oday I will seek to ensure that children are able to reach their fullest potential, including the creation of a teen court, resurrected school linked services, support of A-G requirements, child impact statements, and a stronger Youth Task Force. Youth Court I recently had the opportunity to view Alameda County’s McCullum Youth Court. The McCullum Youth Court takes first time offenders and allows them the opportunity to be tried by a jury of their peers rather than by the formal court system. I was overwhelmingly impressed with the program. This “youth court” allows former offenders to hold their fellow youth accountable. This gives the children on both sides of the courtroom an opportunity to view the impacts of their crimes in a different light as well as providing for restorative justice –holding the youth accountable through restitution and community service. Therefore, I will be asking my fellow supervisors to support me in creating a Santa Clara County Youth Court to empower youth and hopefully inspire our next generation of attorneys, judges and probation officers. School Linked Services School Linked Services, created under the leadership of Former Supervisor Dianne McKenna, took services—such as drug and alcohol intervention, mental health counseling and case management, probation, public health and mentoring—and placed them right on our local school campuses where youth and families would have easy access to them. I witnessed first hand the success of this program, most noticeably in graduation rates that topped 90%. Unfortunately, the program was allowed to wither due to lack of buy in and funding. However with the help of a new mental health grant, we will reinvent the School Linked Services program to help our youth to reach their dreams. Budget times are tough, but a pro-

gram like SLS is not about money – it’s about where we put employees so they can do the most good. Wouldn’t it be better to have them on the school site to help teachers identify struggling youth and get them the help they need, fast? A-G Requirements It will be wonderful to see those graduation rates climb back up. But we can’t stop there. In addition to graduating, we must make sure that the students are prepared to continue into college. To that end, I will be asking the Board of Supervisors to adopt a resolution encouraging the endorsement and adoption of A-G requirements, or college prep curriculum, in every school district in the county. Youth Task Force and Child Impact Statements Stable families build stable communities. It’s that simple. Therefore, every decision we make at the county should be in the context of its effect on children and families. I will create a policy that child impact statements be included as part of every decision made by the Board of Supervisors. It will reveal the unintended consequences of our decision and will hopefully ensure that the board makes sound holistic decisions for the good of the community. Additionally, I will be working with the Office of Human Relations to have Santa Clara County’s Youth Task Force report directly to the Board of Supervisors. By allowing them to have a voice in the decision making processes at the county, it will give them valuable leadership, and critical thinking experience, while giving the Board of Supervisors a fresh perspective. As Frederick Douglass, the famous author and civil rights leader, once said, “It is easier to build strong children than to repair broken men.” Since the County touches so many aspects of our residents, we must work to create strong children, who will become future leaders, innovators and entrepreneurs. Latino Report Card By Hilbert Morales

T

he Latino community has been involved in this Silicon Valley community for some 450 years. It was the existence of an educated Latino labor force which supported the development of electronic and computer programing industries here in an innovative burst which created much wealth with the development of ideas. Studies of its role have been done by Anglo researchers up to now. The Latino community really appreciates the efforts of the Hispanic Foundation of Silicon Valley (HFSV) which conceived this analysis involving 300 local Hispanic leaders. They evaluated the collected information coupled with their own inquiries and data. Their recorded findings became ‘The Silicon Valley Latino Report Card 2011’. It was made public last Friday, March 18, 2011 at the McEnery Convention Center. Carmen Sigler, HFSV Board Chairperson, and Ron Gonzales, President & CEO, HFSV, are to be thanked and commended for these initial studies resulting from analysis by professional Latinos within this Silicon Valley community. This study is the outcome of much executive level planning and implementation. Resources came from three partners, one collaborator, four sponsors, and four contributors. Their money provided the license to perform this study. This Latino Report Card limited its efforts to five categorical highlights: 1) Education 2) Health Status 3) Financial Stability 4) Housing; and 5) Environmental Sustainability. Within each category, from four to seven points of interest were examined in depth and evaluated using the A to F grading scale. Only Health Status received a ‘B’ grade; Education and Environment received ‘C’ grades; Financial Stability and Housing were graded at “D” levels. No category examined received an “A” grade. This informs all that there is much to do beginning now. Do take a look at this Silicon Valley Latino Report Card yourself by going to the HFSV website: www.hfsv.org. Be aware that the latest U.S.Census 2010 information was used. This study was limited to San Mateo and Santa Clara Counties. A major consultant was Manuel Pastor, Director, The Center for The Study of Immigration Integration, University of Southern California (USC). In addition, 8 expert consultants

