ith s pring t ime u pon u s, S anta Clara County Fir e Depar tments and the Santa Clar a Co unty Emergency Medical Ser vices (E MS) Agency remind y ou to “W atch Where You Walk”. Spring time brings warmer w eather and the opportunity to take advantage of outdoor activities. In or der to keep safe this season, keep an ey e out for r attlesnakes as par t of your outdoor r outine when going for hikes, runs or walks in the hills and open spaces in the County. Each y ear, about 7,000 people are bitten b y venomous snakes in the U.S., with 1 out of 500 venomous snakebites resulting in more serious injury. Following a few simple tips can help y ou enjoy the warm w eather and outdoor activ ities while staying safe. Tips for Safety • If you see a snake, stop an d keep your distance. Give the snake plenty of r oom to get away. • Wear heavy boots—about four inches above ankle height—and l ong pants when hiking. Always watch where you step and be sure to look for snakes in areas of high brush, under logs, and stepping o ver logs or fallen trees.

• Look out for snakes sunning on rocks or trails, especially in the cooler times of day. • Never try to touch a snake or scar e it away; give the snake its space and back away to a safe place. • Keep your dog and/or pets on a leash when you are on trails. • Tell a r anger or park staff if y ou see a snake but do not try to catch it. • In the r are case of being bitten b y a snake, remember these steps: • D o n ot pa nic. S tay c alm a nd s lowly move away from the snake. • Call 9-1-1 or send someone for help. • DO NOT apply a cold pack or tourniquet, cut the bite, or attempt to suck-out venom. • Avoid movement of the ar ea that was bitten. • Keep the bite at or below heart level. • Do not attempt to kill or catch the snake but d o t ry t o r emember w hat th e s nake looked like. • Remain calm and wait for help. • If y ou have time, take note of the time of the bite. Taking care to “Watch Where You Walk” will help you have a safer experience in the outdoors this spring. ∆

Reentry Network for Returning Offenders T he County of Santa Clara Board of Supervisors approved the creation of the Santa Clara County Reentry Network for offenders who have paid their debt to society. The N etwork w ill h elp t he C ounty t o d evelop cross-system and comprehensive reentry and recidivism reduction strategies, including those needed to prepare the County for State realignment of parolees and low-level prisoners. The Santa Clara County Reentry Network is a client-centered model aimed at identifying the needs of inmates in custody to link them with resources available through the County, cities, and community groups prior to release. Right now, when inmates are released, they most likely face the same conditions of joblessness, illiteracy, violence, or anger that were present prior to incarceration. Initial goals of the Network will be to provide in-custody assessment and effec tive community programming, resources, and benefits to help inmates transition to a more stable, self-sufficient and successful lifestyle. Diverse reentry initiatives are underway in Santa Clara County to tar get different inmate populations, including the chronically homeless, mentally ill, drug addicted, and women. Thanks to the leadership of Dest ination: Home, the Mental Health Department, the Superior Court, and the Office ofWomen’s Policy, the County has successfully secured grants to support these efforts. A recently released report on recidivism by Huskey and Associates indicates that high-risk offenders should be tar geted with evidencebased programming that takes into account specific risk factors. “Our c orrectional l andscape c ontinues t o change, a nd w e n eed t o r espond t o t hese

changes with creative and innovative solutions,” said Santa Clara County Chief of Correction John Hirokawa. “This Network is crucial to help our county develop a new comprehensive vision and direction focused on reentry practices and programs.” The average jail population in Santa Clar a County is 3,600 inmates. Based on the jail population daily report, the maximum-security units in the Main Jail are regularly over capacity and in need of relief. These higher-level offenders receive minimal in-custody programming and currently have no coordinated reentry effort. The short-term goals of the Network are to: • Conduct pr oper assessments to link inmates to effective in-custody and communitybased programs. • Establish an integr ated method to effectively transition inmates into the community. • Leverage existing effor ts in the juv enile and adult settings. • Prepare the organization and its partners for State realignment of prisoners and parolees. An important component of the Reentry Network is a par tnership between the County and the City of San José May or’s Gang Prevention Task Force. Last October, the United States Department of Justice launched the National Forum on Youth Violence P revention a nd c hose S an Jose as one of six cities to be part of this Forum. The Forum seeks strategic partnerships, realistic approaches and factual data to addr ess youth violence. Last month, Supervisor Shirakawa and Probation C hief M itchell j oined t he S an J osé team in Washington D.C. to present the City’s Work P lan. R eentry i s n ow i ncluded o n t he Mayor’s Gang Prevention Task Force’s work plan for 2011-2013 due to County efforts. ∆

