United Nations High Commission for Refugees (UNHCR) has embarked on the construction of twobedroom permanent shelter for displaced persons in the North-East region. The Adamawa state governor, Sen. Mohammed Jibrilla, and UNHCR representative in Nigeria and ECOWAS, Mrs. Angele Dikongue-Atangana, on Monday performed the block laying ceremony for construction of 60 units twobedroom permanent shelter in Maiha local government area of the state. Mrs. Dikongue-Atangana said the 60 units of the permanent shelter for returning displaced persons was the first of 500 units of such shelters to be constructed for victims of the seven councils ravaged by the insurgency in the North East. She added that shelter remained one of the most im-

portant need of the 3,000 displaced victims of insurgency who have returned to Maiha adding that UNHCR decided on building the houses to address that need in order to encourage other displaced persons to return to their habitual residence. “The return of displaced persons for Adamawa was found to be peculiar because many of those displaced returned enmasse to their places of habitual residence without support. “Most of the seven local government areas affected by the insurgency have experienced substantial levels of return and yet require support in attending to basic services in which shelter is paramount. Nigeria and Ghana, two Anglophone counties with similar political developmental historical background have sustained economic and social cooperation’s over the years, a development which NAGHACON wants to take to the next level with the construction of a befitting center in Nigeria. The association’s president, Mr. Frank Quaye disclosed recently in Lagos during the Association’s Awards/Dinner and fund raising night the proposed secretariat in Lagos, would serve the benefit of not only Ghanaians in Nigeria, but as data and information center for business cooperation between the two countries. He said that the 2016 edition of the NAGHACON gala night, organised in collaboration with the Ghanaian business community ‘the great minds’ aimed at ensuring continual representation of the business community and Ghanaians in the diaspora. The secretariat has the blessing of the country’s high commission as it would augment effort at delivering timely and effective information generation and dissemination. He said that the secretariat when completed would not just help Ghanaians in Nigeria or those wishing to do business with either of the countries, but also help to cement the trade and cultural relations also with neighboring countries.

Hence the High commissioner cannot go out looking for all Ghanaians and Nigerians with business intent in Ghana, this can easily be achieved by the association which already has a strong data base of over 2 million registered members and corporate organizations. The secretariat, not to ensure that citizens meet residency rules of Nigeria, also would ensure seamless business relationship between Nigeria and Ghana. Evangelist Daniel Obey Apori, one of the patrons of the association told Daily Times in an interview that when the secretariat becomes operational, everyone would be happy because instead of rushing to the embassy, one can easily get to the center and receive immediate attention. He said that the center will provide easy place for submission of complaints, inquiry or due diligence for Nigerians and Ghanaian business community. these services, Apori said could easily be rendered without having to revert to the embassy.

Pensioners flay FG’s alleged refusal to implement rise in arrears Nosa Akenzua, Asaba

Members of the Delta state chapter of the Nigeria Union of Pensioners (NUOP) have flayed the Federal Government on its alleged refusal to implement the 33 percent pension arrears’ increase approved since July, 2016. The pensioners also lampooned the state government for her unwillingness to pay their outstanding arrears, alleging that secret efforts to sabotage their interest in the scheme of things may prepare them for a protest in no distant time. Unconfirmed sources had hinted our reporter that over six of the pensioners had re-

cently died of hunger after their efforts to receive their pension from the state government failed. But the state chairman of the union, Ogbueshi Robert Chukwunyem, said his members are faced with serious hardship of paucity funds to meet some of their domestic demands, coupled with the present economy recession. The state government, through the Commissioner for Information, Mr. Patrick Ukah, had last Monday reacted to the unpaid outstanding arrears of the pensioners, disclosing that the state government had released over N2 billion since its inception for the payment of

Ukah, who spoke to journalists on Governor Ifeanyi Okowa’s giant strides in the state, said: “the state governor is very passionate about the welfare of pensioners and had released over N2 billion to settle their payments. He is ready to do more as soon as funds are available.” Ogbueshi Chukwunyem, while calling on federal and state governments to address their plight as the yuletide season draws near, calling on them to step up efforts in the preparation and payment of December pension before Christmas, moreso as they carter for their needs.