made their contributions and analyses. The large Advisory Board was made up of 44 local community leaders. Included were Reymundo Espinoza, M.P.H., President & CEO, Gardner Health Network, Cathy Andrade, First 5 Santa Clara County, Ivonne Montes de Oca, The Pinnacle Company and Olivia Soza-Mendiola, Center for Employment Training (CET). It was trained Latino professionals, such as these, which made this Latino Report Card meaningful and unique because while making their evaluations and assessments, they used their core value system based upon their culture and value system. This study was truly multidisciplinary. Does this mean the Latino community now possesses a critical mass of brain power? Not really, since the Education category revealed that Latino youth still have a very high dropout rate. The next study needs to look into the role of culture and parents who spend more time teaching their kids and being their role models than does any school or teacher. A future question to be addressed is “Why are Latino youth not motivated to achieve academically?” Also, beginning with kindergarten, youth need to be prepared for “learning from life during their entire lifetime”. No data was collected about “tracking” systems used by certain school systems. Then there is the issue of accessible, reliable and equitable financing for the education systems accessible to Latino families. If the greater community is to avoid having social stratifications in the future based on income, education levels, health status, housing and the existing environment, then more studies are needed. This seminal study is just the beginning, empowering Latinos to take a critical and objective look at not only where we are today, but how we may decide where we want to be in the future. Can a meritorious political, social and economic system, which is accessible to all who try to achieve, be formed including today’s Latinos?. Can the impact of personal faith based on religious dogma be included objectively? Hopefully this Silicon Valley Latino Report Card 2011 will motivate us all to discuss who we are today; where are we going and how do we decide for ourselves? This Silicon Valley Latino Report Card is an important first step. Plan to be part of the next step.∆

San Jose Japantown Community Vigil By Cinthia Rodriguez – El Observador

T

he earthquake and tsunami that hit Japan March 11 have left over 9,000 people dead and over 13,000 unaccounted for. Hundreds of people gathered to remember the victims of the natural disaster, and to pledge support for relief efforts. in front of the Buddhist Church in Japantown San Jose. Organized by Japantown community congress, the vigil featured brief comments by local officials and religious leaders. “Today we’re all part of Japantown,” said Councilmember Sam Liccardo. “The whole country will be renewed and we will be supportive, doing all that we can do.” The people who attended were encouraged to leave donations and to remind others to do the same. “It’s good to see all these people come together,” said Melani Kumamaru. Kumamaru has family living in Japan. As soon as she found out her relatives were unharmed, she imagined the pain others might be going

through and was glad she attended the vigil with her family. The tragic events seemed surreal to her and others present. “It never got to me until I saw the footage,” said Todd Fujinaga. “I went through a change of emotions from shocked to sad to being scared for the people.” Fujinaga visited Sendai, the ancient inlet valley surrounded by mountains, last year. If he were to return he probably wouldn’t recognize it. Currently there is the smell of oil and death at the same time. Sendai, a point of impact, is now a half-snow-covered charred mess with debris everywhere. Various faith leaders gave their prayers, condolences and song to the Japanese. Reverend Fujimoto, head minister of the Buddhist Church, directed a moment of silence. “I’m proud to be Japanese,” said Fujinaga. “Seeing the way that the people reacted, it’s incredible.” To make donations, visit www.redcross.org or text redcross to 90999 to donate $10 from your phone.

Bricks By the Bay

ricks By the Bay, a three-day convention for LEGO® artists, enthusiasts, hobbyists, and fans March 25-27, 2011, will feature a Public Day, Sunday March 27th only, from 10 a.m. to 4 p.m. It is the only LEGO® enthusiast convention scheduled in California this year, and the largest announced public show. Admission to attend Public Day is $8, with children 2 years and under free. Anyone interested in LEGO is welcome to attend the convention’s Public Day to see creations that attendees from all over the country bring to show. Members of the public will be able to meet the creations’ builders, buy LEGO® products from vendors at the event and see the artistic side of this plastic building toy. After the overwhelming success of last year’s initial event, this year the convention doubles its size, and moves to the Hyatt Regency / Santa Clara Convention Center, 5101 Great America Parkway, Santa Clara, CA

