEX center under the Universal Health Care Acts, aims not only to lead the country in the prevention and treatment of kidney and allied diseases, training, capacity building, and research, but also, the Institution would like to become the “benchmark government healthcare institution for quality management system” – a reference center for leadership, hospital management, and a niche for healthcare innovation and policy.

The NKTI’s transformational journey is just starting and there shall be tons of undertaking especially in recalibrating the workforce and organizational culture, especially in the next years to come where management transition will be more apparent.

A CELEBRATION OF MILESTONES: 50 Years of Infection Prevention and Control

The Infection Prevention and Control Unit (IPCU) of the National Kidney and Transplant Institute continues to put its mark in various activities within the hospital and outside the institute to strengthen its role in providing safe and quality care for renal patient in the Philippines Among the various activities of the unit was its participation in the International Infection Prevention and Control Week Celebration.

This year, the international theme of the celebration was, “50 years of Infection Prevention” It highlights how Infection Prevention and Control (IPC) aims to promote better a safe and quality care, and to recognizes the efforts of all healthcare workers to reduce the risk of infection in health services

The unit held a 2 week-long celebration that started with a CommitmentCeremony wherein the NKTI Leaders are enjoined

to participate at the NKTI Main Lobby, showing their support and commitment to promote safe and quality healthcare through Infection Prevention and Control (IPC).

The celebration also had an online conference bannering the theme “Equipping the Heroes of Infection Prevention and Control” last 26 October 2022 via Zoom was also held The conference centered on the role of IPC in the hospital and how its multi-faceted role in AMS and hospital safety plays a pivotal in achieving quality health care

The speakers were the AMS Head of NKTI, and currently the IPC Chair of St. Luke’s Hospital – Quezon City, Dr. Minette Claire O. Rosario, and Dr. Regina P Berba, MD, MSc, who is currently the head of the Hospital Infection Control Unit of the Philippine General Hospital. There were about 112 participants who who joined the conference, from the various offices of the Institute.

This year, as IPCU recognizes the different roles of healthcare workers in making the hospital safe, the unit awarded individuals whose contributions to the implementation of the IPC protocols are deemed exceptional and their commitment in the success of infection prevention and control is deeply appreciated They were recognized as IPC HEROES, and there were four (4) employees awarded in different categories:

Medical Services - DR MA ROWENA LOPEZ-JAVIER [Head, Physical Medicine and Rehabilitation]

Nursing Services - FRENZKY M ALMIROL [Nursing Attendant, Unit 2C]

Allied Health Services - RENGIE A. LADEZA [Food Service Worker, Nutrition and Dietetics Division]

Administrative Services - BELINDA R AZAÑES [Admitting Section]

The celebration was also pivotal as IPCU launched its new IPC Logo, following its vision ‘To be the national lead provider of a safe healthcare environment and quality care to transplant and renal patients’, and the IPC Desk Reference Guide for the institute that would address gaps and strengthen the implementation of IPC in NKTI

Indeed, this is just the beginning of the many activities and endeavors of the unit, as it continues to place IPC in the forefront of delivering safe and quality patient care among renal patients.

The NKTI Spotlight showcases the stories and journey of NKTI leaders and employees to inspire and encourage others to develop a strong commitment to public service.

Ms. Carmelita Montalbo: NKTI's Very Own V.I.P. (Very Important Public servant)

Carmen Montalbo has been serving the Institute for 38 years and she's still happily fulfilling her duties at the Executive Office (EO) as one of its secretaries.

She takes pride in assisting patients and guests referred to by both local and national officials Sometimes, she even assists the officials themselves! Because of her helpful and friendly nature, Carmen has rubbed elbows with very important people (VIPs) who come to NKTI for their medical needs Throughout the years, these visitors were able to recognize and appreciate her dedication to her work. She recalls her most memorable incident at the NKTI was from an encounter with the late Senator Dr Juan Flavier, who was wellknown for his wit and sense of humor:

Si Sen. Flavier talaga hindi ko sya makakalimutan. Sabi ni Sen. Flavier noon “Kahit wala ka dito Ike (referring to Dr. Enrique Ona who was then Executive Director of NKTI) basta nandito si Carmen. Kahit mawala ka sa NKTI basta si Carmen hindi mawawala.

