December is here already! This year is coming to a close, Christmas is looming and the New Year stretches before us. This Issue we joined Jan who heads the team at The New Goldra Dog Sanctuary, which definitely is a visit we will not forget. SÃO BRÁS DE ALPORTEL’S MAIN SQUARE TO BE 'MODERNISED' IN €315,000 CONTRACT

T

he owner of Jet2.com and Jet2holidays is increasing the number of flights to Faro next year, a decision based on the recognition that the Algarve is an increasingly popular destination with British holidaymakers. Dart Group PLC, based in West Yorkshire, owns Jet2.com and Jet2holidays and announced its confidence in the Algarve market for 2017 and is to provide 900,000 seats to and from Faro next year, a 50 percent increase on this year’s figure. The company also wants to enable its partner hotels to remain open all year round by extending the holiday season into the traditional off-peak months. The 50 percent increase in capacity is from summertime Jet2. com flights, 60 of them each week to Faro over the summer

months from its nine UK air bases at Belfast International, Birmingham, East Midlands, Edinburgh, Glasgow, Leeds Bradford, London Stansted, Manchester and Newcastle, and the 27 weekly flights during the winter period. The Jet2holidays tour operator has decided to increase the number of hotels with which it will operate in partnership over the next year, ranging from 2 to 5 stars. Dora Coelho, Executive Director of the Tourism Association of Algarve (ATA), the agency responsible for promoting this destination to foreign markets, says that this decision "is an unequivocal recognition of the potential that the Algarve has to affirm itself as a destination appealing throughout the year."

major survey commissioned by Turismo do Algarve, ‘The profile of the tourist who visits the Algarve’ concludes that tourists visiting the Algarve are the region’s best ambassadors. The University of Algarve study aimed to quantify not only the numbers but also the feelings and attitudes of visitors, what they liked and did not like and whether they would recommend the Algarve to friends. The study was taken from 2,400 surveys of domestic, foreign, residential and traditional visitors in the summertime period only, with a wintertime study to be concluded later. The western Algarve is the preferred destination for 73 percent of tourists, followed by the central Algarve at 18 percent, and the quieter eastern Algarve with 9 percent.

Prime Minister António Costa said today that Portugal can face next year with "confidence and without fear," after Brussels decided not to submit a proposal for the suspension of EU funds and gave the 2017 Budget a green light. Costa was speaking to journalists in Casablanca, having heard the European Commission had decided that due to the "effective action" carried out by Portugal’s government, the excessive deficit procedure should be suspended and the country should hit the budget deficit target of under 3 percent this year. The European Commission also said it believed that the risks of Portugal defaulting on its loan repayments, which had been identified in the Portuguese fiscal plan for 2017, "will not materialise" and welcomed yesterday’s positive data on economic growth in the third quarter. "We can only be optimistic about 2017 and about the signal that this represents in terms of confidence in Portuguese public finances," said the prime minister. "Portuguese companies can look with confidence at the financing conditions and the country can look with confidence and calm regarding its relationship with European institutions," he said. The prime minister believes that the country "can only be optimistic about 2017." "So today there is good reason to be satisfied. If you asked me if I am more satisfied today than I was a year ago, I would say ‘yes.’ We took a full year talking about Plan Bs and that things were going to fail. Those year-end negative scenarios have not been confirmed," he concluded.

Christingle, Christmas and a humble orange

A

ssociated with the season of gift-giving - before filling a Christmas stocking with presents - many people place an orange or a tangerine into the toe. They are following an ancient custom that originates with Saint Nicholas, a 1st century Christian bishop. In an unlikely story, Nicholas was overcome with generosity and working secretly at night, he carried three sacks of gold coins to a poor man’s house. Presumably, in an eccentric mood, he didn’t leave them on the doorstep and instead he climbed onto the roof and put them down the chimney. By chance, as the three sacks were tumbling down the chimney stack, each one shed a golden coin. Incredibly each coin ended up inside the toe of three different stockings hanging on the mantelpiece to dry. Even more miraculously each of the three stockings belonged to one of the poor man’s three daughters and each received a coin of equal value. Opening the front door, the family rushed outside wondering where the coins had come from. But, as the bishop had intended, when they saw that there was no one there, they fell to their knees, looked to the heavens and gave thanks to God. Almost certainly, an orange in the toe of a Christmas stocking, has never received a similar response. But taking part in this age old tradition, under cover of darkness on Christmas Eve, is an act that is packed with symbolism. In 1747 in Germany the orange assumed a new symbolic role