Consumer Action asked, “Ho w can par ents pr otect their childr en and spar e their budgets?” To get the answ ers, the national consumer advocacy and education organization surveyed the top six wir eless carriers to learn about the parental controls each has to offer. Of the surveyed carriers, AT&T, Verizon, Sprint, T-Mobile and U S Cellular offer ed parental controls, while Metro PCS, a prepaid wireless company, did not. T-Mobile offers the lar gest v ariety of parental control services—earning this distinction because its L G Optimus T smar tphones featur e “ safe driving” contr ols to block calls and texts while a car is moving—

while Sprint offers the most controls for free. Consumer Action found that, for a price, companies allow parents to control the ways young people use their phones. The feebased services allow parents to block or limit access to certain functions of cellphones and smartphones at spec ific times or locations. The cost of paid ser vices can be as high as $14.99 per month (A T&T’s Family Map plan covering up to five phones), although all carriers have lower cost plans as well. Depending on the carrier, paid services allow parents to restrict text messaging, calling hours and web access, as well as block images, calls and texts during cer tain hours of the day or prevent access to online “adult” content if accessed through the wireless carrier’s network. Some carriers allow parents to track or monitor wireless calls and texts and prevent online purchases.

Resurrect the Marshall Plan

T

his winter was unusually wet, which was good for our water supply . Unfortunately, as we can see from viewing the hills surrounding the valley turning brown, it means this year will also bring high fire danger. Like all disasters, the best way to protect yourself from fire is by being prepared. Here are a few tips for you. The large wildfires that make the news, like the Oakland Hills Fire, are typically in rural lands. But regardless of whether y our home is in the rural country or in an urban area, the key method for protecting your home i s the same: r emove fire hazards away from your house. Dry grass, overgrown bushes, and even dead leaves and twigs can be fir e hazar ds. E ven worse, they can transfer fire between a small grass fir e and y our house. The Santa Clar a County Fire Safe Council (www.sccfiresafe.org) has tips and guidelines on ho w best to pr otect your home through management of landscaping. The most important tips are to not plant trees right next to y our house, keep existing tr ees trimmed a way f rom y our h ouse, k eep b ushes trimmed away from your house, and clean up any dry grasses, leaves and branches. Don’t be dismay ed. Good fir e pr otection does not mean keeping y our property dry and barren. Properly planned green landscaping is actually one of the m ot effective ways to slo w the spr ead of fir e. The keys ar e to keep the plants near your home green and in good health, keep large bushes separate to break the path of a fire, and ensure there is a height separation between bushes and the tr ee canopy to prevent a fire from spreading to the trees. You may think that the best time to cut weeds and tall grasses is after they have turned

