USCIS Launches Spanish-Language Version of E-Verify Self Check

U

.S. Citizenship and Immigration Services (USCIS) announced that Self Check, a free online service of E-Verify that allows workers to check their own employment eligibility status, is now available in Spanish and accessible to residents in 16 additional states: California, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Missouri, Nebraska, Nevada, New Jersey, New York, Ohio, South Carolina, Texas, Utah and Washington. It expands on the initial launch of Self Check in March 2011 for residents who reside in Arizona, Colorado, Idaho, Mississippi, Virginia and the District of Columbia. “Self Check equips workers with fast, secure access to their employment eligibility information before they apply for jobs, said USCIS Director Ale-

jandro Mayorkas. “By offering Self Check to Spanish speakers and making the service more widely available, USCIS makes good on a promise to streamline and protect the integrity of the E-Verify process for employees and employers alike. Self Check is the first online service offered directly to U.S. workers by E-Verify, a Department of Homeland Security program administered by USCIS in partnership with the Social Security Administration. Employers use the Internet-based E-Verify service to determine employees’ eligibility to work in the United States through information reported in the employee’s Form I-9 (Employment Eligibility Verification). When workers over the age of 16 use Self Check to confirm their eligibility to

work in the United States, they enter the same information that employers would enter into E-Verify. Self Check allows users to compare their information to the same databases that E-Verify accesses, giving them an opportunity to address any existing data mismatches before they are hired by an E-Verify-participating employer. USCIS will continue to evaluate and improve the Self Check service, which it intends to expand nationwide by spring 2012. For more information on Self Check, please visit www.uscis.gov/selfcheck. For more information on USCIS and its programs, please visit www.uscis.gov to receive email updates or follow us on Twitter (@uscis), YouTube (/uscis) and the USCIS blog The Beacon.

OPINION

C

riticism of the Obama Administration’s Secure Communities deportation program has reached a new apex, as elected officials and law enforcement leaders offer serious rebukes of the program and immigrant communities and newspaper editorial boards call for it to be scrapped altogether. Among the recent developments: • Communities Say that “Secure Communities” Actually Creates Insecure Communities: Immigration advocates and community representatives from six major cities are engaged in a campaign of rallies and public hearings to expose the real public safety concerns about this deportation dragnet program. • The More Law Enforcement Learns, The Less They Like Secure Communities: The New York Times reported that Boston’s Police Commissioner Edward Davis “had been a Secure Communities supporter, because his records showed that it had removed many violent criminal immigrants from Boston jails. But he concluded from the new figures that immigration officials had misled him.” Said Commissioner Davis, “They specifically told us they would not be removing people with traffic offenses. They said they wouldn’t and now they have…This is a throwback to the bad old days of the federal agencies before 9/11, when we did not have cooperation. It is really dis-

concerting that they are not at all concerned about our precarious situation with immigrant communities.” Commissioner Davis’s comments echo those of many other law enforcement figures, who recognize the damage that Secure Communities does to effective community policing because it makes immigrant crime victims fearful of any contact with the police. • Elected Officials Speak Out Against S-COMM – Then Have Their Hands Slapped: Recently, the U.S. Department of Homeland Security (DHS) unilaterally cancelled its Memorandum of Agreements (MOA) on Secure Communities (S-COMM), an immigration enforcement program of the Obama administration that was sold to state governments as a way to identify and deport serious criminals. Over the past several months, Governor Patrick Quinn (IL), Governor Andrew Cuomo (NY) and Governor Deval Patrick (MA) suspended their involvement with S-COMM, citing data that the program is deporting large numbers of non-criminals and destroying the relationship between police and the immigrant community that is needed to bring criminals to justice. However, just as states were making headlines for their opposition to the program, DHS announced it would unilaterally impose this controversial program on all jurisdictions with or without their consent.