Interesting though her work at NKTI, it is also not without challenges Carmen admits to working long hours, if necessary, to assist urgent requests from special guests:

"Kahit napapagod ako masaya parin kasi nakatulong ako sa kanila. Kahit minsan sumobra ako sa oras, basta matapos ang aking ginagawa masaya ako dun Kahit abutin ako ng 7pm, ang mahalaga makatulong tayo kasi public servant tayo eh. "

She credits her devotion to public service as her motivation to do better at her job and is proud of the fact that she has

already helped so many people throughout her years at NKTI

Carmen was also able to buy a house and lot, a farm, through her years of hard work. She says she is thankful as well for all the opportunities she was given in her decades long service at NKTI

"Being in the Institute for 38 years, marami ako naging kaibigan, marami akong natutunan dito, masaya ako dito "

The FREEDOM OF INFORMATION Program of the Philippines

The Freedom of Information (FOI) Program of the Philippines was signed by then President Rodrigo Duterte as Executive Order No. 2 in 2016. The Executive Order on Freedom of Information (FOI) aims to promote an open government by increasing the transparency of the executive branch and its agencies It strengthens the right to information as enshrined by the constitution.

The Philippines’ FOI Program allows us Filipinos to request information about government transactions and operations, provided that it shall not put into jeopardy privacy and matters of national security.

The Order also covers national government’s offices, departments, bureaus, and instrumentalities, including Government-Owned and/orControlled Corporations (GOCCs) and State Universities and Colleges (SUCs). It also encourages all local government units (LGUs) to observe and be guided by this Order

In support of the FOI Program of the government, NKTI issued Special Order 147 issued in August 10, 2020 to ensure the monitoring and processing of all posted FOI Requests in the FOI portal intended for NKTI Since 2020, changes have occurred in the leadership and composition of the Committee including Dr Genlinus Yusi as Chairperson (after retirement of Dr E Que) and designations of NKTI FOI Decision Makers

Public Health Unit (PHU) in support of NKTI FOI

From 2009-2019, Renal Disease Control Program-REDCOP) manages the Philippine Renal Disease Registry (PRDR) of the Department of Health (DOH), the databank of Hemodialysis, Peritoneal Dialysis, Kidney Transplant and Kidney Biopsy Registries. The registry data has since grown to become the reference in clinical research, policy formulation and medical program planning for both government and non-government sector Over the years, the REDCOP have been processing data requests received from students, researchers, health care providers (doctors, nurses), policy makers and private and government companies for thesis, research and feasibility studies, planning and lecture purposes

Since the establishment of the Public Health Unit (formerly REDCOP) of the Institute, it has

continuously provided available data from these stakeholders thru the Freedom of Information (FOI). Upon receiving of the data request thru FOI portal the request will be analyzed according to availability, extent of data to be extracted, and its format Once the data has been initially generated, validation and checking of data accuracy will be made. For corrections, reextraction of data will be performed and the final data generated will be given to the Head of the Unit and FOI Committee Chair for signature/ approval prior to release to requestor thru FOI portal.

Another important factor for compliance to the FOI is it being part of the Performance Based Bonus (PBB) requirement of the government and since 2020, NKTI has able to obtain the FOI Certificate of Compliance (CoC) as evidence of compliance the FOI Program.

The first ever FOI posted for NKTI was in year 2018 and has steadily increased since then.

Leadership Through Empowerment

Leadership plays a significant role in achieving organizational summit and workforce success stories It can be a powerful driving force in motivating and moving people to reach their personal and professional goals, whether in a corporate set-up, political arena, charitable platform, or any other organizational venue.

As part of the National Kidney and Transplant Institute’s (NKTI) thrust of continuing leadership development of NKTI leaders to become more effective and efficient in their respective fields, the Human Resource Management Division (HRMD), Strategic Management Division (SMD) and Personnel Development Division (PDD) collaborated and conducted a Capacity Building for Leaders II with a theme of LEADERSHIP THROUGH EMPOWERMENT AND DEVELOPMENT (LEAD) from November 15, 2022, to December 7, 2022, at the Dr Ona Auditorium and Second Floor Baxter Building.

