WELCOME BIENVENIDOS Every year, I learn more and more about the town of Rincón. In our April issue, we feature underwater photographs of some of the creatures that reside below the surface of our waters. Some I have seen many times while snorkeling or swimming, and some I am amazed to learn have been living in our shallow waters this entire time. Ludmilla Shuvalova, a frequent visitor to Rincón, amateur photographer, and scientist took all the stunning shots of our underwater neighbors.

Flat waters are great for snorkelers and divers but can also frustrate our surfing community. Dave Turnmire, a surfing enthusiast, explains why this season has been a slow one for waves.

If there are no waves and you are looking for another sport that gets your adrenaline going, then read about Ryan Wykoff-who started the first kiteboarding school in Rincón. Kiteboarding takes some practice, but once you get the hang of it, you will be soaring through the air and over the water, literally.

In this issue, we also feature an article about a locally-made film that made its début in the Rincón International Film Festival. Rincón locals Jenny Carrero, Rosalinda del Moral, and Sandra Rodriguez collaborated to explain to the world why Puerto Ricans clap when the plane lands.

Cada año aprendo más y más sobre el pueblo de Rincón.

En nuestra edición de abril presentamos fotografías submarinas de algunas de las criaturas que viven debajo de la superficie de nuestras aguas. Algunas de ellas las he visto cuantiosas veces mientras practico snorkeling o nado, sin embargo, otras me han impresionado al conocer que llevan viviendo en nuestras aguas poco profundas todo este tiempo. Ludmilla Shuvalova, una visitante frecuente de Rincón, fotógrafa aficionada, y científica tomo todas las impresionantes fotografías de nuestros vecinos submarinos.

Las aguas planas son grandiosas para los que practican el snorkeling y para los buzos, no obstante, pueden frustrar a nuestra comunidad surfista. Dave Turnmire, un entusiasta del surfing nos explica por qué esta temporada ha sido una muy lenta para las olas.

Si no hay olas y estás buscando otro deporte que te desate la adrenalina entonces lee sobre Ryan Wykoff quien comenzó la primera escuela de kiteboarding en Rincón.

El kiteboarding requiere de práctica pero una vez se le ha cogido el truco vas a estar literalmente elevándote a través del aire y sobre el agua.

En esta edición, también incluimos un artículo sobre una película realizada localmente la cual hará su debut en el Festival Internacional de Cine de Rincón. Las locales de Rincón, Jenny Carrero, Rosalinda Del Moral, y Sandra Rodríguez colaboraron juntas para explicarle al mundo por qué los puertorriqueños aplauden cuando el avión aterriza. ¡Disfruten!

For the past four winters, Ludmilla Shuvalova and her husband, Oleg Shokhov, came to Rincón from Chicago to snorkel, explore the island, and take photographs. Ludmilla, who is by profession a scientist at Northwestern University, is an amateur photographer in the original meaning of the word. The French word “amateur” means a person who does something out of love rather than professionally or for financial gain. Ludmilla has a passion for the art of photography; it shows in her work.

This year she returned to Rincón with a new underwater camera. She has captured the amazing living coral habitat at the Tres Palmas Marine Reserve. Every year since the Reserve was established, the coral and fish have increased to make snorkeling and diving here on the west coast of Puerto Rico an amazing experience. “This year we saw more fish, turtles and even squid. Also there are more varieties of coral than we have seen before. The young coral is even taking over the dead branches of the old one!” she states emphatically.

Durante los últimos cuatro inviernos, Ludmilla Shuvalova y su esposo Oleg Shokhov han venido a Rincón desde Chicago para hacer snorkeling, explorar la isla y tomar fotografías. Ludmilla, quien por profesión es una científica en Northwestern University, es una fotógrafa aficionada, esto en el sentido original de la palabra. El vocablo francés “amateur” se refiere a una persona que hace algo partiendo del amor que siente al hacerlo en vez de una motivación profesional o por una ganancia financiera.

