Carrier groups dispute FMCSA defense of Safety Fitness Determination rule

A

n ad-hoc coalition of trucking organizations issued a letter to the Federal Motor Carrier Safety Administration’s Acting Administrator Scott Darling disputing comments made by an agency representative regarding the Januaryproposed Safety Fitness Determination rule. The key point of contention between FMCSA and the carrier groups is whether the proposed rule’s issuance violates the December-enacted FAST Act highway bill. Joe DeLorenzo, the agency’s head of compliance and enforcement, spoke in a conference call with trucking industry press about the proposal, offering a general overview and what it will mean for the industry. The rule would do away with the three-tier Satisfactory, Conditional and Unsatisfactory carrier rating system and replace it with a two-tier system, Fit and Unfit. It also would change the way FMCSA determines those ratings, concentrating more on roadside inspection and violation data rather than on-site compliance reviews. “With our limited resources, we’re only able to get to a very small percentage of the companies that are out there to make these determinations,” DeLorenzo said. “Also, because of that, the ratings are often not current.” DeLorenzo said FMCSA is operating within the limits of the FAST Act provisions. FMCSA seeks fleet feedback for incentive program

T

he Federal Motor Carrier Safety Administration is asking

for comments from industry stakeholders on the implementation of a “Beyond Compliance” program that would reward carriers for early safety technology adoption or other voluntary compliance initiatives beyond the scope of current safety regulations. FMCSA is required by the December-passed FAST Act to implement the program within 18 months of the bill being enacted. Through the proposed program, FMCSA must give credit either through (1) a new category in the Compliance Safety Accountability program’s Safety Measurement System or (2) an improved SMS percentile for a carrier that: installs advanced safety equipment; uses enhanced driver fitness measures; adopts fleet safety management tools, technologies and programs; or satisfies other standards deemed appropriate by the agency. The FAST Act also requires a public comment period on a process for identifying and reviewing advanced safety equipment; enhanced driver fitness measures; fleet safety management tools, technologies and programs; and other standards used by motor carriers to receive recognition. OOIDA files suit challenging ELD mandate

T

he Owner-Operator Independent Drivers Association last month filed initial arguments in its challenge to the Federal Motor Carrier Safety Administration’s electronic logging device mandate Final Rule, arguing that requiring electronic monitoring devices on commercial vehicles does not advance safety, is arbitrary and capricious and violates Fourth Amendment protections against unreasonable searches and seizures. OOIDA filed the legal brief with the U.S. Court of Appeals for the 7th Circuit, the same court that in 2011 vacated FMCSA’s prior rule related to electronic logs, a limited mandate for certain noncompliant carriers. OOIDA led that challenge as well. “The agency provided no proof of their claims that [the current ELD mandate] would improve highway safety,” said Jim Johnston, OOIDA president and chief executive officer. “They didn’t even attempt to compare the safety records of trucking companies that use ELDs and those that do not.” An FMCSA spokesman declined to comment on the court proceed-

ings, but in the text of the ELD Final Rule issued last December, the agency outlined its approach to evaluating the safety benefits of the use of ELDs for hours-of-service compliance. FMCSA says that it used its “peer-reviewed Roadside Intervention Model” to estimate crash reductions among carriers using ELDs. “ELDs bring about improvements in safety by making it difficult for drivers and carriers to falsify drivers’ duty status, which in turn deters violations of the HOS (hours-of-service) rules,”

the agency says. “Increased compliance with the HOS rules will reduce the risks of fatigue-related crashes attributable, in whole or in part, to patterns of violations of the HOS rules.” The American Trucking Associations is a proponent of the rule, touting ELDs as beneficial to both highway safety and carrier operations. OOIDA, however, remains unconvinced, arguing that FMCSA’s attempt to compel installation of ELDs without a warrant is an unconstitutional seizure. – Todd Dills

