Get Ready for the Clipper

F

ebruary is the last month the paper Monthly Pass will be available for Caltrain. Beginning with the March pass, Caltrain Monthly passes will be available only on ClipperSM, the regional fare card. Paper One-way tickets, Day passes and zone upgrade tickets will continue to be sold at Caltrain ticket vending machines. Paper 8-ride tickets sales concluded Jan. 31. Since 8ride tickets are valid for 60 days from the date of purchase, they will be in circulation until April 1. Clipper is now fully operational on Caltrain, as well as on five other Bay Area transit systems – AC Transit, BART, Golden Gate Transit and Ferry, Muni and SamTrans. The Santa Clara Valley Transportation Authority will begin accepting Clipper Feb. 16. Caltrain customers can add Monthly passes, 8-ride tickets and cash to their Clipper cards. Card readers located in train stations read the Clipper card to verify that it is loaded with the current Monthly Pass, or deducts the cost of a trip or a ride from the card. Clipper customers with a valid Monthly Pass or 8-ride Ticket can receive a Monthly Parking Permit at Caltrain ticket vending machines by entering their 10-digit Clipper card number and then purchasing the permit.

Caltrain Clipper Tips Customers using Clipper must maintain $1.25 in cash on their card in addition to any Monthly Pass or 8-ride tickets loaded on the card. Cash and 8-ride Ticket customers must tag on and off for each trip. Monthly Pass customers only tag on and off for the first trip of the month. City officials commit to repair trust By Cinthia Rodriguez – El Observador undreds of faith leaders and community members met with San Jose Mayor Chuck Reed, City Manager Debra Figone and President of the County Board of Supervisors Dave Cortese at Our Lady of Guadalupe Catholic Church in San Jose. The meeting was held to call on Mayor Reed to help rebuild community-police trust and ensure a stop to the crime wave of 2011. "We're losing our youth to gangs, our murder rate is at seven already this year, and we need to address the calls of our community to our top city leadership to recommit that our youth and the safety of our neighborhoods are top priorities," said Sheilah Lane, People Acting in Community Together (PACT) Leader and East San Jose resident. Generally, the total number of homicides for San Jose ranges from 20 to 30 a year. With 20 for all of 2010, but if the current rate of killings continued, the city would have roughly four times more deaths than usual. The faith community’s number one priority is public safety and believes that communitypolice trust is key to reducing the overall crime rate in San Jose. Last year, Our Lady of Guadalupe PACT surveyed 1,800 East San Jose residents on neighborhood safety and immigration issues. Lack of community trust in police, neighborhood safety, gangs, and a desire for better relationships with police surfaced as major concerns. One third of respondents said they

Three community members shared their personal stories about their encounters with the San Jose Police Department (SJPD) and their concerns with city leadership. One of the stories included a man’s firsthand experience with racial profiling and another man’s experience with his friend’s car being towed due to no license. Recently SJPD established a policy to protect immigrants from unnecessary car impoundments. PACT believes policies like that could help re-prioritize SJPD resources and repair relations, but more steps must be taken to further rebuild community trust in the police. “The answers made us feel more confident with the police and gave us hope that things will get better,” said Josefa Torres, East San Jose resident. PACT asked the city officials to work with the new Chief to establish a plan to building community-police trust and to report the progress of the implementation of the plan within six months. Among the requests made were to make the towing policy information in Spanish TO THOSE who are pulled over, as well as partnering to implement effective reentry programs for youth returning to the community from the juvenile justice system. “They are going to keep their word because there was determination and a solid yes, of it can be done,” said Salvador Vasquez, San Jose resident.

The Gap Between Administration’s Rhetoric & Reality on Immigration Enforcement Continues?

W

point, right now I’d rather be us than the other side.” While Republicans are doing their eventual presidential nominee no favors by doubling down on their antiimmigrant brand image among Latino voters, there is no question that the Obama Administration’s credibility gap on immigration is a potential fly in the ointment of the President’s re-election. As America’s Voice has noted and election results bear out, Latino voters view immigration through an incredibly personal lens. In 2009, polling from Bendixen & Amandi showed that 62% of Latino voters know someone who is undocumented. And as Latino Decisions points out, millions of Latino citizens today are former undocumented immigrants who legalized their status under the Immigration Reform and Control Act and other laws. Finally, November 2010 polling by Latino Decisions of Latino voters in eight states with sizeable Latino voting blocs found, 60% of Latino voters said the issue of immigration was either “the most important” issue or “one of the most important” issues in determining their vote in 2010 – numbers that are even higher among Spanish-dominant voters. According to Frank Sharry, Executive Director of America’s Voice, “the President, who promised immigration reform would be a priority as a candidate, and reiterated his call for a bipartisan breakthrough on comprehensive reform in his recent State of the Union address, gets it. He wants a workable, controlled immigration system that reflects our best as a nation of laws and a nation of immigrants. But DHS and ICE act in ways that undermine community confidence and trust in his Administration. Just as the Administration expects Latino voters to deliver for the President’s re-election, so do Latino voters expect the President and his Administration to deliver their promises – to focus enforcement resources on those committing serious crimes and to spend political capital fighting for immigration reform.”

