From the President When Governor Jay Nixon helped dedicate the new Business and Industry Center in 2016, he touted East Central College and our reputation for excellence. It’s a reputation we’ve worked hard at since our inception in 1968, and it’s a reputation that we’ll never stop building upon. Excellence is not just one of ECC’s core values – it’s a guiding principle for our students, faculty and staff. It motivates us. It inspires us. It fosters innovation and progress. As I reflect on 2016, I find examples of excellence around every corner. I see it in our faculty and staff who work tirelessly every day. They embody dignity and integrity in everything they do – committing to continuous quality improvement each day. I see it in our students, each with different stories to tell, challenges to overcome and plans for the future. Some are looking down the road to their next university experience. Others are balancing full-time work and families with coursework. Even after they leave ECC, I see it in our alumni. They are leaders in their communities, and they work to better the lives of the people around them. As East Central College moves forward, it is excellence that will lead the way. We will strive to build on the progress we have already made, and be open to what lies in store for us in the future. It continues to be an honor serving as the president of such a great institution. Mission Statement As the primary provider of higher education in the area, East Central College will serve the needs of those in the college district and service region by providing quality educational programs and services. As an open access institution, the College will serve students who have a range of preparation and ability. All-Missouri Academic Team

Bounds Recipient of Governor’s Award for Excellence in Teaching Aaron Bounds, Director of Bands at ECC, received the Governor’s Award for Excellence in Teaching. The award is given annually to the top community college teachers in the state. Bounds has held his position since 2009.

Dr. Bauer Chosen to Lead Missouri Community College Association

Students Sarah Hennecke and Meghan Brown were named to the Phi Theta Kappa Second All-Missouri Academic Team, an honor bestowed on the state’s top community college students. Members of the All-Missouri Academic Team are selected based on the extent to which they meet the definition of the word “scholar,” which Phi Theta Kappa defines as one who excels in the classroom, has the intellectual curiosity to pursue an academic career and cultural enrichment outside the traditional classroom, shows evidence of substantial development of talents in academics and technical education and has demonstrated an ability to share this development with others. Students from each of Missouri’s 24 Phi Theta Kappa chapters apply to be on the All-Missouri Academic Team; only 40 students are selected each year.

Dr. Jon Bauer began his term as chair of the Missouri Community College Association in January. In the post, Dr. Bauer is providing leadership for the association as it represents community college interests across the state. Among these interests are the priorities outlined in the association’s state legislative agenda—equity funding for community colleges, increased funding for all of Missouri’s public colleges and universities, funding for the A+ scholarship program and support for workforce training. The Missouri Community College Association is a statewide organization through which Missouri’s community colleges work together to advance common agendas. MCCA provides advocacy, education, information and networking opportunities in service of the state’s 5,700 community college faculty, staff, administrators and trustees.

New Trustees Sworn Into Office Two new members were sworn into office at the April 11 meeting of the East Central College Board of Trustees. Cookie Hartbauer Hays of Union and Dr. Eric Park of Washington were the winners in the April 5 election for two open seats on the Board from Sub-district Three. The Board of Trustees is the sole statutory legislative governing body responsible for the control and operation of East Central College. In 2016, Trustees elected Ann Hartley board president. Dr. Joseph Stroetker was chosen to serve as vice president. Don Kappelmann was elected secretary, and Prudence Fink Johnson continues to serve as board treasurer. Hays and Park are currently serving as directors. Bonnie Gardner, executive assistant to the president, is also continuing her role as recording secretary.

Missouri Community College Association President Delivers Commencement Address

Speaker Rob Dixon The head of the Missouri Community College Association, Rob Dixon, delivered the Commencement address during the 46th annual Spring Commencement held May 14. The class of 2016 included 495 candidates for graduation.

Anna Marie Tihen of Washington and Zeke Little of Quincy, Illinois, both received Outstanding Student Awards for 2016 at commencement exercises. The award is the highest honor given to a graduate of ECC, and this year the voting by faculty and staff ended in a tie. Anna plans to transfer to Missouri State University where she will be a piano performance major. Zeke will major in nursing at Quincy University. Dr. Jon Bauer, president of ECC, conferred associate degrees and certificates upon the graduates.