IRS proposes changes to excise taxes on trucks

T

he Internal Revenue Service is proposing changes relating to excise taxes on the sale of trucks and more. The agency’s Notice of Proposed Rulemaking contains regulations relating to excise taxes on the sale of highway tractors, trailers, trucks and tires; the use of highway vehicles on the highway; and the definition of highway vehicle related to these taxes. The IRS says the updates will reflect changes to IRS code set since 1982, address recent court decisions and

remove obsolete regulations. The proposed regulations define a highway vehicle as “any self-propelled vehicle, or any truck trailer or semitrailer, designed to perform a function of transporting a load over public highways.”

The proposed changes also provide a model for a seller to establish the tax status of an incomplete chassis cab. If the buyer of an incomplete chassis cab certifies to the seller that they won’t complete the chassis as a taxable tractor, no tax will be imposed on the sale when accompanied by a qualifying certificate. The IRS is seeking comments on the proposed rulemaking, which can be found at Regulations.gov by searching Docket No. IRS-2016-0013. – Matt Cole

INBRIEF 5/16 • Roadcheck, set for June 7-9, will emphasize tire safety this year, the Commercial Vehicle Safety Alliance announced. Inspectors will measure tire tread depth, check tire pressure, check to make sure no items are lodged between dual tires and examine the overall condition of the tires to ensure no deep cuts or bulges exist in

the sidewalls. During the inspection blitz, officials primarily will conduct full 37-step Level I inspections, which are the most thorough. • Medical examiners performing physical exams on truck drivers now are required to use the revised versions of the Medical Examination Report Form and the Medical Examiner’s Certificate Form. The Federal Motor Carrier Safety Administration pub-

lished a Final Rule in April 2015 designed to facilitate the electronic transmission of MEC information from the agency’s National Registry to the State Driver’s License Agencies, which also required the use of the revised forms. The rule went into effect in December, but FMCSA granted a 120-day grace period for implementation of the new forms. • The Oregon Department of Transportation was granted a two-year exemption by FMCSA to extend the 180day timeline for commercial learner’s permits to one year without requiring the CLP holder to retake the general and endorsement knowledge tests. ODOT requested the exemption in November because it felt the six-month requirement placed an unnecessary workload on Department of Motor Vehicle field offices as well as “undue hardship” on drivers to go to a DMV office and pay for a renewal. • The Missouri Department of Revenue petitioned FMCSA for an exemption to extend the time period from 90 days to a year for military or former military members who drove commercial vehicles while in service to waive the CDL skills test. The Missouri DOR says the 90-day timeframe is too short for many qualified veterans to use when reentering civilian life. Comments can be made at Regulations. gov by searching Docket No. FMCSA-20160118. • ABF Freight System (CCJ Top 250, No. 15) instituted a $5.92 surcharge for each shipment going to or from California to offset the state’s higher operating costs and stricter regulations, which include tighter emissions standards, meal and rest break rules and independent contractor classification status. The less-than-truckload company’s California Compliance Surcharge does not apply to shipments moving under Volume Price, TimeKeeper Price, TurnKey Price or U-Pack quotes. • The Pipeline and Hazardous Materials Safety Administration adopted regulatory amendments applicable to the safe reverse-logistics shipment of certain hazardous materials from a retail outlet back to a distribution or reclamation facility by highway transportation. The Final Rule revises the Hazardous Materials Regulations to include a definition of reverse logistics and provide appropriate provisions for hazardous materials, and expands a previously existing exception for return shipments of used automobile batteries from multiple shippers on a single transport vehicle between a retail facility and a recycling center.

