958 Dabawenyos file claims, swindle raps vs Legacy, but..

F the thousands of Dabawenyos allegedly swindled by Legacy Group, 958 victims have filed either money claims or complaints for estafa against the personalities behind the multi-billion peso double-your-money countrywide operation.

This was learned from lawyer Javey Paul Francisco, region 11 director of the Securities and Exchange Commission (SEC), the office which received and processed the claims and complaints before forwarding them to SEC Manila.

Francisco said some 900 complaints for claims for partial refund of the premiums paid by the victims but only as far as the Legacy Trust Fund can accommodate. He said the aggregate total amount of the formalized claims reached P64.1 million. These claims were forwarded to SEC Manila which in turn were forwarded to a regional trial court in Makati for inclusion in the Legacy insolvency case.

Over a year ago, SEC Manila began distributing checks for claims against the trust fund for pre-need planholders, but this was stopped after the court issued an injunction.

Francisco said the SEC has appealed the injunction arguing that the trust fund is set specially for the plan holders and not to pay for other obligations of the beleaguered company, in this case Legacy.

As for the double your money investments, a 58 Dabawenyos filed criminal complaints against Legacy officers for selling securities without a license in violation of the Securities Code.

The complainants alleged that they had invested a

P66.37 million in Legacy.

Francisco said the criminal complaints are still pending in the Department of Justice for resolution. It is the DOJ, not the SEC, which should file the criminal cases in court.

The other victims The 958 victims who were able to file formal claims and criminal complaints were the not victims of Legacy Group.

Lawyer Israelito “Bobbet” Torreon, eastern Mindanao director of the Integrated Bar of the Philippines based in Davao City, told Edge Davao, more than 100 victims of the doubleyour-money scheme approached him for legal assistance. Torreon estimated that more than P200 million are involved in these cases.

He said he had finished drafting the complaints but his clients decided to discontinue the cases because of the huge amount of filing fees involved.

He said a few of the complainants opted to file claims against the trust fund of Legacy with both the SEC and Makati RTC. “I do not know what happened to those who asked assistance from other lawyers,” Torreon said.

Many of the victims belonged to moneyed and influential families in Davao, including lawyers, doctors, owners of business establishments and even judges.

Majority of the physicians in a private hospital were among those allegedly victimized, lured by the offer of sports utility vehicles (SUVs) and other luxury vehicles that came with the investment scheme.

One source admitted to Edge Davao a big number of

the victims did not bother filing formal complaints against Legacy for fear of being ridiculed by friends and the public.

Many of the victims initially enjoyed the promised returns of their investments in the double-your-money scheme, that’s why most of them were convinced to roll their money, if not increase their original amount of investment.

Who were behind Legacy Celso delos Angeles, former mayor of Sto. Domingo, Albay is said to have started Legacy Consolidated Plans, Inc. in 1997. The Marikina City-born, and Ateneo de Manila University management graduate Angeles is also listed as chief executive officer, chairman of the board, incorporator and stockholder of Legacy Group, Inc. in 2003.

He had a net worth of P64,754,110.98 as of April 2008. At the time he was a member of Alabang Country Club Inc. as a company representative of Asian Trust Development Bank.

He was appointed president of the National Home Mortgage Finance Corporation (NHMFC) from Oct 2004 to July 2005.

Rural banks BSP resolutions 1007 and 871, dated July 6 and August 10, 1984, respectively, placed delos Angeles in the Central Bank’s temporary watchlist. This was after three rural banks, Thrift Savings and Loan Association, Federated Thrift Bank, and Rural Bank of Calumpit, became insolvent. Depositors of the closed banks reportedly filed 28 cases of estafa against him in different courts in Bulacan, Makati, Aklan and Albay.

In 2002, delos Angeles requested BSP to take him off the watchlist, claiming that no more cases were filed against him. He submitted a letter to BSP promising that he would not anymore involve himself in any banking-related business.

In January 2003, the BSP removed delos Angeles from the watchlist, with clearances from the DOJ aand the National Bureau of Investigation. The cases against him were dismissed after the witnesses failed to appear in court.

In 2008, 13 banks under the Legacy Group were closed and placed under receivership or liquidation

by Bangko Sentral. BSP said the banks had “insufficient assets to cover their liabilities, suffered from severe liquidity problems, and performed unsafe and unsound banking practices.”

On January 5, 2009, BSP filed complaints against “16 officers, employees and agents of Legacy Group for 49 counts of falsification of public and commercial documents, plus one case each of false reporting and false statement.”

On February 6, 2009, BSP filed more complaints with the DOJ against 18 officers of Legacy and four rural bank officers for “116 counts of falsification of public and commercial documents along with two counts of false statements against 18 officers, employees and agents...

But the BSP did not include delos Angeles in the case until February 29, when it filed a complaint of syndicated estafa against delos Angeles and other officers of Legacy Group and affiliated companies. [AMA]

The group is also willing to demonstrate the technology to top executives of the Pilipino Banana Growers and Exporters Association (PBGEA) and officials of banana companies now being ravaged by fusarium wilt.

Del Fierro’s team and some banana firm representatives are slated to meet with Department of Agriculture in Region headed by regional director Oscar Parawan on Monday to discuss the new technology and how it could be availed of by small banana plantations with the help of the DA. Earlier, Parawan organized a task force that will work on implementation of quarantine measures and information drive.

The task force is a composite team from national and local government as

well as from the private sector particularly PBGEA and MBGEA (Mindanao Banana Growers and Exporters Association), he said.

The Panama disease is usually spread through eight different ways --by root to root contact, farm workers, stray animals, soil pests, plant parasite nematodes, improperly disinfected farm tools and equipment and infected soil movement caused by flood, shoes, boots.

The dreaded banana disease is controlled through early detection and immediate eradication, farm sanitation and injected site quarantine, injection of glyphosate (herbicide) of infected plant or by killing of infected plants, chopping and burning of all infected plant tissues, cleaning and squaring off or fallowing of infected area, strict enforcement of tool and farm equipment disinfection, installation of foot and wheel baths in all entry and

exit ways of infected farms and plantations and planting of disease-free tissue culture seedlings and planting materials.

Del Fierro bared that his company’s team of researchers considered the six fundamental principles of disease management in conducting trials on how to control the Panama disease in various controled infected areas.

They are the principles of exclusion, eradication, protection, resistance, therapy and avoidance.

He said the protocol experimented by the team did way with the practice of chopping or removal of slight or early stage/ symptom infected plants and followers.

