Dubai World Uses Govt Backing to Present Creditors with Restructuring Proposal An assistance package from Dubai Government will allow Dubai World to repay its creditors.

A

idan Birkett, chief restructuring officer of Dubai World, said the company would work to secure the agreement of creditors over the coming weeks. “This proposal represents the best possible solution for all stakeholders,” said Birkett. “It follows extensive discussions with our creditors, a thorough review of Dubai World’s businesses and significant financial support from the government. “It offers the company a strong future and the opportunity to maximise the value of its assets over the medium to long term.” As of December 31, 2009, Dubai World owed USD14.2 billion to its creditors. The Government of Dubai, acting through Dubai Financial Support Fund (DFSF) has agreed to convert USD8.9 billion of debt and claims into equity. In addition, DFSF will fund up to USD15 billion of cash for Dubai World to fund its working capital and interest payment commitments. Two tranches of new debt will be issued to fund a 100 percent repayment to nonDFSF creditors; these new debts have five and eight year maturities. Most of Dubai World’s other entities, including Limitless, have been excluded from the restructuring process. Nakheel is the only Dubai World entity to be affected; the company has launched its own recapitalisation plan.

The Government of Dubai, through DFSF, will provide USD8 billion of new money directly to Nakheel to settle its debts and fund continued operations for the completion of near term projects. DFSF has also proposed to convert its USD1.2 billion debt claim in Nakheel into equity.

This support comes with the condition that Nakheel will work closely with the government to plan and evaluate future projects. Birkett said the proposal would provide Nakheel with stable financial footing, enabling it to meet current obligations and continue operating into the future.

Nakheel’s Debt Repayment Plan Dubai World’s real estate company Nakheel, which is responsible for major tourism attractions such as The World islands and Palm Jumeirah, has offered to repay creditors 100 percent of agreed amounts owed. MARCH 27, 2010

Fraser Hospitality Expands Into Middle East with Three Hotels planned to open in 2010 Singapore based Fraser Hospitality has opened its first property in the Middle East, with the Fraser Suites Seef Bahrain.

A

ccording to Fraser Hospitality, the new hotel marks a watershed in the company’s expansion plans and is the first of five planned for the Middle East within the next two years. Two of the upcoming properties are scheduled to launch later this year in Doha and Dubai, with properties in Oman and Saudi Arabia to follow in 2011. Choe Peng Sum, CEO of Fraser Hospitality, said the Middle East represented a strategically important region for the company. “The Middle East remains a most exciting growth area for business and

tourism and, strategically for Frasers Hospitality, an important pillar in our global network,” he said. The Seef property has been named after Seef Properties, the development company responsible for both the hotel and the neighbouring Seef Mall, the largest shopping complex in Bahrain. Peng Sum said Bahrain had been chosen as a springboard for the company’s expansion due to its rapid growth and recent emergence as a tourism destination. “The Kingdom of Bahrain’s growth is predicated on a rapidly diversifying economy with impressive expansion into new areas such as tourism, manufacturing,

trade and commerce,” he said. “The city’s forecast of an estimated 6.7 percent growth in international arrivals this year, together with a sharp demandsupply imbalance in the hospitality sector, set the scene for a successful start to our expansion through the region.”

Anantara Spreads Wings: Expanded Sir Bani Yas Facilities to Open in 2010 Anantara will expand its activities on Abu Dhabi’s Sir Bani Yas Island, having won a management contract for two new luxury lodges. Named for the sea and savannah of the island, Anantara’s new lodges are planned to open later this year and will expand upon the island’s eco-safari themed offerings. Al Yamm (The Sea) Lodge will offer

lagoon and beach-side options, while the second lodge, named Al Barari (The Savannah), will feature 30 luxury lodges along the border of the Arabian Wildlife Park. In addition to the new lodges, Anantara has announced that a number of other upgrades to its Sir Bani Yas facilities will become available over the course of 2010. New facilities include the Desert Islands

Conference Centre, Desert Islands Dive and Water Sport Centre, and the Sir Bani Yas Equestrian Centre. The conference centre will open adjacent to Anantara’s first Sir Bani Yas property, Desert Islands Resort and Spa, with capacity for 300 delegates. Emirates Links Middle East Network to Tokyo Emirates Airline will launch new services to its latest international destination this week, with the inaugural non-stop flight from Dubai to Tokyo, Japan.