FDA finalizes new requirements for food haulers

T

he U.S. Food and Drug Administration last month released a Final Rule that sets new standards for food haulers and others in the supply chain, such as shippers, that deal in the transportation of food products. The rule does have a notable exception for small companies: Carriers, shippers and receivers that bring in less than $500,000 in total annual revenue will not have to abide by its procedures. The rule’s key requirements for carriers include that: (1) carriers and drivers ensure their refrigerated trailers are precooled prior to loading food, (2) carriers and drivers provide upon request by shippers and receivers proof they’ve maintained the appropriate temperature for the food they’re hauling, and (3) carriers develop and implement procedures that specify their practices for cleaning, sanitizing and inspecting their equipment. The new rule also requires that shippers inspect carriers’ trailers prior to

loading food products and requires any entity subject to its requirements, such as carrier personnel and drivers, to “take appropriate action to ensure that the food is not sold” if they become aware of any indication that a shipment was not kept at the proper temperature during transport. Shippers also now will be required to give carriers written sanitation requirements for their vehicles and keep records showing they’ve done as much. FDA says the rule likely won’t change current carrier and shipper procedures, saying it essentially only codifies already existing best practices for food shipments. Also, the applicability waiver for small companies likely won’t be an exemption those truckers get to enjoy in reality, said the Western States Trucking Association’s Joe Rajkovacz. The new requirements effectively will be market-dictated to those that technically are exempt from the new regulations, as shippers and brokers will be

S

teve Russell, 76, founder of Celadon Group (CCJ Top 250, No. 35), passed away April 15. Russell started Celadon Steve Russell in 1985, growing the Indianapolis-based company from a small dry van carrier to a large national multiservice company. “We are deeply saddened by Steve’s passing,” said Paul Will, board chairman and chief executive officer. In its early years, Celadon – CCJ’s 2015 Innovator of the Year – transported automotive parts to a plant in Mexico. Today, the company generates more than $1 billion in annual revenue, operates more than 5,000 tractors and 12,000 trailers, and employs more than 4,000 associates across North America. Over the past year, Eric Meek was named Celadon’s president and chief operating officer, and other changes were made to the company’s executive team as part of a succession plan, Will said. – CCJ Staff

Request to exclude detention time from 14-hour clock denied

T

he Federal Motor Carrier Safety Administration denied an exemption request from the American Trucking Associations that would allow drivers to exclude detention time at a natural gas or oil well site from their total 14 on-duty hours. ATA asked FMCSA in May 2014 for a limited twoyear exemption for drivers who exclusively service oil and natural gas extraction sites and “have the opportunity to obtain rest while waiting at such sites.” The trucking lobbyist added that “trucks with sleeper berths” and “on-site bunking or resting facilities” would satisfy the “rest opportunity” standard. FMCSA said in its denial that the current waiting time exemption doesn’t include a limit and that “ATA’s request would extend this potentially risky option” to more oil and natural gas workers. – Matt Cole

so a human driver can take control of a self-driving vehicle when necessary. The group asked NHTSA to place these requirements in the guidelines the agency is developing on automated vehicle technology. To-date, all of the experimental autonomous truck technologies being tested on the market have included each. “Deploying a vehicle today without a steering wheel, brake, accelerator and a human driver capable of intervening when something goes wrong is not merely foolhardy, it is dangerous,” said John Simpson, Consumer Watchdog’s Privacy Project director. “NHTSA’s autonomous vehicle guidelines must reflect this fact.” Simpson’s concerns target the selfdriving car program piloted by Google, which he claims is pressuring NHTSA to fast-track an approval process for autonomous vehicles that would bypass usual rulemaking proceedings and Federal Motor Vehicle Safety Standards. “Google, which logged 424,331 selfdriving miles over the 15-month reporting period, said a human driver took over 341 times, an average of 22.7 times a month,” Simpson said. “The robot car technology failed 272 times and ceded control to the human driver. The driver felt compelled to intervene and take control 69 times.” Under California requirements, companies testing autonomous technologies are required to file disengagement reports with detailed explanations when a test driver took control of a vehicle operating in autonomous mode. The reports show vehicles are not always capable of “seeing” pedestrians, cyclists, traffic lights, low-hanging branches or the proximity of parked cars, and also are not capable of reacting to reckless behavior from other drivers. – Jason Cannon