There was likewise no burning of infected plants until the infected plant die and dried. The team did not inject Glyphosate but instead applied cure and prevention treatments with Agrimin and Tierra Green. They also con-

Panama disease solution discovered?

LANT pathologists, crop researchers and plantation managers are agog over the reported discovery of a way to check the dreaded Panama disease (fusarium wilt) currently wreaking havoc in cavendish banana plantations in Davao and close to 10 other provinces in Mindanao.

Robert T. Del Fierro, president of Delfi Agriventures Corporation, a company engaged in the distribution of organic and environmentfriendly agri-chemical products, said a plant scientist on his team has developed a technology proven to be effective for both curing and preventing Panama disease.

This is done by using a new protocol in the treatment of plants and soil in banana plantations that are fusarium wilt-infested and by applying Agrimin, a clay mineral extract developed by the Japan National Institute for Agro-Environmental

Family income In terms of family income, families in Davao City earn an average annual income of P215, 738 or P183, 244 for the families in the lower class and P248, 231 for the families in the upper class.

Family income includes primary income and receipts from other sources received by all family members as participants in any economic activity or as recipients of transfers, pensions and grants

Following the International Labor Organization concept of income, the FIES excludes profits from the sale of stocks and bonds, back pay and proceeds from insurance, net winnings from gambling, sweepstakes and lotteries and inheritance as part of family income.

Salaries and wages comprise 58.5% of the income of families in Davao City. Salaries and wages from employment include all forms of compensation whether in cash or in kind received by family members who are regular or occasional/seasonal workers in agricultural and non-agricultural industries.

Entrepreneurial activities corners 20.9% of the income. These include crop farming and gardening, livestock and poultry raising, fishing, wholesale and retail, manufacturing, transport and communication and construction.

Other sources The remaining sources of income are lumped as income from other sources which include imputed rental values of owneroccupied dwelling units, interests, rentals including landowner’s share of agricultural products, pensions, support and the value of food and non-food items received as gifts by the family as well as the imputed value of services rendered free of charge to the family.

If the average annual family income is computed against the average family expenditures, families in Davao City posted an average surplus of P36, 636. The surplus among families in the lower class totaled P27, 752 while among families in the upper class have a surplus of P45, 525.

Least poor Davao City is the least poor city in the Davao region, according to the National Statistical Coordination Board (NSCB). The poverty incidence in Davao City is put at only 14.87 followed by Tagum City, with 15.42, Digos City, with 18.22, Panabo, with 22.74, Mati, with 32.14 and Igacos, with 44.48, the highest among the cities.

Poverty incidence is proportion of families/population whose annual per capita income falls below the annual per capita poverty threshold to the total number of families/population while the poverty threshold is the annual per capita income required or the amount to be spent to satisfy nutritional requirements (2,000 Kcal) and other basic needs.

The annual per capita income in Davao City is P8, 629 obtained by dividing the total family income by the average of five members per family.

PhilMech studies strategy for non-functioning dryers D epartment of Agriculture’s Philippine Center for Postharvest Development and Mechanization (PhilMech) is looking into interventions for non-functioning flatbed dryers (FBDs) nationwide so these units can be tapped to help minimize crop losses.

“We’re evaluating the FBD to identify proper interventions for each,” PhilMech deputy executive director Arnel Ramir Apaga said Friday on the side of a briefing in Metro Manila.

He said such interventions can include either financial or technical assistance for work needed on the FBDs. “If farmers groups given the FBDs merely left these lying idle, we can re-

locate the units where needed,” he also said.

Apaga said DA-PhilMech promoted the use of FBDs since they were the most adaptable to needs of local farmers.

Aside from being simple to construct and operate, FBDs require low maintenance and operating cost, dry dripping wet palay to the required 14 percent moisture content in 10 to 12 hours, can be disassembled and re-assembled where and when needed and can accommodate different varieties of a crop.

“FBDs are also multicommodity dryers,” he said, citing rice, corn, cassava and even seaweeds as among produce which the facilities can dry.

DA-PhilMech distrib-

uted a total of 2,189 FBDs nationwide from 2007 to 2010, so farmers’ cooperatives and irrigators’ associations can have facilities for drying respective crops even during rainy weather.

The agency distributed such FBDs in Cordillera Administrative Region as well as regions 1, 2, 3, 4-A, 4-B, 5, 6, 7, 8, 9, 10, 11, 12, 13 and Autonomous Region in Muslim Mindanao.

Nearly 94 percent of FBDs distributed are functioning, PhilMech said.

DA-PhilMech credited this to efforts of FBD recipients concerned on maintaining the dryers.

In their study, Alfonso said the use of DNA markers helped his team in verifying

whether the varieties being improved had successfully acquired the beta carotene as result of traditional breeding.

Alfonso, also director of the PhilRice-based DA-Crop Biotechnology Center, said the technique helped them in assuring that the agronomic traits, pest resistance and grain quality of the original varieties are retained.

Selected local varieties are being improved to contain beta carotene to help reduce the about 190 million children and 19 million pregnant women suffering from vitamin A deficiency in the world.

Rey Ramos Pedroso, a member of the NOAB, admitted that most farmers are hesitant, and often worry about capital before considering the switch to organic farming methods.

The NOAB, he said, was formed after Republic 10068 or the Philippine National Standards on Organic Agriculture Act, was enacted into law.

ouncilor Pilar C. Braga is one of the top performers of the Davao City Sangguniang Panlungsod. Based on the Semi-Annual Performance Report of the 16th Sangguniang Panlungsod (SP) covering the period of January to June 2011, Braga was the top performer in terms of council session attendance, committee and public hearings conducted, resolutions and ordinances sponsored and passed.

Prepared by the SP secretariat, the report cited the council’s committee on energy, transportation and communication chaired by Braga as the top standing committee with an output of 52 resolutions, and one ordinance within the first six months of 2011.

Braga attended 24 out of 25 council sessions, had one special privilege leave and a total of 27 privileged speeches. In terms of sponsored resolutions, Braga is among the top five with 132 sponsored resolutions and ordinances. The others in the top five are councilors Paolo Duterte with 192, Apostol (157). Solons urge government to invest in solar power L

awmakers are urging the government to invest in solar power to promote energy stability and attain energy independence from oil companies and traditional energy sources.

Rep. Teodoro Casiño (Party-list, Bayan Muna), principal author of House Bill 5405, said the objectives of the bill are to mitigate global warming and air pollution and encourage industry growth that will lead to more jobs and lower electricity bills.