ashington – A new report by the Migration Policy Institute (MPI) examining the 287(g) immigration enforcement program – a program that deputizes local law enforcement personnel to act as federal immigration agents – provides fresh evidence of the credibility gap between the rhetoric of DHS leadership in Washington, DC and the reality on the ground. And, in turn, this gap between promises made and promises kept could complicate efforts to produce a huge turnout of Latino voters in 2012. The leadership of DHS and ICE regularly promises to focus enforcement on the “worst of the worst.” With respect to the 287(g) program, Secretary Napolitano announced in July 2009 that the controversial program would continue but be subject to much tighter federal oversight and focus on the detention and removal of those considered “dangerous.” But, after careful research on the ground, the authoritative MPI report concludes, “the program is not targeted primarily or even mostly toward serious offenders.” It finds that fully half of those swept up into the federal government’s deportation machinery have been accused of traffic offenses or misdemeanors, or level 3 offenses, not the drug, property and violent crimes that are the agency’s level 1 and level 2 priorities. As a policy issue, this matters to leading law enforcement voices who have expressed concern and opposition to the 287(g) program. Many of America’s top cops believe that encouraging local police to enforce federal immigration law – especially when many of those brought into the deportation system are picked up in routine traffic stops – undermines the community policing strategies that rely on building trust, not fear. David Plouffe, President Obama’s 2008 Campaign Manager and a key strategist for his re-election effort, recently noted that “In a presidential-electionyear electorate, the Latino vote is playing a stronger and stronger role. Happenings with Global Impact By Hilbert Morales

R

ecent global events highlight the role of personal communications in permitting residents to converse, reach a reasonable consensus, and act upon it. The recent successful overthrow of an oppressive Tunisian government preceded the demand by the Egyptian people for the end of its current dictatorship. What was the basic reason for this civil unrest? Simply stated it was the state of the local economy which did not provide employment to the masses of available workers so that they could earn the means needed to provide for themselves and their families. Humans need gainful employment essential for having a life with purpose and meaning. A global community having reliable tranquility coupled with stability based on law and order is essential to having an economy that provides jobs for the masses. Long term social stability rests on the ability of a nation’s government officials and its business leaders, to meet the needs and aspirations of its people. The people have a right to air their grievances. There must be a system of justice which permits resolution of grievances and is the basis for law and order in the land. There is a great number of residents who are becoming increasingly restless about the progress of our own government, at all levels, to provide ‘jobs’. The immediate recent response of governmental agencies. federal, state, and local, is to use allocated monies to build or repair the infrastructural elements of our nation (roads, bridges, airports, high speed rail, harbors, levies, flood control elements, etc.). What happens when all these projects come to a state of essential completion? Well, without the immediate engagement of the private sector, especially multinational corporations, whose business leaders are focused on profits, the economy will slide back to higher unemployment levels. Civil unrest results. It is not enough to have businesses focus on making profits. Using cybernetics, robotics, and automation, it is possible to increase production levels while employing only a fraction of the available work force. The others remain unemployed with reliance on the entitlement or welfare programs of this nation along with its altruistic

nonprofit organizations. This situation does not satisfy the human soul which desires an appropriate level of respect and self-determination coupled with self-esteem. Business and government leaders must focus on the achievement of a new balance of purpose for business. Business today must strive to earn profits as well as provide employment for the residents of this global economy. If the global residents do not have a reliable income earned in the local economy located in a community which enjoys peace and tranquility, then a consumer market which purchases the goods and services manufactured by corporate factories will not be developed and will not exist. What follows is a situation now extant in America where its consumer economy has been severely damaged by the practice of business leaders to locate needed factories where skilled labor is available at least cost. Today, in the aggregate, American corporations, especially the multinationals, have at least $4 trillion in cash reserves which need to become engaged in corrective actions needed to provide work (jobs) for those who want and need them. Our elected officials have provided for jobs in the public sector. They have provided needed bail-out monetary support to prevent the global economy from going into a very severe recession. That was an essential first step. Today, business leaders must earn their keep by beginning to take those reasonable risks which may become profitable, but also which create the jobs in the private sector which the working classes need sooner rather than later. Today with the ability to communicate swiftly using hand held devices, it is possible to organize a demonstration which highlights the current plight of the underemployed and unemployed. The captains of industry must step up and earn their keep by doing their job. The recent happenings in Tunisia and Egypt demonstrate that governments can be toppled and economies disrupted by the masses of residents who have grievances that need to be addressed. Realize that this can happen here. Take note of these recent happenings with global impact.∆