Navistar settles with SEC over emissions strategy

Commission last month announced that Navistar International Corp. had agreed to pay $7.5 million to settle the criminal investigation into whether the company intentionally misled investors about its progress in meeting 2010 emissions standards. SEC also announced it has brought charges against former Navistar Chief Executive Officer Dan Ustian, claiming the truck and engine maker’s former head misled investors about the company’s ability to meet those standards. SEC and Navistar say the settlement does not signify the company’s admission or denial of the accusations. The company said it was “time to put the matter behind” it. “This settlement was in the best interests of Navistar and its stockholders,” the company said. “Settling this matter will avoid the expense and distraction of a potential dispute with the SEC and allow us to continue our focus on building and sustaining momentum on behalf of our shareholders.” Regarding the charges against Ustian, twice in 2011 and once in 2012, the company’s proprietary MaxxForce engines were denied U.S. Environmental Protection Agency certification, meaning they did not meet 2010 emissions standards. The company was able to apply for 2010 certification after the official compliance date because it had built up credits for exceeding earlier emissions standards. SEC, however, claims Ustian and Navistar applied for the certification despite knowing the engines didn’t meet EPA standards. Navistar filed for certification in what SEC says was a misleading attempt by the company and Ustian to reassure its investors that its exhaust gas recirculation technology would work. All other North American truck and engine makers used the diesel exhaust fluid-based selective catalytic reduction system to meet 2010 emissions standards. In late 2012, Navistar abandoned its EGR-only approach in favor of SCR, and Ustian stepped down as CEO. Navistar and Ustian still face civil lawsuits making accusations similar to those by SEC, and the truck maker also still faces civil suits from trucking fleets claiming Navistar knowingly sold heavy-duty diesel engines whose longevity was suspect given the heavy use of EGR. EPA also has filed a lawsuit against Navistar over its 2010 emissions strategy. – James Jaillet

The ability of engine oil to prevent wear by keeping moving parts separated is one of the key functions that it has to perform. That ability comes from the fluid viscosity and the additives which protect By Dan Arcy Shell Lubricants the metal surfaces. The thickness of the oil film which separates the moving parts is dependent on the viscosity of the oil and it will also depend on the speed and load of the engine operation. If oil is too thin to provide effective separation between moving parts or does not effectively control contaminants, this could result in increased wear through the contact of metal parts or abrasive wear, and could possibly shorten engine life. As truck and engine manufacturers are trying to achieve the maximum fuel economy for their equipment, the trend is to use lighter viscosity oils to assist in reducing fuel consumption. These full synthetic or synthetic blend oils are expected to provide fuel economy benefits, but not compromise on engine durability. Through extensive testing on synthetic blend Shell Rotella® T5 10W-30, Shell has demonstrated a 1.6% fuel economy improvement benefit vs. conventional 15W-40* with no compromise on durability. Manufacturers develop their engines to operate efficiently with specific viscosity grades, so you should check with them to see which viscosity grades they allow and/or any specific conditions such as ambient temperature, which may influence the use of those viscosity grades. The SAE and API have established minimum requirements for lighter viscosity oils which should allow for effective protection of key engine parts. A number of diesel engine manufacturers recommend lower viscosity lubricants in their newest engines, and the move to lower viscosity lubricants is reinforced by the announcement that one of the focus areas for the next generation of heavy-duty diesel engine oils will be fuel economy improvements, which lower viscosity oils have demonstrated the ability to provide. This is particularly important as the first-ever fuel economy regulations for heavy trucks will begin in 2014. Synthetic engine oil also can help keep the engine clean through improved sludge, deposit and varnish protection, and helps reduce overall engine wear under extreme operating conditions. Synthetic engine oils typically have more stable viscosity and provide better protection when the engine is running under high-temperature conditions, such as high speeds and heavy loads. *as demonstrated in 2009 on-the-road field testing for 10W-30 viscosity grade only, highway cycles, compared to Shell Rotella® T Triple Protection® 15W-40.

