ashington, (Notimex).- El presidente Barack Obama se pronunció en contra de la propuesta de quienes en México apoyan un arreglo con el crimen organizado, como una salida a la violencia provocada por el narcotráfico. “Si se compra la paz llegando a un arreglo con gente sin moral y sin respeto a la vida humana, eso no es bueno para una sociedad”, dijo el mandatario. Obama consideró que la lucha contra estos grupos, bajo el gobierno del presidente Felipe Calderón, tiene profundas implicaciones sociales para México. “El presidente Calderón entiende y está en lo correcto, cuando dice que si los criminales pueden controlar enormes segmentos de la economía y por ello se presentan como parte de la fibra social del país, eso tiene un efecto corrosivo y corruptor en cualquier economía de cualquier sociedad”, dijo Obama. El mandatario confió en que este razo namiento prevalezca entre la población, dadas sus profundas implicaciones. “No creo que los mexicanos quieran vivir en una sociedad donde los narcotraficantes sean considerados uno de los sujetos más poderosos en la sociedad”, precisó. Obama dijo que ha conversado con el pre sidente Calderón, quien sufre de ver que este tipo de violencia tiene lugar, y sé que quiere reducirla, pero ha tomado una decisión que comparto y respeto”. El mandatario dijo que está evaluando una solicitud del Congreso para que la Casa Blanca turne documentos, correos electrónicos y notas de tres altos funcionarios, que tuvieron conocimiento de la operación Rápido y Furioso, que permitió infiltrar armas a México. “Vamos a ver la petición, mi consejero legal en la Casa Blanca está a cargo de atender estas peticiones de información del Congreso, y no me involucro en los detalles de eso”, dijo al ser cuestionado. La petición fue hecha por el presidente del

Comité de Supervisión de la Cámara de Representantes, el republicano Darrel Issa, y por el senador republicano Charles Grassley, como parte de una ampliación de la pesquisa legislativa sobre la operación. Los tres funcionarios implicados son el ex director para América del Norte del Consejo Nacional de Seguridad, Kevin O’Reilly; su director para el hemisferio occidental, Dan Restrepo, y el director de terrorismo, Greg Gatjanis. Obama reiteró su desconocimiento sobre el controversial programa, mediante el cual la Oficina de Alcohol, Tabaco y Armas de Fuego (ATF) permitió el ingreso ilegal de más de dos mil armas a México. Explicó que los tres funcionarios en cuestión recibieron información en términos generales, sin detalles sobre los alcances que ahora han trascendido. “Este no es un tema en el que la Casa Blanca tuviera conocimiento de lo que ahora se sabe, fue un problema real de que un comprador pudo llevar esas armas a México”, precisó. Dijo que su gobierno ha respondido ya en varios frentes, primero con una investigación conducida por el Departamento de Justicia, y con cambios recientes en la dirección de la ATF y su oficina en Phoenix. El procurador general Eric Holder “ha sido claro de que esa decisión no reflejó la política de la administración, por eso es que se han visto cambios”, explicó. A preguntas sobre su resistencia a impulsar que se restablezca la prohibición de la venta de armas de asalto, Obama dijo entender que el control de armas “es sensible en México, y lo que queremos es cooperar” con ese gobierno. Dijo que por ello, su gobierno está tomando pasos para atacar la venta ilegal de armas, cerrando vacíos legales, y adoptando verificaciones más rigurosas de los antecedentes de los compradoras y para prevenir la compra por intermediarios. “Vamos a hacer todo lo que podamos ahí, y vamos a continuar explorando una amplia gama de pasos para apoyar lo que el gobierno de México hace”, indicó.Δ