San Jose Independent Police Auditor Recruiting Teen Advisors

AN JOSÉ – The City of San Jose’s Office of the Independent Police Auditor (IPA) is recruiting 15 young people to participate in an IPA Teen Leadership Council or IPATLC. The group is being formed to provide insight to the IPA about youth interactions with the San Jose Police Department and about how to improve their relationship with law enforcement. The youth will receive leadership training and participate in IPA outreach efforts throughout the City this coming summer, 2011. To be considered for the IPA-TLC, an applicant must reside in San Jose and be between the ages of 14 to 18. One IPA-TLC member will be selected from each of the City’s ten City Council Dis-

tricts. In addition, the IPA will select five at-large members. Applications, which are available on-line at www.sanjoseca.gov/IPA, must be filed on or before February 28, 2011 at 5pm. The may be submitted by mail, email, fax or in-person. Further information can be obtained by calling (408) 794-6226. The mission of the IPA is to provide independent oversight of and instill confidence in the citizen complaint process through objective review of police misconduct investigations. Complaints of police misconduct can be filed with the IPA in person or by phone, fax, mail, or email. The IPA reports on patterns and trends to the City Council and makes recommendations for improvements to police policies. Hay más de cuatro millones de Californianos que califican para tener “Estampillas de Alimentos”, sin embargo sólo el 48% lo utiliza y 4.9 billones de dólares no son usados. Hay algo que no está funcionando bien. ¿Por qué si hay pobreza y desempleo las personas no solicitan ayuda?. La Congresista Zoe Lofgren dijo que parte del problema es que el trámite de solicitud es complicado-12 páginas de solicitud- a esto se suma la petición de huellas digitales, siendo una de las razones por las cuales la mayoría de las personas no se acercan a pedir. California es uno de los tres estados que requieren imágenes de huellas digitales como parte del proceso de solicitud. En California todos los miembros adultos del hogar deben ir a la oficina para dejar sus huellas digitales. Esto hace que el proceso de solicitud en California sea un asunto de familia - en otros estados sólo un adulto tiene que ir a la oficina. Esto significa que en California, las personas en necesidad no pueden beneficiarse plenamente de las solicitudes en línea (a través del internet) y centros de servicio por teléfono, mientras que otros estados han utilizado otras estrategias para mejorar el acceso.

Cuando se piden huellas digitales, la comunidad inmigrante no se siente cómoda. A pesar que la organización no lucrativa reitera que no tiene nada que ver con el estado migratorio, la comunidad no quiere ir ya que esto intimida a quienes necesitan comida y no lo hacen para evitar problemas. “En San José muchos inmigrantes califican para solicitar alimentos. Las familias con hijos nacidos en este país si califican para recibir estampillas de alimentos. De todos maneras proveemos ayuda de alimentos – a través de otros programas- sin importar estado migratorio”, dijo Mayra Tapia, Coordinadora para reclutar nuevos solicitantes. Durante su visita al Second Harvest Food Bank, la Congresista Lofgren hizo un recorrido a las instalaciones de esta agencia no lucrativa y espera que el Gobernador Jerry Brown apoye el esfuerzo de simplificar este proceso. inalmente el pasado 1 de febrero se confirmó el nombramiento de Chris Moore como nuevo jefe de la policía de San José. “Necesitamos un departamento más efectivo, ofrezco mi honestidad e integridad para trabajar con todas las organizaciones no lucrativas, organizaciones comunitarios e individuos que busquen un cambio”, dijo Moore durante su primer discurso como jefe del departamento policial. Moore anunció la creación de la Mesa de Asesoría Comunitaria compuesta por organizaciones, individuos que se unan a un gran cambio en la ciudad de San José. A su turno LaDoris Cordell, Directora de la Oficina Auditora Independiente de la Policía, expresó su conformidad por el nombramiento de Moore, también consideró notable el hecho de haber sido invitada a hablar durante su presentación. “Estoy segura que demostrará su liderazgo extraordinario gracias a su capacidad de escuchar y tomar acción y sobre todo por su compromiso de liderar un departamento rodeado de justicia e igualdad”. Cordell exhortó al jefe policial a trabajar con transparencia. “Pido que tenga la valentía de hacer lo que tenga que hacer para prevalecer lo correcto y apropiado en su departamento y en la comunidad”. Moore explicó que no será fácil pero tampoco imposible el reto que tiene que cumplir. De todos modos, el nuevo jefe está dispuesto al cambio. “Hemos seleccionado a una persona que reune las cualidades de iniciar un gran cambio. Gracias a su inteligencia, servicio y conocimiento de esta ciudad consideramos que Moore es la persona ideal para este puesto”, dijo Debra Figone, Administradora de la ciudad. Moore tiene 25 años al servicio policial y le espera una gran tarea, sobre todo cuando el departamento enfrenta problemas financieros. Tendría que despedir a más de 1,200 oficiales. “Me alegra la elección de Moore. Fue el primer jefe que suspendió la incautación de vehículos a los conductores sin licencias. A new start for your finances T

(ARA) here's no doubt the past few years have been difficult economically, but there's no better time than now to finally take control of your finances. Everest College's accounting instructors offer some expert tips on how to get your finances in order for the coming year and beyond. "It's never too early or too late to educate yourself about your finances and to take control of your spending and saving," says Roxanne Phillips, accounting instructor at Everest College in Colorado Springs, Colo. Patricia Underwood, accounting instructor at Everest College in Salt Lake City, which offers accounting degree programs, recommends four ways to help you get started: 1. Assess your finances "Before you can make a plan for the future, the first thing you need to do is understand where you really are," says Underwood. Start by making a list of all sources of income and expenses, including mortgage payments, rent, utilities, car payments and insurance and credit card payments. "You can't make a financial plan until you realize how much of your income is truly discretionary," says Underwood.

