New dam proposed for growing population David Lowe The release of a proposed $245 million plan to protect the future of the region’s water supply was unanimously endorsed by Rous County councillors at their meeting last week. ‘Future Water Project 2060’ will be going on public exhibition for six weeks from 1 July 2020. Chairperson Keith Williams said, ‘Given the recent impact of the worst drought conditions in living memory, this once-in-a-generation proposal could not come at a more critical time for our region’s water resources.’ The two main elements of the plan are a new, fifty gigalitre Dunoon Dam, to be located downstream of the existing Rocky Creek Dam and budgeted at $220 million, and a $25 million investment to upgrade the existing Marom Creek Water Treatment Plant, near Wollongbar. Although the idea of the Dunoon Dam has been controversial since it was first suggested in the 1990s, chairperson Williams said, ‘all of Council’s investigations to date show the Dunoon Dam remains the most affordable and sustainable option for securing the community’s water supply to 2060 and beyond. ‘It will also make sure our community is not burdened by excessive water restrictions,’ he said. The Echo spoke to Rous County Councillor, Sharon Cadwallader, about the perspective from Ballina. ‘The drought really brought it home to me as to the imperative to secure the region’s future water supply,’ she said.

‘With the current population growth, new water sources are desperately needed. And while the community have embraced initiatives like the 160 litre per day water challenge, installed rain water tanks, and taken up recycled water, it just isn’t enough to future-proof the region’s water supply.’ The latest Rous County Council research suggests that. In spite of these community incentives for greater water efficiency, projected population growth across the Northern Rivers region, over the next forty years, means that five additional gigalitres will be needed each year – that’s the equivalent of 2,000 Olympic swimming pools. General Manager, Phillip Rudd said, ‘The proposed Future Water Project 2060, is the culmination of extensive investigations over a long period to find an all-round viable solution for permanently boosting the region’s water supply’. Other water sources that have been considered following ‘extensive community input’ include desalination, recycled water, and increased groundwater use.

The measure forms part of a new strategy to deal with the thousands of houses, studios and cabins built without approval across the Shire over the past five decades. Passed at last week’s planning meeting, the strategy includes the preparation of an Unauthorised Residential Accommodation policy, to formalise the planning pathways, and consequences, for unauthorised dwellings seeking approval retrospectively.

Any unauthorised residential dwelling, built after June 18, would be subject to enforcement action. Greens Deputy Mayor Sarah Ndiaye said, ‘We have an enormous amount of unauthorised dwellings, and we don’t have the capacity to accommodate all the people living in them if we knock down all of those houses. ‘We have a housing affordability crisis. We have a duty of care and we can’t just throw people out. ‘And we need to provide staff with a process for dealing with these dwellings. ‘At the moment, people are spending a huge amount of time, energy and money to make a property that is illegal, legal. That money goes to planners and

lawyers, but it costs our staff time and money, and resources, with very little in return.’ The meeting heard that Council’s chief legal counsel, Ralph James, had already drafted a proposed policy which could be ‘resurrected’ relatively easily, subject to the input from councillors. The new strategy, passed by a vote of eight councillors to one, formed part of the response to a request by a landowner on Yagers Lane, Skinners Shoot for approval of an unauthorised house. A Council staff report stated that the house, sitting on 4.1 hectares of land zoned RU2, was consistent with the Byron Rural Land Use Strategy. The request for approval was also granted.

Byron Council will review the worsening pedestrian safety and parking issues occurring in Sunrise as a result of increased housing density and a lack of infrastructure. The move came, somewhat ironically, as Council voted last week to approve another two medium density housing developments in the suburb. Ten dwellings for 7–9 Julian Rocks Drive were approved, ranging in size from one to three bedrooms. Six units were also approved – without debate – on a small residential block at 6 Julian Rocks Drive. It was the subject of considerable opposition by neighbours. Both will be developed by

The Kollective housing corporation, which has at least ten other similar projects across the Shire.

No reason to reject DA: Cr Ndiaye Greens Deputy Mayor Sarah Ndiaye, said of the 7–9 Julian Rocks Drive proposal, ‘While I’m never excited to support such high density on these blocks, there isn’t a reason for us to reject this proposal under the current LEP and planning laws’. However, Cr Ndiaye said that it highlighted pedestrian safety, traffic and parking issues in Sunrise. In particular, one of the entrances to the new development could generate up to

22 additional car movements per day, and lies in close proximity to a bus stop used by local schoolchildren. ‘The whole area of Sunrise wasn’t set up with the level of cars, pedestrian use, cycle use movements it now has,’ Cr Ndiaye said. ‘If we want people to use public transport, we have to create public transport they can actually use safely.’

Full of parked cars Labor Cr Jan Hackett agreed that a review was needed, pointing out that the road verges in Sunrise were full of parked cars. ‘They’re also parking in the walkways that were designed for the backs of properties,’ Cr Hackett said.

‘Now with the development of the industrial estate, you’ve got overflow parking from there, from the shopping centre and from Habitat.’ Greens Mayor, Simon Richardson, and Labor councillor, Paul Spooner, both spoke against the proposed traffic and safety review, arguing that an issue of such seriousness needed to be dealt with separately. ‘I think this is a wellintentioned, but slightly clumsy way of doing it,’ Cr Richardson said. ‘We haven’t asked staff what costings are involved, how long it will take… ‘We’re looking at a whole report on getting better outcomes on affordable development’.

