Foto: ABC Security

Gyselaarsdrama ELBÉ VAN HEERDEN

’n

THE hot spots this week were mainly the targets of property-related crime: Thefts out of cars were reported in Market Street, Blersch Street, Du Toit Street and the campus area. Burglaries, meanwhile, were reported in La Colline and Dalsig.

Focus on police and crime THE South African Police Service has come under heavy scrutiny lately. President Jacob Zuma’s remission of prisoners and the controversial appointment of Mangwashi Phiyega – who is deemed by some to be too inexperienced – as SA’s first female police commissioner, have escalated fears around crime in South Africa. Locals weighed in on the police commissioner, police status quo and crime in general. Lynn van Rensburg: “Crime is a big prob lem in our country; so are the police. You read in the newspapers that a police member was involved in a crime – you don’t know whether you can trust the police. On the appointment of [Phiyega]. . . I don’t un derstand why they’d choose someone who’s a banker by trade.”

Anastasia Marthi nus: “Our police don’t have the urge to rush to a crime scene. They should bring back the death penalty, because criminals walk free. Our justice system isn’t functioning – and I feel the police commissioner should hold the position only on merit.” Andisiwe Fodo: “I think crime is going to be on the rise these holidays. School kids are on holiday, and as you know, many ex prisoners are roam ing our streets. This will influence the school kids to partake in crime. I live in an area where they love tik, and I just hope we’re going to be safe.”

Laurenzo Peter son: “ Some peo ple study for that job [of commis sioner], and she [Phiyega] has just had it put on a silver platter. That is unfair to the thousands of police members of South Africa.”

Vuyisa Sunduza: “I thought Bheki Cele did a good job be cause he was hands on. He had his flaws, but he shouldn’t have been fired. Most of the remitted prisoners have re lapsed, and I don’t know how [Phiyega] will handle them and our crime situation. Now it’s going to be holidays, and school kids are going to be out there in the streets – and these thugs are back where they don’t belong. Crime’s obviously high in SA. Photos: Soyiso Maliti

Corne van der Nest: “I’m not very worried because I haven’t been directly affect ed, but I’m aware of the crime rate. I have friends in the SAPS, and they don’t have very positive things to say about the new police commission er’sappointment. But I say to them: ‘Let’s give her the benefit of the doubt. Let’s show her support and see what she can do.’ As for crime in SA, do what you can and leave the rest to the capable hands of the police.”

Dis pure wetteloosheid!”

Plan for public transport SAMANTHA VAN DEN BERG

T

HE Stellenbosch Municipality’s Comprehensive Integrated Transport Plan (CITP) for 2012–2015 was recently approved with the integrated development plan and budget. The CITP is used to plan for, develop, manage, integrate and provide for all modes of transport in the municipality’s jurisdiction. Stellenbosch completed its previous five-year CITP in 2010. In the new CITP, Stellenbosch University – in terms of its staff, students and operational practices – has been identified as a factor that impacts immensely on road and transport networks. The availability of affordable land on which to build open parking lots and new roads has also been identified as a transport concern – as have the vehicles that are parked both legally and illegally throughout town during the day, the large number of commuters who cross municipal boundaries to get to work, and the large volumes of freight traffic making use of the local roads. According to the CITP, the use of public transport in Stellenbosch is also very low compared

to private car usage. To address this issue, the plan proposes that a number of public transport interchange projects be rolled out.

Hierdie opleidingsessie was onlangs deur Cotlands Hospies by Huis Horison aangebied.

Veral busse.

I am writing you this letter after numerous unsuccessful attempts to have the Stellenbosch Municipality water department repair the bulk water meter at Belcanto, 4 Peeka Street, Die Boord. The meter has been leaking since late last year when it was installed. Their lack of prompt action to repair the leak is because they claim the leak is on ‘their’ side of the meter and there-

fore it does not affect our water bill. However, this is totally unacceptable as we live in a waterscarce country where water should not be left to run down the drain, so to speak. Also, the meter is submerged in water, so there is no way that the municipality can accurately determine on which side of the meter the leak originates from. I am at my wits end trying to

deal with the municipality, and frankly I am extremely disappointed in the management at the water department. Cape Town is on a drive to position itself as one of South Africa’s premier environmentally aware metropolitan areas. Therefore, wanton disregard for water wastage by Stellenbosch Municipality is totally unacceptable and needs to be addressed urgently.

