This plan is a guide for Ciudad del Este, which aims to improve the existing transit services and the land use decisions for the city. There is a need for better connecting the region to make its tremendous assets accessible for both residents and tourists.

Ciudad del Este will become a transit metropolis that ensures accessibility for all residents by integrating successful transit service with strategic land use policies.
In the remainder of Chapter 1 and in Chapter 2, the history and existing conditions of Ciudad del Este are explored to better understand the opportunities and issues currently facing the city.
Using this information, the plan’s key objectives are indentified in Chapter 3.
Chapter 4 proposes a new transit network, as well as land use interventions to achieve the plan’s vision for Ciudad del Este.
Chapter 5 shows how the transit and land use plans will manifest in localized site interventions, looking deeper into four focus areas in the city.