“In an era of increasingly high prices and foreseeable decline of the global oil supply, government should at the soonest develop fuel alternatives and accelerate the exploration and utilization of renewable sources of energy,” Casiño said.

Casiño said Congress enacted Republic Act 9513 or the Renewable Energy

Act in 2008 to encourage investments in renewable energy. “To complement this measure, it is also necessary to encourage demand and provide incentives especially to purchasers of small renewable energy systems,” Casiño added.

Rep. Luzviminda Ilagan (Party-list, Gabriela), another author of the measure said the Philippines will greatly benefit from using renewable sources of energy because of its clean and sustainable character.

Ilagan said solar technology can be an immediate and sustainable way to deal with the country’s energy problems, especially with the abundance of solar energy throughout the country and the modular nature of solar energy systems.

“Besides the country being the second in Southeast Asia in terms of irradiation

and insolation, we already have the foundation to become a renewable energy leader in the region owing to the strong semi-conductor industry and the manpower base serving in the manufacturing and service sectors, especially the installers’ subsector,” Ilagan said.

Rep. Raymond Palatino (Party-list, Kabataan), one of the authors of the bill, said the measure provides for incentives and financing facilities to encourage the use of solar energy by ordinary electricity consumers like residences, offices and small and medium business establishments.

“It is hoped that through this, the demand for clean solar energy, as well as the opportunities for local manufacturing and related solar energy products and services will increase,” Palatino said.

DBM cites poverty alleviation measures in 2012 nat’l budget

overty reduction remains central for better governance as manifested in the 2012 National Budget.

Speaking in behalf of Budget Secretary Florencio Abad during the Economic Briefing held Friday (Oct 21) in Davao City , DBM Region 11 director Achilles Bravo reported how the present administration puts enough weight on poverty reduction in the appropriation of the national budget.

He reported that the Social Services sector gets the bulk of the total budget with about P575.8 billion.

This has increased more than 10 percent as compared to the previous year’s budgetary allocation.

About three million households are set to benefit from the Pantawid Pamilyang Pilipino Program (4Ps) as this remains a priority poverty alleviation program of the Aquino administration.

To safeguard the credibility of choosing 4Ps beneficiaries, the administration set up a National Household Targeting System (NHTS), a tool that would accurately identify the real poor. This increases the precision of targeting the poor.

The DBM also reported that P17.4 billion as proposed is targeted for the construction of over 41,000 new classrooms, 25,667 water and sanitation facilities, and 2.5 million new school chairs.

the Public-Private Partnerships to be utilized to implement social services. Projects include construction of school buildings, health centers and government infrastructures.

Tampakan project will bring employment, address poverty, says labor head for Sarangani, Gen San

epartment of Labor and Employment (DOLE) head for Sarangani province and General Santos City Atty. Patricio Blanza said yesterday that they need the proposed Tampakan mining project to address unemployment and help fight poverty in Region 12.

“The Tampakan mining project will be a big help in generating more employment opportunities and people need income to help themselves” Blanza said.

Blanza also said that the labor department will make sure that the Tampakan project prioritizes local employment in their hiring process. He also said that they are preparing in terms of local skills

development.

“The Aquino administration identified unemployment as a pillar to offset poverty and we have been mandated to solve unemployment”, Blanza said.

“We all should know that employment will be the key to solve poverty in the region”, Blanza said.

According to the 2011 1st quarter report released by the regional office of the National Statistical Coordination Board, provinces in region 12, posted very high poverty incidence levels with Sarangani at 40.7%, Sultan Kudarat at 35.2%, and South Cotabato with 23.6%.

The report also showed that

South Cotabato has the most number of poor families with a total of 78,304 families, comprising 34.8% of the total poor families in Region 12.

According to Blanza, “when investors come in, employment opportunities follow”.

Blanza said he is hoping that the issues surrounding the Tampakan project are resolved soon to pave way for its operation.

“It will be good for the labor sector”, he said.

“The environment department must assess and ensure that all environmental measures and safety regulations are in place to make the Tampakan project work” Blanza said.

outh Cotabato Elvira Rafael said yesterday that the real property tax (RPT) of Tampakan-based Sagittarius Mines, Inc. (SMI) is big boost to the revenues of the province and the host municipality.

“The major income of the province is the RPT so it is a big help that we have SMI in Tampakan aside from other corporate payers in South Cotabato”, Rafael said.

SMI was recently cited by the municipality of Tampakan and the province of South Cotabato as top corporate taxpayer for 2008 to 2010.

According to Rafael, the South Cotabato province gets 35% from the RPT of SMI, while Tampakan

gets 40%, and the host barangay where the actual facility is gets 25%.

Rafael noted that, with the growing list of delinquent tax payers, corporation such as SMI which pays its taxes in advance are really boosting their revenue collection efforts.

“We give 20% discount if a company pays its taxes a year early and then a 10% discount if they pay per quarter”, Rafael said.

Rafael also expressed optimism on the future of the province in terms of revenue generation and collections as she sees more activities by corporations based in South Cotabato.

“For SMI in particular, we see

the company as a major contributor once it starts operation especially when the mineral taxes start to come in”, Rafael said.

Rafael noted that projected production potential of the Tampakan mining project will mean more income for the province.

Last year, Bureau of Internal Revenue (BIR) Region 12 office announced that they are committed to Malacañang’s call of improving the economy without new taxes. BIR Region 12 office said they are stepping up their revenue collection drive by recognizing good tax payers while going after the delinquents.

The BIR Region 12 office has also awarded SMI in 2008 and 2009 as top corporate tax payer.

Are you burned out?

Discontented with your current work? Tired of being an employee? Sick of having very little time (and money!) to spend with family, friends and yourself? If your answer is yes to any of these questions and desperately want to do something about it, then you could be a lifestyle entrepreneur.

An entrepreneur, as most people know, is somebody who has chosen to take the path of being his or her own boss and engaged in a micro, small or medium enterprise as one’s main means of livelihood.

What distinguishes an entrepreneur from a lifestyle entrepreneur is that the latter’s main motivation is the lifestyle that comes with being independent from the employment grind, and not the level of income or financial rewards that may or may not come with owning a business.

Nowadays, there are so many outside stimuli that have influenced people on what it means to have a life. This means going beyond the stressful officehousework schedule and having enough time to stop and smell the roses. Travel, leisure activities, watching the children grow, working from home, pursuing a hobby that brings contentment and peace - these have now become part and parcel of a routine that is defined as ideal. They have also been among the main motivations why more and more people choose to be lifestyle entrepreneurs.