Dixon, MCCA president/CEO, congratulated the graduates on their achievement. “You have reached a milestone. You are done with your time here at ECC, but you are all a long way from being finished with the greater work of your lives.” “You have to be ready to take advantage of opportunities when they arise, and that’s exactly what you have just done in your time here at East Central,” stated Dixon. “Your accomplishment represents the single best thing that you could have done to prepare yourselves for whatever life throws at you next. Your education here is the key that will unlock the next step, and the next, and the next. You’ve done it. But you are not finished.”

Dave Arand of Union received the East Central College Outstanding Alumni Award in 2016. The award is presented annually to honor an ECC graduate who has used his or her education and been of service to the community.

advice and assistance. He also serves the communities of Union and St. Clair as city judge. His fairness, along with compassion and respect for the law, has made him successful in those positions.

Arand continues to give his time to organizations in the area. He is a past president of the Union Kiwanis Club. He is a member of the Knights of Columbus, and serves on the finance committee at Immaculate Conception Parish. Arand is involved with the Franklin County Community Resource Board, where he has helped distribute millions of tax dollars to agencies serving the youth of Franklin County.

A 1973 graduate of Union High School, Arand began his post-secondary education at what was then East Central Junior College. He was a member of both the Rebel basketball and baseball teams during his two years at East Central. After graduating with an Associate of Arts degree in 1975, Arand transferred to Southeast Missouri State University in Cape Girardeau. He obtained his bachelor’s degree from SEMO in 1977, and went on to earn his law degree from Washburn University. Arand has spent his entire life working and serving the community. As a young man, his leadership and service to the community were recognized when he received the Outstanding Young Man Award from the Jaycees. That award was based on countless hours working with the Union Kiwanis, Knights of Columbus, Union Board of Alderman, East Central College Foundation, Union High School Booster Club and Immaculate Conception Parish. He spent many hours coaching youth soccer, baseball, softball and basketball. While staying active in the community, Arand has built a reputation as a fair and honest attorney. His private law practice has grown over the years, but he always finds time to use his legal knowledge to help local organizations with

Arand and his wife, Dinah, are the parents of four children and have four grandchildren. His proudest moments as an East Central alum came when two of his sons, Dane and Devin, decided to attend ECC and play soccer. His daughter, Danielle, took summer classes and participated in numerous ECC theatre productions.

College Honors Karen Weida East Central College honored its former registrar Karen Wieda, the longest serving employee in the 48 year history of the college, by naming the Student Service Center on the Union campus in her honor. The Karen Sue Wieda Student Service Center was dedicated Saturday, May 7. Dr. Terry Zanin, a retired ECC administrator who worked with Wieda for many years, was the featured speaker. Wieda started working at the college in 1969 before the first classes were held. Her first position was faculty secretary, but she was soon promoted to registrar – the job she held until her retirement in June 2013. Her 44 years of service is the longest tenure of any ECC employee.

As registrar, she took innovative steps to improve student services. In 2006, she was recognized by the Missouri Community College Association with the Technology Innovation Award for adopting an electronic document imaging system. Wieda later devoted many hours to converting student services to the one-stop model now in place. The Student Service Center was designed to facilitate this innovative model of service. “Through her tireless dedication and positive spirit, thousands of students benefitted from the education they received and the credentials they earned,” stated Dr. Jon Bauer. “She led by example through her quiet grace, poise and vast knowledge. Many employees hired and mentored by Karen followed her example and served the college for many years.”

May - June

Dr. Tia Robinson Hired as V.P. of Instruction East Central College named Dr. Tia Robinson the new vice president of instruction in May. She replaced Jean McCann, who retired after 24 years at the college. Before coming to ECC, Robinson had eight years of dean level experience focused on assessment, accreditation, curriculum development, faculty development and program development. She also had 10 years of teaching experience including instruction in online, hybrid, face-to-face and cohort models at both the community college and university level. “She is passionate about students,” said Dr. Jon Bauer. “She is an experienced administrator and brought a thorough understanding of the community college mission to East Central.”