when John de Watteville was struck by Christian genius. He hollowed out the centre of an orange and used it as a candle holder. Proclaiming that the orange represented the world and the candle represented Christ, the Light of the World, the image he devised is still in use today. In northern Europe and North America it forms the centerpiece of the Christingle Family Service. Members of the congregation bring examples embellishing the orange with symbols of their own. Sometimes a red ribbon is wrapped around to represent Christ’s blood. Dried fruits impaled on cocktail sticks represent the earth’s fertility and four sweets stand for the seasons of the year and Christ’s eternal presence. There are numerous combinations so that the symbolic possibilities are endless. A far simpler act at Christmas time is to enjoy the perfect taste of a sweet and juicy Algarve orange. he famous Palace of Estoi is now a luxury Pousada providing high quality hotel accommodation near Faro in Eastern Algarve. The Pousada uses the Palace of Estoi, originally built in the 19th century which was the ancestral home of the Viscount of Estoi. The construction of the Palace took approximately 20 years to complete. A party was held in the gardens of the Palace when it was inaugurated, on the 2nd May 1909. After the Viscount of Estoi's death, the Palace was kept in the family until 1987, when it was bought by Faro City Council. The romantic taste of the first owner, a descendant of one of the most distinguished families of The Algarve, inspired him to build a country house surrounded by gardens in a beautiful natural setting. Rather than following the medieval models favoured by the revivalists of the period (first half of the 19th century), as exemplified by the Palacio da Pena in Sintra, he chose a combination of neo-baroque and neo-rococo features. Part of the Palace's facade is covered with tiles with a variety of themes. In the interior, the decoration on the plaster ceilings - the finest in the Algarve is worth mentioning, as is the furniture, the chapel, the hall, the reception and dining rooms, the two tea pavilions and the building which houses a nativity scene. The wonderful French-inspired gardens, decorated with many statues and trees are one of the Palace's main features. The Pousada of Estoi has 63 bedrooms, all with air conditioning, cable television, internet access, minibar, hair dryer and safe. All bedrooms have balconies overlooking the garden. Facilities include spa, outdoor and indoor swimming pools, restaurant, bar and meeting rooms with garden view, free wireless internet access in the public areas, laundry service and car park. Estoi is approximately 10 kilometers from Faro International Airport and 13 kilometers from the coastline. Within easy access are the beautiful, long sandy beaches, golf courses for which the Algarve is justly famous and the Ria Formosa Natural Park. The ruins of Milreu, in the vicinity of Estoi show the area was already populated in Roman times. The excavations brought to light an extensive Roman villa with adjacent buildings. Building your coastal view What you need to know about building a house on the coast.

T

here is something magical that happens when you arrive at the Algarvian shore, when you bury your feet in the sand at the beach, hear the lapping of the waves and songs of the sea birds. Owning a home along the algarvian coast is very desirable, but there are many differences between building your home inland and a dream home on the beach. A number of critical issues in designing and building a beach house need to be well thought of. The needs of your specific house will depend upon the distance from the shore and the exposure to wind, water, soil conditions, and local building codes. Your architect needs to pay even more attention on the design of your beach house, as the climate at the beach is very different from the climate inlands. Due to its own coastline microclimate, a bioclimatic analysis where winds, heat and humidity need to be calculated are even more critical than inland. The current legislation for coastal planning (Planos de ordenamento da Orla Costeira) protects the Portuguese

coastline: The masterplan for the development in the coastal strip is destined solely as improvement, valorisation, the management of the various existing resources and the conservation of the environmental and landscape values. New constructions outside the urban perimeters, are not allowed. Generally speaking, plots that are in 50 - 2000m from the coast, are heavily protected and a building permission is basically impossible to obtain. As inland, the classification of the plot needs to be accessed, although the coastal strip develops along the length of the Algarve, each region refers to its own masterplan (PDM). If there is an existing construction it is possible to make some small changes, but bear in mind that normally these plots are inserted in National Ecological Reserve (REN) which does not allow a great scope for expansion. Having to maintain the number of pre-existing floors, and if there is the possibility of expansion it will be only 50 percent of the existing area. If you are lucky and you find your dream beach house, the

choice of building materials are crucial. In general, choose materials that will tolerate salt water and salt air exposure, which is very corrosive. That means highquality stainless steel fasteners and flashings made of copper, lead, or rubberized membranes. Hardware should be stainlesssteel, copper, or solid (not plated) brass. Even on the interior, choose materials that are not prone to mold and mildew or metal corrosion. Homeowners are often drawn to natural stone for its unique beauty, and yes, natural stone material is ideal for coastline properties, but you have to consider that it can be very heavy, so you may need to install an extra support system. To reduce the maintenance cost and burdens, it’s a good idea to choose exterior materials that are either naturally resistant to harsh weather, such as decay-resistant woods (please avoid tropical woods), or synthetic and composite materials designed for exposure to the elements with little or no maintenance.