In selecting a business, most lifestyle entrepreneurs select a field that reflects their competencies and interests. While most of them are mid-career professionals who may have a small amount set aside for the future, these fields usually require minimal start-up capital and fueled by the entrepreneur’s drive and passion.

I have a friend in his mid-thirties who was an upper middle manager in one of the biggest advertising firms in the country.

He was making more than enough to subsidize life in a middle class neighborhood in Manila, and travelled constantly within and

outside the Philippines for work. It was exciting when he was in his twenties, he told me, but after the birth of his daughter, my friend told me that the satisfaction he felt with every successful pitch suddenly paled in comparison to the happiness he felt when he was home.

With the support of his stay-at-home wife, my friend turned his back on his lucrative but backbreaking advertising career and started a small bakeshop and advertising consultation business. The money, he admits, is a far cry from his old income. In order to increase their savings, he sold his two-bedroom condominium in Ortigas and transferred to a house in Rizal. “At the start, I made just enough for my family’s needs”, he shares, “and it took some adjustments on all of us. But that little thing is nothing compared to the fact that when I woke up, I would smile because I know I didn’t have to sit through another meeting or travel and be gone for two weeks. My daughter’s asthma cleared up because of the fresher air in Rizal.

The work I have to do now is the same as before, but the big difference is that I work from home. My family is happy, and I am happy.

And that is more important to me than a six-figure salary. I am living the life I want now, and I’m glad that I did not wait for my retirement to enjoy my life and my family.”

To some, being a lifestyle entrepreneur might be a luxury that can only be indulged in by successful mid-lifers. But I beg to disagree. If you have gone beyond mere survival (that is, successfully struggled beyond earning just enough for basic food, shelter and clothing) and find yourself always asking if you could start pursuing a higher purpose in life that gives you true satisfaction, look inward and ask yourself if you can make being a lifestyle entrepreneur work for you - the same way taking the plunge has worked beautifully for me.

S of Oct. 26, 2011, the world population stood at 6,986,951,000, according to the United Nations Fund for Population Activities (UNFPA).

Among the worrisome data in a report made available by UNFPA to media persons in Manila is that the Philippines, tiny as it is, is among the world’s most populous nations—ranking 12th with 94.9 million inhabitants.

One news account said that almost 50 percent of the Philippines’ population are now congested in the urban centers, as more people leave the rural areas “to find better opportunities and escape violence and natural disasters.” While globally the average number of children a woman is expected to have in her child-bearing years has dropped from six to 2.5, six has reportedly remained the average number of children of Filipino women.

It is said that Filipino women only desire to have an average of four kids.

Will this problem be addressed by the proposed Reproductive Health Bill still hanging fire in the House and the Senate? Is this considered a problem by most Filipinos to begin with?

On the macro level, however, experts are agog over the growing imbalance in the gender ratio of the world’s population-- there are many

more men than women.

In India and Vietnam, there are 112 boys for every 100 girls. In China the figure is 120 to 100, and in some places worse.

The problem was brought about by the preference of some nations for sons over daughters. The widespread use of ultrasound has enabled couples to determine the sex of their babies, leading to a decision to abort them, openly allowed in many populous countries like India.

What’s wrong with having more males than females? Some forecasts say that the effects of this kind of imbalance can be as devastating as climate change. They said that sexual predation and violence will worsen in male-surplus societies.

“Historically, societies in which men substantially outnumber women are not nice places to live in,” writer Mara Hvistendahl said, adding “often they are unstable. Sometimes they are violent.”

The fears expressed by Hvistendahl are not entirely unfounded. It is said that polyandry, in which a woman has two or more husbands at a time, is one of the possible effects.

The UNFPA report and commentators are silent on whether the evident rise in the population of male gays would have any bearing on this situatition.

All out foolishness AFTER 19 Philippine Army Special Forces members were murdered and a number of their comrades wounded a couple of weeks back in Al-Barka, Basilan in an ambush by elements of the Moro Islamic Libertion Front (MILF), there were strident calls from horrified citizens of this republic for the government to launch an all out war against the MILF. The MILF leadership has claimed that the government soldiers attacked the MILF camp in what the secessionist group described as its “area of temporary stay” (ATS). Which was a brazen lie, of course.

The government troops were there to arrest or capture a renegade MILF member who was among those who was involved in the beheading of 14 Philippine Marines in another ambush-months earlier.

President Aquino right away rejected the calls for all out war and replaced it

with his own call for “all out justice”—whatever that means. No sooner had he made his call than the military launched an air and ground assault a rebel stronghold in Zamboanga Sibugay and occupied the camp where bloodstains and fifteen freshly dug graves were mute testimony to what the lawless elements had suffered.

The Philippine Army called the attack a victory, albeit a hollow one because it will not end nor solve the four-decade problem of the Moro secessionist movement. It merely underscored the government’s penchant

for launching “all out war against” anything it considers as standing in the way of the endless search for a Utopian republic.

Hence, the launching from time to time of “all out war” against corruption, poverty, drug trafficking, all sorts of criminality, environmental degradation, illegal logging, illegal fishing, human trafficking, prostitution, illegal gambling, tax evasion, smuggling, pollution, illiteracy, abortion, women and child abuse, traffic violations, SARS, dengue, malaria, sexually transmitted diseases, smoking in public conveyances, side-

walk vendors, illegal possession of firearms and improvised explosive devices (IED), you name it, this country has it! Yeah, this country is famous for its all out wars that it never wins.

Going back to AlBarka and Zamboanga Sibugay and all those other rebel enclaves, past and present, populated by heavily armed and trigger-happy elements, I thought all along that this country is under one flag, sings one national anthem, has one national government. But the way things have been going, I’m having second thoughts. I’m confused. So are many of my countrymen. And our President’s ill-advised and ill-timed pronouncements are adding to that confusion. And our Supreme Court is not of much help either with its flip-flopping ways.

God help this republic which refuses to help itself.

T

he slaying of 19 soldiers by alleged rebel troops in Basilan is an outrage which should be met with unreserved condemnation.

This most recent encounter is among the most deadly between lawless elements and the military in a war that has already left more than 150,000 people dead in the last four decades.

I deeply sympathize with the families of our fallen men in uniform.

Their sacrifice should give us all greater strength to continue on the path to peace.