East Central College and Fontbonne University Sign Articulation Agreement Fontbonne University and East Central College came together to sign an articulation agreement in 2016. It created pathways to baccalaureate degrees in business, computer information systems, cybersecurity, social work, literary studies, communications and strategic communications at Fontbonne. Students from ECC’s district and service region now have the opportunity to pursue a wide variety of transfer programs as well as access to scholarship opportunities at Fontbonne. A bachelor’s degree from Fontbonne can be attained at a greatly reduced cost when students complete their first two years at ECC. Faculty and staff from St. Louis based Fontbonne University and East Central College were on hand when Fontbonne President J. Area High School Students Complete STEM Academy Students from six area high schools participated in East Central College’s second annual STEM Scholars Academy June 20-24. The Academy gave students the opportunity to work with ECC faculty on activities related to science, technology, engineering and math. “I was pleased with the willingness of the students to challenge themselves in the activities,” said Fatemeh Nichols, chair of ECC’s science and engineering division. “The interest and determination of the students really make me excited about future generations going into STEM fields.”


June - July

Hansen Hall Renovations Begin Renovation of the third and fourth levels of Hansen Hall began in July 2016. The project is being funded through the $1.8 million capital improvement bond ECC received from the State of Missouri in 2014. The project is expected to be completed by June 2017. Dr. Bauer noted the renovation enhances safety and security by providing better emergency lighting and security cameras. “By design, cost savings will be introduced into the environment through the use of occupancy sensors and green technologies,” Bauer said. The renovation includes demolition work and subsequent upgrades to computer information systems, classrooms and labs, enhancement of the HVAC and electrical/ data infrastructure, and replacement of emergency lighting infrastructure. Flooring, ceilings, and paint will be refreshed in the hallways and in computer labs and nine classrooms on both levels. Lighting will also be refurbished in both hallways. A student lounge and open study area will be added, along with a conference/break room and additional offices.

ECC Athletic Department Claims Conference Academic Award East Central College set a record in 2016, winning the Missouri Community College Athletic Conference Harold Oetting Academic All Sports Award for an unprecedented seventh consecutive year. Since the 2009-10 academic year, the ECC Athletic Department has held the highest overall GPA among conference schools. Twelve student athletes were also recipients of NJCAA Academic Student-Athlete Awards for their exceptional classroom performances with GPAs of 3.6 or better. Kayla Borcherding and Sarah Borgerding received the Pinnacle Award for Academic Excellence for achieving a 4.0 grade point average. Chelsea Delay, Dayla Gruenloh, Eden Henry and Karissa Hoffman earned Superior Academic Achievement Awards for overall GPAs of 3.80-3.99. Taylor Davis, Virginia Ward, Kayla Kelly, Zeke Little, Umoh Ufot and Monica Kelley were recognized for Exemplary Academic Achievement for achieving GPAs of 3.60-3.79. Dayla Gruenloh, center infielder for the East Central College softball Falcons the past two seasons, was named the 2015-2016 Scholar Athlete at ECC.

East Central College is excited about the potential to see more students in the future due to an expansion of the state’s A+ program. Senate Bill 638 became law in August, and it allows any nonpublic Missouri high school to apply to the State Board of Education to be certified as an A+ School, if that school meets the same requirements that apply to public high schools. The A+ scholarship program enables qualified students to attend one of the state’s public community colleges by covering tuition costs for two years. More than 500 students utilized A+ funding to cover their tuition and general fees during the 2015-2016 school year at ECC.

August - September

Culinary Arts Instructor Awarded Chef of the Year In August, Chef Mike Palazzola, Certified Executive Chef, competed in the St. Louis Chef of the Year Culinary Challenge. He was one of three chefs nominated to compete by the American Culinary Federation committee, and he was awarded 2017 Chef of the Year! Palazzola began his fourth year as a culinary instructor this year at ECC. In addition to this award, he has won International Kochkunst Ausstellung (IKA) gold and silver medals from the 2008 International Culinary Exhibition in Germany. Police Officers Assigned to East Central College

Classified Staff Association Charity Campaign

East Central College began the 2016 fall semester with Union police officers permanently assigned to the Union campus.

The Classified Staff Association sponsored a monthly Denim Day in 2016. Employees contributed $5 for the option to wear jeans on a designated Friday each month.

Union police officer Tommie Lowe works primarily on campus during the daytime. Union police officer Todd Schlitt covers the evening.