If you recently experienced a significant change in your personal or financial life, then you may also benefit from consulting a financial professional. Even if you have to pay some money up front, a professional financial manager can help you identify possible tax breaks, or advise you on possible debt management strategies.

Underwood also advises you to get a copy of your credit report. "By law, you are entitled to one free credit report every 12 months. Getting your credit report at the start of the year can become a new financial tradition and will ensure you don't forget," she says. You should examine your credit report closely for any errors or fraudulent charges. 2. Organize your finances After you've assessed your situation, make a monthly budget with concrete, manageable goals - you don't have to be a certified public accountant to do it. Specifically, design a monthly budget, set aside a certain time each week devoted to managing your finances and automate as many of your payments as possible. Moving to automatic deductions not only makes sure your bills are paid on time, but can also save you time and hassle.

If you are not sure how much you currently spend, then you should keep a "financial log" for one month, in which you record all expenses on discretionary items. 3. Start saving "There is only one rule to saving - spend less than you earn," Underwood says. The key to saving is to create and commit to a reasonable budget that includes manageable savings goals. Once you set savings goals, Underwood suggests you share them with relatives or friends, and schedule regular check-ins. "You want to make yourself accountable for meeting your savings goals," says Underwood. To make the most of your saving, Underwood suggests you see if your employer offers a 401(k) as part of your benefit package, which allows you to deduct savings automatically and actually reduces your taxable income. Underwood also explains that if your employer offers a matching 401(k) option, you want to maximize

your savings to take full benefit of the matched amount. "Matching benefits are essentially free money," she says. 4. Deal with your debt For many, credit card debt can seem overwhelming, but there are a number of steps you can take to feel in control of your payments again. Underwood also urges you to consult debt consolidation companies, which gather debt from various credit cards under one umbrella account, and help you reduce monthly payments. However, the most important piece of advice Underwood offers is to get informed. There are a number of accounting programs and informational websites available to get you started. "The more you know about your finances and your options, the better consumer and investor you will be," says Underwood.

One of the most important medical professionals you will likely never see (ARA) tart naming all the medical professionals you may run into at a hospital cafeteria: physicians, nurses, pharmacists and maybe a respiratory therapist or a laboratory technician. How about a radiation technician or a surgical technician? Continuing with your list, you may come up with a few more professionals, including a surgical resident, obstetrician, trauma surgeon, scrub nurse and a few interns. Right about now you're probably running out of answers. This is a typical response from the casual observer. There is one medical professional that people outside of the hospital family seldom see. However, inside the hospital this professional is known as one of the most important links in a health care team: the biomedical equipment technician or BMET for short. So, what exactly is a BMET? "A biomedical equipment technician is a key hospital support professional who ensures that medical equipment functions properly," says Scott Percy, program director

and department chair of the Biomedical Equipment Technology Department at Brown Mackie College - Tucson. The job entails routine maintenance, calibration and repair of the equipment. "This equipment, utilized by all hospital departments in treating and monitoring patients, must operate correctly every single hour and day of the year," Percy continues. "No days off. It is a mega-job and a mentally demanding job that must be performed at 100 percent all the time. No excuses. And it can be one of the most rewarding careers you can imagine." If you have ever visited an emergency room or had surgery, you have seen a portion of all the monitors and machines - both beeping and silent - for which the BMET is responsible. A typical BMET enrolls in a two-year college program to earn an Associate of Applied Science degree in Biomedical Equipment Technology. In the course of study, the student gains comprehensive knowledge of electronic theory and application, computer systems and applications

and anatomy and physiology. Even greater focus is placed on medical instrumentation function and patient application. The U.S. Department of Labor reports that employment opportunities for this position are expected to grow faster than average from now until 2018. Reasons cited for exceptional growth include a rising demand for health care services and increasing complexity of medical technology. "The typical student studying to become a BMET is atypical," says Percy. "The student could be prior military assigned to aircraft maintenance or a recent high school graduate. The student could be an automotive technician or a mom with grown kids. Whether the student is 25 or 55, it makes no difference. If you are focused, willing to learn, have a professional attitude and a sense of empathy for the patients, you can be a success." "The common thread running through all successful BMETs is threefold. First, a heightened sense of customer service. Second, concern for the ultimate customer - the pa-

Sure. The success rate can never be less than 100 percent - ever. BMETs encounter real life and death situations and the outcomes cannot be reversed," Percy explains. "Will there be times when you wish you had four arms and could run the 100-yard dash in 9.8 seconds? You bet. But then, anything worthwhile is seldom a slam dunk. Working as a BMET can be the most rewarding career choice you can make. I know. I made that choice 33 years ago, and I never looked back. Now I am responsible for training the next generation of BMETs, and I wouldn't have it any other way."