RFS recruits accredited during COVID-19 Aslan Shand Last Wednesday, Main Arm Fire Brigade welcomed another seven members after they passed their accreditation. This followed a six week program of twice weekly training for the group, with another two recruits going through their accreditation on Sunday. Of the seven new members who passed their accreditation, five of them were women. All emergency services in the region have been under unprecedented pressure in recent times, as the ageing volunteer-base struggles to keep people on the ground to support communities. NSW Rural Fire Service (RFS), Group Commander, Bob Graham said of the 2019 fires, ‘We had all the resources we could on the ground, including Fire and Rescue NSW, Forestry, National Parks, SES (State Emergency Services) and the police. But many of us were still doing 20 hour shifts regularly’. So while it is a great relief

Photo Jeff Dawson tha, following the last fire season, there has been a large increase in people wanting to volunteer for the local RFS brigades, Mr Graham said it has been a struggle to get new recruits trained and accredited because of the COVID-19 crisis. It wasn’t until six weeks ago that training for new recruits was allowed to restart, under strict COVID-19 guidelines. General training

has still not recommenced for accredited RFS members. Other brigades have also seen new recruits being brought onboard – the Byron Bay Brigade has 18 new members and there are nine new members, in Cudgen who recently passed their accreditation. There are another 18 new recruits in the Federal–Goonengerry Brigade, and another 10 from a range

of other brigades who are almost ready to take their accreditation test.

In 2017, the region was devastated by the impact of Ex-Cyclone Debbie with homes, livelihoods and lives being lost. One area that was particularly affected was the north of Byron Shire, with businesses and homes that had never previously been affected by flooding being inundated. Billinudgel, Ocean Shores, New Brighton, and Mullumbimby were just some of the effected areas. Responding to the impact, Byron Shire Council joined with residents to develop the

North Byron Floodplain Risk Management Plan. Over a two year period, this has brought together the stories, and the lived experience, of more than 400 people to develop the draft floodplain plan. The draft plan is now on exhibition. James Flockton, Infrastructure Planning co-ordinator, said the information in the study was developed using the latest scientific data, mapping and information on rainfall, run-off and topography, which were used to produce detailed flood maps showing the impact of previous floods and the

predicted impact of a number of future flood scenarios. ‘These maps are a very good way for people to understand the potential impact of flooding on their property,’ Mr Flockton said.

Priorities ‘Consultants then took all of the information in the Study, along with community feedback, and developed the North Byron Floodplain Risk Management Plan, which sets out a range of high, medium and low priorities which Council will use to guide capital works and other measures to manage

Local News Bruns parking goalposts moved, says chamber Senior Council staff have defended the way traffic data is analysed, after the Brunswick Heads chamber of commerce claimed the term ‘full capacity’ is defined as an occupancy of 90 per cent, not 100 per cent. It comes as councillors will consider paid parking for the town at this Thursday’s meeting, with staff recommending deferring consideration until the October 2020 meeting ‘owing to the current impacts of the COVID-19 crisis’. The chamber’s Kim Rosen says Council staff inexplicably dropped full capacity

from 90 to 80 per cent. ‘So it’s much easier to reach capacity!’ she said of the report from Council consultants Traffic & Parking Consultants (TPS).

Practical capacity When asked about Ms Rosen’s claims, staff replied that in traffic engineering terminology, 90 per cent parking capacity is known as ‘practical capacity’. Council’s Director Infrastructure Services, Phil Holloway told The Echo, ‘Many of these remaining spaces are often difficult to see, hard to manoeuvre into

What this means is that the parking is “full” but there is a small amount of buffer that allows cars to circulate, wait and eventually find a park. ‘In order to stay ahead of congestion and manage the situation before reaching practical capacity, Council has recommended the town be monitored, and when parking returns to 80 per cent capacity or more (i.e. before the town reaches practical capacity and begins to see a return in poor driver behaviour) we begin to implement

a sustainable system to better manage the Brunswick Heads parking scheme’. Ms Rosen criticised another report by Council’s consultant EthosUrban, who assessed the business conditions in Bruns, describing it as ‘seriously flawed’. She said, ‘EthosUrban’s assessment was mostly a desk-top one, based on 2019 retail sales (commercial floor space x $5,230), and projections that there’ll be an extra two million people in SEQ by 2034.’ She added, ‘Consultation was minimal, and many opinions and erroneous assumptions were repeated.’

Lennox: business and people coming back Photo & story Eve Jeffery With businesses in Lennox Head slowly returning to the new normal, the Lennox Chamber of Commerce is continuing with plans that began pre-pandemic. Chamber president and mortgage broker Zain Peart, who has been heading up the group for the last three years, said that a few businesses closed temporarily,

but they all came back with creative ways to stay open during the lockdown. ‘The Lennox community as a whole has shown great support for the businesses to help out as well.’ The aims of the chamber, which has an executive committee of seven, include advocating for a thriving and sustainable business environment in Lennox Head, encouraging people to

shop locally, and promoting Lennox Head as a safe and attractive year-round tourist destination. Mr Peart said that the chamber is now back to focussing on the main street upgrade. ‘The main street project is a renewal of the whole main street, including a new park and new toilet blocks. We are keeping the street two-way after the trial we held last

year for one-way that did not work for Lennox. ‘The first plans are currently on display for the project.’ Mr Peart said that there will also be an update of the chamber, in line with Business NSW, and the town is looking forward to ‘visitors arriving and people returning’. ‘And things getting back to normal.’