R

ichard Vaughan, Emirates’ divisional senior vice president of commercial operations worldwide, said the airline had predicted its seat factor to be more than 80 percent on the Tokyo route during its first year. “The fact that passengers from across the Middle East, including the UAE, Lebanon, Kuwait, Saudi Arabia and Turkey are joining our inaugural flight to Tokyo further demonstrates how we are connecting this important region to Japan, be it for business or leisure,” he said. “We are also seeing passenger traffic demand from Africa, South America

and Europe.” He added that there was also solid demand from Tokyo, with nearly 75,000 passengers from the Kanto area travelling

to Dubai between 2008 and 2009 on Emirates’ existing Osaka flight. The new Tokyo service will operate five flights per week.

Kingfisher Strengthens Dubai Links

Global Airlines Save USD460 Million through Improved Baggage Handling Procedures

India based Kingfisher Airlines will strengthen ties to the UAE in April, with the launch of two new routes between India and Dubai. New links from Dubai to Mumbai and Dubai to Delhi will fly daily from April 24. According to Kingfisher, the new flights make it the only airline to link the UAE to all three of India’s primary hubs: Delhi, Mumbai and Bangalore. Kingfisher declared that the new connections with Dubai would strengthen the position of its Delhi and Mumbai bases as transit hubs, allowing passengers to link to Kathmandu, London, Singapore, Hong Kong and Bangkok via Mumbai, or to London, Hong Kong, Kathmandu and Bangkok from Delhi.

A 23.8 percent drop in the number of mishandled passenger bags has saved the global airline industry USD460 million, according to the SITA 2010 Baggage Report. The report stated that there were 25.025 million bags mishandled worldwide in 2009; 7.8 million bags fewer than in 2008. Francesco Violante, CEO of aviation IT company SITA, admitted that declines in the number of passengers may have contributed to the positive figures. “Some of the decline can be attributed to fewer passengers travelling last year, but the 2.9 percent decline in passenger numbers is still far smaller than the 23.8 percent decline in mishandled baggage,” said Violante. “Improvements in baggage handling

systems and passengers checking in fewer bags to avoid extra fees have also contributed to the overall decline.” SITA’s research showed that the majority of mishandled bags (52 percent) went missing during aircraft transfers. Other reasons for missing bags included failure to load, ticketing errors, security issues, weather and space or weight restrictions. The report stated that the vast majority of mishandled bags were restored to their owners within 48 hours or less.

epresentatives from luxury hotel group The Rocco Forte Collection are tipping Sicily as a hot destination for Gulf visitors in 2010 – particularly those looking for family friendly or spa holidays. Adel Soukah, from Rocco Forte’s Middle East sales team, said tailor made wellbeing programmes were a good way to sell to guests from the MENA region.

She said that Rocco Forte’s newly reopened Verdura Golf and Spa Resort plans to target this clientele with a holistic holiday offering. “Visitors from the Middle East seeking a wellbeing, spa-centric and family friendly destination will find Verdura to be an ideal fit with its stunning setting on the coast of south west Sicily,” said Soukah. “We anticipate that an increasing number of travellers from the Gulf and elsewhere in the region will opt for Verdura’s spa offering in 2010.”

Fly Saud For Winter: Tap into Saudi Arabia’s Leisure Appeal Saudi Arabia has been tipped by the Euromonitor market tracking firm as one of a group of eight countries set to emerge as major players in the world economy in coming years. Part of the kingdom’s new eminence comes from its concerted efforts to diversify its economy, and tourism is a leading sector in that initiative. According to Shuja Zaidi, general manager of the Makkah Hilton and Towers, the country is becoming ever more accessible for visitors. “For many years, travel to the kingdom was restricted to expatriate workers and businessmen, in addition to Hajj and Umrah pilgrims visiting Makkah and Madinah,” he said. “But recently the kingdom announced it was relaxing its strict visa procedure and will now provide tourist visas to Muslims and nonMuslims alike. “The new proposal enables those wishing to visit the kingdom to join organised tours with approved operators, much the same as is required for those coming from overseas to perform the pilgrimages.” Saudi Arabia’s climate, at its most accessible during the winter months, boosts the country’s appeal as a leisure destination for European tourists. In addition, Zaidi tipped burgeoning resort developments, mountain vistas, Red Sea coastlines and the kingdom’s abundance of heritage sites as the main draws for non pilgrim visitors.

Safi Airways has appointed Captain Werner Borchert as executive vice chairman. Borchert was previously chief operating officer of Safi, based in Kabul. He has extensive experience in the aviation industry and played a significant role in the launch of Etihad Airways in Abu Dhabi and Jet Airways in India. Borchert is a career pilot and trainer, specialising in compliance rules of international aviation.