UIT DIE BURGEMEESTER SE KANTOOR:

Wekroep aan jongmense

N

We live in an era characterised by rapid and continuous change, and events overtake one another almost on a daily basis, bringing the real danger that it becomes difficult to distinguish between what is important and what is trivial. What is it that we require from our youth? We wish them to have perseverance: not to give up in the face of misfortune or adversity. Many deserving students, through no fault of their own, cannot pursue academic careers immediately because of economic need, and the necessity that they become earners themselves to help sustain the family. They must, however, not lose sight of their dreams; they must strive to attain

Raadslid Conrad Sidego.

their goals even though it may take many more years. We ask them to be wise beyond their years and to make the right choices. Disappointment with how life turns out must not lead to throwing away your chances by embarking on a reckless and destructive life style. It is a fact that golden opportunities are always in the offing, but you must be alert and ready for when they appear. Above all, our young people must have clear, realistic goals and the determination not to give up on what they have set themselves to do. We live in a permissive age and young people insist on privileges that previous generations would not have dared to ask of their parents. Privilege should be earned not just taken for granted. Young people, learn to exercise discretion; to make choices that will not be harmful to yourselves and others; and to take a stand for what you know is right. Being “cool” must also mean being true to what is best inside you.

Donate socks and shoes to needy SHOPRITE and Checkers have joined forces with SABC2’s Hectic Nine-9 AWEHness initiative in a bid to keep feet warm this winter. With many winter charity drives focusing on blanket collections, the have decided to collect as

many new pairs of socks and / or shoes as possible over the next two months. Members of the public are encouraged to open their hearts and help families in need by donating new socks and shoes of all sizes to this worthy cause. Donations can be placed in

the winter collection SOS (socks or shoes) trolleys that will be made available at the entrance of stores nationwide. All donations will be distributed to less fortunate organizations and communities after the campaign ends on 3 August.

SA needs to see the link now! AN in-depth study done by various health foundations has shown the wrong ideas and unhealthy eating habits of many South Africans when illnesses are becoming quite common. The study was done by the Chronic Diseases Initiative in Africa (CDIA), the Chronic Diseases of Lifestyle Unit of the Medical Research Council (MRC) together with the Heart and Stroke Foundation South Africa (HSF) and Pharma Dynamics. Research has shown that few households change

their diet after a family member has fallen victim to a lasting disease. “Although many know what role a healthy diet plays in controlling lasting diseases less than 5% of the members of the focus groups knew that diet could help to prevent lasting disease,”said Anniza de Villiers (MRC). “There are many wrong ideas around what is meant with a ‘healthy diet’. While healthier cooking like steaming or grilling food were talked about, the wrong idea that all foods

should be boiled was a trend that was picked up in many of the focus groups. “Olive oil was said to be the only healthy oil when, in fact, sunflower and canola oils are just as healthy. They also mistakenly believe they shouldn’t use spices such as cinnamon, mustard and cloves, whereas it’s really some of the pre-mixed spices one should stay away from, because of the added salt and preservatives. A healthy diet is not suppose to bland, tasteless, not filling and expensive.”

Support breast cancer:

A 5 km fun walk in aid of breast cancer was held on the Skilpadvlei Wine Estate recently. There were about 80 participants and R5485 was raised. All funds were donated towards breast cancer. The walk was organised by Sunette Olivier, a finalist for the Winelands Winter Queen. The goodie bags were donated by JC le Roux, Just Water, Caps for Africa and Paarl East Spar, whilst Skilpadvlei provided the venue free of charge. Here (from left) are participants Anja Barkhuizen, Sunette Olivier, Elizia Burger and Monica de Kock. October is International Breast Cancer month. The incidence of breast cancer among South African women is increasing and it is one of the most common cancers among women in South Africa. It is most prevalent among white and Asian women and the second most common cancer among black and coloured women. Photo: supplied

Drama workshop THE Helen O’Grady Drama Academy, which operates across the Western Cape, runs a free youth theatre workshop at the Klein Libertas Theatre from 10:00 to 13:00 on 11 July. Under the academy’s unique curriculum, a team of experienced, fully qualified and vetted teachers work to develop confidence, self-esteem and communication skills among children aged 5 to 18 years. Academy teachers undergo extensive training in the Helen O’Grady curriculum and methods to ensure each pupil is encouraged in a warm, positive environment. The drama programme caters to three age groups: Lower primary (5–8 years) Highly active lessons, using a wide range of creative activities such as speech, dance, drama, movement, improvisation, snip-

pets and scene starters, develop children’s skills to be participants in all aspects of their lives. Through this, pupils are encouraged to ask questions, seek answers and share information with others. Dress-up days, along with the use of props and makeup, add an extra dimension to these exhilarating classes. Upper primary (9–12 years) Pupils are given many opportunities to act out a great variety of situations in a fun atmosphere. They’re encouraged to learn how to accept new challenges and explore new directions. All this enriches their lives and contributes to their personal growth as they learn to take on and enact convincing characters, sustain believable plots and express themselves. JY WEET EK WEET

“Ons was betrokke by ’n hele aantal transaksies, veral kleinhandel- en kantoorruimte.