Calls have since mounted for the government to launch an allout war in Mindanao. We must reject these calls and remain vigilant against anyone or any group who would take advantage of the situation to sow more fear and disorder.

We must support pursuit operations against lawless elements, but not against the MILF. The just response to aggression must be discriminate; it must be directed only against unjust aggressors, not against innocent people caught up in a war not of their making.

We must say no to total war in Mindanao.

We commend the Armed Forces of the Philippines (AFP) for remaining keen on pursuing peace talks. We laud former President Fidel Ramos who has said that an all out war in Mindanao could lead to massive internal displacement among non-combatants in the South.

We salute the astuteness and leadership of His Excellency President Benigno Simeon Aquino III for upholding the peace talks in the midst of grief and anger.

An all-out-war will not improve the situation.

His rational, and longterm strategic thinking is what we need to set us on a path of enduring peace, stability and genuine progress.

This is a time for maturity, a time for responsibility, a time for reason. It is my prayer that we can all come together in respectful dialogue as Filipino citizens to forge peace, no matter how difficult, complex, and trying this may be.

The future of our nation and our people depends on our leaders having the courage to say “no to war.” We believe that peace in Mindanao is possible. We must all seize the current opportunity to walk on the path of peace. The alternative path is too horrible to comprehend.

un Life Financial and GPL Holdings, Inc. (a member of the Yuchengco Group of Companies) announced Friday that they had entered into an insurance joint venture. With this transaction, Sun Life has acquired 49% of Grepalife Financial Inc. (Grepalife) from GPL Holdings Inc. and assumed management control. Grepalife will rebrand itself as Sun Life Grepa Financial and launch new products under this name.

sive bancassurance agreement with the Rizal Commercial Banking Corporation (RCBC), giving RCBC’s two million customer base access to new Sun Life Grepa Financial insurance products.

Mr. Krishnan’s long and successful career in the financial services industry in Asia has included senior positions in asset management and insurance.

They comprise 10% to 15% of the population and are considered the most disadvantaged sector. They are generally located in ancestral territories and have high rates of unemployment, vulnerable employment and illiteracy. They are said to experience a great deal of discrimination, degradation and exploi-

Sadly, the situation of indigenous peoples (IPs) is underreported or almost absent in Philippine media. When indigenous peoples are reported on, it is often about their cultural practices and idiosyncratic ways of living. They are always portrayed as victims of conflict or discrimination.

team of Architecture graduates and a student from Ateneo de Davao University won second place at a national design competition, the only finalist from Mindanao among 100 entries.

Team Bldg Blox’s playground design ‘Lihok: Tinalak Dulaan’ placed second in the “Make Space for Play” design competition held on October 21 to 23, 2011 at the SMX Convention Center, Mall of Asia Complex, Pasay City.

“Make Space for Play” gathered playground designers all over the country to come up with innovative play areas that are not only colorful and attractive, but may help shape young Filipinos today and for years to come. It was organized by Play Universal Co., an organization that advocates the value of play in the development of the children.

The competition attracted hundreds of entries from students, educators, as well as amateur and professional designers.

The designs were judged by renowned Filipino designer Kenneth Cobonpue, International Play Association Regional Vice President for East Asia

Hitoshi Shimamura, architect Marcus Veerman of Playground Ideas, and Philippine Daily Inquirer columnist Isabel Berenguer-Asuncion. From hundreds, the judges chose the top 30 entries.

The 30 teams took a Play Space Design Workshop under US-based architect Jon Racek.

In the workshop, they were given the chance to improve their designs before the final selection, where only the best five designs remained.

One if them is Bldg Blox’s design ‘Lihok: Tinalak Dulaan’, the only entry out of five finalists that came from outside Luzon.

The ‘Lihok: Tinalak Dulaan’ 100-sq. m. playground is centered on movement (Lihok) and healthy interaction.

The team designed their playground like making a Tinalak, a famous Philippine-Mindanao native fabric that is manually crafted to create patterns and designs inspired from a weaver’s dream.

Just like the Tinalak, their design is a manifestation of every child’s dream to play and explore. Judges praised Bldg Blox for their “good use of color and variety of play experiences” in their work.

The tuai trees teeming in Tampakan, South Cotabato may be a gold mine.

Honesto Baniqued, president of the National Agribusiness Corporation (Nabcor), Thursday said that “many local and foreign food chains are looking for the best organic salad ingredients and tuai leaves could be the ingredient they are looking for.”

He said he learned that tuai leaves, which are endemic to Mindanao and parts of Austronesia, were used for centuries as salad ingredients by the B’laan tribe (current population 13,000) living in the Tampakan, South Cota-

bato uplands.

The sap of the tree is believed to have medicinal properties, which explains why the B’laan has been using the red sap as tea to cure diarrhea and a number of ailments, he said.

For the B’laan, tuai is a tree of life that is generally believed to be the abode of spirits guiding the community to survive in the harsh South Cotabato highlands.

Known scientifically as Bischofia javanica, tuai grows straight up to more than 20 meters, with the leaves scattered in branches that spring out about a dozen feet from the base.

Casiño: PLDT-Digitel merger a monopoly!

ayan Muna Rep. Teddy Casiño, one of the main oppositors to the merger of the Digital Telecommunications Phils., Inc. with the Philippine Long Distance Telephone Co. has reiterated his stand on the issue.

Casiño is also author of a House resolution calling for an investigation into the deal.

Casino said approval of the merger between PLDT and Digitel, creates or tends to create, a monopoly and therefore is unconstitutional.

Section 19, Art. XII of the 1987 Constitution states: “The State shall regulate or prohibit monopolies when the public interest so requires.

No combinations in restraint of trade or unfair competition shall be allowed.”

PLDT is the biggest and most powerful telecommunications company in the country. Its owners also own and control Meralco, Maynilad, Channel 5, the North Luzon Expressway, and a chain of high-end hospitals, among others.

Tayag shared that provincial governors in the region volunteered to shell out funds for the renovation of the hospital whose quality the EastMinCom would like to raise at par with the standards of the Department of Health (DOH)managed hospitals.

“It will undergo improvement with full amenities. It will also be especially friendly with wheeled patients,” he added.

EastMinCom has already completely renovated seven wards of the hospital.

Uy brothers process volume of illegal logs into school furniture

oint efforts by Tagum City and Compostela Valley province led to the seizure of hot logs with a total volume of 300 cubic meters that were being transported from the municipality of Loreto, Agusan del Sur. The logs will be fabricated into school furniture.

