CYBER LAB Update

Message from CEO

The ever expanding growth of Information & Communication Technology in our daily lives has raised serious issues relating to defining the jurisdiction on cyber space. While the physical world is well defined with boundaries, the Cyber space has really posed a challenge to the law enforcement agencies across the globe in prosecuting the criminals. The internet crimes span multiple jurisdictions and criminals find it easier to escape from the clutches of the legal & geographical jurisdiction. DSCI is focused on capacity building of Law Enforcement Agencies for combating cyber crimes in the country and towards this it operates several cyber labs across India to train the police officers, prosecutors and judicial offices in cyber forensics and cyber crime investigation. Out of the 8 cyber labs 4 are supported by DeitY and others by the Industry. DSCI brought out “Cyber Crime Investigation Manual” to guide the police officers to understand the whole gamut of cyber crimes and its investigation. The DSCI Cyber labs program will be extended to the entire country with the MHA under the Cyber Crime Investigation Program (CCIP) Dr. Kamlesh Bajaj, CEO, Data Security Council of India

Short course on Cyber Crimes as Global commons & usage of technology in detection of crimes for 18 Judges at Karnataka Judicial Academy on 10th June 2012. 3 day course for 435 police personnel at Police Training College, Bangalore Cyber Crime course for North eastern police officers at North Eastern Police Academy (NEPA Short course on cyber crimes for 28 Navy officers on 21st August 2012 Supported CBI Academy in 3 day Cyber Crime training the 24 Himachal Pradesh Police Training program for 118 IRS (Group ‘A’ Custom and Central Excise) Officers in NACEN, Faridabad 5- day Level-II cyber crime program at CBI Academy Ghaziabad 5 day CBI Academy advanced level-3 program for 30 police officers. 08 officers from Nepal attended this course.

The Cyber Crime Investigation Program (CCIP) To put in place an institutionalized structure for effectively building the capacity and infrastructure for handling the increasing cyber crimes in India, the Ministry of Home Affairs (MHA), Government of India intends to support a framework for institutionalizing a pan India network of Cyber Crime Police Stations (CCPS) and Cyber Crime Investigation and Forensic Training Facilities (CCIFTF). Further, MHA wants to create a national Centre of Excellence (CoE) for Cyber Forensics to act as a national nodal agency for research and advanced investigations support in the area of Cyber Crimes. The three key constituents of the framework are as follows: · The CCPS in each state and union territory supported by MHA would spearhead the specialized investigations on cyber crimes in the respective state / union territory. · The CCIFTF proposed would be co-located with the CCPS in each state / union territory and would serve as training hubs for the respective state / UT police personnel and public prosecutors and also act as a source of technical assistance to the investigators locally with its collaboration with the Industry (led by Data Security Council of India ) and National CoE for Cyber Forensics. · CoE for Cyber Forensics would conduct Research and Development and impart training to the State and Union Territory CCPS/CCIFTF personnel apart from offering forensic analysis services to the CCPS and other law-enforcement agencies. The initiative proposed is called as, ‘Cyber Crime Investigation Program’ (CCIP). DSCI will act as a Knowledge Partner in the program.

2nd Cyber Crime Awareness Program at Chandigarh The issue of Cyber Crimes is emerging as a big challenge for Law Enforcement Agencies (LEAs) around the world and India is no exception. With its growing economy, huge IT industry, increasing roll out of eGovernance and online applications and burgeoning tech-savvy generation of citizens – all are very attractive for organized cyber criminals to target India and its citizens Department of Information Technology has led the fight against cyber crimes not only through the IT Act 2000 and development of cyber forensics package through its R&D program. DIT has helped train police officers at various levels through a number of its programs that include training and forensic facilities at CBI, NPA, and some of the state police centers. The first workshop was carried in the state of Gujarat and was attended by more than 120 officers. The second workshop is planned in September 2012 in Chandigarh, where officers from the state of Haryana and Punjab would be invited. Details about this workshop may be found

The first workshop on Cyber CYBER CRIME AWARENESS Crime Awareness was conducted on the WORKSHOP 20-21st of July 2012, in Gandhinagar, 20TH & 21ST JULY 2012 Gujarat. The Workshop was conducted with GANDHINAGAR, GUJARAT the Support of Government of Gujarat, Home Department and Department of Science & Technology. Gujarat Forensic Sciences University collaborated with the Data Security Council of India in organizing the workshop in their premises.

DSCI Excellence Awards 2012

Data Security Council of India had developed a training material “Cyber Forensics – Meeting the Challenges of Cyber Crimes” specifically designed for such workshop in collaboration with Industry. Mr. Ravi Saxena released “Cyber Forensics – Meeting the challenges of Cyber Crimes”, and requested police officers to use the book as a reference material for Investigations.

Individuals accessing original data must be competent to do so and have the ability to explain their actions. A trail or other record of applied processes, suitable for replication of the results by an independent third-party, must be created and preserved, accurately documenting each investigative step. The person in charge of the investigation has overall responsibility for ensuring the above-mentioned procedures are followed and in compliance with governing laws.

National conferences on cyber security, data privacy and data protection; promote awareness on IT (Amendment) Act, 2008; especially on the concepts of reasonable security practices, sensitive personal information, encryption policy and cybercrimes.