Ludmilla tiene una pasión por el arte de la fotografía, pasión que se muestra en sus trabajos.

Este año ella regreso a Rincón con una nueva cámara sumergible. Ella ha capturado a través de su lente el increíble y fascinante hábitat del coral en la Reserva Marina de Tres Palmas. Cada año desde que la Reserva fue instaurada, la presencia del coral y de los peces ha incrementado haciendo de los deportes de snorkeling y buceo en la costa oeste de Puerto Rico una experiencia increíble. “Este año vimos más peces, tortugas e inclusive calamares. Además, hay más variedades de corales de las que habíamos visto anteriormente. ¡El joven coral está acaparando las ramas muertas de los corales más viejos!” afirmó ella enfáticamente.

MASIS Talent Show 2014 ELECTRONIC ARCADE BATTLE It all started when DJ Viking had an accident with some electric cables in which he is then transported into the world of video games.

Here he finds himself with Luigi, Mario, Daisy, and Peach all from the Mario Bros games including the awful Bowser. As always Bowser captures the princess and so DJ Viking with his new friends must go through other video games: Megaman, Crash, Sonic, Donkey Kong, Pac-man, Galaga, Tetris, and Zelda to search for clues that would lead them to where Bowser was keeping the princess captive. With the help of DJ Viking, the Mario Brothers win the Final Battle to rescue the Princess. Enjoy the show!

WHAT’S UNDER THE SURFACE?

The Bluehead Wrasse is a very common fish in the Caribbean. They grow anywhere from 4 ½ to 6 inches and live about 2 years. They forage for zooplankton, mollusks and other small crustaceans. An interesting fact about these fish is that they have the ability to change sex. Initial phase females and initial phase males can both change into terminal phase males.

El Lábrido Cabeza Azul es un pez muy común en el Caribe. Ellos crecen en cualquier lugar, pueden llegar a medir de 4 ½ a 6 pulgadas y viven alrededor de 2 años. Ellos buscan su comida que son el zooplancton, los moluscos y otros pequeños crustáceos. Un hecho interesante sobre este pez es que tienen la habilidad de cambiar de sexo. Tanto las hembras como los machos en su fase inicial pueden cambiar su sexo a una fase terminal masculina.

This guy is a Green Moray Eel. They can grow from 4 to 6 feet and are larger than the other spotted variety also found in the waters of Rincón. They like to hang out in coral reefs, rocky shorelines, and mangroves less than 100 feet deep. They are nocturnal hunters that use their sense of smell to feed on fish, squid, and crabs.

Este chico, es una Anguila Verde. Ellos pueden alcanzar un tamaño de entre 4-6 pies y son mucho más grandes que la otra variedad de morenas que también se pueden hallar en las aguas de Rincón. A ellos les gusta pasearse por los arrecifes de coral, las costas rocosas, y los manglares con una profundidad menor a los 100 pies. Red-band parrotfish have teeth and actually feed off the coral. You can occasionally hear them making crunching noises while you snorkel. Little fish like to follow and clean up the tidbits that the parrotfish leave behind. Parrotfish are found in a variety of bright colors and enjoy shallow warm waters.

El Pez Loro de Banda Roja tiene dientes y se alimenta del arrecife de coral. Ocasionalmente se les puede oír mientras se practica el snorkeling haciendo sonidos de crujidos. A los peces más pequeños, les gusta seguirlos y limpiar los pedazos de comida que estos dejan atrás. El Pez Loro se puede encontrar en una variada gama de vibrantes colores y disfrutan de las cálidas y poco profundas aguas tropicales.

Spanish hogfish are another common reef fish found in the waters of Rincón. When they are in their juvenile stage, they display bright yellow and blue or purple colors. Adults grow to a max of two feet and have a browner color. Adults feed of mollusks and crustaceans while juveniles are “cleaner fish” that feed on smaller particles.