Bypass project enters ƐIJĕ Ǖŕëō ƆƐëīĕ The fourth and final stage of the $20 million Byron Bay bypass project is on track to start before the end of the month, Council staff have said in a press release. After works for roundabouts, kerb and gutters, and extending the existing shared path, the bypass is expected to be open to traffic before Christmas, say staff. Within the media release, Council quoted local Nationals MLC Ben Franklin, -spruiking the contentious project, saying it is a ‘great milestone’. Given Mr Franklin is not a representative of Council, The Echo asked staff ‘why was it considered appropriate to include his comment?

Did Mr Franklin ask to be quoted in this Council PR? Who approved this?’ Council’s media rep replied, ‘It is a requirement of our funding agreement for the project to have all media releases celebrating major project milestones approved by Infrastructure NSW and the RMS. Both departments require approval from the Office of the NSW Minister for Regional Transport and Roads, the Hon. Paul Toole. Minister Toole’s office makes the decision on who is quoted in the media release. In this case it was Ben Franklin. There have been other instances where Minister Barilaro and Minister Toole have been quoted in our bypass media releases’.

Plans for a restaurant at Scarrabelottis lookout were reluctantly approved by Byron councillors last week. Council moves to censor critic After many years of inconvenience to the local government establishment, Byron Shire Council’s general manager Mark Arnold is now considering whether to refuse public access to agitator Fast Buck$, aka, John Anderson. In a June 19 letter to Anderson, the GM offers him a chance to say why he should be allowed to ask questions in public access. It follows Mayor Simon Richardson’s expulsion of Mr Anderson from Council’s meeting last week.

Senior staff even said at 24 Aug 2017 Council meeting that “Using paid parking to drive a demand strategy may not be effective.â€? It’s unjust. All villages should be paid-parking free. At the Aug 2017 meeting, the Mayor said about Mullum, “We’ve got a big opportunity of alienating a lot of people, particularly in the hills, who use this as a local town‌ So for all the angst it will bring and for very little money, I think let’s get that off the table... Some good Council news A recently released survey commissioned by Council claims residents are more satisfied in 2020 than they were in 2018, which is a ‘significant improvement’. It’s great news – pats on the back to the councillors and staff who have endured the constant negativity from lone detractors like John Anderson and respected environmentalist Dalian Pugh. And the Bruns chamber. And Butler Street residents. And those against the disco dong. And all the Greens members who have seen their party divided by the mayor and his followers. And all those pesky individuals who are the unfortunate victims of speculating developers wanting to ruin their street with big DAs. Stuff the NIMBYs, and the region’s unique biodiversity. It’s your time to shine, Council! From a ratepayer base of around 20,000 and a population of around 35,000 (ABS estimated resident population 2019), the survey says 408 people were randomly selected by telephone (mobile and landline). Of those, 78 per cent responded that Council’s performance is somewhat satisfactory. Does that also mean that 22 per cent of the 408 people surveyed also don’t approve of the job Council is not doing? Along with bridges, there’s plenty of smooth new roads that have been built, or that are on the way to being resurfaced. Skate parks are getting refurbished. Toilet blocks are getting a makeover. And development? Ticking along very, very nicely. It’s ramping up. Gold Coast, here we come! There’s nothing to complain about, right? Conducted by consultants Micromex, their survey was conducted in late March, at the beginning of the COVID-19 pandemic, and after social distancing and other related restrictions were in place. The survey says, ‘Therefore, [COVID-19] was top of mind for a lot of residents. However, the report highlights increases in many importance scores across services/ facilities suggesting that residents are even more reliant on their local Council at the moment’. For the survey’s methodology, the consultants say they used a five point scale (e.g. one = not at all satisfied, five = very satisfied). They say the results have a maximum margin of error of plus or minus five per cent. Fun fact from the results: ‘Local newspapers and local radio were the most preferred methods of being informed’. éjà vu all over again. In the dim, dark ages before I even arrived in Canberra, I was writing stories about the Victorian branch of the Australian Labor Party – its bullying exclusion, its factional resistance to change, its impotent failure to rise from opposition to offer its disillusioned supporters even a sniff of electoral victory at either a state or federal level. Finally Gough Whitlam crashed through, with the aid of a few stalwarts including, crucially, the late convert Clyde Cameron, and secured a bare majority from the party’s federal executive for reform. The dysfunctional branch was declared bogus, and a new Victorian ALP put in place to represent something like the mainstream. It lasted long enough to wipe out the breakaway Democratic Labor Party and bring Labor into government at both levels, and the hope was that the lessons would be learned – but of course, politics, Labor, and the factions being what they are, the habits of a lifetime could not be broken. New warlords replaced the old, and as Anthony Albanese admitted ruefully last week, they were not primarily interested in power to the people, or even to the party – they were only about power for themselves. And so, fifty years later, we are looking at more federal intervention, more disruption, more resentment and bitterness as Victoria braces for yet another reset. Here we go again. It would not be so destructive if the cabbage patch state could be contained; but this was impossible then, and is even more impossible now – the speed and range of infection matches that of COVID-19 without the advantage of closing borders. The virus has escaped, the infection has spread across the nation. In a matter of hours, more allegations were levelled at Labor in NSW. In Canberra, the unlovely right wing faction boss Anthony Byrne has been sprung for what Anthony Albanese tactfully describes as ‘inappropriate’ tweets – bilious diatribes against his colleagues, implicating him in the sordid business in a way which will ensure the feds cannot escape the turmoil.