Other environmental issues, such as rising sea levels are certainly something you would be thinking about if building close to the ocean. Higher seas and storm surges, and possibly more powerful and more frequent storms could make beachfront homes an even more costly and complex endeavor. Aesthetic choices are personal, but in order to show respect to this unique spot in nature, buildings should blend into their surrounding. For a floorplan, an “open” plan floorpan will provide the best conditions for creating the optical and emotional connection to the ocean, plus it is ideal for cross ventilation, which will help to improve the energy performance of the house. All you need to know about the history of port wine, by Chris Wright

P

ortugal’s most famous export, port wine, is synonymous with Christmas but is now universally accepted as an accompaniment to most fine dining occasions. But what is port wine and how has it evolved? Port is a fortified wine made by adding a proportion of grape spirit or brandy, at some point during the production process. Port is arguably the greatest of all fortified wines and its paramount expression, Vintage Port, ranks alongside the finest produce of Bordeaux or Burgundy as one of the great iconic wines of the world. Port wine is produced in the mountainous eastern reaches of the Douro Valley in northern Portugal, one of the world's oldest and m o s t beautiful

vineyard a r e a s where wine has been made for at least two thousand years. The first shipments of wine under the name ‘Port’ were recorded in 1678. Until well

into the 20th century, the wine was carried down the river Douro from the vineyards in special boats known as barcos rabelos. The wine was then unloaded into the ‘lodges’ of the Port houses which line the narrow lanes of Vila Nova de Gaia opposite the old city centre of Oporto, to be aged, blended, bottled and finally shipped. One of the more fascinating buildings in the city is the 18th century Factory House which is associated with the influence of Britain in the port wine industry. The building reflects the 600 year Anglo-Portuguese Alliance, and the importance of the city’s British community and its prominent role in the port trade. The Factory House provided a meeting place for foreign merchants to conduct their business and to defend their interests. Conceived as a meeting place for British shippers to discuss business, the house became a private club for the British where they colluded to consolidate their monopoly over the manufacture and export of port. In 1806, the Portuguese Government granted the land upon which the Factory House is built to the British Consulate in perpetuity "....from this day and forever." With their frequent meetings, the British shippers were able collude together on pricing and strengthened their monopoly over the trade. All business was conducted in absolute secrecy from the Portuguese. Over time the Factory House became a symbol of the British monopoly. Complaints about the business

practices of the British shippers, led to the Portuguese Prime Minister SebastiĂŁo JosĂŠ de Carvalho e Melo, Marquis of Pombal establishing the Douro Wine Company in 1756, to bring more Portuguese influence and control to the Port wine industry. Among the Douro Wine Company's powers was the ability to set pricing for what the British shippers had to pay the Portuguese wine growers. The monopoly of the British Factors was essentially over. The British passed on their increased costs by adding them to the price of their port which angered local tavern owners and resulted in the so-called Tipplers' Riots of February 1757. Unrest broke out across the city, prompting Pombal to send 3,000 soldiers to quash the rioting and he subsequently dealt out harsh punishments. Both the British and their sympathisers faced large fines, the confiscation of property and jail time. Some were banished to Africa and India, while Pombal had twentysix members of the Factory House executed. Stability was restored and nearly sixty years later the building turned into more of a private gentleman's club among the merchants. It developed an air of exclusivity, holding formal balls for the British of Porto and excluding most of the Portuguese shippers who worked in the wine industry. Every Wednesday the shippers would gather for lunch, drinking

Port together, and play guess the vintage. Wednesday was chosen because this was the day when no post arrived, so there wasn't much work to be done. While sometimes Portuguese dignitaries and Government officials were invited, until the end of the 20th century there was an official decree of the Factory House that excluded any Portuguese military officer below the rank of Field Officer from attending. Today there are now more Portuguese than British members of the Factory House due to the extensive integration of Portuguese workers into the corporate structure of many of the British Port shipping firms. The story of Goldra dog sanctuary and how you can help!

The Doggie Dilemma

W

e joined Jan Henderson, her husband, Matthias, Mairi and Paul her hard working volunteers at the New Goldra Dog Sanctuary for a day that is hard to forget. As you would expect we were greeted by plenty of barking and tail wagging excitement as we arrived at Goldra. The location is amazing and the views are stunning. However, the stars of the day are the guests themselves - the dogs. They come to

the centre from all backgrounds: puppies, pedigrees, pointers, hunting and street dogs which are often abused, abandoned, injured or lost. There are those dogs whose owners can no longer afford the medical bills and the more mature dogs, which just need love and care in their later years. Each one has a story to tell and each one desperately needing a new loving home or sponsorship. Jan has been at the driving force at Goldra for the last 5 years.

