FREE Business Rates Until October 2012 In the March 2011 budget, the Government proposed to extend the enhancement to the small business rate relief scheme for a further year. The following allowances will be available until 30th September 2012; • Rateable values of £6,000 or less will receive 100% rate relief • Rateable values of between £6,001 and £12,000 will receive tapered relief of between 100% and 0% • Rateable values between £12,001 and £18,000 - no change, but will continue to benefit from the small business rate relief multiplier used to calculate the rates payable giving the supplement as the discount. Customer Service Excellence Award for Revenues and Benefits The Revenues and Benefits service at East Hampshire District Council, which is responsible for the administration of Business Rates, has been awarded a Customer Service Excellence Award following an independent assessment made on behalf of the Cabinet Office. The award recognises the outstanding customer service offered by the team at a time when performance is also improving.

Petersfield Company wins Queen’s Award For Enterprise: International Trade 2011 Quality assurance is the cornerstone of Morgan’s ethos. The Company is ISO9001-2008 and ISO 13485 Approved and also registered with FDA (Federal Drugs Administration).

Morgan Innovation and Technology Ltd, a Hampshire based manufacturer and developer of specialised medical devices, which is run by husband and wife team Howard and Sue Clarke, has been received the Queen’s Award for Enterprise: International Trade 2011 in recognition of its international sales in the UK. During the last three years, the company increased its overseas earnings by 84 per cent and its exports now account for 85 per cent of its annual sales. Morgan Innovation and Technology, formerly known as Morgan Automation, employs 24 people and in order to accommodate its expanding business, moved from Liss to its present new hi-tech premises on Petersfield Business Park in January this year. The company’s principal product line is a range of radio frequency lesion generators for bringing pain relief to hospital patients – especially those with acute back problems. However, Managing Director Sue Clarke believes the

company is also gaining a vital competitive edge by developing and manufacturing a host of new ideas, in fields as diverse as motor neurone disease, stroke treatment and sleep apnoea. “Working closely with users of specialised equipment in hospitals and clinics we are geared up to identify and develop innovative new ideas for treatment, which might otherwise have gone by the board, because the potential volumes are not sufficiently attractive for large manufacturers,” she said.

Strategic Alliance An important element in Morgan’s success is a strategic alliance formed with the American organisation Neurotherm Inc, who handle global sales of the Neurotherm range of equipment that Morgan designs and manufactures. A key source of many of the innovative ideas that Morgan develop and put into production is via excellent contacts in the UK research community, particularly universities and hospitals.

This is leading to revolutionary new machines for the specialised medical treatments that the company is now working on and, which will become available over the next few years. Morgan owes a lot of credit for its break-through technologies to Technical Director Howard Clarke, who with wife Sue established the company back in 1987 to develop his pain relief ideas. In growing the company to its present position they have been aided by the financial expertise of fellow director Andrew Rowland.

Elstead Lighting Ltd win their best export order in 10 years Elstead Lighting in Alton, Hampshire is the UK’s leading residential lighting manufacturer and supplier. Originating from the Elstead Village Forge, the current business moved to Alton in 1971 and is held in high regard for its quality and design in both the UK and overseas. Today Elstead specialises in decorative residential lighting that take classical influences in their design and style to suit both traditional and contemporary homes. These traditional styled products were spotted last year when Elstead exhibited in Frankfurt and Hong Kong, by an Australian company Early Settler Recollections (ESR). They recently visited the Alton factory and Elstead are delighted to announce that they have signed the largest overseas deal since they started exporting 10 years ago.

Every business can save money while reducing its environmental impact: in fact many organisations find that improving their environmental performance results in savings of energy, resources and other costs. The East Hampshire Environment Network (EHEN) was set up to engage with businesses and help them be more efficient, more environmentally friendly and more socially responsible.

• Access to STEM, a new, simple, on-line Environmental Management System designed specifically for the smaller enterprise in South East England.

EHEN works with businesses to provide:

Businesses are invited to join EHEN as corporate members and to nominate a representative to sit on its advisory council. Once they have demonstrated their environmental credentials, for example by following the STEM or another environmental certification scheme, they will be invited to use the EHEN logo on their publicity.

• Information on environmental and sustainability issues via their website easthampshire-environment. net and other publications. • Advice and support with issues such as recycling, waste disposal, energy and water reduction, sustainable business practices and environmental management. • A “Green Business Forum” where businesses can share their experiences and best practice. • Lobbying of local and central government to promote local business interests.

• Community-based projects which will assist young people, the elderly and other sectors of society, while helping to reduce the district’s Carbon Footprint.