The group collected $1483 from fellow employees with the funds going to local agencies: ECC Employee Flood Relief, Franklin County CASA, Loving Hearts Outreach, Grace’s Place, Franklin County Honor Flight, ALIVE of Franklin County, Habitat for Humanity-Franklin County, Franklin County Humane Society, Backstoppers, Pregnancy Assistance Center of Washington, Union Food Pantry, Jammie Chitwood Moore Memorial Scholarship and the CSA Scholarship Fund.

The college agreed to a contract with the Union police department to have the two school resource officers permanently assigned to the campus. In addition to patrolling the campus, the officers assist the college with emergency planning and training.

Additionally, some 62 employees at East Central College contributed $11,681 to the annual Franklin County Area United Way campaign in 2016. The college is consistently on the list of the top 15 United Way contributors.

Business and Industry Center Ribbon Cutting

14 Missouri Governor Jay Nixon cuts the ribbon on the new Business and Industry Center with Dr. Jon Bauer and East Central College Board of Trustees members. Local legislatures, ECC faculty and staff, business leaders and the community also attended the event. The seats were full and anticipation was high at the official opening ceremony of the new Business and Industry Center on October 20. Missouri Governor Jay Nixon, with ECC President Dr. Jon Bauer and the ECC Board of Trustees members, christened the new $5 million, 28,808 square foot building. It now serves as the new home of precision machining, industrial engineering technology and HVAC programs, a welding lab and the offices of ECC’s Center for Workforce Development. “This project is an outstanding example of what is possible when educators, community leaders and business leaders work together to prepare Missouri workers for success,” Gov. Nixon said at the ceremony. “The state-of-the-art classrooms, labs and training facilities in East Central’s new Business and Industry Center will help prepare a workforce that is ready to

compete and win in our global economy, and the state of Missouri is proud to be a partner in this effort.” The facility allows for further expansion of workforce training opportunities – creating more career opportunities for students by serving as the workforce training provider for the region. “An exciting, new chapter has started at East Central College,” said ECC President Dr. Jon Bauer. “The Business and Industry Center will not only prepare our students for a growing workforce, but also will help companies in our community become more competitive through training of existing employees.” Funding for the center was made possible through tax credits issued by the Missouri Development Finance

Board, which is helping raise $1.2 million in contributions to the East Central College Foundation, in addition to a $1.2 million grant from the U.S. Economic Development Administration, a $1 million USDA Rural Economic Development loan and institutional funding.

Largest Donation in College History A gift of $250,000 was presented to East Central College in August 2016 from Ace Manufacturing and Parts Co., Sullivan, MO. The gift was made to the East Central College Foundation’s “Building for Success” campaign — “An Initiative for Tomorrow’s Workforce” — which was created to help fund the Business and Industry Center. A manufacturing lab in the new center was named after Ace in recognition of its gift. The ECC Foundation continues to seek donations to raise $1.2 million toward the renovation project. Kevin Ijames Sr., Ace president, was proud to make the investment. “We often look to East Central College to provide training for our employees as well as new skilled employees from its manufacturing programs. This gift was an investment in our area’s youth, community and the manufacturing industry.” East Central College president Dr. Jon Bauer said he was deeply grateful for the investment in the college’s students. “We were thrilled about the commitment from Ace Manufacturing and the Ijames family,” Bauer said. “The Business and Industry Center is providing highly Ace Manufacturing and Parts Co. in Sullivan donated $250,000 to the East Central College Foundation’s campaign to renovate the former Gala Center adjacent to the Union campus into a Business and Industry Center. qualified, highly skilled and highly needed graduates in these career and technical programs.” Shannon Grus, ECC Foundation executive director, said the Ace donation is the largest gift received so far in the campaign.