However the journey to Goldra was not what Jan envisaged 10 years ago. After spending many holidays in the Algarve over the years and working for 25 years as a Manager for a large construction company in England, Jan, her husband and her 6 dogs decided to retire to the Algarve. They bought a house in the beautiful town of Alte and life was good. As with most things, fate took a hand and along came Jan’s first stray dog ‘Jake’ who desperately needed a home and Jan

took him in and as they do, more followed. Circumstances arose which gave her the opportunity to re-open Goldra, which she took and re-named to ‘The New Goldra Dog Sanctuary’ in 2011, and moved in. As they say, the rest is history. Upon our arrival, the one fact that is obvious was that when running a dog rescue centre, there are not enough hours in the day or enough hands to help. Jan’s day starts at 7 everyday till dark, 365 days of the year. The first task of the day at Goldra

is breakfast, all 120 dogs and 13 puppies need to be fed. From preparation to doggie bowl this takes 3 hours! Feeding is serious business, often catering for special diets and added medication. This of course will be repeated at the end of the day for puppies and the dogs on medication. In fact the daily shopping list consists of 30 kg's of dried food, 16 tins of wet food and high quality puppy food! The basic tasks for most of the day are cleaning out the areas and walking the dogs. In an ideal day, all dogs would be walked, socialised and enjoy play time, but this is an almost impossible task for all 120 residents at Goldra. Therefore, volunteers are always welcomed but, I have to warm you, once you head off on a walk with lead in one hand and ‘pooper scooper’ in the other and that waggy tail telling you ‘so pleased to see you’, it is too late! You will have lost your heart. Most of the dogs are housed in over 20 pens. Pens have to be shared, but the dogs are matched to each other to ensure as balanced an environment as possible is achieved. Many of the dogs arrive at Goldra having never been socialised and have acquired behaviour problems due to the conditions they previously lived in. Most have learnt to expect very little of life and have not had the opportunity to be loved and cared for. This road back to a balanced life takes time, but with patience

compassion and gentleness Jan and her team bring hope of a new home where they can find refuge. Some of these dogs unfortunately cannot be re-homed as their traumatic past experiences make it difficult to rehabilitate them. Some of the dogs have long term or terminal conditions that require Medication, they will remain in the care and keeping of Jan and the volunteers at Goldra, unless special homes can be found for these, most needy residents. Jan’s dedication and devotion to her dogs inspire her team to work tirelessly to promote the plight of the dogs at Goldra. Jan has worked in the past with the police regarding rescue and believes that education is key to reducing unwanted dogs, therefore, she visits schools as the opportunity arises bringing her dogs and explaining the best way to look after pets. Jan has built up connections within Holland, giving Dutch students the opportunity to experience life at Goldra on placement, many then decide to go into careers in Animal care. Goldra relies upon funding to keep its doors open and it cost in the region of 50,000 Euros each year to run. Jan works with the help of Torrejao Vet Clinic to ensure all dogs and cats are given complete health checks, vaccinated, neutered, spayed, microchip, wormed and tested. Many dogs are re-homed abroad.

Jan relies upon volunteers who make crating and transportation possible. The adoption process at Goldra follows guidelines via an Adoption Contract to make sure the dogs have the best possible chance of happiness. Jan will always try to match ‘would be owners’ to one of her pack, if you are finding it hard to choose, or perhaps you are a 1st time dog owner. Jan will give you good advice following a home visit as to how best to prepare for you ‘new arrival’. So, every base will be covered. If adoption is not an option for you, then you can volunteer at the centre or sponsor a dog at Goldra that desperately needs your help. You can offer to take a dog for a long weekend or

short stay to give them the chance to experience life outside the Centre. In the last year 100 dogs and 30 cats have been successfully adopted and 70 dogs sponsored. Property news from expert Robert Bjiker Yellow Homes

very year in December we reflect on the past year and provide an outlook for the property market in the year ahead, 2017. Looking back, we can say it has been a busy year indeed. During the past 12 months, trading conditions for real estate continued to improve both in transaction volume and price. It was also a record breaking year in which the total number of visitors to the Algarve reached a new all time high due to the continuous popularity of the destination as well as the influx of hundreds of thousands ´new comers´ from other holiday destinations in countries that are currently facing turmoil. As a result 40.000 new jobs have been created in the tourism industry between January and September after 6 years of decline, leading to a substantial decrease in unemployment in the sector. We also experienced an extension of the holiday season beyond the traditional summer months as road traffic, hotels, terraces and restaurants during the months of May, June, September and October were quite busy. This was already the case in 2015, but less pronounced. In addition. the demand for rental accommodation for long term stays also increased at all price points. This group of renters

consist of people who would like to buy a property but rent first to find out if they like the area, successful applicants of the Non Habitual Resident program (NHR) who need an address and official long term rental agreement and others who simply want to stay 2 to 6 months to escape the winter months back home. The Algarve has much to offer, so the longer you stay the more tempting it becomes to want to own your own place in the sun. The increase in demand for properties this year came predominantely from buyers from Scandinavia, France, Germany, Belgium, Italy and Switzerland and often in relation with the NHR program. The British have been active as always, however for them 2016 was a year of extremes due to the volatility in the GBP/Euro exchange rate. Before Brexit Sterling was strong which made it relatively easy for prospective buyers to complete their purchase while after Brexit Sterling weakened which in turn made it easier for British vendors to accept offers and return back to the U.K. Programs like the Golden Visa and the NHR continue to be successful in attracting foreign buyers and we expect this to be no different in 2017. Especially the latter as more and more people