No price too high for disc brakes?

An increasing number of fleets are realizing that more expensive air disc brakes can lead to long-term savings.

The big picture can make the higher cost more affordable

W

abco has seen adoption of its air disc brakes surge from 5 percent to 20 percent over the last five years, and that’s a trend that Jon Morrison, the company’s president of the Americas, expects to continue. Admittedly, a growth rate of 300 percent isn’t sustainable without a few major changes in the market – among them, the price point. “I think it comes back to the perceived value and return on investment for fleets,” Morrison says. “As we move into more mainstream truckload type of fleets, they have a certain payback and [return on investment] threshold that you really have to meet.” For disc brakes to move into a position where they are more standard than not, Morrison says their premium 22

price point needs to fall by well more than half on a per-truck basis compared to a standard drum brake. “Disc brakes really need to be no more than a $500 to $600 upcharge over [the standard drum brake configuration],” he says. “The interest is there. The understanding of the product is there. The confidence in the product is there, but we have to get the cost-value equation in the right range.”

Driving down the cost isn’t a volume proposition. Higher take rates and competition in the market won’t necessarily lead to lower prices. That Wabco is now able to build and source in North America thanks to its facility in Charleston, S.C., also will come into play as the company seeks to drive down costs, but the quest to Buy American will go only so far. The added perceived value for disc brakes is going to take fleets recognizing that higher upfront expenses can be a long-term investment. “Bumping into one [passenger] car, regardless of whose fault it is, is going to cost me a minimum of $20,000,” says Ralph Lo Priore, director of fleet assets and processes for Seattle-based Stoneway Concrete. “If I can stop quicker and stop safer, who cares about how often you have to replace a brake rotor? It’s a $200 rotor. So what? Hillman adds the potential to eliminate brake-related CSA violations and the downtime that comes with them has emerged as one of the biggest drivers he’s noted in the adoption of disc brakes. Engine starting system available for big trucks

oxus Inc. announced that its uStart engine starting system, a drop-in replacement product designed to operate without special wiring, now is available for heavy trucks. The ultracapacitor-based product is engineered to increase the vehicle bus voltage by greater than 10 percent during crank, reduce cranking time by more than 20 percent, reduce peak current to the starter by more than 15 percent, reduce the cycling seen by the battery by more than 40 percent, increase starter life by more than 30 percent and provide a built-in jump-start system that charges the capacitor from adjacent “dead” batteries. Cummins researchers will select an engine to use as an electric commercial vehicle range extender. The

