More buyers boost property market The average home purchase price in South Africa increased by 5,6% in the 12 months to endJanuary to R930 000, according to the latest statistics from BetterBond Home Loans. These figures also show that the average home loan granted during this period covered only 83% of the purchase price – meaning that most homebuyers still had to come up with a large sum of cash in order to complete their transactions. “Fortunately, however, things have generally been much easier for first-time buyers,” says BetterBond CEO Shaun Rademeyer. “While the average first-time home price also increased in the past 12 months, to R651 000, the banks were in most cases prepared to finance about 91,5% of that. “This meant that the average first-time buyer only had to save a deposit of around R55 000 – and that helped BetterBond to maintain an average bond approval ratio of 73% in the 12 months to end-January.” In addition, the group’s statistics show, the lower deposit requirements also helped to ensure that about 41% of the 37 000 home loans formally granted through BetterBond in the past year went to first-time buyers – even though they only accounted for 28,5% of the total value of all the properties purchased with these loans. “First-time buyers are generally young people with less ability to cope financially with rising interest rates and living costs, and they tend to give up on home purchases much more easily than repeat buyers. So the fact that so many of them stayed in the market during 2014 indicates the strength of demand in this sector – and bodes well for the future of the market as a whole as they outgrow their first homes and start to upgrade.” “In short, there are currently more prospective buyers in the market, a greater percentage of whom are likely to be able to qualify for home loans.”

Stock shortage in popular Gordon’s Bay Gordon’s Bay residential properties in the R600 000 to R800 000 price range have been few and far between since October last year. So says Jan de Villiers, principal of Re/Max of Southern Africa, who adds that families still comprise the bulk of the buyers’ pool in this Western Cape coastal town. “We’re really short of stock in this price range right now. There’s been a definite uptick in the level of interest and amount of sales since October. Prices haven’t risen significantly since then, but the sales volumes have definitely increased.” He says an increasing number of people are looking at properties above R2 million. “We’ve had a number of sales for R1,5 million and R1,6 million and buyers are regaining their confidence in the property market, the economy and property as an asset class.” During November and December alone, Pam Golding Properties’ (PGP) agents concluded R12,5 million in sales in the town, including two upmarket mountainside and waterfront homes, priced at R3 million and R3,5 million respectively. PGP’s area manager, Linda Killick, says the company now has over 50 exclusive mandates on its books in Gordon’s Bay, ranging from apartments priced at just R365 k to luxury topend homes around the R16 million mark. “We also have a number of homes ideal for family buyers, priced from around R1,5 million and upwards,” says Killick. “This means that families can acquire decent-sized homes and gardens at a very competitive price, and raise their children in a secure and serene environment, close to the sea, with a friendly small-town atmosphere and ample schooling and sports facilities close by.

“The famed Bikini Beach offers safe swimming in warm waters, and has enjoyed Blue Flag status for three consecutive years now. Wellington, a buyers’ destination Many people in the major cities in South Africa have a yearning for a quieter, more rural lifestyle, one in which the influences of modern city life are less apparent. This is according to Tertius Joubert, the Rawson Property Group’s franchisee for Wellington, who says this yearning tends to grow in strength when couples are bringing up children. In the Cape, people inclined to feel this way tend to look first to Stellenbosch, Paarl, Somerset West and Wellington for alternative homes. All of these have good schools and are attractive to those looking to relocate, but it soon becomes obvious to them that the prices of Wellington homes are significantly lower than those of the

other three towns mentioned. “The Winelands’ open air rural lifestyle which certain people are seeking, is much the same in all these towns, but the price difference is substantial.” In general, homes in Wellington will be 30% to 40% less expensive, he says. Joubert says it is this indisputable fact, which has led to a sharp rise of home sales in Wellington over the last two years, especially in the lower price brackets of R800 000 to R1,6 million. “We are still seeing limited interest in the higher price bracket – that is those homes priced from R2 million to R6 million –, even though Wellington has a fair share of such homes.” Below R1,6 million, however, Joubert says stock shortages are now making themselves

