Regarding light shelves, The Lawrence Berkeley National Laboratory states that light shelves extend the daylight zone up to 2.5 times the window head height. In order for light shelves to be effective, their surfaces must be highly reective and the windows must extend high enough on a wall that the bottom of the light shelf is above human head height. Additionally, it may make sense to use different glazing above and below the light shelves (daylight glazing versus view glazing, as discussed above). Higher-transmittance clear glazing would be better above and lower-transmittance tinted glazing below.