Environmental Management for SMEs Steps to Environmental Management (STEM) is a new scheme designed for small and medium-sized enterprises (SMEs). It helps SMEs to implement environmental policies and also them to act responsibly. STEM is: • Easy to use. All the “paperwork” is down-loadable and completed on-line. So there’s no paperwork at all! • Simple and straightforward. The Online questionnaires and forms for completion give clear explanations and examples of what is required. • Step by step: STEM has three levels, Blue, Silver & Gold. Each builds on the previous one as your environmental management system develops. Each step should take no more that a couple of weeks to complete.

• Compatible with international and national standards ISO14001 and BS8555. The Gold level of STEM is equivalent to Phase 3 of BS8555. • STEM is completely free to use. All a business needs to do is register with the South East Business Carbon Hub “Helps small and growing businesses start the journey to cutting their carbon footprint” (Carbon Trust) The Scheme is recognised and endorsed by the Carbon Trust, the Institute of Environmental Management & Assessment (IEMA). Health and Safety Made Simple: The basics for your business A new guide aimed at small to medium sized businesses, has been published by the Health and Safety Executive (HSE) to help them comply with the law and manage health and safety more effectively. For many businesses, all that’s required is a basic series of tasks. The guide will take business owners through the steps and help them make sure they have done what is needed – and no more. In general, the laws apply to all businesses, no matter how small. As an employer, or a self-employed person, you are responsible for health and safety in your business. You need to take the right precautions to reduce the risks of workplace dangers and provide a safe working environment. There are health and safety laws to protect you, your employees and the public from workplace dangers. The new guide makes life easier for you by providing the basic information on what you need to do in one place. It will help you get started in managing health and safety in your business. It covers matters such as writing a health and safety policy, assessing risks, consulting employees, training, work place facilities, first aid etc. For some work activities there may be extra things you need to do to make sure you are complying with the law. The guide can be found on the HSE’s website – www.hse.gov.uk/simple-health-safety

Sunbeds Following a number cases nationally where commercial sunbeds have been misused by children and other young people below 18 years of age, legislation has been introduced to prevent the use of commercial sunbeds by young persons under the age of 18. Research into skin cancers and the skin damage caused by ultraviolet (UV) rays has shown that young people under the age of 18 are particularly vulnerable to such radiation. In 2007 there were 10.670 incidences of malignant melanoma, a potentially fatal form of cancer and the second most common cancer in the age group 15-24 years. The legislation to control the use of commercial sunbeds the Sunbeds (Regulation) Act 2010 came into force on the 8th April 2011.The legislation will be enforced by district councils using suitably authorised officers who will have powers of entry and inspection and breaches of the legislation can, on prosecution, draw down fines of up to £20,000. All forms of UV equipment available in a “sunbed business” are covered by the legislation, this also includes portable equipment. To explain the legislation the government has published two pieces of guidance “Information for Sunbed Businesses” and “Guidance on the implementation of the Sunbeds (Regulation) Act 2010”. Both of these documents are free to download from the Department of Health website www.dh.gov.uk

Independent Review of Health and Safety Legislation: Call for Evidence The Government has established Independent Review of Health and Safety legislation. It will consider the opportunities for reducing the burden of health and safety legislation on UK businesses while maintaining the progress made in improving health and safety outcomes. This review is due to make recommendations to Ministers by the end of October 2011. The review includes collecting evidence from interested parties including businesses that will help provide evidence for reducing the burden. The call for evidence includes a list of specific questions which can be answered as well as an invitation to provide other evidence and representation that may be appropriate. New EHDC Portfolio Holder for Economic Development Councillor Glynis Watts is now cabinet member for Economic development at East Hampshire District Council. Councillor Watts is also responsible for business development, regeneration and tourism in the District. Glynis said: ‘I have been lucky enough over recent years, to work closely with select islands in the Caribbean. Together with associates in UK and the States, we market properties and developments in exclusive islands such as The Turks and Caicos, and St. Kitts and Nevis. I also ran the Nevis Tourism Authority for UK and Northern Europe for a number of years. My earlier career was in publishing, in the main working for the late Lord Hamlyn and I spent 12 very happy years travelling the world running the export division for Octopus Books. I have recent experience of how the world recession has affected small business, and will be working hard within my Portfolio for Regeneration to give support, encouragement and to smooth the way for all of our businesses, that are the backbone for prosperity within East Hampshire.’