l calentamiento global está cada día más latente en nuestras vidas y la necesidad de desarrollar métodos sustentables para nuestra existencia es tan indispensable como el pan de cada día. Pero ¿¿qué es el calentamiento global?. La energía del sol golpea la tierra y parte de esta energía rebota de vuelta hacia el espacio. Lo demás es absorbido por la tierra, los océanos y la atmósfera. La energía llega a la superficie calentándola y luego es despedida en parte al espacio pero además parte es absorbida por ciertos gases en la atmósfera templando la superficie aún más. Estos son los Greenhouse gases” y están presentes en la naturaleza, pero nuestros desperdicios y mal uso de la energía aumenta el nivel de ellos. Dióxido de carbono es un claro ejemplo. Esto hace que las altas temperaturas derritan los glaciares y el nivel del mar aumente,

lo que conlleva a desastres naturales funestos como huracanes y otras tormentas que cada día se vuelven más poderosas. En el Museo Tecnológico de San Jose está vigente una nueva exposición: “Green Garage” o “Garaje ecológico” (en español) en donde podemos observar diferentes vehículos eléctricos que nos permiten hoy en día alcanzar 100 millas con una sola carga. Para los más aventureros también existen motocicletas. Esta es una excelente inversión porque no solo ponemos nuestro granito de arena en reducir emisiones de dióxido de carbono sino que además no tenemos que lidiar con el precio de la gasolina que esta por las nubes. Debemos ver recursos como electricidad de bajo consumo, energía renovable, energía solar y considerarlas no una nueva moda o estilo de vida, sino un requisito para nuestra supervivencia y la de nuestras futuras gene raciones. Está en cada uno de nosotros la subsistencia de los seres vivos de este plane ta.Δ

a administración anunció nuevas guías discrecionales para priorizar las deportaciones y queda por ver si se sostienen en la práctica, sobre todo entre agentes migratorios que no siempre siguen las directrices de Washington. Todavía insisto en que la administración puede hacer más sin que medie el Congreso para regular programas como Comunidades Seguras y 287(g) que han sido el motor del alza en las deportaciones. La insistencia en nacionalizar Comunidades Seguras es inquietante e incluso indignante. Dicho esto, las alternativas que de momento nos ofrece el Partido Republicano dan ganas de llorar. El debate de los aspirantes republicanos de turno a la nominación presidencial republicana no arrojó nada nuevo: ocho aspirantes, seis hombres anglosajones, un afroamericano y una mujer. El único latino que figuró en el debate fue el presentador de Telemundo, José Díaz-Balart, quien hizo una breve aparición para hacer la pregunta de inmigración que los dos periodistas anglosajones no formularon. Sus respuestas migratorias: vagas y algunas hasta ofensivas. Repetir la perorata de la seguridad fronteriza antes de hablar de reforma migratoria, a pesar de que el propio gobierno asegura que la frontera es ahora más segura que antes. Evadir qué hacer con los 11 millones de indocumentados que ya viven en Estados Unidos. Sólo dos de ellos dijeron que hay que buscar una solución “humana” aunque no queda claro qué significa eso. Si no ayudaron a su propio presidente republicano, George W. Bush, cuando quiso impulsar una reforma migratoria, qué van a ayudar a un presidente demócrata.

Imaginé el rostro de satisfacción del terror” de los indocumentados, Lamar Smith, el congresista republicano de Texas que preside el Comité Judicial de la Cámara Baja, si el 7 de noviembre de 2012 amanece con presidente republicano en Casa Blanca, aunque sea uno de esos que promueven soluciones “humanas”. Imaginé también si ese presidente republicano cumple algunas de las promesas esbozadas por los precandidatos: revocar la reforma de salud, o el Obama Care, como ellos lo llaman; impulsar políticas fiscales que sólo beneficien a los más acaudalados. Me parece que el presidente Obama ha sido demasiado pasivo al lidiar con el Partido Republicano. A veces actuar con demasiada buena fe se confunde con una debilidad fácil de explotar en las urnas. A veces las cachetadas con guante blanco no son buena estrategia política con quienes sólo quieren verte fracasar. No estoy justificando a Obama, pero digamos que le estoy dando el beneficio de la duda como quizá lo hagan otros votantes latinos en 2012. Las encuestas, empero, evidencian el desgaste latino. Según la firma encuestadora Gallup, el apoyo hispano a Obama cayó a 48%. En 2008 Obama logró 67% del voto latino. Sería bueno que el Mandatario se sincerara con nuestra comunidad, que dejara de justificar todos estos programas que han lastimado y separado a muchas de nuestras familias, que algunos que le rodean y asesoran dejaran de lado la arrogancia cuando son cuestionados y entendieran que el voto latino que lo ayudó en 2008 puede salvarlo en 2012 de convertirse en presidente de un solo periodo.Δ Maribel Hastings es asesora ejecutiva de America’s Voice

