The American G.I. Forum Honors Alcario Castellano By Hilbert Morales and Cinthia Rodriguez – El Observador

A

t a special reception conducted on Thursday, March 31, Alcario Castellano was honored for his military service. He was presented with plaques from the American GI Forum, San Jose Chapter and East San Jose Chapter. It was announced before the recognition ceremony that these two AGIF Chapters had merged. Now they are one chapter reorganized to deal with their future together. Jesse Rizzo, Commandeer, East San Jose Chapter and Mario Sanchez, San Jose Chapter Commander made the merger announcement in a well-coordinated manner. "Al, I want to tell you how much I appreciate what you and your wife Carmen have done in an altruistic manner here in San Jose. Your support of the Mexican Heritage Plaza is very commendable and appreciated,� said Councilmember Rose Herrera. Retired Supervisor Blanca Alvarado commended Al for having been involved with civic affairs even before winning that California Lotto prize of millions of dollars. The Castellanos formed the Castellano Family Foundation with a portion of that money. An obviously pleased, but humble and personable Al Castellano accepted the two recognitions gracefully. He then related in detail how he and Carmen waited a week before claiming their winnings. During his comments Al thanked Hilbert and Betty Morales for their advice and guidance. The Castellano Family Foundation has been a supporter of education projects such as the journalism and mass communication internships at El Observador and funded through El Obersvador Foundation, Inc. Amongst those present was Essau Herrera, Esq., Monica Amador, EO's advertising Director, Lucy Sanchez, retired VMC administrative secretary, Letticia Guerrero, and Alberto Carillo of LULAC. This receptionwas attended by at least 35 friends of the Castellanos and the AGIF. All enjoyed the food, wine, and other beverages. It was a fitting recognition of Forumeer Alcario Castelllano for his military service along with his civic service and generous altruism. This was a very informal affair.

Obama y la reforma migratoria:

¿Cuál es el plan?

Por Maribel Hastings ASHINGTON - Mientras la Casa Blanca y la Secretaria de Seguridad Nacional (DHS), Janet Napolitano, siguen afirmando que las deportaciones se están centrando en lo peor de lo peor, grupos pro inmigrantes cuestionan cada vez más el compromiso de la administración en el frente migratorio pues lo único que esta Casa Blanca tiene para demostrar son precisamente más deportaciones y no todas de personas con historial criminal. Al récord de remociones se suman algunas acciones cuestionables de la Oficina de Inmigración y Aduanas (ICE) en la conducción de sus operativos en ciertas áreas del país. Es más, la petición de los grupos ya ha pasado de la reforma migratoria integral a alivio administrativo para ciertos grupos de indocumentados, como los jóvenes que quieren proseguir estudios universitarios o inscribirse en las Fuerzas Armadas y que se beneficiarían del DREAM Act, o los padres indocumentados de cuatro millones de niños ciudadanos de Estados Unidos. No que la Casa Blanca esté muy entusiasmada ante la petición. El propio presidente Barack Obama dejó muy en claro en un foro público auspiciado por UNIVISION, que no puede ignorar las leyes fijadas por el Congreso sobre deportaciones y otros aspectos migratorios y trazar de un plumazo una orden ejecutiva que ponga fin a las deportaciones, por ejemplo, de estudiantes. Pero hay opciones para que un Mandatario conceda, a discreción, alivio administrativo en ciertos casos específicos y bajo ciertas circunstancias. Diferir una deportación de manera temporal o indefinidamente es una de ellas. Que no se haga ampliamente es otra cosa por las consideraciones políticas que eso supone. Por ejemplo, enfrentarse a los republicanos del Congreso que