Teens Ignore Parents in Facebook

N

ew York, NY - According to Kaplan Test Prep’s latest survey* on social networking trends and practices among today’s teens, 35% of teens whose parents are on Facebook report that they are actually not online friends with them. Of that group, 38% say the reason they are not friends is because they’ve ignored mom or dad’s friend request. But even as some teens ignore their parents’ friend requests, 82% say that mom and dad are either “very involved” (44%) or “somewhat involved” (38%) in their academic lives. “Although for generations high school students have come to accept and even embrace their parents’ involvement in their academic work and the college admissions process, Face-

book continues to be the new frontier in the ever evolving relationship between parent and child,” said Kristen Campbell, executive director, college prep programs, Kaplan Test Prep. “When a teen ignores a parent’s friend request, it doesn’t necessarily mean that they are hiding something, but it could mean that this is one particular part of their life where they want to exert their independence. Alternatively, some parents and their children may actually mutually decide to keep their Facebook lives private from one another.” Other key Kaplan Test Prep survey results: 16% of teens who are friends with their parents on Facebook report that being friends with them was a precondition for being allowed to create

their own profile. 38% say that if their parents were able to see their progress in their SAT or ACT prep classes – just like they track their progress in school – that they would have put more effort in. A separate May 2010 Kaplan Test Prep survey of 973 high school students reported that of teens who said their parents were on Facebook, a much higher percentage (56%) provided their parents with full profile access – status updates, party photos and all – than with no access at all (34%). Only 9% of teens gave their parents limited access. The survey was conducted by email of 2,313 Kaplan Test Prep students who took the SAT and/or ACT between June 2010 and December 2010.

San Jose Unified School District recognized for Seal of Biliteracy

an Jose, CA. Recently, the San Jose Unified School District Board of Education was presented with a plaque from the California Department of Education recognizing San Jose Unified School District for implementing the Seal of Biliteracy. This is a statewide program that honors students who have attained proficiency in English and one or more other languages by high school graduation

Last year, San Jose Unified School District had seventy-seven biliterate graduates in Spanish and English. These graduates received a “Special Recognition” certificate from the San Jose Unified Board of Education congratulating them on their outstanding achievement. With four elementary Two-Way Bilingual Immersion programs (Bachrodt, Gardner, Trace and Willow Glen Elementary), a K-8 program at River Glen, and an

immersion strand at Hoover Middle School, SJSUD expects a continued increase in the number of students achieving this recognition. illones de estudiantes de preparatoria y sus padres están en la encrucijada de seleccionar una universidad que represente todo aquello que siempre han soñado. No es una decisión fácil, y se deben considerar factores esenciales. Ángel Pérez es el primer invitado del año a mi columna para compartirles algunos consejos. Es director de admisiones a cargo de las matriculaciones en la Universidad Pitzer del sur de California. María: ¿Cuáles son los factores más importantes que se deberían considerar para encontrar la universidad ideal? Ángel: Siempre digo que hay que enfocarse en tres áreas: social, académica y financiera. En el aspecto social, se deben buscar recursos, actividades que tengan eco y personas que conecten con el estudiante. Los estudiantes deben preguntarse: "¿Me ayuda la misión de la escuela a ver qué tipo de persona quiero ser?" La mejor forma de hacerlo es visitando la universidad. Hablen con otros estudiantes; a la mayoría les encanta hablar con posibles estudiantes. María: Hábleme de la parte académica. Ángel: La mayoría de los estudiantes piensan que saben lo que quieren estudiar cuando llegan a la universidad, pero aproximadamente el 50 por ciento de ellos cambia de parecer. Recomiendo a los estudiantes que consideren una escuela que sea exigente y ofrezca una amplia selección de títulos universitarios. Algunos chicos eligen estudios de pre-medicina porque les inspiró un programa de televisión, y cuando toman química orgánica no les gusta. El estudiante tiene que sentir que pertenece, pero también tiene que apartarse de aquello a lo que está acostumbrado para poder crecer de maneras nuevas. Investiguen si hay programas de vuelos para estudiantes minoritarios si no pueden costear la visita a escuelas fuera de su área; estos programas cubren los gastos. María: ¿Cómo saben los estudiantes si lo mejor para ellos es asistir a una escuela lejana?

Ángel: Los estudiantes tienen que encontrar el equilibrio adecuado entre estar lo suficientemente apartados, pero también lo suficientemente cerca, de familiares y amigos. Hay que preguntarse a uno mismo: "¿Qué cantidad de espacio necesito para crecer como persona y enfocarme en mis estudios?" En casa, a veces, hay demasiadas cosas que distraen y demasiadas exigencias de la familia que dificultan bastante centrarse en la escuela. María: Hasta hoy, lamento que mis padres no me permitieran solicitar a escuelas fuera de mi estado. No hay duda que la mayoría de los padres latinos tienen sus reservas que su hijo o hija de 17 años sepa lo que quiere y necesita en la vida. Sin embargo, los chicos ya saben qué entorno necesitan para que les vaya bien académicamente. Los padres deben recordar que los adultos jóvenes necesitan hacerse dueños de esta fase de sus vidas. Si los padres lo han hecho bien, esos valores positivos que aprenden los chicos en casa les seguirán a donde quiera que vayan. De acuerdo a Ángel, los estudiantes también deben comparar recursos, como empleos y pasantías donde viven y en la zona a donde estén interesados en irse. Eso quizás les ayude a tomar la decisión. Un diálogo de esperanza para los detenidos Por Rosario Vital El Observador