ast Thursday, September 8, 2011, President Obama presented his “Jobs for America” proposal to a joint session of Congress. The purpose of the American Jobs Act is simple: put more people back to work and put more money in the pockets of working Americans. And it would do so without adding a dime to the deficit. The American Jobs Act has five components: 1. Tax Cuts to Help America’s Small Businesses Hire and Grow. 2. Putting Workers Back on the Job While Rebuilding and Modernizing America (rebuild schools, roads, bridges, airports, harbors, etc.). 3. Define and Fund Pathways Back to Work for Americans Looking for Jobs. 4. Tax Relief for Every American Workers and their Families. 5. Fully Paid for as Part of the President’s Long-Term Deficit Reduction Plan. On Tuesday, September 13, 2011, the Silicon Valley Leadership Group conducted several forums dealing with “game changers’ which would solve many of the challenges of todays stalled economy. These ‘game changers’ were ideas, innovations, and inspirations which just might cause the economy to change just as the personal computer caused profound changes in America’s society and economy. Several panelists discussed the “Green Economy” being established in San Jose. Mayor Reed aptly presented the hope that many jobs would be created, especially for the local worker. Shai Agassi, CEO, Better Place, spoke about the improvements to the environment using alternative energy such as battery powered cars which would help eliminate dependency on foreign crude oil. A second panel addressed the changing economic engine of Silicon Valley. The most important idea was that the community needs to invest in the training and education of youth or else there would be no skilled labor and its leadership. The State economy and Public service was the focus of the third panel. Here James Gutierrez, CEO, Progresso Financiero, presented the fact that Latino small businesses have a much harder time obtaining sufficient capital to fund small businesses located in disadvantaged communities. He proposed that U.S. Congress pass enabling legislation which would permit his firm to sell bonds to raise the investment funds to be provided to small businesses located in the barrios. His firm had provided $200 million in venture capital funding to a variety of communities. The sale of tax credits and business ‘losses’ would be used to raise needed

funds. Staying competitive as a state and nation was discussed by panelists who included State Senator Joe Simitian. The final panel discussed California’s Workforce from the perspective of Michael Rossi, Advisor to Governor Brown for Jobs and Business development and Rob Chandra, Bessemer Ventures Partners. SVLG president & CEO Carl Guadino ended this Game Changer 2012 with his closing comments. An important idea endorsed by many was the need to reduce corporate taxes on offshore profits to encourage corporations to bring trillions of dollars back into the American economy. In fact one panelist recommended that SVLG become the Silicon Valley Manufacturing Group once again to emphasize the need to have manufacturing jobs re-established in America. A disappointment was that no panelist spoke to the current practice of corporate executives to emphasize profits while not providing gainful employment to the American domestic work force. Eventually, manufacturing jobs will be created in industries which assemble an all electric car or in the creation of alternatives to crude oil as a source of energy, which eliminates the need to import foreign crude oil at a cost of $750 billion, some of which is used to fund terrorist efforts. In addition the impact of the military industrial complex was not ‘touched’ because the shut down of even one weapons systems development and its manufacture would impact employment in all 50 states. It seems that no one has his/her arms around this challenge to ‘create jobs’ in a manner that would reestablish the American consumer economy. So President Obama’s American Job Act will meet much difficulty in Congress.This nation now has the largest number of residents who live in poverty ever experienced since 1953. It will take a revolution of some sort to begin the creation of markets with demand for products needing manufacturing which creates jobs for those unemployed millions. The unemployed will continue to suffer because the private sector will not create jobs soon enough, if ever. This recession is unlike any ever experienced by America. Republicans will continue to derail anything that may help President Obama to be re-elected. So our ‘majority rules’ governance system is being derailed by an effective small Republican Tea group.Δ