felt, as are price rises which are now in the region of 10% to 12% per annum. He says any correctly priced home in the more affordable brackets mentioned will probably be sold in four to six weeks. Currently, Wellington’s sectional title apartments in particular are offering good value. He says 70% of these are rented out to the 3 000 students attending the teacher training college as well as the information technology and the agricultural sciences colleges. Most of these students are to be found in such upmarket developments as the Piano Factory and River Sands. In general, such units will sell for R400 000 to R600 000. According to Joubert, new housing developments in Wellington, such as Bains Vallei, are also offering exceptionally good value. It will have 32 freestanding homes, a few of which will be double storey, and all homes will conform to the Cape Vernacular style, with attractive white plaster and grey, pitched roofs. They are sold at plot and plan prices of R890 000 to R1,4 million. The other new developments are Bergendal and the Ranzadale. Here, again, prices are low in comparison to those of sectional title projects nearer to Cape Town. Those looking for buy-to-let opportunities in the Boland town should see what Wellington canprovide.Thesectionaltitleunitsinthisarea

Paarl sales on the increase in all price brackets There is further evidence that Paarl residential property prices are rising steadily and that while demand is increasing in the lower price brackets, there has also been a marked shift upwards in the higher price brackets, says Lizette Joubert, the Rawson Property Group’s franchisee for Paarl. Joubert, who has now been the Rawson Property Group’s Paarl franchisee for 10 years and who has been selected to receive the group’s Chairman’s Award in the past, is now employing an impressive 12 agents. In 2012, she said, 38% of her team’s sales were under R1 million, 50% in the R1 million to R2 million bracket and 10% above R2 million. In 2014, 54% of her sales were under R1 million, 34% in the R1 million to R2 million bracket and 12% above R2 million. On the whole, however, these buyers understand the market far better than they did before.” “With buyers now showing a greater interest in Paarl property, the challenge facing all agents in the area in 2015 will be to find stock and when we do obtain stock, if it is accurately priced, we invariably sell it within five to six weeks. We have seen correctly priced properties sold within a week of being listed,” said Joubert. Asked to what she attributes the on-going success of her franchise, Joubert said that she had tried from the outset to inculcate the idea that loyalty to the client is as important as loyalty to the employer. “We see ourselves as long term operators and we know therefore that one displeased client can influence a great many others. We always strive to keep all clients satisfied with the service they are receiving.”

19 Who benefits from restriction on foreign ownership?

According to Lightstone data, only about 3% of all property in South Africa is foreign owned land, at best, 2% of all annual purchases are done by foreigners*. The reason for wanting to restrict ownership and who this is meant to benefit is then rather difficult to gauge, says Seeff chairman, Samuel Seeff. It seems to just be that time of year again when the land debate regrettably turns to foreign property ownership and, rather than advance a solution to the land issue, it sends the wrong message to investors and puts undue pressure on the property market. Certainly insofar as privately held residential property is concerned, the wish to restrict foreigners seems to be more about politics than land redress, says Seeff. It is not foreign visitors, but mostly those who reside here on a permanent basis that constitute the bulk of property buying, he adds. Consider also that as many foreigners sell their property each year, thus resulting in a negligible net effect, possibly even taking foreign buying into negative territory in real terms. “Foreigners” (i.e. foreigners resident here and off-shore holiday home buyers) for example bought about 456 out of a total of 10 321 properties that sold across the entire Cape metro last year. This is of course where the bulk of the actual non-resident buying takes place. Even across the richest and most expensive residential real estate strip favoured by foreigners, the Atlantic Seaboard and City Bowl, only just over 10% of all sales last year were to foreigners, says Seeff. If you extrapolate this nationally, the picture remains similar. According to recent Lightstone data, only about 700 out of almost 24 000 monthly sales are to foreign-

ers. While some R9,7bn in real estate sold to foreigners, about R11,3bn in foreignowned property sold, thus leaving a negative net effect of R1,6bn. The myth that foreigners buy the most expensive property and pay exorbitant prices needs to be dispelled conclusively, says Seeff. While the weak currency has made our real estate attractive, foreigners, like every buyer out there, wants to pay the lowest possible price. In fact, it is South Africans who understand the nuances and characteristics of the South African property market that are paying the highest prices. The two highest prices ever paid for residential property were both South African bought, he says. A Capetonian paid R190 million for a Clifton apartment in 2013, while a Pretoria businessman paid R113 million for a penthouse at the One & Only at the V&A Waterfront. Of the 51 most expensive properties sold last year, only eight were sold to foreigners, mostly from the United Kingdom. The four highest prices were paid by South Africans – R70 million for vacant land and R55,86 million for a villa in Clifton, R64,9 million for a villa in Fresnaye and R69 million for an estate in Bishopscourt. Most of the foreign buyers are so-called UK and northern European swallows who