from Northern Europe will learn about this program and the benefits. The NHR program is a scheme for individuals who have not been a resident in Portugal during the past 5 years. Once an individual has been granted the NHR status, he or she will be exempt from income tax (work, royalties, pension, interest and dividend) for a period of 10 years. This program is an attractive proposition for many foreigners who like to capitalize on a recovery in property prices while having a 10 year tax holiday. The market benefits more from this type of buyer versus ‘flippers’, as they have a strong incentive to hold on to their property during this 10 year period. It is also contributing to more economic activity outside of the summer months to the benefit of local businesses. In line with expectations, the newly built properties that came to the market this year were quickly snapped up by eager buyers. The balance in supply and demand has changed in favor of vendors as the overhang of unsold properties has disappeared. However, there are still some banks who own properties which they foreclosed on during the financial crisis, but these properties are either overpriced and/or simply not attractive to buyers. The truth is that when the crisis started they did not mark them down to realistic price levels fast enough as decision making at banks is notoriously slow which only resulted in more pressure to their balance sheet problems. All in all, the residential property market is in pretty good shape with strong demand from buyers and renters alike. On average the price of a property over the past 12 months has appreciated by 9 percent, which is at the top end of our 7 – 9 percent expectation a year ago. Current price levels are still approx. 30 percent below the previous high of September 2008. The low interest rate environment we are currently in also means that it has never been cheaper to arrange a 5 year fixed mortgage rate in Portugal. The 5 year swap rate is 0.1, or equal to ten basis points (100 basis points = 1 percent). Only a few banks offer 5 years fixed rates and longer maturities such as 10 or 20 years are not available in Portugal. We expected that the interest

rate margin that a bank charges the mortgagee would come down in 2016 due to increased completion. This indeed happened, but 25 basis points only to 1,25 percent for their best customers versus 1,5 percent one year ago. The reason is that although there is competition for customers, this only relates to less than a handful of banks. Other banks are not (yet) in a position to compete on price due to their weak balance sheets as mentioned earlier. Having said this, we do expect that over time this will change and for the margin to drop below 1 percent again. The recapitalization of banks in Europe is a process that is taking longer than anticipated; banks in Portugal are no different. But some banks are better capitalized than others and have been very active issuing new mortgages. When forming a well informed opinion about the market outlook for 2017 one has to take in consideration not only the economic prospect of Portugal for the year ahead but of other economies. The economy in Portugal is improving but slowly and mainly on the back of an economic recovery in Europe. Portugal´s debt to GDP ratio is still close to 13.0 percent while running a budget deficit of 2.7 percent. The latter is above the 2.3 percent agreed with the European Commission. The reason for slow progress in reducing the budget deficit is that the left-wing government has reversed various austerity measures when it came to power. The government has published their budget proposals for 2017 which, if approved, includes increasing council tax of residential property with a ratable value of Euro 600.000 and above. Another controversial proposal is to increase the tax on short term holiday rentals (Alojamento Local) from effectively 3.75 percent to 8,75 percent, as it is estimated that less than 20 percent of

available holiday rental accommodation is official registered. Leaving AL rates unchanged and widening the tax net would result in higher tax revenue than the current proposal, one which penalizes homeowners who did bother to go legal and are paying their fair share in taxes. Nevertheless, the proposed tariff is still below the 28 percent charged on long term rental income. As the Algarve is a melting pot of cultures and has always attracted buyers from all over the world, it is important to watch how other economies are performing when analyzing trends in property prices. Amid still weak inflation, the consensus in the market is that the ECB in their next meeting on December 8th will announce a 6 month extension of their current QE program which runs until the end of March 2017. Despite a recent uptick, interest rates are expected to remain relatively low on a historic basis. Although the underlying economic prospects for Europe are improving with lower unemployment, higher corporate earnings as well as higher consumer spending, the rise of populist and nationalist parties across Europe are reasons for concern as 4 countries will hold elections in 2017, namely France, Germany, The Netherlands and Austria. Therefore the year ahead will offer various challenges too. After Brexit and the surprise electoral victory of Mr. Trump these parties are keen to capitalize on anti-immigration and anti-globalization feelings amongst part of the electorate. Any one of these elections may be reason for a period of uncertainty and caution by consumers, especially when it comes to discretionary purchases such as a second home abroad. However, the first watershed moment for Europe could be the upcoming referendum on the 4th of December in Italy. If Mr. Renzi loses the referendum on his constitutional