El Pez Puerco Español, es otro tipo de pez comúnmente encontrado en el arrecife y en las aguas de Rincón. Cuando ellos se encuentran en su estado juvenil ellos exhiben colores brillantes como el amarillo, el azul y el violeta. Los adultos crecen hasta un máximo de dos pies y poseen un color mucho más castaño. Cuando son adultos, se alimentan de moluscos y crustáceos, no obstante, mientras están en su etapa juvenil estos son “peces limpios” que se alimentan de pequeñas partículas.

Caribbean Reef Squid are voracious eaters and typically consume 30-60% of their body weight daily.

They have been shown to communicate using a variety of color, shape and texture changes. If you’re snorkeling and reflect a shiny object at them, they will change colors for you. They tend to gather in small groups, its rare to see a reef squid by itself.

El Calamar Caribeño de Arrecife es un comedor voraz y típicamente consume diariamente entre 30-60% de su peso corporal. Se les ha visto comunicarse utilizando una variedad de colores, formas y cambios de texturas. Si se encuentran snorkeling y reflejan algún objeto brillante hacia ellos, él cambiara de color para usted. Usualmente, se agrupan en pequeños grupos y es muy raro ver a un Calamar Caribeño de Arrecife solo.

WAVES ON ISLAND TIME

As fall becomes winter here in the Caribbean, every year local surfers and east coasters alike begin to prepare for the coming surf season. With certainty you can plan on surfing a few days per week from Halloween to Easter with minimal flat days between swells which can last anywhere from 3-4 days with ideal conditions.

As this season began, November brought plenty of overhead surf and everything seemed to be right on schedule.But as December came along, despite the wintry weather that gripped the northeast, the surf in Rincon came to a grinding halt.

There were waves to be surfed if you wanted to drive north to Isabela where the usual trade winds produce shorter period waves, in other words, waves with less desirable conditions.

This is usually more of a last resort to long summer flat spells and December is a long way from summer!

With the new year, 2014 was to be our turning point. Three King’s Day brought a much welcomed pulse for a few days, and as January became February, we began to see massive storms coming out of the Northern Atlantic. Portugal and Ireland received 20’-40’ swells with wave heights pushing close to the 100 foot range. Here in the Caribbean, though, we were only seeing chest high waves with no promising signs of the bleak outlook coming to an end. California, Hawaii

A medida que el otoño pasa a ser el invierno en el Caribe, cada año surfers y ciudadanos de la costa este de los Estados Unidos comienzan a prepararse para la llegada de la próxima temporada del surf. Esto con la certeza de que podrán surfear unos cuantos días por semana desde Halloween hasta las Pascuas, con la probabilidad de que los días planos y sin olas entre cada marejada sean los menos. Estas marejadas pueden durar de entre 3 a 4 días con condiciones ideales.

Mientras esta temporada comenzaba, noviembre trajo consigo muchas olas elevadas sobre la cabeza y todo parecía estar a tiempo y dentro de lo esperado, sin embargo, a medida que el mes de diciembre arribó y a pesar del clima invernal que agripó al noreste de los Estados Unidos, el surf en Rincón se encontró con un frenazo. Había olas que surfear, esto si deseabas manejar hacia el pueblo norteño de Isabela donde los usuales vientos alisios producían olas de breves momentos, en otras palabras, olas con las condiciones menos deseadas. Estas son usualmente las olas que se corren como último recurso para batallar los largos veranos sin olas y, ¡diciembre se encontraba muy lejos del verano!