They bring pound sterling and euros, shopping, eating out and visiting tourist attractions, all of which are vital job creators. Making foreign buyers feel unwelcome is likely to have a knock-on effect on tourism, especially in the Cape where it is a vital driver of the local economy. In any event, what constitutes a foreign buyer, he asks. Is it a permanent resident, someone who visits for up to six months or someone who just comes for a short stay? What about those from the rest of the SADC-region and African countries like Nigeria, who have growing business interests in Johannesburg and are looking to buy homes in Sandton. Do we want to discourage this? If foreigners are made to feel unwelcome, they, along with their friends and family are likely to start looking elsewhere for their annual holidays and winter escapes. Tourism is vital for the economy and the biggest multiplier of jobs, adds Seeff. Most foreigners pay cash for their property and can in any event only borrow up to 50%. That is direct foreign investment. Then there is the residual income that government receives in the form of rates

and taxes and basic utilities as well as jobs created for domestic and external service providers such as property, pool and garden maintenance. Foreigners also bring progress. The regeneration of the old run down Cape wine farms and Cape Town’s inner city development being two prime examples, but, says Seeff, also of leisure facilities and tourist attractions. All of this, Seeff says, brings money into the economy and creates jobs. Finally, is this correct constitutionally? Can you be prevented from selling your own land/property to a buyer of your choice? Will restriction not just encourage deviant behaviour and circumvention? Given that foreigners own a paltry 3% of property at best, the move to restrict ownership is not about retaining prime property for South Africans, these are already owned by South Africans as alluded to above nor is going to assist in the land redress, says Seeff. We would rather encourage government to engage with industry experts before making statements that do little else other than to upset the market and create uncertainty. Especially considering that we are talking about a paltry 3% of property at best, he adds. If government feels strongly then yes, restrict the sale of government owned land rather than interfere with the free market principles of wiling buyer and willing seller. While countries such as Australia restrict foreign ownership, many others such as the UK, where about 15% of property is foreign owned, is open. Given the economic benefits of external investment, there seems to be no reason not to take the path of the latter. The converse is likely to impact negatively on the market and harm the economy.

PHOTO: MOTORPRESS MOTORPRESS All eyes will be on South Africa this year when a British team attempts to break the current 1 227 km/h world land speed record in their brand new Bloodhound supersonic car, which is a cross between a racing car and a plane. This time the feat will be held on Hakskeen Pan in the Northern Cape and the UK record holder, Andy Green, will again partner with team leader Richard Noble and Castrol – the same team from 18 years ago when he set the current record in the Nevada Desert in 1997. In October Andy Green plans to squeeze behind the wheel of the specially created Bloodhound SCC, which is powered by an incredible 135 000 hp. This is more than six times the total power output of the entire field of starters in Formula 1. The team aims to hit the almost unbelievable speed of 1 609 km/h (1 000 miles per hour) and their achievement will be beamed out worldwide. To achieve the immense power output and the target speed, the project team led by Noble, is placing its trust in a jet engine, rocket propul-

sion and the high-performance lubricants from Castrol. Castrol 5000/BP Turbo oil 2380 will be used for the jet engine, Castrol Hyspin AWHM46 for the hydraulics, Castrol React SRF for the brakes system, Castrol Alphasyn T32 as wheel bearing oil and Castrol Inertox Medium 150 as HTP Rocket fuel coupling grease. Castrol EDGE will be used in its engine. Noble says Castrol is a perfect partner. “We’ve got to get the highest power to weight ratio as we possibly can. And we’ve got to get the car as light as we can and yet maintain its strength. Our ongoing relationship with Castrol in making this happen is great.” Rob Bowen, Castrol Technology Manager for Africa says Castrol has already been part of 21 previous records. “It’s remarkable to look back at how motor cars, fuels and lubricants have evolved. The current world speed record is almost 1000km/ h faster than the first one set in a Sunbeam in 1922. Castrol has been selected as the best partner for each of the feats. We are again going to be responsible for all the lubricants used. In this latest project we will be showcasing our newtechnologytitaniumproducts,whichwere only released last year.