More about the Building for Success Campaign East Central College is approved to receive up to $600,000 in tax credits from the Missouri Development Finance Board to assist with fundraising efforts. Any taxpayer is entitled to the tax credits. Contributors will receive a 50 percent tax credit for their donation. Donations were accepted in 2016 and will continue to be accepted in 2017 and 2018. Each year’s credit can be carried forward for up to five years. All donations are tax deductible and donors can make a one-time donation or pledge an amount to be paid over one to five years. Pledges, matching gifts from an employer, planned gifts in memory or in-kind donations will be accepted. Capital donations of $1,000 or more will be recognized in a permanent location in the building. In addition to the naming opportunity for major gifts, the campaign has established additional contribution levels: $25,000 to $100,000, major gifts; $15,000 to $24,999, leadership gifts; $5,000 to $14,999, special gifts; and up to $4,999, general gifts. Instructor Receives Emerson Excellence in Teaching Award Dr. Patsy Watts has been teaching English since 1983. It’s a subject she is deeply passionate about. “I embrace the challenges of this discipline because it is the foundation of all other academic endeavors. That is, a student’s ability to read and write well will help ensure success in other courses. It is exciting to be a part of something so important,” Watts said. When she became an instructor at East Central College in 2006, she brought a philosophy. “A good college instructor is one who cares enough about students’ futures to stay current in the discipline and help students reach beyond quick and easy solutions to complex problems,” she explained.

Watts practices what she preaches, and she was acknowledged for it in November. Each year, the Emerson Excellence in Teaching Awards program recognizes more than 100 educators in the St. Louis metropolitan area who are examples of excellence in their field – including Watts. “I am grateful to my colleagues,” said Watts, who spends a majority of her time at the ECC campus in Rolla, “who I see working so hard every day. Every one of them deserves this award as well.”

Two East Central Alumni Named “Outstanding Young Professionals” Each year, the Washington Area Chamber of Commerce recognizes “Outstanding Young Professionals” in the community. In 2016, two East Central College alumni were selected! Angie Williams, branch manager for U.S Bank, and Rachelle Elbert, licensed realtor for Coldwell Banker Premier, were part of a group of 12 young professionals who were honored. Both Rachelle and Angie credit their time at ECC with helping them succeed in life. “I had a great experience at ECC,” Rachelle explained. “I liked being close to home, and I was still able to work full time. The teachers were all nice and helpful. “I was so grateful to have a community college as an option,” said Angie. “I wanted to focus on my education and career along with being focused on family and my personal life.”

Missouri Community College Association Awards

Jim Perry, Josie Weir and Brenda Garrison were all honored at the Missouri Community College Association’s Fifty-Second Annual Convention in November for their dedication, hard work and selflessness. Perry was honored with the Trustee Leadership Award– presented annually to a community college trustee whose work and leadership has substantially advanced the mission of community colleges. Weir received the Student Leadership Award — presented annually to an exceptional student leader from each of Missouri’s community colleges/campuses. Garrison was bestowed with the Senior Service Award – presented annually to a long-serving employee from each of Missouri’s community colleges/campuses.

E xecutive Director of Workforce Development Mardy Leathers and V.P. of External Relations Joel Doepker. Joel Doepker and Mardy Leathers were also honored at the convention with the Arena Award. Doepker and Leathers were recognized by their peers for their efforts in workforce development. Both have demonstrated leadership within East Central College and at the state level on various workforce development and training programs. The Arena Award is one of the highest honors bestowed by the association. It is named for Theodore Roosevelt’s “Man in the Arena” speech given on April 23, 1910, and recognizes individuals who go above and beyond to take on worthy challenges in spite of the risk of failure. “The award speaks to the work all 12 of Missouri’s community colleges are doing to enhance workforce training for the state’s business and industry”, said Doepker. “Workforce training is crucial to keeping the state’s economy viable and competitive”, explained Leathers. “We’re seeing a change in our workforce training programs as a result of this effort.”

East Central College Honors Veterans East Central College students, staff and faculty took the entire week leading up to Veterans Day to honor the men and women who have served our country. “We are proud to have nearly a hundred veterans enrolled at ECC,” said President Dr. Jon Bauer. “They are an important part of our campus and an important part of our community. We want to thank each one of them, as well as all of our employees who served in the armed forces.” In Buescher Hall, a fallen soldier table served as a centerpiece to the lobby and thank you cards created by students at St. Ignatius Loyola School in Marthasville were hung on the wall. On the morning of Veterans Day, former ECC professor and Marine veteran Vince Niehaus gave an inspiring speech after a flag raising ceremony.

“Here at East Central College,” he said, “we have employees, students and family members who serve and have served their country. They are willing to go wherever and whenever the need arises to face aggression and defend our freedom.” Students were also given the opportunity to sign a thank you banner for local veterans. Flags were placed on the ECC quad in honor of service members.