brown. However this is a common mistake that can lead to wildfires. When the mower blades come into contact with rocks and other hard materials, they can throw off sparks. In dry weeds, these sparks can quickly start a fire and spread out of control before you even realize what happened. The best time to cut is actually while the vegetation is still green so that any sparks given off won’t have any dry fuel to burn. What if you are on a camping or hiking trip? Before star ting any campfir es, check to see if they are allowed or if y ou need a permit. Clear the sp ace a round y our fi repit f rom a ny co mbustible materials. And make sure you are not under any dry or dead trees or bushes. Most importantly NEVER leave the fire unattended. When you are ready to leave camp, be sure to fully extinguish the fire with plenty of water. When you are hiking in dry areas, please do not smoke or light matches. The same can be said wh en d riving t hrough d ry a reas. D o n ot throw your cigarettes, matches or smoking materials out of y our vehicle. It is surprising ho w the smallest spark can create such large devastation. Also, keep an ey e on y our surroundings and always plan an escape route in case a wildfire approaches. If you are caught in a wildfire either at home or while out in the country, always follow the instructions of emergency personnel. If they advise an evacuation, they have very good reasons to do so. And while we are on the topic o f fires, don’t forget to keep fresh batteries in the smoke detectors in your home. You do have smoke detectors on ev ery lev el of y our home and near every sleeping area, right? These are just a few tips to keep your family safe from the threat of fire. his past Memorial Day, May 30, 2011, A merica n eeded to r emember one military person who served this nation with great distinction. General George C. Marshall’s greatest achiev ement was not his military efforts, but rather his service as Secretary of State during the Harry S. Truman administration. Beginning in 1948 General Marshall oversaw the implementation of the European Recovery Program, since called The Marshall Plan, an economic policy to help Western Europe recover from the devastation of World War II. For his efforts toward world peace, he was awar ded the Nobel Peace P rize in 1953. The purpose of the Marshall Plan was to pr ovide economic aid to assist war ravaged nations, including those of our former enemies. As an outcome, European and Japanese economies and societies were re-established. The suffering of the residents of those areas was mitigated. The post-war economic b oom occurred d uring t he h opeful, o ptimistic, and peaceful years that followed. America must addr ess the issue of “endless wars” which may have been used in the past by authorities to stimulate the domestic economy. Today America is a major producer of weapons of all types, some of which end up in the hands of drug cartels in Mexico. Keep in mind that war requires many resources which are needed by people to improve their lives. So we need to recognize the use of essential resources to ‘defend and enfor ce’ our policies, both economic and ideological. A new objective could be to impr ove the living standards of many communities and peoples. Former General Dwight D. Eisenhower, as the r etiring P resident of the United States, warned our nation of the growing influence and power of the “military-industrial complex” made up of Congress, the Pentagon, and ‘military’ industries. Recently, Congress insisted on funding the continued development and production of “w eapon systems” which Defense Secretary Gates said w ere not essential and recommended for “suspension or deferral”. These very expensive weapons systems were not need ed nor appr opriate for today’s war against terr orism. While a military force will always be needed, what is needed most is a flexible balance of the different kinds of military and civil

expertise to ensur e that this world achieves an expanded lev el of law and order in support of global peace and economic and social development. In order to thrive societies and businesses need a r eliable, secur e and peaceful s ocial e nvironment. P eople need jobs to enable them to earn an honorable living. The Obama Administration needs to look at the “Marshall Plan” for the purpose of applying an updated v ersion to the challenges being faced today at a global level. The objective needs to be to “replace war as an economic stimulus” with an updated Marshall Plan that builds and pr ovides the necessities of human existence. In addition to assisting New Orleans and Joplin to r ebuild, an effor t to build the economies of under-developed nations would cr eate many jobs her e at home producing the goods and services needed for those efforts. The same logic applies to natur al disasters such as earthquakes, hurricanes and tornados. Let’s address human needs throughout the globe in a system atic constructiv e manner. Once people hav e safety, security, food, clothing, shelter , tools, jobs and education, many of the causes for destructive wars will be eliminated or mitigated. Let’s try this as an appr oach to the current mindless and endless wars which seem to generate more hatred and destruction. Let’s choose to be constructiv e. A greater level of peace and prosperity will be the outcome along with a climate for greater business oppor tunities and global prosperity. Ordinary pe ople a re s uffering a nd needy all over the world and in this nation. Let’s use our many resources to address the needs of the people rather than the needs of destructiv e wars which wastefully consume the r esources needed to u pgrade l iving s tandards throughout the world. What is r equired tod ay is a r esurrected and updated Marshall Plan. Such an e ffort w ill p ut m any j ob seeking Americans back to work productively in peace and tranquility while creating a global consumer society. We will all have a sense of purpose, accomplishment, a nd achievement when America resurrects an updated Marshall pla n. This plan benefited many before and can do so again. ∆

