Health Law and Business Symposium 2016 New Forces Driving Change in the Delivery of Care November 20, 2015 UVA School of Law Traditionally, scientific progress and clinical breakthroughs drove advances in the patient care. New technologies appeared and were adapted; new organizational structures developed to accommodate those innovations. Recently, however, the change in delivery practices is driven increasingly from ideas and sources outside of the health professional and clinical communities. Longstanding concerns with both cost and missed opportunities for improving outcomes by reducing fragmentation and inefficiencies of the existing system are forcing fundamental changes in health care delivery. As the largest and most influential payer, the federal government is both encouraging and requiring change, but employers and private health plans are also taking more active roles in promoting experimentation with delivery and payment models. Health care systems are creating new business models to respond to these pressures, and as a result the entire delivery system is in a state of major transition. This Symposium presents several illustrations of how non-clinical forces are transforming health care delivery. Presenters will discuss different examples to demonstrate the breadth and significance these new drivers of change. The Symposium will conclude with a panel of expert observers commenting on the benefits and risks associated with the increasing dominance of these externally imposed factors in care delivery. The Symposium should be of value to those following the major transformations in delivery systems including clinicians, lawyers, employers, insurance professionals, human resource managers and others interested in the health policy area.