Con el nuevo año, el 2014 debía ser nuestro punto de viraje. El Día de los Reyes Magos trajo consigo una vibrante bienvenida la cual duro unos cuantos días y a medida que enero paso a ser febrero, comenzamos a ver tormentas masivas provenientes del Atlántico Norte. Portugal e Irlanda recibieron marejadas de entre 20’-40’, con olas que alcanzaban la altura de casi 100 pies. Acá en el Caribe, sin embargo, solamente estábamos recibiendo olas que llegaban a una altura aproximada del pecho y sin señales prometedoras del desalentador panorama que llegaba a su fin. California, Hawaii y Marruecos estaban recibiendo

and Morocco were all getting epic waves for weeks on end and it seemed everywhere had waves but PR. Everyday was the same conversation...“Have you seen any waves heading our way” and “did you see the pics from...??” It seems as though the hot and flat summer of 2013 was a curse that has yet to lift from the enchanted island.

With the warmer than normal conditions we’ve been experiencing this winter, one could argue summer never ended. There were winter storms coming off the east coast, but most were with prevailing southwest winds which aren’t favorable for sending swell to the Caribbean. There’s more to it than that simple analysis, but all we really cared about was when would this pattern come to an end.

As anyone who’s a surfer or lives with one will attest, there’s nothing worse than a long, unusual flat spell.

We get grumpier and more irritable with every day that passes without promise of quality surf. Luckily, things have shifted back toward normal as of late, and a promising Nor’easter has formed off the coast. If the forecast holds true, it may well turn out to be the high point of the season. There’s still time for mother ocean to recapture our faith in her, but it will only happen with a strong finish that will hopefully erase from our memories the worst surf season of the last decade!

olas épicas por semanas sin fin y parecía que había olas en todas partes menos en Puerto Rico. Todos los días eran las mismas conversaciones… “Sabes de olas que vengan en nuestra dirección” y “¿¿Has visto las fotos de…??” Parecía que el caluroso y plano verano del 2013 era una maldición de la cual aún no se liberaba la encantadora isla.

Con las condiciones mucho más cálidas que se estuvieron experimentando durante este invierno, uno podía argumentar que el verano nunca se había acabado. Había tormentas invernales saliendo de la costa este, pero la mayoría de estas era con prevalecientes vientos hacia el suroeste los cuales no son favorables para atraer las marejadas al Caribe. No obstante, hay mucho más que un simple análisis de la situación pero lo único que realmente nos interesa es cuando llegara a su fin este patrón sin olas.

Tal como cualquiera que es un surfers o que vivimos con uno puede atestiguar, no hay nada peor que un largo e inusual hechizo sin olas. Nos ponemos cada día más cascarrabias y más irritantes esto con el pasar de cada día sin la promesa de surf de calidad, empero, por suerte las cosas han cambiado hacia su normalidad y esto debido a una tarde y prometedora Pascua norteña que se ha formado en la costa. Si los pronósticos prevalecen, podría sin duda alguna convertirse en el punto más alto de la temporada. Aún hay tiempo para que la Madre Océano nos devuelva nuestra fe en ella pero solo sucederá con un fuerte final con el cual esperanzadamente desaparezca de nuestras memorias ¡la peor temporada de surfing en la última década¡

LOCAL FILM MAKES FESTIVAL PELÍCULA LOCAL LOGRA EXHIBIRSE EN FESTIVAL Written by Dr. Jenny Carrero & translated by Cristina Nieves Why Do Puerto Ricans Clap When the Plane Lands? A short film that includes local personalities Rosalinda del Moral, Sandra Rodriguez and Dr. Jenny Carrero and was filmed in and around Rincón was accepted for screening into the 2014 Rincón Film festival.

This short film was the brain child of Dr. Jenny Carrero, who has been an internet consultant in Puerto Rico since 2009. In 2013, she completed a study that she believed yielded interesting and amusing questions internet users ask about Puerto Ricans. She thought that the best way to publicize these results was to make a short film for the festival.

“At the time I had no idea how I was going to get this project off the ground. I had no budget, no cast and no camera equipment. All I had was a very good idea and a lot of good friends.” Apparently that is all that was needed in Rincón. In January 2014, she told everyone she knew about her idea for a short film.

Her friend, Rosalinda Del Moral, was enthusiastic about the project and helped Jenny locate her cameraman, Miguel Maizonet, from Aguada, who came with all the necessary camera equipment.