The Ritz-Carlton Dubai has appointed Els Ramadhinta as director of public relations. Ramadhinta will focus primarily on the hotel’s two year expansion project, which will more than double the number of rooms at The Ritz-Carlton Dubai. Ramadhinta previously worked for The RitzCarlton in Indonesia and also has experience with Accor. She has worked in the hospitality industry for more than eight years and holds a diploma in public relations and marketing.

Maitha Al Mahrouqi has been appointed as Oman Air’s new country manager for Oman. She has ten years of experience in the industry and is a qualified cartographer. Al Mahrouqi began her career at Emirates in reservations and ticketing, before moving to Gulf Air as business development manager. She was later promoted to general manager for Gulf Air in Oman. In her new role with Oman Air, Al Mahrouqi will focus on developing the airline’s hub station in Oman. Oman Air has also appointed Chris Phipps as regional manager for the Asia Pacific region. In his new role, Phipps will be responsible for Oman Air markets in India, Pakistan, Sri Lanka, Maldives, Bangladesh, Thailand and other upcoming destinations in Asia. Phipps previously spent 11 years working at British Airways and also held the position of regional manager for Qatar Airways in Libya, before joining Oman Air.

Ali Abdul Rahim Alhosani Etihad Airways has appointed Ali Abdul Rahim Alhosani as airport facilitations manager in Kuala Lumpur International Airport (KLIA) in Malaysia. Alhousani began his career in 1996 with Abu Dhabi International Aiport. He has worked with Etihad for three years, serving as airport manager in Abu Dhabi and Kuwait. Alhousani has also been an active participant in Etihad’s Emiratisation programme for training and career development for UAE nationals. 12

Google to Include Hotel Rates in Google Maps

G

oogle Inc is trialling a new feature for its mapping system that would include hotel prices, as well as their locations, on the company’s online maps. Andrew Silverman, product manager for Google, released information on the trial via his blog. “Google Maps is often one of the first stops travellers make to find and compare

hotels,” he said. “We [have] started experimenting with a new feature, visible to a small portion of users, to help make that process even easier by showing specific prices for selected hotel listings.” The feature allows users of Google Maps to enter the dates of their visit to a mapped destination, and receive a list of hotels and their rates for that period. Listed hotel information is supplied by paying advertisers, with online travel

agents Priceline and Expedia included as examples in Silverman’s sample screenshot. The application is currently undergoing a trial with a small group of businesses and consumers. Silverman indicated that the future of the application was still under review. “As always, we'll evaluate the usefulness and effectiveness of this new feature based on both data and feedback, and hope to make it available to more users and offer prices from more partners over time,” he said.

Virgin on the Next Step in Space Travel Virgin Galactic has commenced test flights on its production model space plane, VSS Enterprise. The first flight was undertaken with Enterprise attached in captive-carry mode to its launch vehicle, VSS Eve. According to Virgin Galactic, tests will continue throughout 2010 and 2011, progressing from captive carry to independent glide, to powered flight. Burt Rutan, founder of Scaled Composites, the company responsible for Enterprise’s design and manufacture, said he expected further testing to proceed smoothly. “The captive carry flight signifies the start of what we believe will be extremely exciting and successful spaceship flight test programme”, he said.” Richard Branson, founder and CEO of Virgin Galactic said the successful first flight was a testament to Scaled Composites design. “Seeing the finished spaceship in December was a major day for us but watching VSS Enterprise fly for the first time really brings home what beautiful, ground-breaking vehicles Burt and his team have developed for us,” he said. Q&A with Noel Massoud Noel Massoud is the CEO of Abu Dhabi’s first dedicated eco-hotel brand – Jinan Hotels and Resorts. Massoud spoke exclusively with Travel Trade Weekly to discuss the challenges of environmental responsibility in the UAE. Travel Trade Weekly: Please tell me about Jinan Hotels and Resorts. What inspired the environmentally friendly brand? Noel Massoud: Jinan Hotels and Resorts is the first company to specialise in the running of sustainable hotels in the region. The inspiration for the establishment of the company was to minimise the impact of the hospitality sector on the environment. At our hotels this is done in a number of ways, from offering the best in organic food and materials, to preserving the environment through efficiency programmes designed to conserve water and minimise carbon dioxide. Our aim is to manage luxury four and five star hotels and resorts. However, some projects, like Shanda Lodge in Egypt, defy classification. As such, each project is evaluated on merit.