esolación, tristeza e injusticia viven personas sin historial criminal que son encarceladas y que viven toda una odisea durante su proceso de deportación. La detención de los inmigrantes ha crecido considerablemente en los Estados Unidos. Un promedio de 33,000 inmigrantes están en centros de detención en todo el país. Cerca de 400,000 personas fueron detenidas en el 2010. Los inmigrantes-incluidos los residentes legales permanentes son detenidos por una variedad de razones, pero casi la mitad de todos los inmigrantes detenidos no tienen antecedentes penales. Este es el caso de Emma, (por razones de seguridad EO se reserva el nombre real) quien en enero del año pasado fue detenida por un policía de la ciudad de Campbell. El policía la

detuvo por llevar vidrios oscuros en su vehículo. El oficial al notar que Emma no tenía licencia y tenía una orden de deportación, la trasladó al centro de reclusión de Santa Clara, luego pasó a la cárcel de mujeres en Milpitas. Luego de permanecer 7 días entre reclusas encarceladas por drogas, otras por homicidios y otras por ser miembro de alguna pandilla, Emma fue trasladada a Sacramento. En la prisión de Yuba permaneció dos meses, luego fue llevada a San Francisco, hasta que finalmente después de tres meses fue deportada a El Salvador. “Fueron momentos muy difíciles en mi vida. Jamás había cometido algún crimen, mi único delito fue no tener documentos. Viví momentos de soledad y sin comunicación porque no tienes idea de lo que te va a pasar a la hora siguiente”, dijo la joven de 21 años.

Ante miles de situaciones similares como las de Emma el programa Detention Dialogues de la Escuela de Leyes de la Universidad de Santa Clara (Diálogos con Detenidos) trata de llenar un vacío que enfrentan los inmigrantes que no tienen familiares en este país y permanecen por tiempos indeterminados bajo prisión. "El promedio de días de encarcelamiento de un inmigrante es de 30 días. La duración de la detención sin embargo varía considerablemente. Hay retiros voluntarios y aquellos que persiguen salir pronto. Tanto como el 25 % de la población detenida es liberada en un día, 38 % en una semana, el 71% sale en menos de un mes, y el 95 % salen en cuatro meses. Menos del uno por ciento de todos los apresados, unos 2,100 extranjeros, son detenidos por un año o más", dijo Cristina Fialho Co-fundadora de Dialogue Detention. La situación se complica

Algunos co rren la suerte de ser deportados o salir de presión en corto tiempo. Otros llevan hasta dos años a la espera de apelar su caso. Muchos de ellos son llevados a los estados de Arizona, Texas y otras a la cárcel de San Diego o Lousiana y los familiares no tienen idea que pasa con ellos. Me ha tocado representar y he pedido se lleven las cortes en California pero la inmigración no acepta”, dijo Lynette Parker, Abogada de Inmigración quien apoya el proyecto de “Detention Dialogue” de la Escuela de Leyes de la Universidad de Santa Clara. Hace falta compañía "Los individuos detenidos están aislados y les hace falta estar conectados con el mundo exterior ", dijo Fialho. El programa busca voluntarios a que se unan para ayudarlos y hacerles saber a estas personas que no están olvidadas. Muchos de ellos no tienen familias otros no pueden comunicarse con los suyos. No se tiene que ser un abogado, ni tampoco un doctor o un trabajador social. Simplemente se busca un ciudadano común y corriente con más 18

años de edad. Es importante haber sido autorizado por el centro de detención y haber tomado un entrenamiento de 90 minutos. Es un compromiso de un año y serán movilizados hasta el centro de reclusión. Fialho explicó que el sistema de detenciones de inmigración vive una profunda crisis. “La crisis se ha expandido dramáticamente y el gobierno federal ha utilizado a las detenciones como una herramienta para el control de la inmigración”, expresó Fialho. Aunque la Oficina de Aduanas e Inmigración (ICE) posee y opera sus propios centros de detención, también "compra" espacio de camas en más de 300 cárceles del condado y ciudad para mantener a la mayoría de sus detenidos. A pesar que infringir una ley de inmigración es una violación civil, los inmigrantes detenidos en estas cárceles locales se mezclan con la población penal local. Tal como sucedió en el caso de Emma quien fue detenida por no tener licencia y estuvo conviviendo con reclusas que habían cometido crímenes mayores. Gracias a una solicitud

hecha por Detention Dialogues en diciembre de 2010, el condado de Santa Clara paró la detención de inmigrantes por el ICE . “Al mismo tiempo la oficina del ICE dejó de enviar detenidos por asuntos de inmigración al Condado de Santa Clara. Por su parte el Condado de Contra Costa empezó a reclutar inmigrantes en el local de Richmond. Este lugar tiene una supervisión directa y cuenta con un programa educativo. Este es un lugar ideal para iniciar visitas”, nos explicó la cofundadora de “Detention Dialogues”. Allergies Lower Risk of Low- and High-grade Glioma