Brothers Mayor Rey T. Uy of Tagum City and Governor Arturo T. Uy of Comval initiated the hauling of the logs after first having the road network repaired.

The Department of Environment and Natural Resources regional office in Caraga approved the confiscation.

sion of DENR Region 11 said the confiscated hardwood products were part of the first batch of logs earlier apprehended in the same area but were not hauled off due to the poor condition of the road network.

The NHTS-PR is an information management system that identifies who and where the poor are. This breakthrough project makes available to public and private social protection stakeholders a socio-economic database of poor households to guide them in identifying qualified beneficiaries for their programs. As of July 2011, DSWD has identified some 272,933 poor house-

holds in Davao Region under the system.

By way of Executive Order 867 signed on March 9, 2010, all government agencies are directed to use the NHTS-PR as mechanism in identifying the poorest population for poverty reduction programs. It is through this order that DSWD is able to share the data through MOAs with Philhealth and the Department of Health, for their programs such as the awarding of Philhealth cards to indigents and Pantawid Pamilyang Pilipino Program.

he new year will usher in another milestone for the municipal public market, which saw a major makeover in 2011 with the construction of an ice-maker and other additional facilities for both vendors and consumers.

Starting in February next year, the road shoulders around the public market will be concreted at the cost of P1.2 million and will serve as a permanent space for Maranaw vendors, who will be provided with uniformly designed stalls to prevent the area from turning into an “eyesore.”

The local government has also set aside P2 million for the concreting of the interior road system to enable vendors to bring in their goods faster and at much lesser costs. The fish vendors will also be provided

with a storage room to keep the newly renovated wet market “wet but clean.”

But the centerpiece project is the proposed P8 million two-storey foodcourt that will feature all the amenities of a modern cafeteria not unlike those found at shopping malls in the big towns and cities.

“Our modernization program should really start in earnest sooner not later if we hope to keep up with the changing times.” And it should start with our show window, the public market, said Mayor Victor James “Tata” B. ore than 8,000 indigents in far-flung and depressed areas of Davao del Norte have benefited from the health and social services provided by the provincial government, in coordination with the army and the police.

During the sixth stop of the Davao del Norte Convergence for Peace and Development initiative on October 21, 2011 in Patrocenio, New Corella town, frontline personnel of the province once more brought essential government services right at the center of the needy community.

Thousands flocked to the Barangay Site of the mountainous village, more than 40 kilometers from the capital City of Tagum , in order to avail of free health and social services.

Recipients of the program also include residents from the neighboring barangays of Sta. Fe, San Jose , Mambing, and El Salvador , all in the municipality of New Corella .

Through the convergence initiative, the Provincial Government of Davao del Norte directly brought essential government services to the disadvantaged communities, with the help of the army’s 1003rd Infantry Brigade, the provincial police office, other government agencies and some private institutions.

Provincial Health Officer Dr. Agapito Hornido bared the first five outreaches of the convergence program have served some 7,103 poor recipients in the component of health and social services

alone.

Dr. Hornido said the free health services include medical consultation, dental services, minor surgery, urinalysis, blood typing, hemoglobin count, nutrition services/milk feeding, distribution of PhilHealth insurance cards, distribution of sanitary toilet bowls, malaria control program, mass blood survey, pregnancy package kit, leprosy control program.

Davao Norte Credit Surety Fund releases P1.8M to coop members

s it celebrates its 2nd year, the Davao del Norte Credit Surety Fund (DNCSF) released P1.8-million worth of loans to two of its coop members.

During its 2nd Annual General Assembly with the theme, “DNCSF: Second Year of Delivering Novel Credit Service Facility for MSMEs,” two checks worth P1-million and P800,000 were turned over to the Central Tadeco Multipurpose Coop-

erative and Davao Integrated Resource Cooperative, respectively, from the Development Bank of the Philippines (DBP) , Tagum City.

DBP is one of the partners of the province in its implementation of the CSF program of the Bangko Sentral ng Pilipinas (BSP) together with Land Bank of the Philippines and the Industrial Guarantee and Loan Fund.

Loans amounting to P11million have been approved

since the DNCSF’s inception in 2009.

According to Director Rosalinda Dumaliang of the BSP Department of Loans and Credit, in her message delivered by Bank Officer II Michelle Samson during the recent assembly, “P8.7-million had been released to 91 borrowers” through the DNCSF which is the “most number of unique beneficiaries of any CSF nationwide.”

echnology interventions of the Department of Science and Technology have expanded a small enterprise in Digos City, Davao del Sur which specializes in panel doors and moldings, thereby contributing to the livelihood impact on the immediate community.

Created out of excess raw materials from a house constructed by its owner in 1992, the Woodworks Kiln Dried Products based in Digos City supplies a big hardware in store in Davao City.

Woodworks proprietor Ricardo Talaboc attributes to DOST interventions the growth of his business which currently brings in a monthly gross income of P1 million mostly from Citi Hardware Davao which sells the products in its 36 branches spread nationwide.

Talaboc recalls that the enterprise started its full blast mass production of panel doors for Citi Hardware in 2005 after DOST 11 provided nearly a millionpeso worth of wood-working facilities under its Small Enterprise Technology Upgrading Program (SETUP) in 2004.

Halloween party tips H alloween is upon us again.

For some people, it is all about dressing up and attending some parties.

For others, it signals the beginning of “Holiday Season” and is kind of like the majorette of the band that is otherwise known as “spend-a-lot”.

Obviously, the funnest part of Halloween is dressing up. Unfortunately, it may end up in a lot of personal drama.

The thing is, for most people, inspiration is easy—the creativity to pull off an inspired look is not.

For some, it is quite embarrassing to dress up because, well, it hasn’t been imbedded in our culture as Halloween and dressing up for it is still considered “new territory” for the non-partyphile. Add to that the fact that everybody in every single Halloween-inspired event WILL check your costume out; and the pressure is on.

So here is the deal: if you truly want to live it up, Halloween-style this year, I suggest that you throw a Halloween House Party. All you have to do is invite some friends over, ask them to come in costumes and bring some food. Of course, if you plan to play host, you will have to get creative ad decorate your place. And since I know that creativity is not everybody’s strong point, I have gathered up some tips and suggestions from the internet and from the Google of my own noggin’ to give you what I think are the most practical, convenient, and easy-to-pull-off tips for a Halloween party.