New Career and Technical Advisor Enhances Level of Academic Advisement A new position was created at East Central College in November to help guide students in career and technical programs. Eric Clapper now serves programs located in the Business and Industry Center, primarily Precision Machining, Industrial Engineering, and Heating/Ventilation/Air Conditioning (HVAC). A trained advisor with expertise in these programs will better serve students and help the college grow enrollment in those disciplines. “Since the start of the year,” said East Central College President Dr. Jon Bauer, “we have looked at ways to enhance the level of academic advisement services provided to students.”

Students Named All-American Athletes Three East Central College students were named All-American athletes in 2016! Sophomore outfielder and pitcher Shelby Friend was named to the NJCAA Division II Women’s Softball All-American Second Team, sophomore midfielder Jacob Moore was named to the NJCAA Division I Men’s Soccer All-American Second Team and sophomore setter Mackenzy Vedder was named an NJCAA Division II Women’s Volleyball Honorable Mention All-American.

As a freshman, Friend set the single season home run record with 13, which she repeated her sophomore year. She is the career home run leader in the ECC Softball record books. Friend was a two-time First Team All-Region selection and was also a First Team All-Conference selection her sophomore year. She was able to help propel the team to a Region 16 Championship her freshman year. Moore became one of the all-time leaders in the ECC Soccer record books in 2016. He is now tied for first on the all-time assist record with 24 in two years. As a goal scorer, he ranked third all-time with 32 total goals. Additionally, Moore was named First Team AllConference in the Missouri Community College Athletic Conference and First Team All-Region in 2016. During his freshman year, he collected Second Team All-Conference and Second Team All-Region honors.

Meanwhile, Vedder was the assist provider for two winning seasons in a row for the Falcons. While captaining the ECC squad, the Falcons put together a 44-34 record in two seasons combined with help from Vedder. Her single season assist total at 984 ranked her fourth overall in the ECC record books. The two years spent at East Central College have put her third all-time in assists for a career with 1,906. During her freshman year, Vedder was named Second Team All-Region, but as a sophomore, she received First Team All-Region and First Team All-Conference honors.

ECC Foundation and Alumni social issues, science and technology to support core curriculum for students. Over the past eight years, the ECC Foundation has awarded approximately $70,000 to various college departments and groups.

Foundation Holds “Party at the Mule” The East Central College Foundation held its annual Patrons of the Arts kick off with a “Party at the Mule” on June 17, at White Mule Winery in Owensville. S everal ECC employees who contributed to the annual employee campaign gathered to show of the umbrellas they received for their contributions. Throughout the year East Central College faculty and staff gave financial support to ensure the vitality of the college and strengthen the community. In January, the East Central College Foundation conducted its annual employee giving campaign. 112 employees participated with pledges and donations that totaled $20,125, an increase of more than 20 percent over last year.

Foundation Awards Mini-Grants

The event featured the eclectic music of Jonesy, Martin and Stan. With around 200 people in attendance, the “Party at the Mule” was a fabulous summer evening of food, drinks and entertainment. The Patrons of the Arts program directly benefits the art, theater and music departments by providing monetary support for programming, equipment and scholarships. The Patrons program has become the community cultural centerpiece for showcasing both local and nationally-known artists and musicians.

Administered by the Foundation, The Albert C. Buescher Memorial provided five grants to scholastic departments and programs on campus in 2016. The ECC Social Justice Committee used its grant toward the Martin Luther King, Jr. Day of Service initiative. Psychology instructor Dr. Wendy Pecka used her grant to help break through the stigma surrounding mental health issues and change the conversation to one of hope and resiliency.

Employees Rally for Emergency Fund

Adult Education and Literature (AEL) Director Alice Whalen will use her grant will help provide curriculum for AEL’s growing English Language Acquisition Program.

The Foundation raised more than $2500 for an emergency fund created to assist East Central College employees and students in times of need.

Art Director Adam Watkins will travel overseas to London with art students to tour museums and galleries with his grant.

The idea started due to the 2016 flood and the impact it had on both our students and staff. The college family wanted to do something to help, so an empty bowls fundraiser was held with some of the proceeds going to this new fund.

At the East Central College-Rolla campus, the library will expand its book collection. Their grant will help add nearly 80 books in the subjects of history, social science,