P

HILADELPHIA — The more allergies one has, the lower the risk of developing low- and high-grade glioma, according to data published in Cancer Epidemiology, Biomarkers & Prevention, a journal of the American Association for Cancer Research. Researchers from the University of Illinois at Chicago used self-reported data on medically diagnosed allergies and antihistamine use for 419 patents with

glioma and 612 cancer-free patients from Duke University and NorthShore University HealthSystem. Controls had no history of brain tumors or any cancers, and did not have a history of neurodegenerative disease. “Other studies have found a correlation between allergies and glioma risk,” said Bridget McCarthy, Ph.D., a research associate professor of epidemiology at the University of Illinois at Chicago School of Public Health. “In this study we con-

firmed that allergies are protective and found that the more allergies one has, the more protected he or she is.” Participants completed a web-based or telephone survey and were asked if they were medically diagnosed with allergies or asthma at least two years prior to the survey, and if so, the age of diagnosis. In addition, they were asked to indicate the number of individual allergies within each of the following groupings: seasonal, pet, medication, food and other. Included in the survey were details on regular medication usage two years or more prior to the survey, and information on specific medication brands, frequency and duration of usage. Allergies appeared to be protective and provided a reduced risk for those with who have a higher number and more types of allergies, according to the study results. Age of allergy diagnosis and years since diagnosis were not associated with glioma risk. In addition, antihistamine use, including diphenhydramine hydrochloride (a possible neurocarcinogen), did not appear to affect glioma risk separately from the effects of allergies. “Our study confirms that there is a relationship between the immune system of allergy sufferers and glioma risk,” said McCarthy. “A comprehensive study of allergies and antihistamine use with standardized questions and biological markers is essential to further delineate the biological mechanism that may be involved in brain tumor development.”

California’s Teen Births Continue Decline

acramento – Continuing a trend in California of nearly two decades, births to teenage mothers dropped again in 2009, reaching a record low, Dr. Mark Horton, director of the California Department of Public Health (CDPH) announced today. There were 47,811 births to teens ages 15-19 in 2009, a reduction from the 51,704 births the previous year. “Early teenage childbearing has been recognized to have negative consequences for adolescent mothers, their children, and society as a whole,” said Horton. “For all these reasons, achieving a record low teen birth rate in California is an important accomplishment.” California’s teen birth rate declined from 35.2 births for every 1,000 teens in 2008 to 32.1 in 2009. In contrast, when teen births reached its peak in California in 1991, the teen birth rate was 70.9, more than twice as high as the rate in 2009. While Hispanic teens continued to have the highest birth rate in 2009, they demonstrated the largest absolute reduction when compared to other major race or ethnic groups. The Hispanic teen birth rate dropped from 61.9 in 2007 to 50.8 in 2009, a striking decrease of 11.1 teen births per 1,000.

Yet, a simple routine cleaning costs much less than a root canal. Insured or not, these tips will help you with the preventive care that could save you big in the long run: * If you have insurance, use it. Don't view the dentist as an inconvenience. * Uninsured? Don't worry. People without insurance can seek out dental clinics or training

schools associated with universities. Training schools often search for patients to help develop students' skills. Volunteering for a practice cleaning session may only cost a small fee -- or it may be free. * Watch what you eat. Sticky, sugary foods adhere to teeth, providing food for the destructive bacteria that cause dental diseases. Try to avoid candy and sodas, and limit snacking, so you're not constantly bathing your teeth in sugar. Drink water after eating to flush food from your mouth. * Clean your teeth regularly. Yes, you've heard it before -- brush twice daily and floss at least once daily. You may also want to try oral care probiotics, or "beneficial" bacteria, such as EvoraPlus (www.myevoraplus.com). The probiotics compete with harmful bacteria for both nutrients and space, making it difficult for bad bacteria to survive. * Replace your toothbrush if the bristles become frayed. According to the Mayo Clinic, you should purchase a new toothbrush or a replacement head for your electric toothbrush every three to four months.

African-American teens had the second highest birth rate at 40.5 in 2007. The rate for African-American teens dropped to 37.0 in 2009, representing a decrease of 3.5 births per 1,000. The teen birth rate for Asian/Pacific Islander teens fell from 10.9 in 2007 to 8.5 in 2009, while the rate for White teens declined from 13.6 in 2007 to 11.9 in 2009. Despite California’s improvements in reducing births to teens, the state’s teen birth rate remains higher than the rate in many developed nations. The State of California continues to implement a number of programs aimed at preventing teen pregnancy. CDPH funds a variety of teen pregnancy prevention programs that include the Adolescent Family Life Program, Community Challenge Grant Program, the Information and Education Program and the Family PACT (Planning, Access, Care and Treatment) Program. The California Department of Social Services through the CalWORKs program supports the Cal-Learn Program, and, the California Department of Education funds the California School Age Families Education (CalSAFE) Program.