Win aanbevelings in by vriende, familie, kollegas en jou eiendomsagent.

Skills database launched THE Building Industry Bargaining Council (BIBC) of the Cape of Good Hope has announced the launch of its skills data-base, a strategy designed to retain the skills of those employees considered to be unemployed within the building and construction industry. With an annual trade turnover of up to 45%, the need to maintain this intelligence is critical. The data-base will go live by the end of June 2012 and is a first of its kind for the industry. This essential tool is designed to help combat the cyclical nature of the building and construction industry, a trend that adversely affects the demand for labour. “This industry can’t afford to lose its skilled labour force during a downturn period, as once the industry starts to expand again, the critical skills base will be required on short term notice,” says Arnold Williams, secretary for the Building Industry Bargaining Council (Cape of Good Hope). The entire data-base comprises close to 500 000 employees records, dating back to 1983, and is the result of years of IT development. “We will monitor the usage of the data-base to establish trends, which in turn will provide us with a barometer of the industry,” added Williams. The valuable information captured within the data-base is available, free of charge, to all compliant employers to ensure that they have

BOLAND SOLD 25

2012

access to the skills that are lacking at any point in time and from which the industry as a whole can benefit. “We have about 800 compliant employers, at any given time, and we are once again, rewarding those employers that subscribe to good corporate governance,” said Williams. Non-compliant contractors will therefore be unable to access these critical skills and will therefore be at a disadvantage. The data-base will be focusing on all artisan as well as semi-skilled trades. Other employment categories such as drivers, general workers, labourers and cleaners will also be included. The details of between 8 000-10 000 employees, who are considered to be unemployed over a rolling 12-month period, will include name, trade category, address and contact telephone number. The one thing that Council will not be able to confirm is the competency of the individual. “Compliant employers will have their requirements e-mailed to them as soon as they make the request online,” concluded Williams. Once the service goes live, all compliant employers can log on to the BIBC website, select the Labour Bureau tab and follow the relevant instructions. If you are thinking of building, ensure that your contractor is compliant with the BIBC by logging into www.bibc.co.za or phone their offices on 021 950 7400.

Top tips for painless tax season TAX season is with us again, with filing for the 2012 tax year set to begin on 1 July and end on 30 November. This tax year covers 1 March 2011 to 29 February 2012. Here are a few tips to help you get through tax filing time with as little stress and heartache as possible: Get started now or as soon as possible: Filing an income tax can be a surprising amount of work. It’s best to get an early start so that you can submit your return before the rush starts. If you are due a refund, the sooner you file, the sooner you’ll get your money. And if you have underestimated your tax contribution, you may be able to save substantially on penalties and interest payable if you submit early. Don’t wait until the absolute deadline to file since SARS offices can be very busy at this time and the eFiling service has been known to fold under deadline demand. Use eFiling: The SARS eFiling service is convenient, secure and easy to use. It saves you time and hassle of messing around with a paper-based return and standing in a long queue. You can file seven days a week,

24 hours per day with no problem. Also, if you use eFiling you have until 23 November to submit your return. If you file manually by post or SARS drop box, you must file by 28 September. If you are new to eFiling, register now and spend some time learning how it works. That way, your eFiling profile will be ready when filing season starts and you’ll know what to do. Make sure you have all your supporting documents ready: Gather all your supporting documentation so that you have it on hand to file and can produce it if SARS asks for it in an audit. Supporting documents may include: ) Your IRP5 tax certificate from your employer ) An income tax certificate from your medical aid scheme ) A list and the receipts of medical expenses not covered by your medical aid scheme ) A tax certificate for your contributions towards a retirement annuity fund ) A detailed logbook specifying your business trips and travel costs for the period Be 100% honest: It is illegal to lie on your return by inflating your expenses or not declaring