• Editorials Slamming SCOMM and Obama Administration Leadership on Immigration: The New York Times editorialized over the weekend that the program fits in with “the Obama way on immigration. He talks softly of giving hard-working illegal immigrants a chance to get out of the shadows and get right with the law, but has achieved nothing, through legislation or executive action, that would allow that to happen. • All the while, the administration has moved to ramp up deportations, expanding the brutal efficiency of a system that Mr. Obama has acknowledged is broken, arbitrary and unjust.” The Los Angeles Times took a similar tone in their editorial, writing, “The president has publicly called for an overhaul of the nation’s broken immigration system to give those who work hard but are illegally in the country a chance to remain here legally. Yet his administration has failed to curb a program that deports many of the very people he says deserve a chance to stay. The president’s leadership on immigration has been anemic. He can’t solve the problem alone, but he has done little beyond delivering speeches blaming Congress. At the very least, Obama should shelve Secure Communities and stop making matters worse.” (This is an article of America’s Voice )

It’s More About Than “Jobs” By Hilbert Morales

Hmorales@el-observador.com

W

here is the ‘Super-Commission on Jobs’? What is going on today? The focus of many local leaders is about the need to create jobs, cope with inadequate revenues and cut costs. The recent focus of many Republican Presidential candidates is on lower taxes and ‘smaller government’. President Obama has been speaking about the need to have government spend more money on the infrastructure projects as a way to ‘create jobs’. That means public works of all kinds…bridges, overpasses, highways, harbors, airports, etc. This requires the U.S. Congress to initiate the funding legislation for these projects. Those funds go to the various states who then would have federal funds for their high priority projects. That means Congress must authorize allocations at a time when federal tax revenues are not being generated in sufficient amounts to provide the funds needed. So the U.S. Treasury receives authorization to ‘print more money’ or to sell U.S. Treasury notes (i.e., borrow that money). What is wrong with today’s economy is that the federal tax laws are full of loopholes for the very wealthy and corporations. As a consequence these same corporations benefit from a low 15% tax rate, while the middle class employee (if still employed) pays a 33% tax rate. So one major issue is the employed middle class carrying the burden of paying a major share of taxes. Even Warren Buffett, the multi-billionaire, recently advocated for those who earn more than $1 million to pay their fair share of federal income taxes. The emphasis on jobs requires an analysis of the impact of robotics and automation, made possible today by cybernetics (computer sciences) and information technology (IT). As a result of the global economy, many ‘middle class’ jobs were shifted to offshore locales where skilled labor could be engaged cheaply. The focus of many executives was to ‘make profits’. Several trillion dollars of those profits are in offshore bank vaults because to bring them back to the U.S.A. exposes these funds to the payment of very large corporate taxes. Connect that with the observation by many fiscal analysts that the top 1000 U.S. corporations have not paid any taxes

because of the many loopholes (tax credits and subsidies). Now, recall that tax credits are used by many cities and states to attract businesses into having their offices and factories located in that local jurisdiction (city, county, and state). The outcome is that a firm such as Adobe, locates in the City of San Jose because its San Jose Redevelopment Agency provided ‘tax credits’ and a subsidy. The devil is in the details for each and every enterprise. Now then, listen closely to the politicians when they speak at local town hall meetings. The Republicans address the issues involved in ‘Obama Care’ (public health and welfare) and Social Security entitlements which are going to escalate because the Baby Boomers are now becoming age 65 and entitled to the Social Security funds into which both employee and their employers each paid their share. Therefore, this entitlement is due to the retiree who has earned it during his/her working years. Social Security is not a tax credit or subsidy. And in the health care sector, the elderly will require more medical attention. It is estimated that up to 40% of health care costs can be recovered by elimination of fraud. Insurance industries do not want to have ‘big government’ enabled to monitor their current practices, rates, and profits. Government decision making is being paralyzed by small special interest groups who are strategically located so as to block any inquiry or comprehensive approach which enables any resolution of any issues extant today. The immediate needs require government to be very transparent and capable of incurring more ‘debt’ so as to be able to underwrite public sector projects. In addition, the current federal tax code needs to become ‘very fair’. The tax code needs to shift to taxing and collecting monies when a business transaction occurs rather than ‘when profits are calculated using the ‘out of date’ tax credits and subsidies’ to avoid taxes. It took some 50 years to get into this current inequitable mess. Do not expect to come out of it easily. Our current economy cannot be corrected by ‘creating jobs’ alone. It must be about America’s confidence to make the investments which enable what is fair and equitable for the many rather than the few.Δ

tar http://sanjose.catalogchoice.org.

