„DISCOVER E-VOLUNTEERING” COMPETITION REGULATIONS OF THE 2nd EUROPEAN EDITION OF THE COMPETITION I. Organisation and purpose of the competition.

The 2 European edition of the „Discover e-volunteering” is organized by the Good Network Foundation

(Fundacja Dobra Sieć) from Poland, hereinafter referred to as GNF, and Fundacja Orange, in cooperation with 1

Competition Local Partners operating in the European countries. 2.

The 2nd European edition of the „Discover e-volunteering” is co-financed by the France Telecom-Orange

Group Foundation. 3.

Competition objectives include: a.

promotion of e-volunteering (volunteer work on-line) understood as aid-related activities or volunteer work performed the Internet,

b.

promotion of corporate e-volunteering, understood as volunteering activities undertaken by the employees for the non-governmental organization via the Internet,

c.

building data base and exchanging best practices of e-volunteering at the European level,

d.

studying the e-volunteering phenomenon in Poland and Europe, in order to work on the e-volunteering organization rules and standards,

e.

popularisation of pro-bono activity on the Internet,

f.

promotion of volunteering and volunteer cooperation in the European dimension

Competition Partners are organizations operating in the European countries, who shall submit a commitment letter or e-mail with declaration of cooperation in organization of the Competition, declare acceptance of the Guidelines of Cooperation between partners involved into organization of the 2nd European edition of the „Discovery e-volunteering” competition, and whose candidacies are approved by the Organizers.


II. Terms of participation in the Competition. Candidate.

E-volunteering projects implemented by non-governmental organizations, with the use of Internet tools,

for the purpose of implementing activities addressing communities or individuals in the area of culture, education, consultancy, sharing know-how and skills, building common good and other socially urgent goals, may be submitted to the “Discover e-volunteering� Competition. 2.

Projects based on permanent cooperation, reoccurring activities or single action may be submitted.

Application to the Competition may be submitted in two categories:

a.

category for existing e-volunteering projects,

b.

category for new corporate e-volunteering projects.

Applications to the Competition in the category for existing e-volunteering projects may be submitted by

non-governmental organizations operating in the European Countries, legally registered and conducting internet website or other on-line activity, and cooperating with volunteers through the Internet. 5.

Applications to the Competition in the category for new corporate e-volunteering projects, may be

submitted by non-governmental organizations operating in the European Countries, legally registered and presenting the project for an on-line activity, in which corporate volunteer(s) will be cooperating with a NGO through the Internet; the corporate volunteer(s) should be involved in the development of the submitted project. 6.

Application to the Competition shall be entered through filling out the application form, separate for

both categories, available in five language versions (Polish, English, French, Spanish and Slovak) at the www.e-volunteering.eu/competition. Applications shall be submitted on-line or via e-mail, to the address: competition@e-volunteering.eu. 7.

Candidates applying to the Competition may take advantage of the support of e-volunteers and

Competition Local Partners in translating applications into Polish, English, French, Spanish and Slovak language. 8.

Registration of the application is completed after confirming the application form at the Competition

website or the application sent via e-mail and after the formal verification of the GNF team. 9.

Each organisation may submit unlimited number of projects, provided, that they are presented in

separate application forms and concern various of e-volunteering projects. 10. Projects under implementation or already accomplished may also take part in the Competition in the category for the existing e-volunteering projects, provided that were not completed before January 1, 2011. 11. Applicant to the Competition In the category for new corporate e-volunteering project agrees for including the description of submitted initiative in the data base of good practices, under the open license. 12. Applicant to the Competition agrees for processing the data included in the form for the use of the www.e-volunteering.eu portal, with reservation of the right to view, correct and delete the data.


III. Course of the Competition

1.

Applications to the Competition shall be collected on-line at the Internet website www.e-

volunteering.eu/competition from October 17 till February 4, 2013. The application forms in both categories are available and may be completed on the Internet webpage www.e-volunteering.eu/competition or sent via e-mail to the address: competition@e-volunteering.eu. 2.

Applications must be submitted by February, 4, 2013.

Submitted applications shall be verified immediately and the verification process shall be finished no

later than 5 days after the imposed deadline. 4.

Formal verification of the submitted e-volunteering Project shall be conducted by the GNF team in

cooperation with Competition Local Partners, with the use of the following criteria: a.

submitting application in due time on the application form available at www.e-volunteering.eu/competition portal, in compliance with guidelines included in the Terms of the Competition;

completeness of the application,

c.

reliability of the applicant.

Applications to the Competition submitted by NGOs that pass through the formal verification, shall be

examined by the Regional Experts. The Regional Experts shell be appointed by the Competition Partners and approved by the Competition organizers (GNF and Fundacja Orange). 6.

Regional Experts shell examine the applications submitted to the Competition from their language

region. Organizers of the Competition reserve the right to establish the regions scope after the final number of the Competition Local Partners is established, no later than 7 days before the final date of the collection of application forms. 7.

Regional Experts shell select to the next stage of the Competition proportional number of the

applications from their region, depending on the total number of the applications submitted from their region. 8.

The Regional Experts works are compliant with the document called “Rules of the Regional Experts for

the 2nd European Edition of 'Discover e-volunteering' Competition�, approved by the GNF and Fundacja Orange. 9.

Applications to the Competition that pass through the regional verification shall be translated into

English and examined by the International Selection Committee. The Committee shall be appointed by the GNF and Fundacja Orange, basing on the candidates submitted by Competition organisers and Competition Partners.