your correct income. Since the inception of eFiling there has been a substantial increase in random audits performed by SARS, accompanied by severe penalties for false declarations on tax returns. The penalties, interest and stress of saving a bit on your tax bill are simply not the risk since your chance of getting caught out is bigger than ever. Not sure of something? Ask a tax professional. SARS has tried to make life easy for the tax payer by simplifying the paperwork and process of paying tax, but tax affairs can still be complicated. Rather contact the SARS call centre on 0800 00 7277 (0800 00 SARS) or a tax expert to ensure you do your return correctly the first time than risk getting something wrong. A professional tax consultant may also be able to help you to identify legal ways to reduce the amount of tax that you pay each year. - Johan Swart is a tax manager at Legal & Tax. When a property does not sell THE South African property market today is a far cry from its 2007–2008 heyday. Prices have come down significantly, homes are often on the market for longer, and buyers are far pickier due to the increased selection they have to choose from. This does not mean that homes aren’t selling, though. They are – for the right price. According to the April FNB House Price Index, last month “showed increased acceleration, up from a revised March growth rate of 8,1% to 8,6% yearon-year. This is the highest year-on-year growth since June 2010”. The bank’s Property Barometer continues to indicate that “the first quarter of 2012 saw an acceleration in house price growth in almost all segments of the market when segmented by room number and title deed”. So why are some properties stagnating on the market? Is it purely due to the buyers being spoilt for choice? Hardly. In fact, there are a number of factors to consider. Location, location, location – the old adage remains true. Properties in prime areas will always have a better chance of selling at the asking price, and sooner. If that’s not the problem, though, the condition of the home could be. While there are buyers looking for fixer-uppers, many want their new home to be in a reasonable condition – especially if the sales tag is fairly substantial. Buyers who are

willing to do renovation work often subtract the cost from their offer. So sellers need to ensure that the property is neat and well-maintained, and that the electrical and plumbing systems are in working order. If not, the property likely won’t fly off the market. “Agents are not only experts in their areas, they are also professional sales people and can give valuable advice on what’s needed to move a property”, says Bruce Swain, MD of the Leapfrog Property Group. If the issue is not the location or the condition of the property, it might very likely be the asking price. Properties will always sell – for the right price. The question is: is the property accurately priced based on its size, amenities and the area it’s located in? “Assessing the value of a home is part science, part experience and dependent on a variety of factors. However, sellers would be well advised to compare their asking price to that of other properties in the area to get a firmer grip on their prospects.” The current local situation, however, does entail a number of properties for buyers to choose from, therefore even a correctly priced, well-situated home could end up on the market for a while. In such a situation, depending on the reasons for selling, it might be wise to hold on to the property for a while. The real estate market is cyclical and prices will firm in time.

The unexpected offer to purchase AS more and more buyers enter the market and demand for property increases, there is a good chance that demand could soon outweigh the current market’s supply of homes, says Adrian Goslett, CEO of RE/MAX of Southern Africa. “If homes that are currently on the market do not meet buyers’ criteria, we could soon follow the trend in the US, where frustrated house hunters are making offers on homes that are not on the market. Although this is usually in the top-end sector of the market, unexpected offers on lower-priced properties have become more popular as supply wanes,” says Goslett. “The trend has come about as a result of the inventory of property on the market shrinking, while consumer confidence and the desire to take advantage of favourable buying conditions increase. Some regions in South Africa have already reported seeing a shortage of certain type of properties.” If the trend does grow here in South Africa, it is likely that there could be property owners getting an unexpected offer to purchase even thought they have not considered selling their home. Given the nature of this kind of offer, says Goslett, it is more than likely going to be a price that may exceed the current market value and could be worthwhile considering. He notes that homeowners who find themselves in this situation should consider a few elements before making their decision:

) Get professional help: If a homeowner receives an unexpected offer to purchase it is best for them to consult with either an attorney with real estate experience or a reputable real estate agent working within their area. Consulting with a professional will offer the homeowner guidance with regard to the correct procedure and process to follow. ) Obtain a comparative market analysis: Another reason to consult with a real estate agent is that it is important to obtain information and analyse current trends and values in your particular area. An estate agent can be helpful in this regard as they will be able to provide sales figures and a comparative market analysis of the area. This will provide an estimate of what the home is worth in the current market and give the homeowner an indication of how fair and attractive the offer is. ) Assess finances: The homeowner will need to review their finances, which will give them a clear indication of the feasibility of the deal benefiting them. They will need to ask questions such as will the offer cover the existing bond and will there be enough for other expenses? There may be early cancellation fees on the bond or capital gains tax to consider. Other aspects would include looking at the affordability of buying another property and new bond repayments on perhaps a higher amount. The renegotiation of any contracts where the current prop-