The objective of said learning sessions is to have a better understanding of the actual job functions of their team and what competencies are required for the individual members of their team to deliver and perform the

job effectively and efficiently thereafter develop interventions to increase performance and engagement of their staff

140 participants from different offices attended the two-day orientation and workshop with eight (8) hours for each session A Teambuilding activity was also conducted and led by the team through a third-party training provider.

The Program has five (5) different Modules prepared and crafted by the Subject Matter Experts (SME) including the preand post-assessment and workshops/ activities during the training. All modules were interconnected as the discussions merely focused on the institute’s leadership journey, including the organizational and individual challenges and

opportunities to achieve the NKTI’s ultimate goals and objectives

The Job Analysis topic was discussed by Mr. Mark Anthony R. Panganiban and Ms. Nimia R. Parale. The topic provided a picture of how to understand their jobs, their nature, scope, and tools needed, to accomplish a task Discussions primarily revolved doing and improving their job descriptions and job specifications. After understanding and knowing their jobs, the second module, discussed by Mr Philip S Macalinao and Mr Jeruelle Angelo A Hilario, highlighted the Identification and Development of Job Competencies. This element helped participants to define what are the necessary competencies required by the job to carry out their duties and

Participants were provided prework activities before their schedule including the preparation of a list of positions under the participant’s office with a brief job description, identification of at least two (2) weak point or areas of consideration and at least two (2) negative and positive values in each individual and their workplace.

The program encouraged a participative and highly interactive audience wherein leaders shall apply the concepts, systems, policies and procedures to their outputs Participants also showcased their acting capability through their group interpretation of the institute’s core values.

The Capacity Building Team was facilitated by our committed partners from different offices, namely: Ms. Cristine P. Ogong, Ms. Andrea R, Villegas, Mr. Mark Vincent Funtanar, Ms. Nerise Navarra, Ms. Melody D. Tobias, Ms Emily B Mendigorin and Ms Joanna Marie V Pataueg The event was also supported by the Nutrition and Dietetics Division (NDD), Public Information Office (PIO), General Services Division (GSD), and the Executive Committee (Execom).

Capacity Building is a Joint Project of HRMD, SMD, and PDD that is primarily responsible for leading the designing and implementing initiatives for our human capital through learning management and workplace development interventions

LEADERSHIP THROUGH EMPOWERMENT AND DEVELOPMENT TEAM BUILDING ACTIVITY

To cap off the Capacity Building for Leaders, a Team Building Activity for Leaders was held at the NKTI*Baxter PD Center of Excellence Building on December 7, 2022 with the theme "Leadership through Empowerment and Development". The activity was facilitated by Conflate World Dynamics Consultancy, Inc. The NKTI Leadership Talent Pool were divided into groups and performed various activities and exercises that strengthened their leadership and team-building skills.

FOURTH COLLECTIVE NEGOTIATION AGREEMENT BETWEEN THE NKTI AND THE NKTI EMPLOYEES’ ASSOCIATION – ALLIANCE OF HEALTH WORKERS (NKTIEA-AHW) SIGNED

On August 03, 2022, the Office of the Executive Director issued Special Order # 322 naming the Management and Employees Association Representatives to the 4th Collective Negotiation Agreement (4th CNA). The Management Negotiation Panel is headed by Atty Jing-Jing S Romero while Mr Edwin T Pacheco, President of the NKTI Union is her counterpart.

DOH Hospitals Benchmark at NKTI

NKTI, being a premier specialty hospital, is known locally and internationally for its world-class facilities but affordable health care services This is why NKTI also receives benchmarking requests from other medical institutions who wanted to study about our best practice processes at the Institute

One of those who visited NKTI was Cagayan Valley Medical Center (CVMC) Customer Service Committee led by Mr. John Exequiel Sibal. Mr. Sibal and his team was given a brief outline of NKTI's customer service processes.

They were welcomed by the NKTI Public Information Office team headed by Ms. Ella Rios-Tandoc. The NKTI – PIO presented its best practices to help CVMC improve their customer feedback, complaints management, and marketing processes.

A multi-disciplinary team of doctors from the Eastern Visayas Medical Center headed by Dr Joseph Asanza also visited NKTI last December 12 and 13 to study NKTI kidney transplant processes as they are about to set-up their own organ procurement unit