“Seriously, Miguel our cameraman was a Godsend.

There is no way this film would have gotten off the ground without him. I spoke to him about my idea and he immediately signed on.”

When we asked Rosalinda, who seems to know everyone on the island, how she located Miguel, her reply was “Somebody told me about somebody who knew somebody who may have some video equipment and the rest is history.” Sandra Rodriguez from Rincón was also an integral part of the film because her role required someone with acting experience and a good sense of timing. “As soon as they told me about the project, I knew that I had to be a part of something this important!” All in all, from concept to production, it took 55 days. They

¿Por qué los puertorriqueños aplauden cuando un avión aterriza? Un cortometraje que incluye a personalidades locales como Rosalinda Del Moral, Sandra Rodríguez y Dr. Jenny Carrero y el cual fue filmado en y en los alrededores de Rincón fue aceptado para ser proyectado en el Festival Internacional de Cine de Rincón 2014.

Este cortometraje fue la creación de la Dr. Jenny Carrero, quien ha sido una consultora en línea en Puerto Rico desde el 2009. En el 2013, ella completo un estudio el cual consideraba contenía preguntas interesantes y divertidas las cuales habían sido cuestionadas por los usuarios de internet en relación a los puertorriqueños. Ella considero que la mejor manera de publicar los resultados era realizando un cortometraje para el festival.

“En su momento yo no tenía ni idea de cómo yo iba a arrancar con este proyecto. Yo no tenía presupuesto, no tenía al reparto y no tenía el equipo de cámaras. Todo lo que tenía era una muy buena idea y muchos buenos amigos.” Aparentemente, eso era todo lo que era necesario en Rincón. En enero de 2014, ella le hablo a todo aquel que ella conocía sobre su idea para un cortometraje.

Su amiga Rosalinda Del Moral estaba muy entusiasmada con el proyecto y ayudo a Jenny a localizar a su camarógrafo, Miguel Maizonet de Aguada, quien llegó con todo el equipo de grabación necesario. “En serio, Miguel nuestro camarógrafo fue un enviado de Dios.

No hay manera de que esta película hubiera despegado sin él. Yo hable con él sobre mi idea e inmediatamente él se unió.”

Want to learn how to literally fly over the ocean and the waves, get a full body workout, and an intense adrenaline rush all at the same time? Ryan Wykoff, owner of Radical Rincón Kite School, can teach you.

After spending most of his life battling fierce winters in Commerce Township, Michigan, in 2008, Ryan Wykoff decided to make the move to the warm island of Puerto Rico. After first learning to kiteboard through Great Lakes Kiteboarding on Lake Huron Ryan was “hooked the second he flew a kite.” He originally started giving lessons while he was still in Michigan before opening “Radical Rincón”-the first and only kiteboarding school in Rincón.

Ryan first started applying for permits in early 2011, and finally opened in February of 2012 out of Mango Beach Shop, located across from Sandy Beach in Puntas.

Luego de haber pasado casi toda su vida batallando los inclementes inviernos en Commerce Township, Michigan, en el 2008 Ryan Wykoff decidió mudarse a la cálida isla de Puerto Rico. Posteriormente, luego de haber aprendido a realizar el deporte de kiteboarding a través de Great Lakes Kiteboarding en el lago Huron, Ryan estaba “enganchado en el preciso momento en que voló una cometa.” El originalmente comenzó a dar clases cuando estaba aún en Michigan, esto antes de haber abierto “Radical Rincón” la primera y única escuela de kiteboarding en Rincón.

This was a great spot because of the constant flow of people around the area. You could see his neon green and blue set-up easily while driving or walking down the street. He immediately started taking on enthusiastic students from different parts of the world with different skill levels.

A typical lesson starts with a brief explanation of ideal and dangerous conditions to look out for.