95054. It is the only LEGO® enthusiast convention scheduled to be held in California this year. LEGO® hobbyist conventions bring together fans and building enthusiasts of the brightly colored plastic building bricks. SEIU Local 521 Latino Caucus hosts 8th Annual Cesar Chavez celebration

an Jose, CA – Workers in and around Santa Clara County will be celebrating the 8th Annual Cesar Chavez Celebration to remember the contributions of the man who brought better working conditions to many in this area. Join SEIU Local 521, its members and the community, at 1pm Sunday, March 27, as we honor the birthday of Cesar Estrada Chavez, the only labor leader and person of indigenous heritage (Raramuri), to have a holiday named in his honor. It has been 18 years since his passing and the principles he lived by continue to inspire farmworkers, community leaders, environmentalists, students, labor and the Chicano Movement. At this celebration, labor, and grassroots activists will renew the call for Congress to approve a National Holiday and to honor the many

contributions made by Cesar to the general well being and to the conscience of America. The program will open with traditional Danza Azteca Mexica with Calpulli-Tonalehqueh, invoking the ancestors and blessing the food and the event. Long time community activist Shirley Trevino will speak on San Jose’s long time support of the farm worker’s many campaigns for justice in the fields. Rudy Medina, nephew of Cesar, will speak on Cesar’s legacy and relevance in today’s world. Local acclaimed group, Conjunto Libertad, will play songs from the farmworkers struggle. Native Mexican vendors will sell hand crafted jewelry, art work, clothing, CDs, DVDs and books. We will end with a birthday cake and singing the birthday song Las Mananitas to Cesar.

Microsoft Corporation supports CET ESL Learners

S

an Jose, CA - Through Silicon Valley Community Foundation’s corporate advised fund for Microsoft Corporation, Microsoft Unlimited Potential, Center for Employment Training was awarded a one year grant to enhance and expand access to Vocational English as a Second Language (VESL). Training is limited to English speaking students at CET. With the help and support of Microsoft Unlimited Potential, CET was able to fully equip two VESL-Information Technology labs located in San Jose and Gilroy, with state of the art computers and software. These resources have improved an instructor’s ability to deliver quality VESL services while at the same time teaching students computer literacy skills.

The expansion and enhancements to the Vocational English as a Second Language (VESL) training component, in the San Jose and Gilroy Centers, has improved CET’s ability to train low-income, limited English speaking individuals in Santa Clara County. Many individuals enrolled at CET are currently unemployed and are seeking avenues to improve self-sufficiency through new work skills and training. A portion of CET students face significant language barriers that limit self-sufficiency. This grant allows CET to provide students in training programs with the resources to eliminate language and cultural barriers on their road to success. ∆

Founded in 1950, the candy company reached success with its Rocky Road bar and eventually became the makers of Abba-Zaba, Look, U-No, and the Big Hunk. Once manufactured in Mexico, the Rocky Road bar, also known as their signature bar, was created by the founder and is still made the old fashioned way, by hand, layer by layer. a expresión “¡Sí se puede!” se hizo famosa desde el movimiento encabezado por César Chávez y sus aliados, y el 31 de marzo se conmemora el Día de César Chávez. Enseñemos a nuestros niños a seguir adelante, aún en tiempos difíciles, unidos y animados. Si bien los que decidimos emigrar a este país lo hacemos en busca de mejores oportunidades para nuestras familias, sabemos que tanto el proceso de llegar, como el diario vivir, trabajar, y educar a nuestros niños aquí conllevan duros desafíos y dificultades. Decidir dejar atrás nuestra tierra y seres queridos no es fácil. Y, para muchos, el camino a entrar a este país está lleno de sacrificios, obstáculos, riesgos, y trampas. Una