Martinez fue una de los padres de familia que asistió a la junta de la Mesa Directiva del Distrito Escolar de Alum Rock el pasado 12 de septiembre. En esta reunión, los miembros de la mesa no aprobaron la presencia de la nueva escuela “charter “Alpha”” dentro de su distrito escolar. Martinez es madre de siete hijos y según ella debido al problema y a la poca atención que hay en la escuelas públicas, uno de sus hijos ha tenido que enfrentar situaciones terri bles como ir al correccional de menores. “No contamos con la educación apropiada, no tenemos los elementos básicos y nues tros hijos corren el riesgo de caer en la deserción escolar”, dijo Martinez a EO al concluir la reunión. La comunidad en los últimos meses ha estado luchando por contar con una de estas escuelas debido al sorprendente éxito y avance que han tenido sus hijos en escuelas como “Rocketship”, un centro educativo dedicado a los primeros años educativos. “No queremos mala educación somos testigos de alta tasas de deserción escolar, la infiltración de pandillas, la delincuencia”, dijo Antonia García, madre de familia de Alum Rock. “Somos más los padres que disfrutamos de estas escuelas “chárter”. Es algo que nues tros hijos merecen. El distrito escolar solo se pre-

ocupa porque recibirán menos fondos del estado, pero pienso que las escuelas públicas no son buenas ni suficientes”, dijo Rolando Mozo. Por cada estudiante que sale de Alum Rock, el distrito pierde alrededor de 6,330 dólares en fondos estatales. Muchos padres de familia expresaron su conformidad sobre el programa que “Rocketship” ha tenido en sus hijos. “Mis hijos han logrado un gran avance académico. Se ve que nuestros pequeños llevan muy bien sus clases. “Rocketship” es hasta el 5to grado y después de esto no hay alguna escuela intermedia que les permita continuar a los pequeños bajo el mismo sistema”, dijo Mozo. Then a roadmap is created that includes regularly praising children and teens for good behavior at school and at home, while discouraging bad behavior. Involving parents in the behavior improvement before adolescence helps communities create a way of life that encourages people to be nicer to each other. California Chiropractic Board Adopts Informed Consent Requirement For Chiropractors

ith the recent adoption of new informed consent requirements for California chiropractors, the California Board of Chiropractic Examiners has joined the ranks of only a few chiropractic regulatory agencies in the nation to require its licensees to inform patients of potential risks of their treatment. The new law, which goes into effect on October 7, 2011, requires chiropractors to obtain patient consent prior to providing any treatment that could pose a risk of harm to the patient. Specifically, this regulation will: - Require all licensees to inform each patient, verbally and in writing, of the material risks of proposed care. - Define material” as a procedure inherently involving known risk of serious bodily harm. Require the licensee to obtain the patient’s written informed consent prior to initiating clinical care. - Provide that the signed written consent shall become part of the patient’s record. - Specify that a violation of the above requirements constitutes unprofessional conduct and may subject the licensee to disciplinary action. “The BCE has been working diligently to improve the standards of care in the chiropractic profession in California,” said Fred N. Lerner, D.C., Chair of the BCE. The BCE’s primary mission is consumer protection, and these new regulations are part of the Board’s ongoing effort to ensure patient safety. Informed consent is considered a standard of care in the chiropractic profession and this regulation reinforces that standard. The informed consent process ensures that the patient’s right to self-determination regarding health care is paramount. The BCE continues to work with stakeholders on other regulations to improve patient safety and consumer protection.