Volunteers Needed to Conduct Homeless Survey H sues, and the Community Technology Alliance. The campaign aims to shift our community focus fr om managing homelessness to ending it. Its immediate goal is to get 1,000 chronically homeless people in Silicon Valley into permanent homes by 2013. “Providing people with stable places to live and the services they need to stay housed costs two to three times less than what it costs for them to live on the streets,” said Jennifer Loving, executive director of Destination: H ome. “ Housing t he chronically homeless sav es mo ney now s pent o n l aw en forcement, ja ils and emergency rooms and is a far more humane response than allowing folks to languish in our streets.”∆

The data will be used to create a registry of those in most need of housing, medical care and other services. Volunteers ar e needed for surveying and data entry. Por Rosario Vital El Observador “Stretch to Kindergarten” (STK) es una organización no lucrativa enfocada en promover la educación para familias de bajos recursos. STK es una ayuda para pequeños que tienen que pasar la transición a su primera vez en la escuela. José Juárez, padre de familia fue uno de los participantes del programa educativo de primavera que pr eparó (S TK) par a el año 2011. “Me he sentido bastante contento de participar en las clases que se pr ogramaron todos los sábados. Me alegra que hayan pensado en este día porque es el único que tengo libre, ya sabe uno tiene obligaciones de tr abajo”, dijo Juárez. “Aprendía jugar y compartir con mi hijo y me han dado todas las herramientas”, agregó el joven padre. Este programa está compuesto de clases para padres e hijos y ay uda a los pequeños de etapa pr e escolar a familiarizarse con la escuela e involucra a los padres a participar en las actividades educativas de sus hijos en las escuela Primaria Mariano Castro de Mountain View. La escuela Castro cuenta con un alto porcentaje de estudiantes latinos, y el programa STK es como un puente que ayuda a pasar etapas escolares claves en el desarr ollo del niño. A raíz de los r ecortes presupuestales en todas las escuelas, éstas han quedado sin programa después de clase u otr os programas que han ayudado desde un comienz o a los pequeños, sin embargo la ayuda persiste

gracias a l a poyo i ncondicional d e S TK qu e actúa como organización sin fines de lucro. La misma e xperiencia la t uvo Yesenia Echevarría quien el año pasado par ticipó en este programa educativo. “Las clases me ayudar on mucho tanto a mi como a mi hijo . Yo como madre pude entender más la impor tancia de par ticipar en sus actividades escolares”, expresó muy contenta. STK está a punto de iniciar las clases de verano. Estas se inician el próximo 20 de junio y concluyen a mediados de julio. “Queremos ayudar a padres de bajos recursos a que tomen estas clases”, dijo Car men Ponce Directora del Programa “Los niños que no han podido ingr esar a un pre escolar y que tienen que asistir al kindergarten del Distrito Escolar en Mtn. View participan en este pr ograma”, agr ega la maestra Ponce. La demanda ha sido tan grande que cientos de familias están en lista de espera para ser parte de este programa que por cierto es gratuito. Las clases se dan los sábados (par a que participen padr es-hijos) entr e las 9am a 12pm. “Se les explica a los padres cómo pueden ayudar a sus hijos y a fortunadamente están teniendo buenos resultados. La participación de las padr es es buena y no se pier den ninguna clase”, agregó Ponce. STK es un programa financiado por Heising-Simons Foundation. Families and friends can enjo y a performance and make even more plans for the summer as they catch up and dance. There’s something for ev erybody, including children. They can splash in the founta in and parents can check out the local vendors. This all takes place at the Cesar Chav ez Plaza on the corner of Market and San Fernando streets.