reforms he said he would resign, opening the door for the opposition parties to step in. All 3 opposition parties favour an exit from the Euro. But if we eliminate the noise, the economy of Europe is improving and the American economy is on a solid growth path even before Mr. Trump’s promise to set up a large scale investment program to upgrade infrastructure and create local jobs. Euro zone consumer confidence figures for November are the latest sign that buoyant consumers are likely to accelerate the Eurozone´s economic recovery, shrugging off any negativity from the Brexit vote and the election of Mr. Trump as president of the USA. Fiscal policy clearly turned stimulative in 2016 with slippage on government budgets in several countries including France, Italy and Spain. Portugal has been no different and is likely to miss targets again in 2017. For decades it has not been able to reach it potential. The issues hampering economic growth in 2016 are likely to be the same in 2017; a slow judicial system, inefficient public administration (e.g. hidden unemployment), restrictive labour regulations and a lack of competition in some sectors. For 2017 we expect another good year for real estate with the building of new construction to continue at the same pace as the past 12 months and will again be easily absorbed by the market. Various councils have announced plans to develop a marina with housing, such as the council of Olhao, Faro, Vila Real de Santo Antonio. Also in Tavira there is a project for a marina with housing which has been in the offing for a long time. These are all highly desirable properties on prime locations and once completed will also be met by eager buyers from all over the World. In our base case scenario we expect transaction volume of residential housing to slow down in 2017 versus last year while prices of existing homes sales to rise between 4 – 6 percent. Considering all of the above, 2017 will be anything but dull. Naturally Delicious and Easy to Prepare By Marco Aleixo

n Portugal there are various well-loved recipes that form the centerpiece of the Christmas feast. Those who live close to the sea tend to enjoy salt cod or octopus, while further inland turkey, goat kid or lamb are more likely to be served. Roast lamb is a well-loved Christmas specialty in some regions of Portugal, and is also popular in France, Italy, Greece and other Mediterranean countries. For something a little different, I have created a Lamb Shank recipe for you, which

Ingredients: 1 lamb shank per person 1 pinch of rosemary for each lamb shank 3 cubes of beef boullion (Knorr makes a variety of boullion cubes) 1 pinch of toasted almonds for each plate 1 bunch of red currants for each plate 1 bunch of dill for decorating the plates 1 head of steamed broccoli 1 Tablespoon honey

Preparation of the lamb:

Place the lamb shanks in a large pot on the stove and add the 3 boulion cubes and sufficien water to cover the meat of the lamb shank. Simmer for 1 to 2 hours on the stove, or until the lamb is very tender. Use a fork to test the lamb for tenderness. When it is very tender turn the oven on a high setting. Put the lamb shanks on a roasting pan and drizzle the honey over the lamb and allow it to roast on low until the outside starts to crisp. The roasted honey will give your lamb additional flavor and a lovely colour.

can easily be adapted to serve any size of gathering from two to twenty two. The following recipe for roast lamb shank is a wonderful alternative to the more traditional turkey or goose. It is easy to prepare requiring simple ingredients and a little patience while the lamb slowly simmers. I will provide you with a few tips on how to create an attractive and festive plating.

Ingredients and preparation of Marco's Porto sauce:

1 dash of olive oil 1 onion, cut in half and sliced, then cut the slices into halfmoon shapes 1 garlic blb, chopped finely 1 cup meat sauce (from the pot in which you simmered your lamb shanks 2 bay leaves 20gm or 1 Tablespoon cornstarch (corn flour in Portugal) 1 teaspoon tomato paste ½ cup Port wine A sprinkle of Brandy 2 cups of beer In a fying pan sautÊ the onions, garlic and bay leaves for a few minutes. Add the meat sauce from the lamb shanks and cook on a low heat. Stir in the Port, Brandy and tomato paste and continue to cook the sauce slowly. Add the beer to the frying pan and let it continue to cook slowly, the sauce should retain some of the melted fat from the lamb shanks and will begin to thicken. If your sauce is too think and you need to thicken your sauce you can add a tablespoon of cornstarch, mixed with a little water, to the mixture and stir while it heats. It will thicken your sauce in a minute or two.

T

he end of the year is approaching and if you don't want to be caught off guard then it is time to remember which expenses can still be deducted in your 2016 IRS tax return, which will be submitted in April and May 2017. Taxpayers may already know it, but It’s important to maintain the habit of asking for a bill with your NIF, to take advantage of all the deductions to the collection. Children’s expenses can be passed on the name of their parents, but you always need to have one of the parents NIFs to be valid. To ensure that no deduction is "lost along the way," taxpayers must verify that the expenditure is correctly inserted and categorised on the tax portal, in other words, each individual tax payer needs to validate their expenses, in order to be able to use these in their tax return. You need to monitor and confirm all your invoices to make sure they appear in the portal under the correct section. The confirmation of all the invoices needs to be done before February 2017 and it’s recommended to all taxpayers to do so, or to ask someone to do it on their behalf and on behalf of their children, as if these invoices are not confirmed by February 2017, the tax payer may lose the right to deduct them from their IRS tax bill. Make sure all the invoices issued to your family are available on the E-Factura tax portal under the correct section. Below you can find the list of

