Byron Rec Grounds users respond to plans Further to last week’s story regarding Council’s plan of management (PoM) for the Byron Bay Memorial Rec Grounds, John McKay from the football club has told The Echo, ‘There is no longer anything for the community to be fearful of’ in terms of the plans, which are on public exhibition. Council staff have proposed that some of the popular grounds within the Tennyson Street Rec Grounds be rezoned ‘commercial use’, which could accommodate ‘markets,

filming, events, cinema, outdoor/indoor entertainment, gymnasium, primitive camping, training camps etc’. Yet there is little mention of how the additional activities would work alongside the existing sport uses. Representing the Byron Bay Memorial Rec Grounds users’ group, McKay said, ‘We have been in negotiations with Council for over two years and, as communitybased sporting groups, have received all that we asked for, which is that they remain protected and zoned for

sporting use only’. He says areas between the fields, including the path, ‘have been rezoned community use, so dogs can be walked and other uses such as personal trainers can enter in to user agreements with Council’. Byron Football Club president George Roberts added, ‘John has been the driving force along with other members of the Byron Bay Memorial Recreation group to make sure that the user groups and the council worked together to achieve this result’.

The draft plan is now on public exhibition, with submissions closing April 23 at 4pm. As required when altering the categorisation of any Council-managed land, Council will be holding a public hearing on April 24 from 3pm at the Cavanbah Centre on Ewingsdale Road. Acting mayor Michael Lyon used his casting vote to approve stage seven (32 lots) at the Tallowood Ridge Estate, located just outside Mullumbimby, at last Thursday’s Council planning meeting. An amendment by Cr Basil Cameron to defer the decision until more information was provided was voted in favour of by Crs Coorey, Martin, Ndiaye and Cameron. Crs Lyon, Hackett, Spooner and Hunter voted against, which tied the vote.

Cr Lyon used his casting vote to reject the amendment and then again used his casting vote to approve the next stage, adopting staff recommendations. During public access developer Eric Freeman clarified some of the issues around native-vegetation plans for the estate, telling the chamber that the entire shelter belt and forested areas in the southeast areas will be zoned E2, meaning they ‘won’t be touched’.

He also said he had not been contacted by anyone regarding concerns over the native areas. Representing Mooibal Spur, Dave Rawlins raised his concerns and told the chamber that communications with the developer last wound up in 2010.

Only item debated Tallowood was the only item debated during the twohour meeting. As a result, other developments and reports

on the agenda will now be adopted as per Council staff recommendations. That includes ‘noting a rural function centres update report’, advising the planning department that Council ‘is preparing an affordable-housing contribution scheme’, noting the requirement to ‘prepare a Community Participation Plan’ and approving – with conditions – a two-lot strata subdivision with dwellings on Cemetery Road, Byron Bay.