The convention provided workshops, offering the latest trends in business development and insights into growing a successful business. The convention also allows organizations to identify, recognize and honor its leaders. This year, the California Hispanic Professional Association (CHisPA) was delighted to announce Monica Amador as the Community Leader of the Year. They presented an award to her at the convention expo at the Double Tree Hotel, San Jose CA. ”I’m honored. I’m humbled,” said Monica

They have approximately 500 active members who contribute and help achieve their mission. Amador has received awards before that recognize her leadership, but she wasn’t expecting to be named ‘leader of the year’. She explained how perseverance is key.

fter a series of donation drives and effort from the community, Sacred Heart hosted their “Pack-a-Back event. Children and parents from all over the South Bay received school supplies and backpacks. Parents registered 6 weeks ago. They listed the names of their children and the grade they will be attending for the school year of 2011-2012. Last year 1500 students received a backpack with supplies. This year over 2,000 were assisted. To meet the exceptional need in Silicon Valley, Sacred Heart held the largest back to school event in their history. They believe lowincome students should not face additional challenges in school just because they don’t have the resources to purchase the necessary supplies. “We don’t have money to buy backpacks. My husband works very little, said Maribel Juarez, parent of 3 children. “This is very helpful. I am very grateful. Juarez heard about the backpack event while watching a local Spanish-speaking channel. Last year her family struggled to buy the required school supplies. She was glad

that her children were going to be prepared for school. Each backpack had school supplies according to the child’s grade level. That included notebooks, calculators, pencils, and gift cards for shoes, an overall $80 investment in the child’s education. “This helps my family more than they know, said Catalina Gomez, parent of 2 daughters. “My kids love picking out a backpack. They were asking me about it all day. Be aware that backpacks having blue or red colors will not be distributed to children because these two colors are indicative of ‘gang membership’. Parents like Gomez are making sure that their kids are prepared. She was lucky enough to get help last year where many parents were turned away. This year one parent stayed overnight to ensure her children received backpacks. Once the parents arrived they were guided by one of the staff members or a volunteer. Over 200 volunteers helped parents and children navigate through the sections of backpacks. “I am very thankful and happy, said Gomez.

I am very concerned about diabetes and its impact on everyone, especially members of the Latino community. So I decided to tell about my personal journey as an individual who is a diabetic and knows it now. There was a time when I could not, and would not, admit that I had diabetes. The onset of my diabetes occurred when I was 45 years old. As an employee of the Family Service Association, I worked in its office building which was not air conditioned. During that work day, I felt warm, became jittery, sweated a bit, and felt nauseas. I thought I had the flu, but it would not go away or stop. My daughter Sandra came to take me home because I did not think I was able to drive safely. Sandra noted that I almost lost my balance a couple of times. When I sat down, I felt sleepy and drowsy. Sandra kept me awake by feeding me popsicles. She finally took me to the hospital where the doctors diagnosed my condition as being diabetes. The hospital staff sent me to the American Diabetes Association. My daughter Linda took me. Linda attended the informational lecture with me. We both learned that diabetes was a family matter. The whole family had to be involved. The advice received was the dietary change had to occur. I felt guilty because I was the mother who cooked for the whole family. The easiest attitude to take on was very negative. I had to learn to read every label for anything I