aún con una cifra récord de deportaciones y con una política migratoria más severa incluso que bajo la administración republicana de George W. Bush, insisten en que no es suficiente. Esos republicanos, particularmente los que controlan la Cámara Baja, harían fiesta acusando a Obama de conceder “amnistía” y de pasar por alto al Congreso y las leyes establecidas. La agencia noticiosa AP cita a la asistente presidencial, Cecilia Muñoz, diciendo que las soluciones administrativas no son viables a gran escala. “Finalmente, la respuesta a este problema es legislativa y cada día trabajamos para lograr que el presidente pueda promulgar una reforma migratoria que arregle este problema”, declaró Muñoz, según la agencia. Pero el tiempo corre veloz y si no se hizo con mayorías demócratas en ambas cámaras legislativas, mucho menos con un Congreso dividido y una Cámara Baja dominada por el ala de línea dura en el tema migratorio. Mientras tanto, seguiremos escuchando que Obama apoya esto o lo otro y viendo más reuniones para discutir lo que ya se discutió en las reuniones anteriores.También seguiremos viendo más división familiar y más sufrimiento. Quizá la Casa Blanca espera que con la economía repuntando, el segmento de votantes hispanos que lo apoyó en el 2008 por su promesa de reforma migratoria pase todo por alto en la elección presidencial de 2012 y compre la excusa de que la inacción sólo ha sido culpa de los republicanos. De lo contrario, y sin siquiera alivio administrativo para algunos sectores, ¿cuál es el plan de la Casa Blanca? ¿Presentar un proyecto que no progrese y decir que al menos trató?Quién sabe. he following is based on a letter signed by County Executive Smith dated March 14, 2011. This letter details the executive level administrative changes made to the county's Health and Hospital System since February 2010 when Deputy County Executive Sylvia Gallegos was assigned as ‘interim VMC CEO’. The reorganization of the Health & Hospital System, County of Santa Clara was done without much public transparency, input, and commentary. All was in the name of preparations for "Health Care Reform" (resulting from the Affordable Health Act 2010 ObamaCare) which is really about funded programs and insurances. Be advised that the County Executive is under no obligation to keep the public informed about these structural executive changes. He has the full authority to do what was done as long as he bears the full responsibility. After all, Jeffrey V. Smith is responsible to the Board of Supervisors, County of Santa Clara which currently has District 2 Supervisor Dave Cortese as its President. During 2009, three departments "were elevated to a direct reporting relationship with the County Executive (i.e., Dr. Jeffrey V. Smith). These were: 1) Public Health Department. 2) The Valley Health Plan. 3) The Drug and Alcohol Services Department. In addition three SCVMC departments were “pulled back” into the central county administration for closer monitoring and guidance. These were: 1) SCVMC Human Resources to the county’s Employee Services Agency. 2) VMC Procurement Services into the county's Procurement Services. 3) SCVHHS IT (Information Technology) into the county's Information Services Department (ISD).

Finally, eight (8) executives at SCVHHS will now report directly to the County Executive. A review of the county units listed in a current phone book reveals that five boards, commissions and districts; nine departments and seven agencies (total: 21 units) already report to the County Executive. The new total will be 35 units having a direct reporting relationship with the County Executive. This raises several concerns: 1) Span of Control issues. Only time will tell if Dr. Smith’s span of control has been exceeded. 2) Personal time devoted to SCVHHS and the ‘county’. Will the County Executive be able to devote high quality time to both SCHHS and existing county units such as the Social Services Agency, Office of the Sheriff, General Services Administration (GSA), etc. Will something fall through the cracks? Again, only time will tell. 3) Is the Board of Supervisors being kept fully informed regarding the functional effectiveness of all these transitions? 4) The Board endorsed a proposal (4/5/11) to have the Office of the Sheriff place two management personnel at VMC to 'supervise and manage’ VMC’s Protective Services Department. All this was done without any opportunity for the public to become informed, to review, comment, and provide constructive commentary. Hopefully community based organizations will review outcomes, and if necessary, take a position which ensures that certain policies continue. The employment of all ethnic personnel, their training and advancement, etc., must continue unabated. Over time the total labor force at all levels must reflect the inclusive diversity already extant in this community. Finally, all this is justified to prepare for "ObamaCare" federal programs funding (if SCHHS qualifies) Is it not then, in the interest of all ethnic groups to know what these qualification steps and standards may be? (so that we can prepare our youth for those new jobs which cannot be “outsourced”) Good jobs with excellent salaries and benefits will continue to be created. How will those who experience “information disadvantages” get to know about future opportunities? And SCVHHS is an organization that has a budget in excess of $1 billion with thousands of employees in the many professions and vocations which enable SCHHS to provide services to this community's residents. We all know that “change is required,” but change that occurs with only the “elite, elected and influential” involved is not warranted nor proper in our open, democratic community which requires transparent governance. Public information “hearings” need to be scheduled for the good of all. After all, we are all