er friends call her “The Little Show Girl.” Gabriela Sepulveda is 11 years old and lives in San Jose. She started singing in front of the public at the age of eight for the talent show at Silver Oak Elementary School. She is a talented singer in both English and Spanish. Diana Sepulveda, Gabriela’s mother, remembers when she was four-years-old and she would take the microphone away from her dad to start singing. Sepulveda’s parents were once musicians. She has inherited the timing of rhythm by her father and the singing vocals of her mother. Her mother is also her manager, and her family records and documents the films, photos, and sound of her events. Sepulveda searches for anything in the area that involves singing. The teachers at Sepulveda’s elementary school will provide her homework in advance. During each trip to school she will sing about 10 minutes. “School first, recognition in her future will always be there and the music will follow her. She has a lot of talent,” says her mother Diana. Sepulveda practices

her music during weekends. She is dedicated to her studies and wishes to become a future Veterinarian. Gilroy Gardens had an event called, “Juegemos Al Cantar,” where Gabriela made her second public appearance. At this performance she won third place. Television shows present at this event invited Gabriela to their programs. She has made appearances on Noches de Cine, Estrella TV, and Al Despertar. Her dream was to perform on Sabado Gigante. She achieved her goal and put all of her vocal strength on stage. Her most recent performance was at the Adelita musical play. Linda Ronstadt met with Sepulveda backstage and reportedly admires her talent. Her first album, Mis Primeras Canciones, has some of her favorite songs such as, “Las Margaritas,” “Los Laureles,” “Como La Flor,” and “Viva Mexico.” She has also recorded a debut with Brian Ibarra, who was the winner of the television show Tengo Talento. L

a música es el lenguaje de las almas, por tal motivo ha sido considerada como terapia motivacional. Sus ritmos inspiran gozo, humor y fantasía. Es recomendable escuchar canciones y melodías con mensajes positivos que contagien entusiasmo. Los ritmos tropicales resultan óptimos para levantar el ánimo y avivar el espíritu. La música armoniza el ambiente, alimenta de energía a los sortilegios y aleja las malas vibraciones; es además propicia para la concentración, la reflexión, la filosofía, el ejercicio físico y mental, las prácticas mágicas, la relajación y el amor. Ha sido parte de la humanidad desde las primeras eras cuando los huesos de animales prehistóricos

eran convertidos en instrumentos musicales por el hombre primitivo; es preciso mencionar que existen tonadas y baladas que son reconocidas como “mal programadoras” porque al escucharlas, sin darnos cuenta nos ponemos malhumorados, tristes o nostálgicos. Son fáciles de reconocer porque el mensaje que nos dejan es derrotista, demasiado dramático y en ocasiones “fatal”. Al escucharlas debemos ignorar su mensaje y decretar situaciones más positivas y propicias.

Escuchar buena música es recomendable para invocar amparo espiritual, armonía etérea, dinamismo y felicidad. En años recientes se descubrió en los laboratorios que en aquellos lugares en donde se escucha con frecuencia música suave con mensaje efectivo, los niños desarrollan su intelecto rápidamente y las plantaciones crecen con mayor robustez. La música es considerada como un derroche de emociones que inicia su recorrido en el inconsciente colectivo de todos los seres humanos. Diversos ritmos y sus beneficios Para atraer paz se recomienda la música clásica. Para liberarse de un mal recuerdo es apropiada la música francesa. Contágiese de alegría escuchando ballenato, banda, bachata, cumbia, salsa o merengue. Para inspirar el amor se debe escuchar música romántica en inglés o portugués. Si desea cargarse de buenas ideas, goce del rock en español. Cuando necesite alejar la negatividad de su hogar o quizá precise liberarse de sentimientos depresivos, entonces disfrute de la música sacra, los cánticos angelicales, cantos gregorianos o ritmos dedicados a los Orishas. Para atraer prosperidad penetre con todos sus sentidos en la música alternativa. Si necesita despojarse de una mala energía y al mismo tiempo quiere llamar a la buena suerte, entonces esc u c h e s a m b a , p u n t a , cajón, guaracha, palo de mayo, plena, soca, calipso, reggae, mambo o cualquier ritmo afrolatino.

Para tener sueños reveladores escuche música andina o melodías del medio oriente. Si desea tener recuerdos de vidas anteriores deléitese con el flamenco, el tango y los ritmos provenientes del norte de África. Para incrementar la pasión y la potencia sexual se recomienda la música en alemán, servio, ruso, o algún idioma que le sea poco

Baja de Tricolor por lesión de Cacho

éxico, (Notimex).- El líder de goleo del Torneo Clausura 2011 del futbol mexicano, Juan Carlos Cacho, causó baja en la Selección Mexicana al sufrir en el entrenamiento vespertino una lesión muscular. El cuerpo médico del Tricolor explicó que el delantero de Pumas de la UNAM resultó con una lesión en el gemelo interno de la pierna izquierda. Cacho continuará en observación en los próximo dos días para descartar un desgarre en el gemelo interno de la pierna izquierda y al estar imposibilitado de entrenar ya fue dado de baja del Tricolor.

adrid, (Notimex).- El francés Karim Benzema, delantero de Real Madrid, advirtió que pese a que el líder del torneo les lleva siete puntos, su equipo nunca se rinde, por lo que la Liga aún no está perdida.