First off, you have to decide on a costume. You can search the web for different costume ideas, or simply visit your friendly neighbourhood department store and get inspired from the selection available this year. You will be shocked how different Halloween costumes and masks are each year.

In fact, I found it quite surprising that none of the department stores sell fake fangs anymore. I guess Edward Cullen made the fanged vampire look passé. So if you plan to purchase a costume from some store, do not go there with an idea in mind. I tell you, you will be disappointed and end up buying other stuff.

However, if you plan to scour your closet to look for things that are costume-worthy, here are some of my tips: Costume: You can come as a hunchback. Obviously, it isn’t very politically correct, but this has nev-

er been a column that considered that before. If you want to dress up as a hunchback, all you have to do is grab a backpack, fill it with clothes, wear it on your back, and then wear a large jacket over it. Zip the jacket up and voila, your look is done.

Costume: If you want to dress up as something kitschy, you could go as a Cereal Killer (Serial Killer, get it?). Simply wear a white shirt, splatter fake blood or red paint all over it, put a cereal box in the middle of the shirt and stab it with a plastic knife. Done. Easy. Cute.

Costume: You could also dress up as the Octo-mom. You know, the woman who gave birth to eight babies at the same time?

She became a US Tabloid favorite last year, so she actually counts as a pseudo-celeb costume inspiration. All you have to do is look very pregnant by stuffing clothes or a huge ball under loose clothes or a maternity dress, wear a black wavy wig or set your black hair to give it soft curls and wear some wax lips.

If you can’t find wax lips you could simply wear very read lipstick and over-draw it around your lips (the woman has lips larger than Angelina’s).

Food is one of the things that can definitely set the mood when it comes to Halloween parties. Although people expect some sort of creep-fest on your table, it still has

to be edible. If you are going potluck, here are some suggestions for you: Food: Bloody Fingers: All you need to do is buy some lady fingers (although local Camachile cookies work better) and smear some strawberry jam on one end of each cookie. Carefully place white pumpkin seeds on each cookie tip, using the jam as your glue, and you will end up with cookies that look like bloody fingers.

Bat Wings: Buy or make some fried chicken wings and then download a recipe for Buffalo Wings glaze. If you can’t find one you like, you can use some premade Barbeque Sauce or a mixture of Ketchup and Liquid Seasoning.

Then, add a generous amount of Green and Blue Food Coloring or Dye to the glaze and mix it well until the glaze looks Black. Then, put your fried chicken in a large plastic container, add the glaze and shake the container until all fried chicken pieces are coated evenly. These wings will taste like fried chicken with sauce but will look blackishgreen if you make it right.

Food: Paella Negra is something that you can make yourself or purchase from a store. It has nothing scary in it except for the fact that it uses Squid Ink for its sauce. If you don’t feel like eating rice for Halloween, you could also use make some Squid Ink Pasta, or if you are

going Pinoy, some Adobong Pusit.

Food: You can not go wrong with grilled Pinoy favorites like Isaw (intestines), Betamax (grilled pig’s blood), Adidas (grilled chicken feet), and Helmet (grilled chicken heads). You could also serve the trusty Dinuguan (stew made with pork blood and pork innards) and Puto (rice cakes) or some Bijod and Bagaybay (Tuna eggs. I don’t know which one is the tuna testicle and which one is the tuna caviar; and honestly, I don’t really want to know).

If you make them the right way, your drink will get you drunk and will put your friends in a partymood. This is why it is really important that you serve good alcohol with your food. Of course, you can’t skip this element of the party. You must make your drinks Halloween-worthy as well.

Drinks: Jello shots are always fun and festive. Make some black and orange jelly as per the instruction on the box, but leave out some amount of water from the recipe.

Before you place your jelly in olds, add some vodka. You must add as much as the water you left out and remember not to cook or boil the vodka with the jelly as it will cause it to lose its alcohol. Then, transfer your gelatine into condiment cups or any Halloween inspired mold.

Drinks: If you want to make some “Slime Punch” all you need to do is prepare a drink with two parts lemonade (instant or fresh) with green food coloring, one part soda water or lemon-lime soda, and one part vodka. Then, crush some green jelly and drop it in your punch.

To finish your party off, you must put extra effort in decorating. It sets the mood of the party and must therefore look really cool and kitschy.

Decor: You can go simple. Attach pieces of orange and black crepe paper on your ceiling, and you are done. If you want to dress it up a bit, you can also go ahead and attach some black bat-shaped pieces of cartolina.

Decor: You can also put some black lights in your venue and draw some creepy stuff on a black cartolina or the black side of an illustration board using highlighters. These creepy messages will glow once you turn your black light on.

s Davao City had fun with Bonnie Bailey, the people in nearby Island Garden City of Samal had a blast with the Oktoberfest and pre-Halloween party held at the Malipano Island of Pearl Farm Beach Resort.

There was also no tedious music from the selections DJ Yancey had prepared for the party. The Jamming Grava captured the interest of the audience with the Latin beat and the fire dancing exhibition.

But the kudos went to Cueshé, the group which popularized such songs as “Stay,” “Sorry,” “Ulan,” “Can’t Let You Go,” and “Jealous Guy.” When lead vocalist Jay Justiniani started to sing, the audience

listened. As one song after another was performed, some of those listening started to sing with the band. Everyone, indeed, were having good time.

G

ossip can be juicy, delicious, mean, entertaining, destructive -- or all of the above. However it’s described, gossip does have a purpose, according to new research. ‘’We think it is a protective-type role,” says researcher Eliza Bliss-Moreau, PhD, post-doctoral fellow in psychiatry and behavioral sciences at the University of California, Davis. “Gossip helps us predict who is friend or foe without firsthand experience with those people.”

Bliss-Moreau and her colleagues arrived at the conclusion after studying the visual impact of gossip. The researchers found that people pay more attention to the faces of people they have heard negative things about than faces of people they hear positive or neutral things about or to other images.

“The idea would be, based on the finding, is if we can see those people [talked about negatively] for longer times, we can gather more information about them,” BlissMoreau says. “It might be a mechanism that has evolved to protect us from liars and cheaters and people in our large social groups who have the potential to do us harm.”

Observing these potential troublemakers for a longer period may give us clues about whether they are actually a threat, the research suggests.

The researchers conducted the study around an accepted phenomenon known as bin-

ocular rivalry. The term refers to a situation in which you are presented with two things to look at, setting up a rivalry for your brain’s attention.