expenses that you can use to save tax on your IRS return: FAMILY EXPENSES (clothing, shopping, fuel, etc..) 35 percent of each invoice, with a maximum of €250 per taxpayer (if a couple this allowance will be up to €500) EDUCATIONAL EXPENSES 30 percent of education expenses and training of any household member, with an overall limit of €800 per year. Books and textbooks are also deductible. HEALTH EXPENDITURE 15 percent of the costs of any household member to an overall limit of €1,000. The private health insurance premiums are since 2015 allowed to be included. HOME EXPENSES 15 percent of the interest on your mortgage, up to a maximum of €296 per year; or 15 percent of your rent up to €500 per year. These amounts are higher in case of lower income. FOOD PENSION In case you are divorced and pay a food pension, you can now deduct up to 20 percent of the pension without limit on your IRS. CHARGES WITH RETIREMENT (SENIOR) HOMES 25 percent of the cost, with a limit of €403.75 per year. VAT As per the previous years, all your invoices with hairdressers, car repair, restaurants and accommodation can be deducted on your IRS, plus Veterinarian expenses, since 2016. This deduction is based on 15 percent of the VAT on each invoice paid. PLANS Retirement savings Are deductible to the collection of IRS, 20 percent of the amounts invested by each taxpayer, in plans of retirement savings, with a ceiling of 400 euros per person under 35 years; a ceiling of 350 euros if the person is between 35 and 50 years old; or a ceiling of 300 euros for those who are more than 50 years old. DONATIONS The IRS accepts 25 percent of donations allocated up to a limit of 15 percent of the IRS previously retained on source. These donations have to be made to institutions that are part of the approved list. URBAN REHABILITATION Are deductible on your IRS, 30 percent of the charges related to the rehabilitation of buildings located in areas of urban regeneration, up to a limit of 500€. Plants for Christmas

Get the low-down on Christmas plants and how to care for them.

Christmas Cactus

A

s we are in the festive season, we thought we would bring you our selection of garden plants with a Christmas theme... Poinsettia (Euphorbia pulcherrima) Euphorbia pulcherrima is a shrub or small tree, typically reaching a height of 0.6 to 4 m (2 to 16 ft). The plant bears dark green leaves that measure 7 to 16 cm (3 to 6 inches) in length. The colored bracts—which are most often flaming red but can be orange, pale green, cream, pink, white or marbled—are actually leaves. The colors come from photoperiodism, meaning that they require darkness for 12 hours at a time to change color. At the same time, the plants need a lot of light during the day for the brightest colour.

Because of their groupings and colors, laymen often think the bracts are the flower petals of the plant. In fact, the flowers are grouped within the small yellow structures found in the center of each leaf bunch, and they are called cyathia. The species is native to Mexico. It is found in the wild in deciduous tropical forest at moderate elevations from southern Sinaloa down the entire Pacific coast of Mexico to Cuipas and Guatemala. Poinsettias are popular Christmas decorations in homes, churches, offices, and elsewhere across North America. They are available in large numbers from grocery, drug, and hardware stores. In the United States, December 12 is National Poinsettia Day. In areas outside its natural environment, it is commonly grown as an indoor plant where it prefers good morning sun, then shade in

the hotter part of the day. However, it is widely grown and very popular in subtropical climates. As this is a subtropical plant, it will likely perish if the night-time temperature falls below 10째C (50째F) so is not suitable for planting in the ground in cooler climates. Likewise, daytime temperatures in excess of 21째C (70째F) tend to shorten the lifespan of the plant. The poinsettia can be difficult to induce to reflower after the initial display when purchased. The plant requires a period of uninterrupted long, dark nights for around two months in autumn in order to develop flowers. Incidental light at night during this time will hamper flower production. When watering it is important to allow the plant to drain out any excess water. Having a poinsettia sit in water can do harm to the

plant as it prefers moist soil to direct water. The Christmas Cactus Christmas Cactus have been kept as a holiday houseplant since the 1800's. Early breeders crossed Schlumbergera truncata with Schlumbergera russelliana creating the beginnings of the hybrid plants you see today. Growing medium. Christmas Cactus are best grown in a peat based potting media. By this we mean a potting soil that has more peat moss in it than anything else. Lighting. Christmas cactus will do best in bright indirect light. Placing the plant near any window... or below a skylight should do nicely. For those of you with light meters this equates to 1500 to 2500 foot candles. Long term direct sunshine can stunt the

Poinsettias plants growth and burn the leaves. If you put your plant outdoors for the summer... be sure to place it in a shady location. Temperature. Christmas Cactus are quite tolerant to temperature. They will survive in temps as low as 35 degrees and as high as 100 degrees... both of which we don't recommend. Normal house temperatures of 65 to 80 degrees is perfect. Watering and Fertilizing. Christmas Cactus are not a true cactus... which rarely need watering. Christmas Cactus fit closer to the category of a houseplant. When the soil is dry to the touch... its time to water. Christmas Cactus don't require much in the way of fertilizing. Feeding your plant 2 to 4 times per year is sufficient. Use any high quality feed that reads 20-20-20 on the label. If you have lived with your Christmas Cactus for a few seasons and know when the plant sets bud... stop feeding a month before buds appear. If not, stop feeding by the end of October. Pruning your Christmas Cactus. It is best to prune your Christmas Cactus after it has finished flowering. Pinch your plant back 1 or 2 leaves (the leaves are called phylloclades). Either cut the phylloclades at the joint with scissors, a sharp knife, or pinch with your thumbnail and index finger. Pruning helps the plant to branch out which should increase your bud count the following season. It also helps to promote new root growth. Re-flowering your Christmas Cactus. Christmas Cactus are what they call thermo-photoperiodic. In short this means bud set is triggered by a combination of day length and temperature. When day length is approximately equal to darkness... the plant knows its time to grow buds. The secondary trigger that most hobbyists miss is temperature. Chilling the plant at 50 to 60 degrees for a week or two should cause the plant to start setting buds.