vez aquí, con documentos o no, enfrentamos las barreras del idioma, las diferencias culturales, la discriminación a la hora de buscar dónde vivir y cómo trabajar. Algunas de nuestras familias viven con el temor a ser deportados y la desconfianza de ser utilizados por oportunistas sin escrúpulos, además de las presiones cotidianas que enfrentamos todos. Todo esto puede impactar negativamente a nuestros niños. Además, en estos tiempos las familias y comunidades Latinas en los EEUU están viéndose afectadas por mensajes, medidas, proposiciones y propuestas contra los inmigrantes. desarrollar un sentido de orgullo propio, y a cultivar el respeto y la tolerancia. Los niños aprenden de los adultos cómo enfrentar los retos, sobreponer los obstáculos, y resolver los problemas que nos presenta la vida de inmigrante. Por lo tanto, sirvámosles de buenos ejemplos. l Cónsul General de México en San José, David Figueroa en breve partirá a su nueva oficina en Los Angeles. La comunidad latina lo extrañará. “Figueroa es uno de los cónsules que siempre ha a tenido presencia en nuestra comunidad”, dijo José Sandoval. “Lo vamos a extrañar sobre todo porque siempre ha estado disponible para todos y en cualquier momento”, dijo Víctor Cristóbal. Honrando a Benito Juárez Por Rosario Vital-El Observador n el marco de la celebración del natalicio de Benito Juárez, un grupo de activistas conmemoró con una ofrenda floral al ilustre político y presidente mexicano de origen indígena zapoteca, quien dedicó sus mayores esfuerzos al servicio de la causa de los indígenas. La asociación “Lazos Oaxaqueños” que opera en San José rindió este importante home naje a Don Benito Juárez, el pasado 21 de marzo. En esta ocasión se celebró el 205 aniversario de su nacimiento.

“Benito Juárez tiene un significado muy grande para los mexicanos. Especialmente para todos los Oaxaqueños, quienes nos sentimos orgullosos de honrar a un presidente que se preocupó por los indígenas”, dijo Victor Cristóbal miembro de la asociación de Lazos Oaxaqueños. Al acto conmemorativo asistió el Cónsul General de México, David Figueroa quien expresó su gratitud por este gran reconocimiento en su sede consular. ∆

edro Carbajal (36) fue acusado por supuestamente abusar de menores de edad. En febrero de 2009 fue encarcelado luego que policía de la ciudad Mountain View recibiera una llamada telefónica que lo acusaba de cometer tal acto. Carbajal aún recuerda el día que lo esposaron. Aquel día no le dieron opción a defenderse. Sin saber lo que pasaba y lejos de su familia fue viviendo segundo a segundo este infortunio. Carbajal, natural de Nayarit, México era conocido por ser un miembro activo en la ciudad de Mountain View. Motivaba a que padres latinos participen activamente en todos los seminarios y conferencias que se ofrecían en este lugar. Su esposa Gloria fue parte de la primera academia de policía de español de esta ciudad. Carbajal dirigía un club de fútbol que mantenía activos a niños y para evitar que se metan en problemas. Gracias a su iniciativa logró que muchos jóvenes participaran en estas clínicas deportivas totalmente gratis. Hizo un trabajo en conjunto con la Liga de Actividades de la Policía de Mtn. View (MVPAL siglas en inglés). De la noche a la mañana, los días fueron desesperanzadores. Lleno de desilusión y dentro de su celda del Centro de Reclusión Elmwood en Milpitas, Carbajal estaba a la espera de justicia. Mientras tanto, Gloria su esposa estaba a cargo de sus cinco hijos, y ella enfrentó con dignidad este gran reto de su vida. “Me sentía caminando en un desierto, sin darles de beber a mis hijos y a mi esposa. Sin embargo de aquella zona árida salió agua, y de las piedras crecieron las flores”, dijo Carbajal al referirse a los amigos de la ciudad de Mtn. View quienes nunca los abandonaron. Marilú Delgado, Carmen Ponce, Betsy Nikolchev y Ellen Wheeler son una de las innumerables personas que tuvieron la oportunidad de ayudar a la familia y hacer visitas periódicas al joven