10. The International Selection Committee shall be composed of individuals guaranteeing representativeness and transparency of the whole body. The Committee shall be composed of 10 people. 11. The Works of the Selection Committee shall be conducted in English. 12. The GNF team shall not be members of the Selection Committee. 13. Members of the Committee shall select: a.

in the category for existing e-volunteering projects: 9 projects to take part in the final on-line voting,

b.

in the category for new corporate e-volunteering projects: 3 projects to take part in the final on-line voting.

14. In evaluation of applications the Committee shall take into consideration the following criteria: a.

In the category for existing e-volunteering projects: 1.

real use of the Internet in the e-volunteering activities,

2.

innovativeness and effectiveness of the e-volunteering actions,

real involvement of e-volunteers in the project,

In the category for new corporate e-volunteering projects: 1.

innovativeness of the proposed e-volunteering project,

2.

real use of the internet in the proposed e-volunteering activities,

3.

real involvement of corporate e-volunteers in the project,

4.

adequacy of the budget for the implementation of the proposed e-volunteering projects.

15. The Selection Committee works are compliant with the document called “Rules of the International nd

Selection Committee for the 2 European Edition of 'Discover e-volunteering' Competition”, approved by the GNF and Fundacja Orange. 16. On the basis of evaluations submitted by the International Selection Committee Members, the ranking lists of projects, separate for both categories, shall be prepared by the GNF team; projects with the best point scores shall qualify for the final on-line voting (Committee Final List). a.

9 in the category for the existing e-volunteering projects,

b.

3 in the category for the new corporate e-volunteering projects.

17. Descriptions of projects tipped to the final of the Competition by the Competition Selection Committee, hereinafter referred to as finalists, shall be placed on the www.e-volunteering.eu/competition website and shall undergo on-line voting. The voting, separate in both categories, shall be organized in April, 2013. The period of voting may change – the information on any changes shall be announced by the organizer no later than two weeks before the planned start of voting. 18. On the basis of outcomes of the on-line voting, the voting ranking lists, separate for both categories, shall be developed. 19. Procedure of selecting Winners of the Competition shall be as follows (the same for the both categories): a.

Finalists shall be awarded number of points inversely proportional to their position on the Committee Final List (e.g. project occupying the last place shall get 1 point,


project from the last but one place – 2 points, etc.); in case of a draw score projects shall be granted the same number of points. b.

Simultaneously, finalists shall get number of points inversely proportional to their position on the on-line voting ranking (e.g. project occupying the last place shall get 1 point, project from the last but one place – 2 points, etc.); in case of a draw score projects shall be granted the same number of points.

c.

The final ranking – the base for selection of Competition Winners shall be calculated by summing up points obtained by the Finalists in two ranking lists: Committee Final List and the on-line voting ranking list.

20. In order to take part in the on-line voting, the voter must give the e-mail address in the voting form available at www.e-volunteering.eu/competition website. Each e-mail address may vote one time in every 24 hour period. 21. GNF team shall not take part in the final on-line voting. 22. The Committee may exclude a Competition participant for breaking terms of these Guidelines and for breaking the fair play principle in the on-line voting. The Committee’s decision is irrevocable. 23. Final decision on selection of Winners is made by the Selection Committee. 24. Announcing outcomes of the Competition and presenting awards to the winners shall take place during the Final Gala. Gala event shall be held in June 2013, in Warsaw. The date of Gala shall be announced no later than two weeks prior to the event.

IV. Prizes in the Competition

1.

Winners shall be awarded prize money to further the development of the winning e-volunteering

projects. 2.

The total sum of prizes in the Competition is 8 000 Euro. The total sum of prizes may increase in the

course of the Competition. 3.

Prizes are funded by Fundacja Orange and France Telecom-Orange Group Foundation.

4.

In case the total sum of prizes increases in the course of the Competition, the founder of the remaining

prize or prizes will be announced later.

V. Other terms of the Competition.

1.

Organisers of the “Discover e-volunteering” Competition have sole rights to use logos of the project and

of the Competition. Other institutions or persons may use e.g. materials on GNF terms. 2.

Using the logo by the Winners is regulated by the terms of separate agreements between the GNF and

each winner. General rule of using the logo by winners assume, among others, possibility to place the logo and the information on the awarded title in the promotional campaigns and materials.


3.

Competition participants give their consent to collect and process data by the Good Network Foundation

for non-commercial purposes related to the Competition, in accordance with the Act of law on protection of personal data of August 29th, 1997 (Journal of law no 133, item 833). 4.

GNF shall promote names of Competition Winners in materials devoted to the current edition of the

Competition and – whenever it is possible – in the media communication concerning current and subsequent editions of the Competition. 5.

List of organizations participating in the Competition may be publicised by the GNF. Content of the

application forms may be used by the GNF in other actions aimed at popularisation of e-volunteering. 6.

The GNF, Fundacja Orange and Competition Local Partners have right to verify and confirm information

included in applications. 7.

All participants of the Competition may inform about their participation in the course of the

Competition.

V. Final provisions.

8.

In cases demanding interpretation of terms and stipulations, the final decision is taken by the GNF

Executive Board. 9.

The GNF reserves the right to change guidelines in the course of the Competition. Information about any

changes shall be immediately announced at the internet website www.e-volunteering.eu. In case that the change is not acceptable to the participant, the application may be withdrawn until the imposed deadline. Data of the withdrawn candidate shall remain in the www.e-volunteering.eu portal data base.
