Training During the course of the program year, 5603 practitioners were trained or participated in informational sessions. This resulted in many School Readiness providers achieving significant quality improvement. The ELCHC added Frameworks to our collective training partners, to offer an extensive list of learning events available to our School Readiness and VPK programs. Together with Champions for Children, Early Childhood Council of Hillsborough County, University of South Florida Program-Wide Behavioral Support, and WEDU, there were 86 virtual training and learning events available to our provider community. ELCHC hosted our 2nd Early Childhood Conference on May 21, 2021, called “Teacher’s Night Out”. Teacher’s Night Out was specifically designed to reinvigorate and reward early educators for their dedication to the field. Early childhood professionals had an opportunity to gather with others safely and carefully, listen to hand-selected, informational speakers and spend an evening networking. Selected developmentally appropriate materials were given to providers to support learning in the classroom, and QR codes with links directly to lesson plans were available to connect those materials to resources. There were approximately 300 in attendance including, teachers, directors, staff, community partners and ELCHC board members.
Coaching and Technical Assistance Coalition staff provided technical assistance and coaching through several initiatives including School Readiness Quality Improvement Plans, the Hillsborough Early Learning Network (HELN) in partnership with the University of Florida Lastinger Center, and the Hillsborough Infant Toddler Initiative. Much of the coaching remained virtual throughout 2020-2021 as the COVID-19 pandemic persisted. Hillsborough County providers on a Quality Improvement Plan received a total of 1,396 hours of coaching and 120 hours of Technical Assistance during the 2020-2021 fiscal year. Through HELN, staff of the ELCHC provided 353 hours of coaching and 9 hours of Technical Assistance to participants of the program. Early care providers participating in the Hillsborough Infant Toddler Initiative received 8 hours of coaching and 3 hours of Technical Assistance.
Monitoring The ELCHC Provider Relations team conducts monitoring of contracted School Readiness and Voluntary Prekindergarten (VPK) programs to ensure contract compliance. Consequences for noncompliance are determined in accordance with state rule and law, and the ELCHC’s Progressive Enforcement Procedures. Due to the COVID-19 pandemic, the team conducted the 2020-2021 monitoring remotely instead of at child care providers’ physical location. For Voluntary Prekindergarten Program (VPK): ELCHC staff monitored 130 VPK Programs to ensure each provider’s program met the terms and conditions of the State of Florida Statewide Voluntary Prekindergarten Provider Contract. ELCHC staff monitored private providers; Hillsborough County Public Schools (HCPS) conducted the monitoring of HCPS Voluntary Prekindergarten schools. School Readiness Program (SR): ELCHC staff performed desk reviews (Tier 1) of 745 School Readiness Program providers in accordance with state requirements. The desk review analyzes if providers have met the several components of the School Readiness Provider Contract. In addition, staff remotely monitored a sample of 129 contracted School Readiness program providers using the Statewide Provider Monitoring Tool for Tier 2 compliance. These providers were both randomly selected and providers who were considered high risk due to the results of a previous monitoring.