padre, mientras pagaba una injusta condena. “Conozco a Pedro y a su familia desde hace mucho tiempo. Hemos trabajado siempre juntos con los miembros de la comunidad a través de la organización CAT (Community Activist Team). Cuando pasó esta tragedia nunca decidí abandonarlo, sino todo lo contrario, me propuse a ayudar a toda la familia que estaba sufriendo por todo esto”, dijo Marilú Delgado, coordinadora de CAT. Después de dos años, Pedro se considera una de las personas afortunadas al ser declarado inocente por unanimidad. Sin embargo así como él, en este momento hay muchos latinos inocentes que han quedado en prisiones. “La historia de este joven es semejante a las miles que existen bajo el sistema de prisiones del Condado de Santa Clara. Ellos no pueden pagar un abogado y tienen que esperar un defensor público y mientras tanto pasan sus vidas encarcelados”, dijo Alberto Carrillos quien por 20 años ha hecho visitas a las prisiones cuando trabajaba en la Oficina de Relaciones Humanas del Condado de Santa Clara. “Cuando se me acercaba mi juicio me recomendaron que era mejor aceptar 25 años de prisión en vez de recibir una condena perpetua. Sin embargo no quise hacer esto porque yo quería demostrar mi inocencia”, dijo Carbajal. “Es cierto que muchas personas que no tienen esperanza de salir creen que declarándose culpables pueden salir rápido. Cuando en realidad tienen el derecho a defenderse”, explica Carrillo. “Me aterra el saber que cualquier persona es vulnerable a pasar injusta condena. Pedro es un ejemplo de fortaleza y nos sentimos muy orgullosos de tenerlo nuevamente en casa. Fue y seguirá siendo una persona integra que ha ayudado a la comunidad latina a todo nivel”, dijo Carmen Ponce, maestra de una de una sus hijas y miembro de la comunidad de Mtn. View. “Fuimos testigos de una gran injusticia y gracias a su lucha

Carbajal cuenta que el día que fue liberado sus compañeros lloraron y le expresaron las gracias por haber sido un buen consejero. “Me has dado esperanza hermano, me dijo uno de los reclusos”, cuenta como anécdota, Carbajal. El Observador quiso recoger comentarios del Departamento Policial de Mtn. View. Carbajal trabajó como voluntario para MVPAL. Mientras tanto Carbajal truncó sus estudios de nutrición y esta situación ha llevado a la familia a un estrés emocional. Fuera de prisión y ahora buscando empleo, Carbajal quiere tomar las cosas con calma. Pedro va a retomar estudios y quiere

his year’s fourth annual statewide Walk for Thought has added another site: San Jose. Here the participants are encouraged to collect donations for completing a one mile walk to raise funds and awareness to support assistance to those living with brain injuries. “A vast majority of the motor vehicle accidents that we see, and non-motor vehicle accidents, are alcohol or drug related,” said Jerry Wright, MS, Clinical Research Manager. “Well over 50% of the injuries are found to be alcohol or drug related.” That percentage also includes the person that causes the accident. In addition to those by brain tumors and strokes, other typical head injuries are also caused by falls, gunshot wounds, and blows to the head during sporting events. The Walk for Thought event provides information and resources while raising very essential funds for The Brain Injury Association of California (BIACAL). The funds raised are shared with the local host organizations that provide programs and services to the local community patients having brain injuries. “Last year the walk was a huge success and this year we’re shooting for an overall statewide goal of $200,000,” said Stephanie Kolakowsky-Hayner, Director, Rehabilitation Research Center at Santa Clara Valley Medical Center, San Jose. All the funds raised by this walk will be used here in this community. The money goes into the Santa Clara Valley Medical Center’s foundation, City of San Jose Dept. of Recreation, benefits, research and education fund. In addition, resource guides are created along with newsletters. These are distributed to the community and at special fund-raising events in support of the brain in-

jury survivors. Brain injury survivors are subjected to three hours of mental retraining therapy daily depending on the severity of the head injury. Activities include brushing teeth and any other personal maintenance practices that are essential for independent daily living. “You see the cartoons where you get bumped on the head. You have no memory and no ability to do anything and then you get hit again and you walk out,” said Kolakowsky-Hayner. “Unfortunately that doesn’t occur. There’s months and years of recovery that occur after brain injury.” Organizations like BIACAL provide important resources and assistance services for those living with brain injury. Patients and families receive long term or even life-long assistance at the Rehabilition Center, Santa Clara Valley Medical, San Jose, CA. The program has been designated a Model System of Care by the National Institute on Disability and Rehabilitation Research, one of only 16 facilities in the United States with this designation. “We do a lot of care giver family training,” said nurse Ann Calcagno. “When I’m doing something I want to make sure that the patient knows what I’m doing and their care giver is told what I’m doing.” The goal is to help every patient develop the skills they need to achieve independent skills which permit return to their family and community. The San Jose Walk For Thought event will take place at Almaden Lake Park, Arroyo Picnic Area on Saturday, March 26th. Check-in will be at 9:00 AM. Walk time will be 10:00 a.m. to 12:00 p.m., followed by a BBQ and resource/information fair. The distance is one mile. Service dogs are allowed, but no other pets are permitted on the trail.