“The way the brain works, you can only see one at a time, so you flip back and forth quickly,” says Bliss-Moreau The amount of time you look at each image is not typically under your conscious control.

Negative comments included such information as “threw a chair at his classmate.” Positive comments included “helped an elderly woman with her groceries.”

The study adds to what experts already know about our brain being an ‘’association machine,” he says. “First, it shows that quick exposure to a complex piece of information, gossip, is sufficient to cause a strong association,” Bar says. “We just hear something about someone and it is enough to substantially bias our impression about that someone.”

The new research also shows that ‘’negative associations are strong enough to emerge from outside awareness to affect our thoughts and potentially actions.”

Although knowing someone in a picture threw a chair at a classmate “does not pose an immediate threat to us, our brain still does not take chances and seems to consider this as worth heightened sensitivity,” says Bar. My thoughts on this study as I was reading it was that gossip can help us in a way to protect ourselves from potential danger. It is always best to protect oneself and to lessen exposure to dangerous people and situations. And remember there are two types of gossip, the positive and the negative. So, let us learn to place a balance on these.

There is a local saying often associated with troublemakers and gossip, “walang sunog kung walang usok” (there can be no fire if there is no smoke). That saying alone is a warning for us to be vigilant with people who are troublemakers and fire starters. In modern times, these people are the real ghouls of Halloween! Ahooooo!!!!

Finding comfort at Conching’s When one is asked on what comfort food is, one would normally answer with the usual answers of spaghetti, baked macaroni, fried chicken, and roast beef. I find this strangely funny since the very definition of comfort food is food that remind someone of comforting childhood memories, basically food that one grows up with.

Don’t get me wrong, I also find fried chicken comforting as much as every average Juan but I also remember memories of barbecued native chicken, of puso (rice cooked in a coconut leaf pouch) and of imbao (clear clam soup infused with ginger) during my childhood days.

Some days I crave for such Pinoy comfort food only to get thwarted buy the difficulty of finding it. Well, not of just finding it, but a difficulty of having barbecued native chicken that was not as tough as leather, or imbao that is neither too salty or filled with tooth shattering grains of sand. Luckily a visit to Conching’s at Araullo Street paved my way to Pinoy comfort food bliss.

Foodies who love seafood will love Conching’s grilled squid which properly cleaned and is cooked until tender.

Another comfort food would be Conching’s imbao that has a generous amount of plump clams and lots of ginger root which I really love. What IS missing in the imbao are the scary, tooth killing, sand grains which makes having your bowl of soup a truly comforting experience.

Conching’s roasted native chickens were flavorful and filling yet did not have the texture of shoe leather which I believe older foodies with dentures would truly appreciate. I also loved their version of kinilaw (tuna loin cooked in vinegar) that is finished with rich coconut milk that adds a layer of sophistication to an otherwise simple yet refreshing dish.

zahara Muñoz Guijarro (born 19 November 1987) is a Spanish professional golfer on the U.S.-based LPGA Tour and Ladies European Tour.

Muñoz was born in Málaga in southern Spain and had a successful amateur career in both Europe and the United States. She won the 2002 Spanish Amateur title at age 14, the 2004 Girls British Open Championship, and was the 2009 British Ladies Amateur champion. Additionally, she was runner-up to Amanda Blumenherst at the 2008 U.S. Women’s Amateur in Eugene, Oregon, and was a member of Europe’s Junior Solheim Cup Team in 2002, 2003, and 2005.

At Arizona State, she was the 2008 NCAA Individual Champion in her junior year, winning by making a 25-foot (8 m) putt in the first hole of a playoff against UCLA’s Tiffany Joh in Albuquerque, New Mexico. Surgery on her right wrist in January 2009

A total of 127 young players took part in the event which was sanctioned by Philta and organized by the Davao Association of Tennis Clubs and Philippine Tennis Academy with the support of Head and Chris Sports.

“Good morning.

“I’m Michelle Manzo, daughter of Teresita Dacudao Roque, 3rd child of Elias Dacudao. With us here today are my mother Teresita, my sisters Emily and Carol, my cousin Raymond Dakudao; and of course, my aunt Melanie Dacudao Chan and her husband, Rommie Chan, president of the Philippine Tennis Academy, and who helped make this tournament possible.

“In behalf of the Dacudao family, welcome to the 1st Dr. Elias Dacudao Memorial Cup! “Our family is very happy and honored to have a tennis tournament held in honor of our father Elias Dacudao. We are even happier that the tournament is being held in our hometown, Davao.

“We consider Elias Dacudao as the Father of Davao Tennis. While he was a medical doctor and businessman by profession,

his heart was really more into tennis and chess. As a result, he devoted much time and resources in developing tennis in Davao and in encouraging young deserving tennis players to excel in the sport by providing moral and financial support. It gave him much joy to hang out at the old Magallanes tennis courts, in the clubhouse he helped build. And his dream was to help improve the lives of young kids, especially those from Mindanao, by teaching them to play tennis, and in the process, inculcate in them the values of hard work, discipline and sportsmanship.

“We like to think that Elias Dacudao attained his dream. You may be too young to recognize the names, but he mentored a stable of tennis players that included the Valleramos brothers – Ben, Bernardo (or Jun) and Manuel. Manuel Valleramos went on to become the no. 1 player in the Philippines and a Southeast Asian Games gold medallist.

Jun was likewise a nationally ranked tennis player, as well as a Philippine national tennis team coach. Another protégé was Danilo Pila, a Davis Cupper. My cousin Raymond was also a Davis Cupper, who received a college tennis scholarship in the US together with another protégé, Rodrigo Cabato, and my sister Teresa. My sisters, Teresa, Emily and Carol, were likewise former nationally ranked junior tennis players, who represented the country in many international tournaments.

Other protégés like Rene Abastillas and Melchor Sabandon became tennis coaches / trainers.

These players, together with countless others, are just some of the people whose lives were touched by Elias Dacudao.

What had appeared to be a wild finish turned into one-man show as Ababa rebounded from an opening 38 with three birdies in the first four holes at the back, frustrating erstwhile pursuer Cassius Casas, another Dabawenyo, and a charging Fernando to complete a wireto-wire victory in the P1 mil-

lion tournament.

He pooled a 206 and beat Fernando and Lascuna, who both carded 71s, by six for the top P200,000 purse – his third leg victory in the 16-stage circuit organized by Pilipinas Golf Tournaments, Inc. after ruling the ICTSI Iloilo and ICTSI Riviera stages in close fashions.