But a least one lesson has been learned. Back in the 1970s, Labor agonised for well over a year before moving on the Vics, making sure every i was dotted, and every t was crossed to make the exercise foolproof, and unchallengeable under the party’s rules.

Enforcing branch stacking compliance would be completely impractical. Mungo MacCallum Last week Albanese and the state premier Daniel Andrews did not muck around – within two days the federal executive was mobilised, and sentence delivered, administrators were in place, an inquiry was underway, and the membership frozen until after both state and federal elections. Although there was action aplenty, it is dubious that it will lead to a genuine reform of the culture. Branch stacking will certainly be stalled, and some of the dead and the dummies removed from the current membership list, but as we have seen in the past, the practice is engrained, if not enshrined, in the political system. There is a good reason that it has never been made illegal; enforcing compliance would be completely impractical. Technically, branch stacking is against the party rules; few, if any, take the prohibition seriously. And it is not just a matter for Labor – it is just that the Liberals tend to be more genteel about it. When Malcolm Turnbull spent a fortune, literally of his own money, to secure preselection for the wealthy enclave of Wentworth, some of his colleagues murmured disapproval, but most were torn between admiration and envy over what they described as the mother of all branch stacks. And although Turnbull took the trophy, he was only the richest in a big field of competitors. And the hypocrisy is even starker as the nation’s chief law officer, AttorneyGeneral Christian Porter, continues

to fudge and delay even a Clayton’s version of a federal anti-corruption commission. The equivalent state bodies, on both sides of the Murray, were in action almost immediately. The notion that a similar type of investigation is somehow unnecessary makes nonsense of the government’s entirely justified demand that Byrne explain himself to the national parliament. Branch stacking is bipartisan; a sport enjoyed by all factions in all parties in all administrations. Scott Morrison’s pretence – that they are unique to Labor – is as silly as his overblown insistence that his party is not implicated in such shenanigans because the Libs don’t really have factions. But right now they are working well, and will continue to do so, at least for the next fortnight, because the timing could hardly be worse for the opposition – with the Eden-Monaro by-election poised to deliver a verdict on Albanese’s leadership. The result is not actually all that important; the government is not at risk, and despite the best efforts of the propagandists of the Murdoch press, nor is Albanese’s position. But however it goes, Eden-Monaro will be ‘blown up’ by the Murdoch press into a vital indicator of both Albanese’s future and that of the party as a whole. This was always going to be the case, but with Victoria imploding, and the fallout scattering across the country, the test – and the distraction – will be magnified into an existential crisis of leadership, at a time when Morrison is trying to regain traction. And in the meantime, politics as usual has reverted to the old normal – insults, bickering, triviality, all the fault lines that exasperate and infuriate an electorate who may, just for a moment, have imagined that a new way was possible. And it will be like that all the way to the next election, and the one after that, and the next, and on and on… On the morning of polling day The voter arose from his coffin And ran to the nearest booth— He planned to vote early and often. Showground peace The Mullumbimby Showground is a beautiful, peaceful place for families, kids, dogwalkers and everyone to visit and enjoy. Except when cars speed through like it’s a main road – and many do. I’ve experienced asking people to slow down and being abused for it. This forest coup on the mid-north coast, led by the Gumbaynggirr people, is to protect their sacred sites and songlines within the forest, as well as safeguarding precious, unburnt, native forest with

its resident endangered species. There is a strong legal team working on the campaign, and a blockade camp has been set up on site, welcoming visitors and local supporters. The Showground should be a safe haven to walk. We are lucky to have this valuable asset for our community, and fortunate that Margaret and Keith are such wonderful caretakers. Racism to religion One racist spark in America and the whole world is afire with people tearing down racist icons. A good start. Yet racism is only one of many sicknesses in the human mind. Freedom from all of them is the only way to peace and prosperity. When shall we start tearing down icons in Christian churches of a man being slowly tortured to death on