engine will manage the charge level of the all-electric-drive battery pack. • International Truck now offers IMMI’s RollTek driver safety system as an option on its ProStar Class 8 on-highway trucks. RollTek’s sensor behind the seat constantly monitors the vehicle’s angular position and activates when it detects an imminent rollover, deploying side-roll airbags, tightening the safety belt and lowering the seat. • UPS (CCJ Top 250, No. 1) is building 12 more compressed natural gas fueling stations and adding 380 new CNG tractors to its alternative fuel and advanced technology fleet. The investments total $100 million. • Spartan Motors will produce Isuzu’s F-Series truck, expanding a relationship that began in 2011 with Spartan’s assembly of Isuzu’s gas-powered N-Series. The F-Series marks Isuzu’s expansion into the Class 6 on-highway commercial truck market. • Old World Industries acquired Victory Blue, a Dallas-based diesel exhaust fluid provider. The purchase includes seven U.S. production facilities. • Penske Truck Rental updated its website, PenskeTruckRental.com, to allow businesses to reserve trucks and customers to purchase moving supplies and additional services using their smartphones. Searches use the customer’s current location. • Peterbilt introduced a new formulation for its Axalta paint coatings to enhance color qualities and durability. The formulations – which include both base and clear coats – are applied robotically at the company’s manufacturing facility in Denton, Texas, and dry faster than previous formulations. • Isuzu Commercial Truck of America named Shaun Skinner president, replacing Hisao Sasaki, who is returning to Isuzu Motors Ltd. in Japan. Skinner, who served for eight years as executive vice president and general manager, joined American Isuzu Motors Inc. in June 1987 and moved to the commercial vehicle division in 2002. • Volvo Trucks North America presented its 100,000th I-Shift automated manual transmission-equipped truck – a VNL 670 – to Missoula, Mont.-based Watkins & Shepard (CCJ Top 250, No. 126). fter two years of construction, Daimler Trucks North America announced the opening of its new headquarters on its corporate campus along the banks of the Willamette River in Portland, Ore. DTNA committed to sustainable and environmentally friendly design elements in its $150-million building project, and company officials expect the new 268,000-square-foot nine-story building will receive LEED Platinum Certification from the U.S. Green Building Council later this year. “Portland is the root of our company,” said Martin Daum, DTNA president and chief executive officer. “We were founded here in 1944, and I’m a strong believer that our company belongs in Portland.” The new headquarters, which is intended to increase synergies among various business units and add capacity for future growth, is a reflection of DTNA’s production philosophy, said Daum, adding that the company’s growth and success in the marketplace in recent years has allowed DTNA to reinvest in its headquarters. “We’ve spent $556 million in research and development to make our plants and our products better every year,” said Daum. “As a leader in the industry with a reputation for high standards in engineering and sustainable practices, we felt it was important to have our headquarters campus reflect those values.” Sustainable design elements – including onsite renewable energy, passive radiant heating and cooling and window placement to maximize natural light – will generate energy savings equivalent to the energy used by 250 new homes. – Jeff Crissey

Efficient chilling Today’s TRUs, trailers stay cool with less fuel BY JASON CANNON

Changes in engine design have helped boost efficiencies for transportation refrigeration units.

T

ransportation refrigeration units are reaching heights of sophistication that rival the modern tractors that pull them across the highway. And like their truck counterparts, TRUs have made many strides to throttle back fuel consumption while also maximizing their efficiency. “There’s no debate that refrigeration systems add to a hauler’s overall fuel use,” says David Kiefer, director of sales, marketing and product management for Carrier Transicold. “However, there are dramatic differences in the way various models operate and how they consume fuel. The savings over the lifetime of the unit can be substantial.” Changes in engine design have helped boost efficiencies, says Tom Kampf, product manager for Thermo King. “We’ve moved away from a technology that used belts exclusively to power fans to directly coupling the compressor to the diesel engine,” he says. Such a change has allowed condenser fans and evaporator fans to operate at speeds independent of engine speed. “Customers can operate the evaporator based on the type of load without having to adjust engine speeds,” Kampf says. “The reduction of mechanical parts from diesel-electric hybrid units [also have] significantly improved the sound quality,” Kiefer adds. Tougher trailers Reefer units themselves aren’t the only ones challenging the limits of thermal efficiency. Wabash National recently unveiled a prototype refrigerated van using a new proprietary molded structural composite technology for increased thermal efficiency. for Wabash National, says the molded structural composite technology in refrigerated van trailer and truck body applications provides up to a 25 percent improvement in thermal performance and is up to 20 percent lighter compared to conventional designs while improving puncture and damage resistance. Dick Giromini, Wabash chief executive officer, says the composite design of the trailer, which is slated to enter production in the next two years, also reduces trailer weight by upwards of one ton. Using the composite for the trailer’s floor structure also raises the weight rating to 24,000 pounds – a boost of up to 14,000 pounds, he says. Futuristic controls While TRUs and trailers continue to evolve, Kiefer says so too are their controls, in many cases removing much of the guesswork that goes into climate control and increasing ease of use for the driver and technician. “These software-based devices have made temperature and airflow management far more sophisticated,” he says. “Some can even be used to optimize fuel consumptions for any given cargo while still providing the highest degree of product protection.” All of the variables that can be selected for specific commodities can be preprogrammed into Carrier Transicold’s APX Control system, enabling the driver to simply choose the commodity from a scrolling text list. Similarly, Thermo King’s OptiSet program provides control over how the unit will operate with a specific set-point and allows unit operation and product quality decisions to be made in advance. “When a set-point is selected, the unit will always operate the same way,” Kampf says. Also, Kampf said customers are trending toward removing the TRU’s alternator in favor of a more efficient electric battery charger, which he says “offers more battery life and is less wear on the engine.”