DIOVAN is a prescription medicine called an angiotensin receptor blocker (ARB). It is used in adults to: U lower high blood pressure (hypertension) in adults and children, 6 to 16 years of age. U treat heart failure in adults. In these patients, DIOVAN may lower the need for hospitalization that happens from heart failure. U improve the chance of living longer after a heart attack (myocardial infarction) in adults. DIOVAN is not for children under 6 years of age or children with certain kidney problems. High Blood Pressure (Hypertension). Blood pressure is the force in your blood vessels when your heart beats and when your heart rests. You have high blood pressure when the force is too much. DIOVAN can help your blood vessels relax so your blood pressure is lower. High blood pressure makes the heart work harder to pump blood throughout the body and causes damage to the blood vessels. If high blood pressure is not treated, it can lead to stroke, heart attack, heart failure, kidney failure and vision problems. U For treatment of high blood pressure, take DIOVAN one time each day, at the same time each day. U For adult patients with heart failure or who have had a heart attack, take DIOVAN two times each day, at the same time each day. Low Blood Pressure (Hypotension). alentino “Tino” DeLeon , a native of San Jose, attended Prospect High School, graduating early and enrolling in DeAnza College. Back in the 1970’s when assembly work was still being done locally instead of in China, Tino was on the Vindicator assembly line soldering boards and doing light technician work testing transponder boards. Tino put school on hold to gain experience in the electronics field which he loved so much.

In 1987 /1988, Tino joined forces with a friend and started Kalpana where he built and debugged networking boards and systems. Kalpana is credited in the industry for pioneering Ethernet Switching Technology. In December 1994, Cisco Systems acquired Tino’s company. His career with Cisco has taken him all over the world developing new generation products and introducing them to manufacturing for Cisco business. Throughout the years,

Tino has been exposed to community service work through family values passed on by his parents, Val and Mary Helen DeLeon. Tino was introduced to Kiwanis , joined the Hispanic based Pueblo de San Jose Kiwanis club and has been a part of the club for over 20 years. He was president of the club in 2004 – 2005 and is currently the club’s president . Besides volunteering the hundreds of hours necessary in running a Kiwanis club, Tino is also the Sponsored Youth Chair . Pueblo de San Jose Kiwanis sponsors two high school level Key Clubs at Silver Creek High School and at Evergreen Valley High School. He, with the help of fellow members, also supports a K-Kids club at Ruskin Elementary School in San Jose, CA. Besides overseeing the smooth operation of the clubs, Tino leads the students by example. He mentors and supports youth in all of their fundraising and training activities while assisting them in developing their team and leadership skills. Closer to home, Tino has been involved with neighborhood youth programs. He has coached baseball for 14 years at all levels ranging from Tee-Ball to High School

Junior Varsity at Evergreen Little League and Evergreen Valley High School. He coached in the Mt Hamilton Youth Soccer league for 3 years and East Hills Football through the San Jose Police Activities League (PAL) for 2 years and has been a chaperone for junior high school and high school age youths in summer camps and winter camp. As an ex-Boy Scout, Tino has given back to that organization, volunteering to assist in Eagle Scout projects by mentoring the young men . Spiritually, Tino is very involved in his church. He works with youth groups in a music ministry program and is the group’s sound engineer during practices and performances. Over the years, family members battling illnesses have benefitted because he researched, developed and invested in alternative technologies to assist those in need, making the technology available at no cost. When asked about his strong commitment to the Hispanic community, Tino explains that it is simple really. He believes that, as a Hispanic professional who has grown up in San Jose, giving back and encouraging His-