a cross? Religious idolatry is just as bad as racism. Maybe the churches should go or be put to better use to house the homeless. The idea of worshiping something outside of you is a trap set by religious bigots. The bait offered of eternal salvation, if you behave yourself, backed up with a threat of eternal damnation. Toilet surprise I popped into the Brunswick public toilets last week and got such a lovely surprise. They had been renovated to a first world standard. While the bickering was unfolding between Jan Barham, MP Tamara Smith and Byron Council over the Mitchell’s Rainforest Snail and bypass last year, someone was getting on with the job of fixing this toilet block which had stood decaying for years. Fishy deaths So Mr Lyon, obviously there’s no need to hold anybody to account for the death of thousands of animals? Or for acting contrary to licences and established best management practices? It should never have happened. Staff don’t get to pick and choose what laws, policies and conditions they will apply. They must apply them all. Have any disciplinary actions, penalties, pay cuts or demotions been handed down? Extremely doubtful given our councillors’ vigorous defence of their monumental stuff-up. Again. What these pseudo Greens and Council ‘planners’ don’t seem to understand is that with their consistent approach over the past four years, the environment loses every time – and worse than that, it is the threatened ecosystems and threatened species supposedly under the highest level of environmental protections that are constantly losing. Just in the past few months we have lost littoral rainforest, wetland, Mitchell’s Rainforest Snails, koalas, and ancient tallowwood koala habitat trees from Tallowwood Ridge Estate, named after them. even mention development height limits, housing density, visual amenity, traffic flows and parking – all of which are caused by Council ignoring their own strategies and policies with massive development-friendly loopholes. to experience. But as Joni Mitchell would say, the Byron Shire Council have agreed to ‘pave paradise… to put up a parking lot’. I spoke against the proposed development, as it is currently detailed, at last Thursday’s Council planning meeting, on the grounds of road safety but, as usual, it did not matter in the end. We didn’t bother bringing up other issues like amenity, impact on the escarpment, noise, additional traffic in a koala corridor; as these seem to have no impact on our Councillors opinions.

Not for locals The development application was approved – for a restaurant (with a wonderful view) that very few residents will likely ever be able to afford to enjoy. A planning condition covering road safety was not even considered important enough to be formulated. That is what Council thinks about your safety, despite having a duty of care, and moral obligation, to ensure safe roads are provided for ratepayers to travel on. Only Cr Cate Coorey objected to the development. Our family lives just down from the lookout, and we use this road every day. We have serious road safety concerns with the development, because only 15 parking spots have been provided by the developer. The restaurant will be a 40-seat finedining restaurant, and blind Freddy can see a functional requirement of 20 to 25 parking spots for a venue with 40

The lookout already has limited parking, Coolamon Scenic Drive has a narrow road shoulder, and the resulting uncontrolled vehicle and pedestrian movements will cause safety issues. This is an 80km/h zone, where speeding is common, and with poor sight distance in both directions. As a result, the precinct must now have a 60km/h safety zone approved. Why, when the Mayor noted at the previous meeting that he believed at least 20 plus standalone parking spots would be required for both staff and patrons, did he allow the approval? The development needs at least ten additional parking spots on the developers land. However, the developer told me outside the Council meeting that he is unable to fit more parking on the site due to the steep terrain and the competing need for space for effluent treatment so that 40 seats can be accommodated. How can effluent needs be driving the parking and road safety

outcomes? Crazy stuff. The previous voluntary agreement, providing for some overflow parking in the lookout was torn up, yet we still have overflow parking, with councillors choosing not to pursue a formal agreement to protect the ratepayers. Faulty Towers stuff – but only the developer is laughing it seems.

Detriment of locals Councillors openly acknowledged that this development would cost the ratepayers significant sums in regards to future management of the site owing to the restaurant being approved. They also recognised that it is likely that an extension for opening hours will be requested, following the initial approval that limits it to breakfast and lunch only. This will most likely be based on the claim that the business is struggling. Magnus Carlsen continues to dominate the online circuit, completing a new victory at the Clutch International last week. The Clutch tournament was organised by the Saint Louis Chess Club, and as with many top online events recently, the format was unconventional. Fishing World (19 June, 2019) cites Council as stating ‘public pressure forced the Council to act as soon as the trigger level was reached, although waiting for rain could have mitigated the risk of a fish kill’. Councillors need to understand how their procedures allow political pressure to over-ride expert advice, ignore assessment requirements, and breach legal obligations; particularly when they know the outcome will be an environmental tragedy. Michael’s claim that it was a well-intentioned mistake shows he has still not bothered to read the consultant’s reports to Council, still does not understand the process, and has no intention of finding out what went wrong with Council’s procedures. Michael and Simon may not like what I have to say, but they should at least give me a fair hearing when I address Council, rather than once again attacking and denigrating me. While Council has now said they will change the opening process, until they

Stand in shame What a crazy time we live in, when tearing down statues of historical figures seems a good idea for some to prove black lives matter. History cannot be changed by obliterating the memory of tyrants who brought us to this point. Surely a better idea is to let them stand, but add to their plinths the real facts of what these people did – good and bad. We could use this opportunity to rewrite the true story of our history, however uncomfortable that may be. and anti-vax capital of Australia. It is not only related to my scepticism of (potentially over-exaggerated) ‘health’ reasons. It also stems from those calling for freedom of choice in health who have, wittingly or not, jumped into bed with right-wing extremists and neo-Nazis. Little did I think that those living in Byron Shire would be potentially mingling with white supremacists at rallies ostensibly advertised as in opposition to vaccinations or new technology, but which have become linked to COVID-19 pandemic conspiracy theories. From the USA to Australia, extremists have been weaponising the pandemic. One banner, seen in a recent American protest about government lies related to the virus, depicts a rat in a Star of David, with the byline declaring ‘the real plague’. In this country the vilification of the Chinese community is most popular. With the anti-vax, anti-5G debate too often conflated with the pandemic, we have seen Nazi flags tied to the Chinese flag, and a spike in racist attacks on anyone with Asian features. My interest here is not in trying to change anti-vax/5G