Ideal conditions are side-onshore or side-shore winds between 15-25 knots. Dangerous conditions are off-shore or side-offshore gusty days. After a quick talk, Ryan will take you down to the beach to begin practicing with the trainer kite. A trainer kite is basically a smaller version of the larger kite needed to hold your weight. After you get the hang of how to maneuver the trainer kite, it’s time to learn how to set up or “rig” and “tune” a full size kite. A quick safety talk follows this and then it’s time to get in the water.

The first few times in the water Ryan will accompany the student, and they partake in what is called “body dragging.” According to Ryan this is when “the student and the instructor go out in the water together with just one kite and float or drag through the water in order to get used to the feeling of maneuvering the large kite.” While body dragging, Ryan also teaches the student how to “power stroke.” This is the maneuver necessary to be able to stand up on your board and lift yourself out of the water.

Finally Ryan will teach you how to “self rescue.” Here you will learn how to use the kite as a floatation device by pulling it towards yourself with the strings. You will also learn how to make it back to shore should anything unfortunate happen while out in the water.

Now that you have the basics, Ryan tells me that it’s all about practicing and practicing some more!

Ryan no longer operates out of Mango Beach Shop but still runs his business to full capacity, giving daily lessons by appointment.

Ryan, comenzó a tramitar los permisos tan temprano como en el 2011 y finalmente abrió en febrero de 2012 en Mango Beach Shop, localizado al cruzar la calle de Sandy Beach en el barrio Puntas. Esta era una gran localización debido al flujo constante de personas en esa área. Era fácil poder ver sus instalaciones color verde neón y azul mientras manejabas o caminabas por la carretera. El inmediatamente comenzó a contratar a estudiantes entusiastas de diferentes partes del mundo y con diferentes niveles de habilidades.

Una típica lección, comienza con una breve explicación sobre las condiciones ideales y aquellas más peligrosas de las que hay que cuidarse. Las condiciones ideales son vientos laterales y pegados a la costa o vientos contiguos a la costa de entre 15 a 25 nudos. Las condiciones peligrosas son los días de ráfagas de vientos costa afuera o lateralescosta afuera. Luego de una breve charla, Ryan te llevará a la playa para comenzar a practicar con la cometa de entrenamiento. Una cometa de entrenamiento, es básicamente una versión más pequeña de la cometa más grande que se necesita utilizar para poder aguantar el peso de cada persona. Luego de que se le coge el truco a manejar la cometa de entrenamiento, es tiempo de aprender a cómo montar y preparar, o mejor dicho “equipar” y “ajustar” una cometa de tamaño completo.

Una rápida charla sobre la seguridad prosigue y luego es el momento de meterse al agua.

Las primeras veces dentro del agua Ryan acompaña a los estudiantes y ellos participan en lo que se conoce como “arrastre del cuerpo”. De acuerdo con Ryan, esto es cuando “el estudiante y el instructor van al agua juntos con una sola cometa y flotan o se arrastran a través del agua para así familiarizarse con el sentimiento de manejar una de las cometas grandes.” Mientras se realiza el arrastre del cuerpo, Ryan también le enseña a los estudiantes como hacer una “descarga eléctrica”. Esta es la maniobra necesaria para poder levantarse en la tabla y elevarse fuera del agua.

Finalmente, Ryan te enseñara como “auto salvarse”. Aquí aprenderás a cómo utilizar la cometa como un artefacto para flotar esto al jalar el mismo hacia donde uno con las cuerdas. Además, aprenderás a cómo regresar a la costa si pasara algún incidente infortunado mientras se está en el agua.

Ahora que conocen los aspectos básicos del deporte; ¡Ryan me dice que todo gira en torno a la práctica y en el practicar muchísimo!

Ryan ya no opera desde el Mango Beach Shop pero aún maneja su negocio en su totalidad, dando lesiones diarias las cuales son acordadas por cita.