panic youth to do more than what is expected of them can open up doors and opportunities to afford them a better life. Mentoring the Hispanic youth of San Jose gives the youth a better opportunity to do better than those that may not be receptive to mentoring or may not have mentoring available. Tino believes that giving back is very important to the success of any community. He cites that if you want to

build a thriving community then you have to get involved in it. He also believes that one person can make a difference. But one who can motivate others to share in the same vision can make a monumental difference. he San Jose Mexican Heritage and Mariachi Festival will kick off September 18. This year will be known as VivaFest, in an effort to recognize 20 years of Latino music, theater, film, and visual arts with educational music, dance workshops and community conversations. This year’s event will include several special events. On September 18, the festival will host a Kids Mariachi Day at the Children’s Discovery Museum in downtown San Jose. Doors will open at noon for a full day of special mariachi and Latin music performances, arts and crafts, and special workshops. It’s a chance to introduce children to mariachi music and explore the museum. The following day, parents can attend a special screening of “Mexico,” an Imax film at the Tech Museum. Narrated by Martin Sheen, filmgoers will be able to go on a visual journey through Mexico’s rich and varied past and present. The film is an insightful portrait of the Mexican people and her culture. There will be a screening of “The Harvest,” a documentary by Eva Longoria. There will also be a Q&A session with filmmakers

Olga Najera-Ramirez and Rusell Rodriguez, creators of Danza Folklorica Escenica. On September 22, there will be a community conversation with members of Los Lobos, NPR reporter Richard Gonzales, MALDEF CEO Thomas Saenz, and Olga Briseno, founder of the Association of Hispanic Journalists. The topics will include how the arts and the green movement impacts migrant farmworker conditions and life after SB 1070 (Arizona). The outdoor mariachi festival will be on September 25. Mariachi Azteca is one of the groups that is scheduled to perform. They have been playing for 25 years. The group is made up by musicians from different parts of Mexico and northern California. Mariachi Veritas de Harvard, formed in 2001, will also perform during the outdoor festival. This group is the first and only undergraduate student mariachi on the East Coast. Los Lupenos de San Jose will also be performing folklorico dances outdoor at the HP Pavilion. They have a diverse history and over the years have accumulated a varied selection of dances from both sides of the border. The outdoor event is a free event open to the public.

Mexican band Fobia performed to hundreds of fans during Revolucion Rokkera at the Sports Complex in Salinas, CA. By Cinthia Rodriguez – El Observador

ith a lineup led by El Tri, Revolucion Rokkera featured the legends of Rock en Español during an all day music festival. Hundreds attended the Salinas Sports Complex where Molotov, Fobia, and Dopamina performed. Multi Grammy winning artist, Cesar “Vampiro” Lopez, is one of the best-known guitarists in Spanish language rock. He is the lead guitarist for the Mexican band Jaguares. Vampiro is collaborating with Victor Monroy, lead singer and composer from Pastilla, to form the project they call Dopamina. The audience responded well to the band’s material. Their set was short and sweet, performing only four songs for the rowdy crowd. They are currently working on recording their debut album that will feature nine original tracks and will be available for free. The second band to take the stage was Fobia. A band from Mexico City, who began in the late 80’s when there wasn’t much promotion of the music they were creating.

Fobia was lucky enough to work with members of very well known bands that helped them record their demos. They returned the favor to their industry by helping other bands. They performed their classic songs to the multitude of people that knew the lyrics. Another popular Mexican band that took part in the festival was Molotov, considered one of the most original acts in the scene. They feature a mixture of Spanish and English lyrics. They just wrapped up their tour in Europe, where they completed their recent album and dvd “Desde Rusia con Amor,” (From Russia with Love). The favorite band of the night was El Tri. The group originally known as Three Souls in my Mind are considered influential and among the founders of Mexican rock. Some fans were fortunate enough to meet and greet front man, Alex Lora. Revolucion Rokkera wasn’t just another concert. It was designed to give back to the community. Proceeds generated by the event went directly to Youth Orchestra Salinas.