Rebuilding Police-Community Relations By Cinthia Rodriguez El Observador

P

eople Acting in Community Together (PACT) faith and community members held a meeting to call on city and county officials to take action to rebuild trust in local law enforcement by rooting out bias-based policing and stopping the collateral consequences caused by severe charges for minor offenses. Over 250 people attended the hour long meeting at the First Unitarian Church of San Jose. In January, at a PACT community meeting, City Manager Figone agreed to work with the new Police Chief to establish a plan for building community-police trust and to report the progress of the implementation of this plan within six months. Now with San Jose Police Chief Chris Moore in his 2nd month on the job, PACT leaders are following up to ask top City officials to demonstrate how they are making community police relations a top priority. “I believe that the San Jose Police Department is an excellent department, willing to evolve,” said Jeff Rosen, Santa Clara County District Attorney, when asked if he was committed to rebuilding community trust through reforms. Those living in Downtown San Jose have a complicated relationship with police. Some feel it’s important to have at least one officer who stays in those high crime neighborhoods to get to know people while reducing crime. Both Assistant Chief Diane Urban and City Councilmember Sam Liccardo support, equitable distribution of police presence throughout the community and neighborhood specialists with at least 1 year assignment, to build relationships with residents. “It’s about the families outside,” said

Roberto Cruz, during a personal testimony. For Cruz, things were not ordinary. He knew what drugs were capable of. His uncle, who was addicted to heroin, ended up in San Quentin while his brother was a PCP user and also ended up in prison. Cruz understands that drug use drives people to commit crimes and although he learned from his relatives mistakes, he feels like a prisoner. He wants to see a program that prevents people from returning to jail, because in the long run it helps families. “I’m happy to work with the lifelines programs,” said Rosen. The lifelines programs identifies high risk repeat offenders in given neighborhoods and brings the faith community and local leadership together to provide support needed for offenders to not return to their life of crime. “They seem to be agreeing to what we want and that’s great,” said Olga Islas, San Jose resident. Islas’s main concerns are public safety and immigration. She isn’t alone. “We want to be sure that the police do not report anything to immigration,” said Fe Rodriguez, San Jose resident. “We have to be able to trust that they can do that.” Sometimes a crime goes unreported because the victim is afraid of being deported. Roberto Padilla shared a story about his friend that was attacked, but because of his status, he didn’t report the incident. He stayed silent with his physical pain rather than trusting the police and thus keeping his peace of mind. “We heard a lot of positive news tonight. We are very pleased with the strong leadership by elected officials,” said Terra Wood, San Jose, resident. By reporting all crimes and violence to the police the security and safety of our community neighborhoods will increase. Residents are part of the upgrade efforts.∆

íctor Hugo Santos, un reconocido maestro de música en la ciudad de San José lleva décadas educando a miles de niños a través de la música. Santos quien año tras año escribe y compone canciones a los pequeños, es un ícono de inspiración para los adultos y niños en el Área de la Bahía Tras una larga de trayectoria -16 años cantando a los pequeños- Santos prepara una vez más la celebración de Día del Niño. ¿Y cómo piensa celebrarlo?. El maestro de música inicia los preparativos con meses de anticipación. En este momento sigue ajustando la guitarra seleccionando el contenido de esta presentación. Santos cuenta con muchas producciones discográficas para niños, "Canciones Para Niños" Los volúmenes de 1,2,3,4 y 5 y estos se pueden encontrar en todas las bibliotecas públicas en San José y en el Condado de San Mateo. “En esta celebración lo principal es ofrecer un repertorio con canciones que estoy seguro a los niños les va a encantar. La idea es escuchar estas canciones y regalarles este momento tan especial durante la celebración del Día del Niño”, dijo Santos. “Esto será un momento oportuno para que todos compartan un momento familiar”, agregó. Santos quien ha tenido la oportunidad de enseñar a través de su clase de música en dife