Driver education becomes a rewarding experience

eyond raising pay and improving benefits, motor carriers that need drivers are looking to gain an edge in a tight labor market by creating a better workplace experience. Driver onboarding is a top area of focus, with research showing that nearly a third of new drivers quit within 90 days and half within the first six months. Most of the interaction with drivers during the onboarding period is related to training. One way that carriers are trying to improve the work experience is by adapting their training programs to drivers’ individual needs and learning preferences. Some fleets also are finding success by making the training experience more engaging and rewarding. As a hazardous materials hauler, Omaha, Neb.-based Liquid Trucking has a significant amount of requirements for its new and tenured drivers. The 150-truck fleet used to conduct onsite training using paper handouts. Two years ago, it converted to an online training format that drivers can access from within a custom-branded rewards platform from Stay Metrics. Today, more than 80 percent of Liquid Trucking’s drivers are logging into the rewards site regularly to check on the points they have been rewarded for maintaining clean logbooks, their work anniversaries and birthdays, customer compliments and other categories. Drivers also earn points for watching training videos, taking exams and conducting other tasks using their personal 32

computers, tablets and mobile devices. The website automatically keeps a record of what they have completed. Drivers redeem their points toward a large selection of consumer items. “A lot of times, drivers who come to work for us have never experienced a program where they are rewarded for training,” says Jason Eisenman, safety manager. Trucker Path marketplace available to all

T

rucker Path, creators of a tripplanning app for truck drivers, announced the public availability of a freight marketplace supported by a community of freight companies and motor carriers. The general release of Truckloads follows a beta-testing period. The Truckloads marketplace is available to all freight companies and motor carriers as a free download for Android & iOS devices and as a web version at Truckloads.truckerpath.com. Freight companies can access available trucking capacity across North America, while motor carriers can find and book loads with free access to “days-to-pay” credit scores on freight companies. As

an added benefit, freight companies get instant access to “verified locations” of available trucks. On the capacity side, a Truckloads feature allows motor carriers to inform customers of their availability status. Here’s looking at you New tech to monitor driver distraction, fatigue BY AARON HUFF

T

elematics systems and video event recorders already can monitor inputs from vehicle sensors and controls to detect risky driving behaviors. Now a new set of technologies is able to directly monitor drivers themselves. PGT Trucking, a 1,100-truck flatbed carrier, currently is testing such a technology from Maven Machines. About 25 drivers for the Monaca, Pa.-based company have volunteered to use a high-quality Bluetooth headset as their hands-free communications device paired with their smartphones. Drivers can make phone calls, listen to music or get voice commands from their navigation apps. The safety benefit is not limited to hands-free connectivity. Inside the headset are sensors that detect subtle head movements as drivers look side-to-side at mirrors, down at gauges or at objects inside and around their vehicles. The sensors and algorithms also can detect head bobs or a lack of movement as early signs of drowsiness or fatigue. The headset communicates with the Maven Co-Pilot app that gives drivers feedback on their safe driving. Scores indicate if they check their mirrors in a timely manner, follow the speed limit and more.