Farewell to Mike Gibbs After 15 years at EHDC, Mike Gibbs is stepping down as Economic Development and Tourism Manager. During this time Mike has achieved an increased profile for economic development at the council and has championed the cause of businesses across the district. Specific achievements include: • Gaining significant sums of external and partnership funding in order to boost local business performance. • Securing a reserve from the Local Government Business Growth Incentive grant in order to support economic development in EH • Bringing together and developing the Business East Hants partnership. His colleagues and partners in the business community will miss him.

East Hampshire’s IDVF Needs Your Support East Hampshire’s Independent Domestic Abuse Forum (IDVF) is seeking support from local businesses. The Forum seeks to help reduce Domestic Violence and Domestic Abuse and improve lives of victims and their families. The Domestic Abuse Forum is keen to know if businesses would be able to donate a gift to the Forum. Gifts will be used for fund raising events

including raffles and competitions. Forum members are currently working with local schools to find out who can design the best logo. All these events raise awareness and anything you can donate would be gratefully received. The Forum members can arrange collection if this is more convenient. Business Growth Fund If you have sales of approximately £10 million - £100 million a year and need growth finance of around £2 million - £10 million, the Business Growth Fund may be able to help. This could be the start of a new growth phase for you and your company. The Business Growth Fund aims to recognise and invest in UK companies that have real potential to succeed. It also seeks to create household business names and listed companies of tomorrow. In July 2010, the chief executives of some of the largest banks and the British Bankers’ Association (BBA) set up a Business Finance Taskforce to consider what more could be done to help the UK return to sustainable growth. The Taskforce is made up of Chief Executive Officers and senior representatives from the largest UK banks including Barclays, HSBC, Lloyds, RBS, Standard Chartered and the BBA.

The Taskforce is particularly keen to help smaller and mediumsized businesses, hence the recommendation of set up of a Business Growth Fund. In order to get the BGF up and running quickly, the Taskforce banks agreed to act as financial backers of the Fund, providing up to £2.5 billion to help the BGF begin investing in suitable businesses. The Business Growth Fund Plc was established in February 2011 to manage the fund and became operational in April 2011. As an independent company, the BGF’s investment decisions are not be influenced by the banks or government. Business Growth Fund plc is authorised and regulated by the Financial Services Authority.

Investment Criteria • Target companies that typically turnover £10m to £100m per annum and have been operating successfully for two or more years. • Offer investments of between £2m to £10m in return for an equity stake in the business and a seat on the Board. • As Board Members, contribute business guidance as well as capital for growth. • Invest over the long term – five to seven years or more. • Consider investment opportunities across all sectors apart from financial services and real estate.

National Park Authority In April 2011, the South Downs National Park launched a fund of £400,000 to support projects which contribute to improving the quality of life in the South Downs National Park. The fund is aimed at supporting local community projects that a positive impact on future generations and take full consideration of social, economic and environmental concerns. The fund is available to community and voluntary groups and

Sustainable Communities Fund organisations in the private and public sectors who want to deliver projects of benefit to the South Downs National Park, and can include practical work, feasibility studies or research projects, partnership development and awareness and training initiatives. EUROSTARS Research funding programme for SMEs The Eurostars Programme is the first European funding and support programme to be specifically dedicated to Small and Medium sized Enterprises (SMEs). Funding is available to SMEs to undertake research and development in any technological area, but must have a civilian purpose and be aimed at the development of a new product, process or service. Eurostars supports collaborative projects involving at least two participants (legal entities) from two different participating countries. The main participant must be a research-performing SME. The programme supports projects that are marketdriven and that have a maximum duration of three years. Projects must be within two years of completion and ready for launch onto the market, with the exception of biomedical or medical projects, where clinical trials must be started within two years of project completion. Annual Farm Walk NFU and EHDC’s Economic Development Office help local government and police to probe farming issues.

On 28 June 2011, around 35 local government representatives and police took up the NFU’s invitation to tour two farms on the South Downs. Around 85% of the new South Downs National Park is farmed and farmers play a vital role in the conservation of the Park. Representatives of East Hampshire District Council, Hampshire County Council and Hampshire Constabulary enjoyed a fact finding visit to South Farm and Lower Farm, in East Meon. The successful visit was organised by NFU together with the Economic Development Office at East Hampshire’s District Council.

During the visit to the two mixed farming enterprises, the Atkinson family gave the visitors an update on topical issues. Alton and Petersfield NFU Group Secretary Richard Buer said: “Our visitors heard a presentation on the current state of UK agriculture, its future outlook and current mechanisms to support farming and rural development in Europe. A tractor and trailer tour gave people the chance to see grazing livestock, arable crops and flagship conservation schemes in action. The evening was rounded off with a delicious hog roast provided by Matt Atkinson.”