NEW PUBLIC CODE FOR RINCÓN NUEVO CÓDIGO DE ORDEN PÚBLICO PARA RINCÓN

The office of the Public Code of Order held an informational meeting on Wednesday, February 12, 2014 at 6:30 pm at the Centro Comunal in Parcelas Estella, Rincón. Director of Tourism, José Perea Rivera, delivered a powerpoint presentation of the entire code written in 2003 with the changes that will be enacted as of February 16, 2014. These changes relate to closing hours of bars, restaurants and all businesses that sell alcohol in the Puntas (Carr.

413) and Downtown Urban area (Carr. 115) of Rincón and Area, which includes the remainder of the barrios of Rincón. As of February 16, the entire municipality will be under the jurisdiction of Article 9.10 only.

Hon. Carlos López Bonilla attended the meeting with the First Lady of Rincón. José Perea Rivera, in addition to his duties as Director of Tourism, is the manager of the Code for the Muncipality and in charge of enforcing the new regulations.

Hotels and Inns are exempt from the new closing hours which will be Sunday through Thursday, 12 midnight; Friday and Saturday and any day prior to a holiday, bars can be open until 2 am.

The Code contains many rules pertaining to the consumtion of alcohol in front of a place of business or in a parking lot. These rules have been on the books since 2003 but rarely have been enforced. This problem was the subject of two public hearing in December and January. The changes to the code are a result of community pressure on the subject. The Mayor promised that, with the new code and the cooperation of the community and the police, the town will begin to address this illegal behavior.

Sample tickets will be issued for the next thirty days. Beginning March 18, 2014 fines between $500 and $1000 to a maximum of $3000 will be issued against merchants not complying with the new ordinance.

For any questions or comments, Director Perea’s office is located in Sunset Village from 9am to 12 noon and 1pm to 3pm Monday through Friday.

La oficina del Código de Orden Público sostuvo una reunión informativa el miércoles, 12 de febrero de 2014 a las 6:30 pm en el Centro Comunal localizado en las Parcelas Estella de Rincón. El Director de Turismo, José Perea Rivera repasó una presentación en power point la cual contenía todo el Código de Orden Público escrito en el 2003, así como los cambios que serán instaurados desde el 16 de febrero de 2014. Estos cambios se relacionan con las horas de cierre de las barras, restaurantes y todos los demás establecimientos que venden alcohol en las áreas de Puntas (Carr. 413) y el área del centro urbano de Rincón (Carr. 115), además del Área 3 la cual incluye los restantes barrios que conforman el pueblo de Rincón. A partir de febrero 16, la municipalidad completa de Rincón, estará exclusivamente bajo la jurisdicción del Artículo 9.10.

El Hon. Carlos López Bonilla acudió a la reunión junto a la primera dama de Rincón. José Perea Rivera además de cumplir con sus obligaciones como Director de Turismo, es el encargado del Código de Orden Público en la municipalidad y está a cargo de hacer cumplir las nuevas regulaciones.

Los hoteles y las posadas están exentos de cumplir con los nuevos horarios de cierre los cuales son de domingo a jueves, a las 12 de la medianoche; viernes y sábado y cualquier día previo a un día festivo hasta las 2 am.

El Código contiene muchas reglas concernientes al consumo de alcohol frente a los establecimientos o en los estacionamientos. Estas reglas han estado en el libro desde el 2003 pero rara vez se han aplicado. Esta problemática fue la razón primordial para que se llevaran a cabo dos vistas públicas una en diciembre y la otra en enero. Los cambios en el código son el resultado de las presiones comunitarias en torno al problema. El alcalde prometió que con el nuevo código y la cooperación de la comunidad y de la policía, el pueblo comenzara a abordar este comportamiento ilegal.

Infracciones de muestra serán emitidas por los próximos treinta días. Comenzando el 8 de marzo de 2014 multas de entre $500 y $1000 y de hasta un máximo de $3000 serán emitidas en contra de los comerciantes que no cumplan con las nuevas ordenanzas.