protesters’ minds. I am however interested to see how those ardent activists in the Byron Shire are actively distancing themselves from extremists. I further look forward to seeing those who are allegedly protecting my health and well-being stand up to vilify and decry the extremists who share your rallies, instead of flying banners side by side with them. I have cared for a family member with dementia so am shocked Dementia Australia (DA) will ditch their physical presence in Tweed and terminate the Diversity and Inclusion Officer position. Vital support for people with dementia, and their carers, across the Northern Rivers, a region with one of the highest incidences of dementia in Australia, will disappear – increasing disadvantage. This is an example of DA’s myopic and retrograde lack of commitment to regional Australia. Because of the nature of dementia, people living with it and their carers benefit most from personalised, tailored support. Despite this, DA will revert to a onesize-fits-all model, reliant on

digital technology. Those who lack the capacity to communicate by this means will slip through the cracks. DA receives significant Australian government funding. Fewer bureaucrats and more grassroots employees would better support this most vulnerable group in society. Meg Pickup Ballina

FRENCH COME BACK! So many wonderful things got cancelled during the COVID-19 health crisis – and bit-by-bit things are starting to come back from the online world. The Alliance Française French Film Festival will be resuming its 31st season on Bastille Day; from 14 July to 4 August, at Palace Cinemas Byron Bay. This beloved cultural event has confirmed a standout selection of 28 features from the original March line-up. Two outstanding films, which embody the spirit of optimism and reinvention, have been selected to bookend the July re-launch. For this incarnation of the Festival, first night audiences will be treated to the much fêted La Belle Époque, starring acting-great, Daniel Auteuil as Victor, a disillusioned man who is given the opportunity to recreate the great love-affair of his youth, in the hope that it can restore his future. The Bare Necessity (Perdrix), a whimsical tale of a family forced to re-evaluate their stagnant ways and finally live life to the fullest, will bid adieu to the 2020 season. CASTE COLLECTION The Caste Collection is a series of works that take aim at the vitriolic treatments of Aboriginal people of mixed heritage in an effort to diminish their persuasiveness in debate about racial issues in Australia. Each canvas is brutally divided into fractions, or portions of white(ness) and black(ness). 1/2, 1/3, 1/4, 1/6, 1/8 and so on. Kate Konstantine, the exhibiting artist says ‘This is my personal response, as an Aboriginal woman, a Koori, a proud Gadigal mother and advocate for constitutional change. It is meant to reflect the stupidity, bigotry and racism that tries to diminish Aboriginal culture in Australia by this notion of diluting the amount of black or ‘Blackness’ in we humans. The collection is hugely inspired by Andrew Bolt and his insatiable need to try and call out Bruce Pascoe (amongst many others), a widely successful black Australian of scholarly merit and award, as less than Aboriginal because of his “diluted” heritage. Unfortunately for Bolt, and people of his ilk, the attention brought about by the discussion only reinforces the resolve of those in question, and their Aboriginal brothers and sisters. No dilution of ‘Blackness’ is possible.’ There are fourteen works on show in this very important and timely exhibition. Ninbella Gallery in Bangalow, from Friday 26 June, and running until Thursday 23 July.