The product soon will actively warn drivers and fleets of fatigued or distracted driving. As an option, drivers can use their own voice recording as an alert, says Avishai Geller, Maven founder and chief executive. Fleets use a web portal to assess driver risk and skill levels. To provide added context for the results, Maven Co-Pilot includes temperature, speed and location data in reports and on visual map displays. It also can include hard-braking and swerving events using data captured by phones and third-party telematics systems. Fleet managers can see if drivers are checking their mirrors properly in traffic or while going through an intersection, among many possibilities. Gregg Troian, president of PGT, says the fleet is evaluating how to use the information “to tell if drivers are developing the kind of habits they need to drive effectively and without accidents.” Drivers currently use the technology on a voluntary basis, but Troian says it may become mandatory for those with a higher risk profile or for retraining purposes.

Movements that cross a certain threshold trigger an alarm that consists of seat vibration and audible alerts such as low rumbles, beeps and a whistle. The Guardian system is being tested by six small and large U.S. fleets. It initially was launched in the mining industry, says Chris Sluss, vice president of business development. During the initial fleet tests, Seeing Machines monitored fatigue and distracted driving events for a 30-day period without activating alerts to the driver or fleet to establish a baseline. The testing then continued for a 30-day period with the alerts active. The statistics from the six studies are showing that alerts, when activated, reduce fatigue and distracted driving events by 30 to 90 percent, Sluss says. While some drivers may feel uncomfortable with a camera pointed at their face, “it’s not about Big Brother,” he says. “We’re not here to watch you. We are here to protect you.”

States moving to GPS-based weight and distance tax

A

s vehicles become more fuel-efficient, state and federal governments are looking at alternative funding mechanisms to shore up their fuel tax revenues. The Congressional Budget Office recently proposed that Congress pass legislation that would charge drivers a tax for every mile they drive. Some states are not waiting on a federal solution. Oregon and California already have taken actions to tax motorists based on the type of vehicle, weight and distance they travel on state roads. Oregon implemented the nation’s first GPS-based weight and mileage tax in 2015. Oregon, and now California, are using Eroad’s telematics device to collect accurate mileage information from commercial vehicles. The California Department of Transportation announced that ERoad will be its heavy vehicle technology provider for a Road Charge Pilot.

As the largest such pilot to date, the nine-month program is scheduled to begin in July and investigate road charging options for possible replacement of California’s fuel tax. ERoad is its sole provider in the heavy vehicle category. ERoad first developed and de-

The F-Series truck will be powered by Isuzu’s 4HK1-TC 5.2-liter turbocharged four-cylinder diesel engine. The 4HK1 engine offers high torque output, and the powerplant will be mated to an Allison 2000 Series automatic transmission. The engine carries a B10 durability of 310,000 miles, meaning that 90 percent of engines should reach that mileage before requiring an overhaul. An aluminum fuel tank is available with either 50- or 100-gallon capacities, and eight wheelbase configurations will accommodate bodies from 16 to 30 feet. Dock

PREVENTABLE or NOT? Lowered dock door ruins Doe’s day

O

n a sunny but chilly morning, trucker John Doe arrived at the Frugal Family Grocery Store in Denver towing a trailer loaded with produce. After calling upon store personnel to raise the facility’s overhead door, Doe expertly backed his vehicle until it was positioned at the dock. At that point, while the trailer was completely under cover, about half of Doe’s tractor protruded beyond the building. While manager Sid Snorkelli directed the unloading process, Doe strolled into the store and – after a slight detour to acquire a fresh bag of celery sticks – headed for the deli for a Fresh Frugal Coffee and a double order of Fantastic Frugal Fajitas. Doe contested the warning letter for a preventable accident, claiming that Snorkelli should have warned him about the lowered door. Asked to resolve the dispute, the National Safety Council’s Accident Review Committee upheld the preventable ruling, noting that Doe should have checked clearances before attempting to depart the dock. A simple glance skyward would have revealed the danger.