rentes escuelas considera que la música es vital como estímulo y que a través de ella se logra el éxito escolar. “La música es disciplina, despierta pasiones y estimula a mis estudiantes por esta razón hemos seguido ofreciendo clases. Es un am biente de alegría y los prepara para otras tareas”, indicó Santos. Víctor Hugo Santos nació en la ciudad de México. Hace treinta años comenzó su trabajo de toda la vida como activista cultural, promotor cultural del pueblo. Recordemos que el creó la popular “Peña Juchitireta”, un lugar donde cada viernes músicos locales tenían la oportunidad de exponer su talento. Maestro Santos estudió música en el Instituto Nacional de Bellas Artes de la Ciudad de México. Comenzó su carrera como instructor de música en 1979 en el Ignacio Chávez y las escuelas República de Finlandia, donde fundó y dirigió coros infantiles y orquestas. En California, desde 1995 Santos ha trabajado como especialista en música en River Glen Elementary School en San José, California, y en varias escuelas del Área de la Bahía. Celebración En el marco de la celebración del Día del Niño el maestro Santos ha programado una presentación especial para los pequeños, titulada “Celebrando el Día del Niño”. Union members, people of faith, and civil and human rights activists, students and other progressive allies joined working people in Wisconsin, Ohio, Indiana and dozens of other states where politicians are trying to take away the rights to which Dr. King devoted his life. These rights included the freedom to bargain, to vote, to afford a college education and justice for all workers, immigrant and native-born. “I want to be sure I have a job,” said Tina Garnica. “We didn't cause this economic breakdown.” Garnica, a clerk for the Santa Clara probation department, feels attacked and mislead by the government. She doesn't understand why the banks get a break and working people like her are not being helped. “Our middle class is shrinking and we need to reverse that trend,” said Jane Emery, Ragging Grannies. The supporters of worker’s rights want their voice to be heard loudly and proudly, as they honor the Wisconsin workers, along with creating a future for their children. They want everyone to get used to their voice. “We need to get together and fight the rich. They are stealing from us,” said Katy Rose, Unite Here, a hotel worker union. Rose thinks the current situation in Wisconsin affects the private sector and that it’s just a diversion, a way for the rich not to pay their fair share. She also feels it’s an unfair attack on the workers. To Rose, everyone is a worker and everyone should have the right to be part of a union which exercises collective bargaining rights for all its members.

El pasado 2 de abril se llevó a cabo de una Conferencia Regional de Liderazgo que precisamente preocupa a mucha gente de estas organizaciones laborales. Los miembros de la “Campaña 9 to 5”están conscientizando a muchos miembros a que apoyen la propuesta AB400 patrocinada por Fiona Ma de San Francisco. Esta medida proporciona a cada trabajador una hora de enfermedad pagada por cada treinta horas trabajadas. También cubre a empleados del sector público y privado de tiempo completo, de medio tiempo y temporales. La problemática La mayoría de los trabajadores que están afectados son aquellos de bajos salarios, mujeres que no tienen la opción de quedarse en casa o de mandar a sus hijos a la guardería o a la escuela. Se explica que el 76% de los trabajadores de medio tiempo no tienen días de enfermedad pagados. Trabajadores de bajos salarios son propensos a enfermedades y menos pro bables de tener días pagados por enfermedad. Muchos de ellos pierden sus trabajos sólo por enfermarse y muchos otras acuden enfermos y otros no pueden ir debido a la gravedad de su enfermedad. Esta situación afecta a todos, porque estos trabajadores pueden contagiar a otros y los trabajadores en estas condiciones están propensos a accidentes de trabajo. Según explican los miembros de la “Campaña 9 to 5” en la industria de los restaurantes un 85% es afectado, en el recojo de la basura el 73%, en la industria de construcción el 79% y en los servicios de venta el 54% no recibe este pago.

IRS Free File Available Through October 17

ASHINGTON, D.C., IRS Free File, the free way to prepare your federal taxes is available to help hurried taxpayers meet the April 18 tax deadline. Can’t make the date? You also can use Free File to submit a six-month extension and file your taxes by October 17. For 2011, taxpayers will have extra time, until April 18, because of a holiday in the District of Columbia.

“There’s no need to wait until April 18. You can start now and take your time. The IRS even has free tax software and online forms you can use to do your taxes, it’s called Free File,” said Cecille M. Jones, acting director of IRS electronic filing. Free File makes taxes less taxing through brand-name software or online fillable forms, available only at www.irs.gov/freefile. People who made $58,000 or less in

2010 70 percent of all taxpayers, can use the software. People who made more can use Free File Fillable Forms. But if you need more time to file your return, simply file Form 4868 to get a six month extension. Anyone can use Free File to file a Form 4868. You will then have until October 17 to file your taxes and Free File will be available for extension filers to prepare and e-file the returns. The extension is for filing

a tax return, not paying taxes. People who owe taxes must make an estimate and submit a payment by April 18 even if they get an extension to file. ith the myriad of activities children take part in during warm weather months, they need to get the most mileage possible out of their little feet. Keeping kids moving is a good thing; encouraging children to exercise is a key component in the battle against