The Christmas rose (Hellborus niger) According to legend, a young shepherdess named Madelon was tending her sheep one cold and wintry night. As she watched over them, a group of wise men and other shepherds passed by, bearing gifts for the newly born Jesus. Madelon wept, because she had no gifts to bring the Newborn King, not even a simple flower.... An angel, upon hearing her weeping, appeared and brushed away the snow to reveal a most beautiful white flower tipped with pink - the Christmas Rose. These evergreen perennials grow 12 to 15 inches tall and have shiny, dark green leathery leaves. Each flower stalk bears a single 2 to 4 inch white bloom Although these plants from southern Europe and Asia are durable and easy to grow, a few steps must be taken to ensure that these plants will flourish. Unfortunately, the roots of the Christmas Rose are poisonous. They should be planted in partial shade or preferably under deciduous trees, which allows them to receive sunlight in winter. Be sure to provide some protection from strong winter winds! They require deep, fertile, well draining but moist soil. The soil should be neutral or slightly alkaline. Set the plants about 12-15 inches apart into the garden in early spring. The soil should be generously enriched with peat moss, leaf mold, or compost before planting. Christmas roses have a deep growing root system, so the roots should be planted downward, rather than spread out below the soil surface, and the crown of the plant should be an inch below the soil surface. Apply a one inch layer of mulch around the plant Every spring remove old, tattered foliage and feed the plants with a balanced water soluble fertilizer. Mark O'shaughnessy

How to hit fairway bunker shots more consistently This months tip from Monte Rei golf club.

G

olfers tend to play fairway bunker shots the same as greenside bunkers. This is incorrect and can lead to inconsistent strikes and bad shots. Here are five key tips that players need to understand when playing a shot in a fairway bunker. Club selection is key as when playing this shot correctly, the shot will travel slightly higher in trajectory and not as far as normal due to the increased loft delivered upon impact and slightly reduced swing speed. The height of the bunker face must also be considered, for example if the trajectory of the club required to reach the target will hit the face a more lofted club MUST be chosen. Ball position should be slightly more forward in the stance than normal. This is to ensure the ball is struck on the way up rather than down. This will increase the shot trajectory and decrease the distance the shot will travel. When hitting a shot from any unstable lie a wider than normal stance should be used to ensure balance is held.

By holding balance throughout the stroke will help achieve a more consistence centre strike. Gripping down the shaft to make the club shorter will also help the player avoid hitting the sand before the ball and losing distance. Remember in a fairway bunker it’s better to strike the shot slightly thin than hit the sand first. When playing a fairway bunker shot from an unstable lie it is also advised to swing within yourself (80 percent of normal speed), this will help balance and also consistency of strike. The increase in club selection in point 1 will ensure the ball still travels the required distance. Following these five tips and practicing your fairway bunker shots will help you to save strokes, lower your scores and ultimately reduce your handicap.

ortuguese football superhero Cristiano Ronaldo cannot stop scoring goals at the Estádio Algarve. The two he bagged in the World Cup qualifier against Latvia brought his total to seven in the six internationals Portugal have played at the stadium since 2009. Ronaldo has now scored sixty-eight goals for his country and is just three goals behind third placed Miroslav Klose (Germany) in the list of top European goal scorers. Out in front is the incomparable Ferenc Puskas (Hungary) on eighty-four. After Ronaldo had opened the scoring from the penalty spot Latvia nearly threatened to spoil the party and nick a point when Arturs Zjuzins drew them level, finishing emphatically past Rui Patricio. A late flurry of goals from William Carvalho, a stunning volley from Ronaldo and a Bruno Alves' header in stoppage time keeps Portugal in second place in Group B, three points behind leaders Switzerland, who beat the Faroe Islands 2-0. There is now a break until March when Portugal entertain third placed Hungary.

The squad returned to the Browns Sports & Leisure Club, Vilamoura for their preparation and benefited from the new second grass playing field utilising both pitches for skills training and game preparation. In addition the Portuguese head rugby coach Martim Aguiar and Sevens boss Antonio Aguilar spent a day observing a training session as head coach Eddie Jones explained the importance of inviting coaches such as Aguiar and Aguilar into the camp. “From a rugby point of view you should always share,” said Jones. www.brownsclub.com