Nissan celebrates market leadership with NP200 Stealth Special Edition MOTORPRESS Nissan is kicking off 2015 in style with the ‘Nissan NP200 Stealth’ – an ultra-cool special edition that combines the famous practicality of the bakkie with head-turning looks. Despite its name, customers are sure to get noticed in the ‘Stealth’ thanks to its wealth of themed design features and approved factory-fitted accessories – all for a hard to beat retail price of R169 000 (inc. VAT). The leisure-focused 1.6 petrol special edition, which is produced locally in Nissan’s Rosslyn plant, taps into South Africans’ love of their ‘go-anywhere’ work and leisure bakkies. The NP200 took on all-comers when it entered the market in 2008 with a segment-leading payload of 800 kg with one diesel and two petrol engines. It soon became one of South Africa’s favourite sub onetonne pickups. The Stealth will leave rivals in its shadow thanks to a winning combination of generous accessories – all fitted at the factory – and styling cues. the road, Nissan has added daytime running lights to the front air dam. The accessories are not limited to the exterior. Inside the spacious cabin, Nissan has added an Alpine radio with Bluetooth and USB connectivity. The seats are uphol-

stered in special eco leather with titanium-coloured contrasting stitching and Stealth-embroidered logos. The logo is also repeated in the Stealth carpet set. To round off the full house treatment, Nissan has fitted the NP200 Stealth with remote central locking. “Last year’s NP200 Loaded Special Edition was a big success, but for 2015 we challenged our design and engineering team to push the boundaries. The result is the NP200 Stealth, a pickup that we believe will be even more successful, especially because it represents significant value and the quality of factory fitment,” says Konstantin von Vieregge, general manager for marketing and planning at Nissan South Africa. The R169 000 price tag includes Nissan’s 6 year/150 000 km warranty and is available across Nissan South Africa’s 120-strong national dealer network. The NP200 recently celebrated its most successful year since its introduction after the National Association of Automobile Manufacturers (Naamsa) reported total NP200 sales of 17 412 units in 2014, reaffirming its position as South Africa’s undisputed sub one-tonne favourite. “The NP200 lives comfortably in both the workhorse commercial market and the leisure market, proving that for work or play South Africans love their NP200s,” concludes Von Vieregge.

In mid-May, the quiet road leading up to the Simola Golf and Country Estate in Knysna, Western Cape, will transform into a motorsport spectacle. The sound of four, six, eight cylinders and more will echo

across the hills, while more than 10 000 spectators line the course to witness a variety of high-speed machines strut their stuff. The fun kicks off on 14 May, which sees the inaugural running of Supercar Thursday – an event where up to 50 supercar owners can take their high-performance machinery for a blast up the Simola Hill road. While this is a non-competitive event, with no prizes, it will still be timed. Classic Car Friday returns on 15 May, with 50 competitors battling it

Spectators will be able to see a wide variety of famous classics in action on the Friday, including iconic Jaguar models such as the MK II and E-Type, competing in categories ranging from pre-war vehicles, all the way to 60s, 70s, and 80s-era racing cars. Of course, the highlight of the Jaguar Simola Hillclimb is the King of the Hill competition, which runs on 16 and 17 May. In this no-holdsbarred timed event all manner of machines will have a chance to go for glory in their respective classes. Production cars, from the ordinary to 400-plus kilowatt sports cars like the Jaguar F-TYPE Coupé R, and purpose-built racing cars boasting outputs of more than 700 kW will thrill spectators as they scream up the hill for the coveted King of the Hill title. The weekend will also see the running of the successful Jaguar Media Challenge, now in its second year. Five journalists will vie for the honour of being crowned South Africa’s fastest motoring scribe and having their name immortalised on the Alucat Cup. Last year’s winner, Stuart Grant, will return to defend his title from four challengers – with all five media driving suitably racy Jaguar XF R-Sports. Competitors can enter and read class regulations online, at www.speedfestival.co.za. General admission passes for spectators can be purchased at the gate for the duration of the event.