BEACHIE MUSIC Current COVID-19 restrictions dictate that all patrons at venues must be seated – there is also no dancing. Can you believe it? No dancing! That’s probably the hardest blow. It means that if you are in a band, and people want to move their bodies to your music in public, they have to do it in a chair. With such restrictions and gigs coming back super slowly, it’s a tough time for musicians. The Beach Hotel are offering music seven nights a week – which gives punters and musicians a chance to get re-acquainted. Thursday sees the Kookabrothers play at 7pm, on Friday it’s Jock Barnes at 3pm, and Sally Sa at 8pm, and on Saturday, Greg Kew plays at 1pm, Gin Buggs at 4.30pm, and Swamp Cats Trio at 8pm. ‘Insanity is doing the same thing over and over and expecting different results’. That quote has often been attributed to Einstein, but he didn’t say it. His wife did. It’s not relativity theory, it’s domestic drudgery. HE equals ME sweared. I sometimes wonder when ‘cleaning around the house’ became something to do with one’s Sunday. I remember when I used to wake up and plan something like a day at the beach, or a bushwalk: but now I clean cupboards, only to open them a few weeks later to find they have resumed their former chaos. It’s so much effort maintaining order. It’s clearly not the natural state. I’m tired of spending another minute of my life doing something pointless and ultimately unrewarding. As anyone who has lived with me will attest, I’ve maintained an unrelenting regime of sorting and dusting and wiping and waxing. And Yelling. I am 52, I’ll be dead soon. I don’t want to lie on my death bed thinking ‘fuck I wished I’d cleaned the fan’. Although, if I’m dying and I have to look at a dusty fan, I know it will shit me. I’ve often wondered why I care so much? Why is so much of my wellbeing and sense of self tied up with this sense I have to achieve domestic excellence? Am I subscribing to the antiquated belief that ‘the cleaner the house, the better the woman’? Do I think less of messy women? Do I think I am ‘better’ because my house is cleaner? There’s this puritanical psychological coding that exists, deep in my brain stem, which insists I clean up if people are coming over. I don’t want them to walk into my house and see my lack of care, my failure to be a clean and tidy woman; evidence that ‘Mandy Nolan is a dirty bitch – on stage, and off.’ During the COVID-19 lockdown I lost interest in cleaning because no-one was coming over. I realised it was a stupid thing to care about, and ultimately it didn’t make me happy. It actually makes me angry, because I feel unvalued, demoralised, and furious when someone leaves a breadboard out. Why? Who cares? It’s a stupid thing to be bitching about. I’m a feminist, but I still seem to be hell-bent on presenting the perfect housewife façade. Listen to what we say to guests if we think our house isn’t spotless: ‘I’m sorry I haven’t had time to clean up.’ Really? Like it’s an affront? Like our visitor is going to gag if your bin is full? Like their experience of you will be diminished by the crumbs on your bench? Why are women judged by the state of their homes and men are not? I am sure blokes don’t visit other blokes for an arvo beer and think, ‘fuck Gary really needs to get the spray-and-wipe on his coffee table.’ Or, ‘When do you think he last cobwebbed?’ I spend an inordinate amount of time stressing about things I haven’t done, which have absolutely no impact on my life whatsoever. In fact, doing them does have an impact – it wastes time when I could be doing something like reading, or painting, or shopping, or dancing, or writing, or being with my family, or exercising, or having sex, or sleeping. Housework is killing us. It steals precious hours. I’m not doing it anymore. I’ve decided to give zero fucks. When my husband makes the bed and he doesn’t achieve my level of excellence, I won’t re-make the bed. I’ll learn to leave it. I thought that doing all this stuff made me happier, but it doesn’t, it just makes me irritable. Does colour coding my underwear drawer make my life better? Will I be happier if the ironing is done? Is there something to be learnt on your knees with a toilet brush? NO. It’s just part of an indoctrination that sees women lose their best hours to unpaid drudgery. I’ve wasted too much of my life giving a shit about stuff that doesn’t matter. That’s why I’ve decided to transition to being a man. Well, having more of a man’s mindset. Or a manset; I am going to start operating with the belief that someone else will do it. Today, I went to the toilet and I didn’t flush. Being a man is going to be fucking awesome.

Adapting and surviving: Wharf and Fishheads Situated in one of the most enviable places on the far north coast, Wharf Bar & Restaurant in Ballina was one of the businesses who changed the way they served food during the pandemic. Even though they had to lay off about 80 per cent of their staff, they developed some new restaurant lines to do as takeaway. Director of Wharf Bar and its sister Fishheads in Byron Bay, Ralph Mamone says the public were great. ‘They were, and still are, very understanding and supportive’, he says. Ralph says the greatest challenge was to support and maintain as many staff members as they could afford to. ‘From a humanitarian point of view, no employer wants to get rid of its most important asset – its staff. ‘The other huge and most important challenge was that we

needed to ensure that our staff and customers were all safe from contracting the virus. We had staff that needed to work, but were also concerned about their wellbeing. ‘You also can’t afford to lose all your staff and the skills and knowledge of your business. The first thing you notice when you walk into Bun Coffee is the most incredible smell. You know what I mean – that undeniable ‘Drink me! Drink me!’ smell that only really good coffee evokes. The second thing you notice is shelf upon shelf of extraordinarily brightcoloured packets showing the huge variety that Bun Coffee has to offer. This is coffee you can’t help but love. And why wouldn’t you? Bun Coffee beans are grown on Australian farms that are certified organic, and certified by Rainforest Alliance. Their singleorigin beans from around the world are certified Fair Trade. The in-store cups are biodegradable, and some of their packaging is biodegradable – Bun hopes to increase that to cover all of their range in the future. Owner, David Kennedy’s motto is ‘why wouldn’t you?’. For example, if you can source beans from ethical farms, and use sustainable products, why wouldn’t you? Bun is about to celebrate 15 years in Byron, and each year they have aimed to be better than the last. They opened in Byron in 2005 with a small 15kg roaster and a driving passion to roast and provide locals with consistent, freshly roasted coffee from around the world and locally. Sourcing unique and sustainable coffees is a true passion for David, and knowing that the farmers of these incredible crops are being paid fairly, has always been part of the Bun Coffee ethos.

‘If you can source beans from ethical farms, and use sustainable products, ƱIJƷȝƱşƖōĎŕțƐ ƷşƖȂț Bun’s customers’ love for, and knowledge of, coffee has also grown – like the company itself. Bun now roast over 40 different single origin beans, which becomes an opportunity to tell the origin story of the countries and the specific regions and farms the crops came from, and further support the farmers and their communities for better working conditions. Single-origin means it is a bean from a specific country, but it gets more complex. For example, Bun has an Ethiopian single origin, but offer different regionals, being Harrar, Yirgacheffe, Sidamo, Lekempt and Limu. Then they go further – into the estates and right down to individual farms and aspects of a particular farm. Micro lots are popular, with small batches coming from tiny farms.