Country watch Hampshire Constabulary’s Farm Watch, Horse Watch and other similar schemes have been boosted since the beginning of May with the launch of a Force Wide, full time team of Country Watch Officers. The team is based throughout the three police areas of the Constabulary in the North, West and East (IOW). North Hampshire’s team are based in Petersfield and have officers working in each District and Borough Council area of Andover, Basingstoke & Deane, Winchester, East Hampshire, Hart and Rushmoor, they will also support the Eastern Team South of Butser Hill. The team was launched at Hampshire Constabulary’s Rural Event that took place at Sparsholt College on 6 May 2011.

The Country Watch Officers will specifically look at rural priorities that have been set as part of a consultation process with rural communities. These priorities are: rural theft, poaching, fly tipping and ASB of land.

Tweets, likes and reviews Are you sharing the love? Web 2 or social networking is the new ‘must-do’ marketing technique. Of particular relevance to tourism, is TripAdvisor, a website that allows businesses and their customers to interact. Facebook, Twitter and Flickr are being increasingly used to share pictures, events and news stories and Linked In is of growing importance for business to business networks. Social media is now the most popular use of the internet in the UK and a growing resource for businesses.

TRIP ADVISOR The review site for hotels, visitor attractions and visitor accommodation has brought success to at least one East Hampshire business. St Mary’s Hall B&B in Alton has won an award for gaining the most five star reviews from very happy guests on Trip Advisor. Joan Mossop, who runs the B&B has found that, by encouraging guests to write reviews on the site, her first-class service has been widely recognised. Trip Advisor is used increasingly by people to plan their holidays. It receives more than 40 million unique visitors every month and features more than 88,000 places to stay, eat and visit in the UK alone. So if you run a tourism business it is well worth making the most of this site.

FACEBOOK AND TWITTER A growing number of businesses have Facebook pages and use Twitter to tell customers about their services. Visitor destinations, such as Love Hampshire, are finding a new audience on Facebook. Young Entrepreneurs’ Society Young Entrepreneurs’ Society (YES) is taking the PM David Cameron very seriously when he says that we are in ‘The Entrepreneurial Decade’! Founder of YES, Carly Ward, aged 21 is currently advising the Government on ways to promote entrepreneurship to the country’s youth during Global Entrepreneurship Week in November and YES are planning a road show around the whole of the UK with celebrity speakers to inspire Britain’s young people to make a job for themselves. With unemployment at an unprecedented high, it is vital that education centres and councils address the education system in respect to self employment and offer the option of learning how to start a business. Currently our young people are trained more for employment than self employment and unless the emphasis is changed more towards encouraging entrepreneurship, our current crisis of unemployment will only continue to increase. If there are more employers, there will be more jobs and education centres need to focus on creating new employers as well as new employees.

YES has developed a programme called ‘The 12 Steps to Success’ which offers a solution in a simple and engaging format. The programme is current being run successfully in education centres in Hertfordshire, Buckinghamshire and Oxfordshire and is welcomed by those centres that are committed to giving their students the best possible start in their future careers. The programme can be run by the students themselves in a Business Club. YES wants to involve the local community and encourage mentoring from local successful entrepreneurs. The Business Club aims to create real businesses, this is not an enterprise activity, and this is real life stuff. It can also be delivered by tutors so is very versatile and is available in CD format and also online.

The College will be working in partnership with Sparsholt College who have vast experience of provision for apprentices. The two colleges have previously worked successfully together providing courses for the unemployed and this new and

exciting focus is in the national context to significantly increase the number of people taking up apprenticeships. The launch programme at Alton College will be apprenticeships for 16-18 year old care and child care workers but the combined expertise of the two colleges allows for apprenticeships in most vocational areas to be provided for.

Leadership and Management Advisory Service New help for identifying and funding developing opportunities The government has set up a new Leadership and Management Advisory Service (LMAS) to help eligible employers identify and fund development opportunities for their senior leaders. The aim of the service is to foster the leadership and management skills of senior staff so they can make full use of their workforce and accelerate the growth of their business. To be eligible, the business must be in England and have: • two to 249 full-time equivalent employees • the potential for high or fast growth

If eligible, the business will receive: • A free skills diagnostic from a skills adviser. This will identify the leadership and management development required by the nominated leader. This is so they can optimise the contribution of staff and grow the business. The adviser will then agree on a development plan with the leader. • A government grant of up to £1,000 for use on management and leadership development activity, such as any training agreed with the skills adviser. You will have to match-fund this grant - e.g. to receive a grant of £500 your business will have to contribute £500 of its own money.

When the development activity is complete, the skills adviser will discuss the impact with you and see if there are opportunities for further skills development that would benefit your business.