En una inusual entrevista de sábado compartió con nosotros acerca de sus miles de proyectos tras su visita a Estados Unidos para promover la película “No eres tú, soy yo”. “No eres tú, soy yo” es un película que ha tenido un gran éxito en México. Se trata de una comedia romántica mexicana que aborda las vivencias de "Javier Herrera" (Derbez), un cirujano que tras ser abandonado por su esposa debe enfrentar el dilema de la traición. Hay escenas trágicas y de comedia pero según nos cuenta no fue nada fácil. Pasar de un personaje que siempre hacer reir a otra persona envuelta en una tragedia es algo que le tomó mucho trabajo. Papal Household with the title of Monsignor, to which Bishop McGrath had nominated them in anticipation of the 13th Anniversary of the Diocese. “These priests have given exemplary service in the many pastoral and administrative positions in which they have served,” said Bishop Patrick J. McGrath, Diocese of San Jose. “As we honor them, we also honor a legacy of service that includes all of the priests whose ministry has enriched the life of this local Church these thirty years.” Among these six priests

honored were Rev. Msgr. Jeronimo Gutierrez, pastor, Christ the King Parish and Rev. Msgr. Francisco David Rios, pastor, St. John Vianney Parish in San Jose. “I am honored,” said Rev. Gutierrez, originally from Mexico. “It”s a unique title that does not change anything in life.” Rev. Gutierrez plans to continue with his current duties and works towards helping people make progress in every aspect of life. He wants families to make time for each other like they do for work and

education, no matter the religion. “In this season of Lent and Easter, many people become Catholic practitioners. They get baptized or convert and become Catholic,” said Rev. Rios, originally from Argentina. Like Rev. Gutierrez, Rev. Rios will continue to work with the parishioners of his church and whoever seeks advice. He thanked the members of his church for their support. “Keep fighting and keep the faith,” said Rev. Rios.

El Departamento de la Vivienda del Condado de Santa Clara (HACSC, por sus siglas en ingles) estará aceptando propuestas para inversiones para la vivienda accesible de parte de los propietarios y desarrolladores de los nuevos proyectos de la vivienda accesible.

Con la autoridad bajo la enmienda para el acuerdo para el movimiento hacia el trabajo, con HUD y cumpliendo con requisitos del HUD, HACSC ha creado una adquisición y un fondo para el desarrollo de una vivienda accesible para dirigir las necesidades a largo plazo de un alquiler accesible de la vivienda del Condado de Santa Clara. Estos esfuerzos buscan promover el movimiento del HACSC hacia sus objetivos de trabajo para incrementar las opciones de autosuficiencia económica de las familias. La Autoridad podrá comprometerse hasta por 15 millones, sujetos a disponibilidad, para esta iniciativa. Así mismo el HACSA se reserva el derecho de evaluar las propuestas por criterio, considerando el mejor interés del HACSC, tal criterio incluye, sin limitación, lo siguiente:

Creación o conservación de unidades multifamiliares de vivienda accesible, con preferencia de servir a familias con ingresos extremadamente bajos o para familias con necesidades especiales; Experiencia, capacidad, y registro local de rastreo en desarrollo de vivienda accesible de sociedad, si es aplicable; Prontitud para proceder, incluyendo control de sitio, títulos, otros fondos recaudados, y apoyo y aceptación de la comunidad;

Características del proyecto, incluyendo la disponibilidad de servicios sociales para los residentes; Características del lugar, incluyendo la preferencia para erradicar la pobreza;

Factibilidad financiera de el proyecto y los riesgos financieros y reembolsos hacia el HACSC;

Potencial de posesión a largo termino para el HACSC o sus afiliados, incluyendo servir como socio general y teniendo la opción de compra y el derecho de tener la primera opción de negativa en cualquier proyecto de crédito en impuestos; Un papel significativo en desarrollo para el HACSC o sus afiliados y compartir proporcionalmente cualquier gasto y fluido de efectivo;

Eficiencia del HACSC de inversión en relación con otros fondos recaudados y unidades creadas/conservadas; y Habilidad para que el proyecto sea finalizado sin necesidad de asistencia financiera del HACSC como el Vale de Proyecto-Base.

Los proyectos propuestos deben ser en cumplimiento con los requisitos de igualdad de oportunidades para la vivienda justa. Los proyectos deben además cumplir con los Estándares Federales de la Ley del Trabajo previstos (incluyendo requisitos de salario Davis-Bacon). Cualquier proyecto propuesto que además tenga vale de proyecto-base Sección 8 deberá cumplir con los requisitos mínimos de HUD establecidos en la Sección 983 24 CFR y los requerimientos descritos en el Plan Administrativo de la HACSC y Solicitud para Propuestas. La selección esta a condición de los fondos y en el cumplimiento cabal de requerimientos de post-selección según lo subrayado en el RFP.