Travel Trade Weekly: Do you have hotels operating already? Can you tell me about your existing or upcoming properties? Noel Massoud: We have no fully operational hotels as yet. However, Al Dhafrah Hotel and Resort is currently under construction, and Shanda Lodge in Egypt is due for delivery soon. In addition, we have a few other projects in the pipeline, in line with our target of seven to 10 hotels by 2012. Al Dhiafa Holding, Jinan’s holding company, is also in the process of establishing resorts aimed at creating greener tourism alternatives in the region.

Dhabi attracted 1.5 million tourists, an increase of four percent over 2007. In total, 4.7 million hotel nights were booked. Figures like these are hard to ignore, and prove that the tourism sector is alive and well. However, Jinan is the first of its kind in the region, and our aim is to lead the way in the implementation of world-class, environmentally friendly hospitality solutions that are on par with the highest international standards. This sets us apart from potential competitors.

Travel Trade Weekly: I understand Jinan and International Hotel Consultants (IHC) are both operated by Dhiafa Holding: how close is the working relationship between the companies? Noel Massoud: The launch of IHC last year was in line with the huge development in the tourism and hospitality sectors in the country and represents Al Dhiafa’s ability to offer a well thought-out tourism product that is on par with other products by well -known international companies. IHC provides a wide range of services, including hospitality consultancy, engineering consultancy and technical and IT services for developers and hotel owners.

I believe ecotourism and eco-friendly sustainable tourism is important everywhere and while this idea is not yet as big in the Middle East as it is elsewhere in the world, we at Jinan are excited to be at the forefront of the movement in the region, and we look forward to raising people’s awareness of the importance of environmentally responsible tourism. That said, the region has some of the most beautiful and striking examples of untouched ecosystems, as well as a wealth of different cultures. Many people here are already looking for greener alternatives in terms of hospitality and tourism, and many international ecotourists are eager to visit the Middle East and experience the beauty and richness available in the region. Monaco Targets Middle Eastern Market with New Office in Dubai The Principality of Monaco, one of the world’s smallest states and one of the most popular European destinations for Middle Eastern travellers, has opened a representative office in Dubai.

he office is intended to capitalise on and encourage tourism to the city state, originating within the GCC. Mezze Associates will operate the Dubai office as representatives of the Monaco tourism and convention authority. Michel Bouquier, president of the authority, said Monaco already attracted approximately 3,000 room nights per annum from Dubai alone, but added that his country sought to extend its base in the GCC. “The goal for Monaco is to develop a multi-faceted strategy,” he said. “To spread the tourist flow year round, mainly through the conference and incentive market and by attracting

sophisticated, independent, international travellers.” Russel Sharpe, managing partner of Mezze Associates, outlined his approach to the assignment. “The aim is to remain competitive with

other high end destinations,” he said. “Monaco has fine hotels and as a destination can provide entertainment and family activities which will allow today’s demanding traveller the choice of getting good value for a good price.”

Bahrain and Kuwait Announce High Hopes for Arabian Travel Market (ATM) Emerging Middle Eastern destinations such as Bahrain and Kuwait are counting on the upcoming Arabian Travel Market (ATM) to stimulate their tourism industries, according to key government sources. Heba Aziz, executive director of Bahrain’s Culture and Information Ministry, said his country’s national reform programme included a focus on attracting high quality leisure and business tourism. “Currently we have many visitors coming to Bahrain for one day only; we want to encourage them to stay longer and to explore all that this country has to offer,” said Aziz.

“Attending exhibitions gives us the opportunity to introduce Bahrain to potential visitors as an inbound GCC tourist destination in its own right.” According to Euromonitor statistics, in 2009 Bahrain’s outgoing tourist expenditure hit USD677 million, soaring above domestic tourism expenditure of USD17 million. Expenditure from incoming tourists totalled USD1.7 billion. Mark Walsh, group exhibitions director for Reed Travel Exhibitions, said that representatives from both the government and private sectors in Bahrain and Kuwait had expressed their interest in ATM as a

key business vehicle. "Kuwait is growing in strength - of that there can be little doubt," he said. “Infrastructure developments, urbanisation and a new port at Bubiyan Island are all signs of this - and its location on the edge of the more populous northern regions of the wider Middle East will support its future." He added that Bahrain had been a staunch supporter of ATM in previous years, and that 2010 was shaping up to be the most important year in the event’s 16 year history. ATM will take place in Dubai from May 4 to 7.