‘I find it so fascinating that coffee is grown in single-origin in many different countries, and that each origin has its unique flavour profile,’ says David. ‘I have a passion for getting my hands on as many different origins as possible.’ The bright rainbow of coloured packaging in-store is distinctly Bun. ‘We know that some of our customers remember which colour they drink, rather than the coffee type! Part of our packaging journey has been to find recyclable or compostable alternatives.’ So far, Bun have a fully homecompostable 1kg bag for the organic and rainforest blends, along with fully home-compostable coffee pods – a huge step in the right direction to reduce packaging waste. ‘We still have

A reminder re: the NSW Government’s new temporary rental support measures After recent news of a landlord in Sydney’s Surry Hills holding a tenant hostage as they had fallen behind in their rental payment, here is a reminder of the how the rental support package works: The six-month support package announced in April includes a moratorium on applications for forced evictions owing to rental arrears for those financially disadvantaged by COVID-19, and new requirements for landlords and tenants to enter into negotiations over rental payments in good faith. ‘We know many people are worried about meeting their financial commitments at the moment. That is why we need more stability for tenants and landlords while the new Commonwealth income support payments are rolled-out, and landlords talk to their bank about mortgage relief,’ Mr Anderson said.

Where a household is struggling to make rental payments and has suffered a loss of income equal to, or greater than, 25 per cent owing to COVID-19, there is a new obligation to enter into negotiations with their landlord or managing agent, prior to seeking a forced end to the tenancy. Tenants will be protected from eviction until NCAT is satisfied that negotiations have concluded. Any unpaid rent will accrue as arrears during this period. Treasurer Dominic Perrottet said the Government was allocating around $440 million towards rent relief in the form of land tax waivers or rebates – with the expectation that this would be split approximately evenly between business and residential landlords. Mr Perrottet said residential landlords would be eligible for a land tax waiver or rebate of up

to 25 per cent if they passed the saving on to tenants in financial distress. ‘This is effectively a $220 million commitment in the residential sector from the NSW Government to help encourage both landlords and tenants to reach agreement on rent reductions during this difficult time,’ Mr Perrottet said. ‘It’s also important that tenants suffering financial distress as a result of COVID-19 will not be blacklisted for the accrual of rental arrears during this time.’ Mr Anderson said it was important that both landlords and tenants continued to honour existing agreements to the extent possible. ‘No reasonable person wants to end a tenancy right now, which is why we are supporting renters and landlords to negotiate new temporary terms, so tenants keep a roof over their head, and landlords aren’t left without rental income for the next six months’. Tenants and landlords will also have access to assistance from Fair Trading and access to the NCAT to resolve matters, after the end of the 60-day period: • NSW Fair Trading’s dispute resolution service will be available to assist if the parties are unable to re-negotiate and agree on new rental arrangements, backed by Fair

Trading’s existing legal powers. • NCAT will be available to make appropriate orders, in light of the current circumstances, where the parties are unwilling or unable to reach an agreement, and action is taken to seek an eviction. • Action is also being taken to ensure that evictions for reasons not related to rent arrears are also stayed, to minimise avoidable housing disruption and movement. The usual periods of required notice under the Residential Tenancies Act will be increased from the minimum of 30 days up to 90 days, for terminations owing to fixed or periodic leases ending, or other agreement breaches. • Landlords will however continue to be able to seek to recover premises owing to their own genuine hardship. Tenants will also continue to be able to apply to the Tribunal to terminate a fixed-term tenancy on the basis of hardship. • Tenants will be protected from being added to tenancy databases (or ‘blacklists’) for breaches of agreements resulting from COVID-19 impacts. Ballina Region for Refugees (BR4R) invites submissions to the 2020 Seeking Asylum Poetry Prize. The prize celebrates the positive contributions refugees make to our communities, and acknowledges the circumstances that forced them flee their homelands and request refuge in Australia. The prize is open to all Australian residents. This year’s competition theme is ‘holding patterns’. We welcome poems of up to 50 lines that consider the variety of roles that holding patterns occupy in refugee and asylum seeker experiences. Got something that needs fixing? The Repair Cafe Mullumbimby is back. They are opening their doors on Saturday, 6 June from 9am til 12noon. The Cafe is located at the Mullumbimby campus of Byron Community College in Burringbar Street. ‘We aim to fix whatever people can carry to us,’ said organiser Jonathan Hartland. ‘We also aim to show and inspire people how to fix their own items.’ With a large space to work in, they are able to ensure there is plenty of social distancing, and they generally have around four or five volunteers available for advice and help. They are currently looking for more people who are interested in getting involved in helping repair items, as well as woodworkers, machines and electrical gadgets to help get the work done. OS Garden Club The Ocean Shores and District Garden Club have been enjoying sharing photos of their home gardens and also Inspirational gardens, for the last 68 days. Every day they share photos, sometimes with a theme such as a favourite coffee spot in their garden, and sometimes something more random such as what members love about their garden. Around six photos per day are posted vi email and the posts are keeping members connected and sane. Community transport The Tweed Byron and Ballina Community Transport (TBBCT) is still operating through the COVID-19 pandemic. TBBCT clients can still call to book a trip, if their transport needs are essential eg, medical appointments that can’t be undertaken by Telehealth.Trips into Queensland can take place for medical appointments. TBBCT is unable to provide transport for people with flu-like symptoms, or who suspect they may have contracted COVID-19. Call your GP for advice. TBBCT is still taking on new clients and accepting referrals through My Aged Care. They can also assist callers with CHSP and community transport inquiries.