used in preparing meals for my family. Are you aware that many sodas have 28 grams of sugar? Each four grams equals one teaspoon of sugar. Then there is ordinary flour, rice, beans and dairy products such as cheese….all these have high carbohydrate content which is easily converted into sugar by your digestive system and your personal metabolism. I have learned to say, “No, thank you. I am a diabetic” to those who offer me food which is not good for me. The wrong foods are like substance abuse to my system. Like an alcoholic who has undergone Alcoholic Anonymous orientation, They say, “No, thank you, I am an alcoholic.” when someone offers them an alcoholic drink. It is essential for me to keep reminding myself that am a diabetic. I was surprised to learn the many ways sugar is used in processed foods. I also had to learn about electrolytes which are important for proper nerve function. Electrolytes include potassium, iron, zinc, manganese, calcium and phosphorus. It was all very illuminating. Today, I am able to stay off all medications by controlling my diet and doing my exercises. My situation is that the diabetes caused me to have kidney failure. Other diabetic patients have circulation problems which impact their eyes or causes their lower legs to be amputated… with me it was kidney failure. I did not take care of myself. But diabetes can be controlled….everyone can be in control of their diabetes. When my husband, Gilbert passed on some seven years ago, I thought that as a

widow I would live only five years more. I am still here alive and doing very well because I have been able to learn about what I need to do and have been disciplined enough to do what I need to do. I visit my “kidney” at the dialysis center three times a week. I am on the kidney dialysis machine three times a week for 3 hours and 15 minutes each time. I enjoy the professional and personal attention I get from my nurse, dietician, social service worker, and dialysis technician. I enjoy them all. By being disciplined, I am able to feel good and do what is necessary as the Board Chairman, 4C’s. Diabetes is the seventh most common cause of death today in America. From 2005 to 2007, 13.5% of the population had diabetes. And many do not know that they have diabetes. The cost of diabetes in America was $174 billion during 2007. If these trends continue, one in three kids will be diabetic; with 50% of the minority kids (African-American and Latinos) being diabetic. I am fortunate in that my family is engaged, involved and supportive. It is good to be able to admit that “I am a diabetic. It is very important to have a positive attitude. I have the awareness and discipline today to manage my diabetes so that I do not need any pills nor insulin injections. Many in our Latino community need to learn about diabetes so that they will begin to effectively manage their journey through live with it. I am able to do that and so can they. But first, they must become aware and informed that they have diabetes. Then do what must be done to manage it.

Julieta Venegas not only writes her music but she plays the piano, guitar and accordion.

By Cinthia Rodriguez and Luis Alba – El Observador

I

t was hard to get back to work after experiencing the fourth annual San Francisco Outside Lands Music and Arts Festival. I’m not just talking about processing what happened but I also mean physically. All things aside, this year was one of the best years for Latino acts. The first day was literally a walk in the park. The Golden Gate Park was host to four different stages for the diverse acts scheduled throughout the three days. On the second day, French-Chilean MC Ana Tijoux took stage. She didn’t hold back and gave herself to the audience for 45 minutes. She dedicated a song to Chilean students, whom she asked for support from the audience by sending their positive vibes. The students are fighting for a better education system and that has never happened. She rapped about relationships and fully interacted with her audience. As she closed her set with her single “1977,” an upcoming Mexican artist was ready to begin. Actress turned singer Ximena Sariñana stood behind her keyboard and politely thanked her audience for being there.

Then she sang her heart out. Focusing on songs from her English debut self-titled album. The audience were left wanting more, as she exposed them to mellow and catchy pop songs. Festival goers were exposed to another type of performer, Julieta Venegas, a veteran and highly talented artist. The crowd went wild as she walked on stage with her band. The audience was particularly excited of her songs that showcased her ability to play the accordion. Her folky style came at a perfect time, on the last day of the festival, where the bittersweet feelings start to emerge. Before ending her set, she shared the stage with Tijoux. For those who had the energy, Camilo Lara also known as Mexican Institute of Sound delivered a set of cumbias to hundreds of people. Other acts included Muse, Phish, and Arcade Fire. Although it was an adventure to travel from stage to stage in itself, the festival keeps getting better and better. It’s incredible to see Latino artists perform in such a huge event.