erty serves as a surety will also have to be considered. ) Offer made subject to a condition: If the buyer has made the offer subject to any certain conditions, these conditions will obviously have to be met before the deal can proceed to conclusion. A buyer’s intention for the property will provide the homeowner with an indication of what conditions will need to be met. For example, if the buyer intends to use the residence for business purposes, the offer will more than likely be subject to the application for business rights being granted. Knowing the conditions the offer is subject to will also provide the homeowner with an estimate time-frame as to how long they have to make their decision. ) Homeowner’s future plans? The homeowner’s life-stage and futures plans will need to be considered. For a young couple wanting to start a family, an offer to purchase on their current home may give them the opportunity to buy a property that better suits their requirements for a family. For a family that is settled in a house that meets their needs and enjoys the area in which they live, the decision may be a lot harder to make. “When a homeowner receives an unexpected offer, the decision to sell or not is entirely theirs. Only they can ultimately decide whether the offer is worth their consideration or not and they will need to make the correct decision for them and their future aspirations,” says Goslett.

RUN-CYCLE-RUN FORMAT

Marais ready for Xterra Knysna

A Stuart Marais in action in Italy.

LTHOUGH a newcomer to the sport, Stellenbosch’s Stuart Marais has already made waves among the Xterra community with his second-place finish behind Xterra legend Conrad Stoltz (also of Stellenbosch) at the SA Championships in February. Marais (27) will be back in ac-

tion on 12 July when he takes on the Totalsports Xterra Knysna, the only Xterra SA event that does not feature a water discipline, but instead follows a run– mountain bike–run format. “I’m excited to take part in Xterra Knysna,” says Marais, who recently finished fourth at Xterra Italy, his first Xterra abroad. “I hear

the route can be really challenging, especially when wet, while the run is apparently really fast. This version of the Xterra gives duathletes a better chance as most people fear the swim. It also suits the weekend warrior. I‘m better known for my running and cycling abilities, but I am working hard in the water, so I see myself as a tria-

Winter wenke om krag te spaar

Reklame Artikel

Hoeveel kilowatt uur sou die gemiddelde huishouding, ‘n gesin van vier, in ‘n gemiddelde maand gebruik?

500 tot 750 kilowatt ure (kWh)

(* Gebaseer op huidige Eskom tariewe)

Waarom is my winter-energiekoste so hoog?

thlete rather than a duathlete. “Xterra is a combination of all the sports I love. It also adds the family dynamic, as off-road triathlons are safer for children, giving everyone the chance to enjoy our incredibly beautiful country while having fun or racing.” After Knysna, Marais will race Xterra Czech and Germany.

Soccer’s ‘Iron Lady’ joins Suspi RENOWNED football administrator Natasha Tsichlas has joined the Stellenbosch University Sport Performance Institute (Suspi), and she promises “big plans” to come. She is a board member at Suspi, and her duties are to oversee development and transformation, and to give advice. “Iron Lady”, as she’s affectionately referred to in football circles, has a splendid track record in South African soccer. In fact, her successes in the entire African soccer fraternity are well documented. She was the first woman to join the South African Football Association’s executive committee, and she’s a long serving member of the Premier Soccer League’s executive committee. She’s also played a pivotal role in uplifting women’s football, helping them set up a professional league of their own. Tsichlas is also a member of the International Federation of Association Football (Fifa) – soccer’s world governing body – and the Confederation of African Football. She once owned Mamelodi Sundowns – one of SA’s biggest clubs – before selling it to mining magnate Patrice Motsepe. “Suspi’s CEO, Gugu Ntuli, told me how she’d like to transform the Stellenbosch University’s sports division,” Tsichlas says. “She also told me she’d like me to be a part of the board. I was interested in the setup, the structures in place, and after a few meetings I decided I could add value here.” Tsichlas says she has “big plans” for Suspi, but it’s “too early to say anything now”. She does admit she feels the university’s sport isn’t where it should be. “I’m here to give advice and to try and support soccer, which isn’t big enough here at the university. My experience will help Suspi’s sports in general. I’m a firm believer in transformation and development. I’m passionate about sports. This will not only benefit the university, but the greater Stellenbosch.” Ntuli expressed delight in having Tsichlas on board. “We felt it was important to engage someone who knows football. We try to get a high-profile person on board for all the different sports here at Suspi.”
