PHOTO RELEASE STATEMENT

Deer Park Parks and Recreation frequently videotapes and photographs participants enjoying our programs, special events, parks and facilities. These images are used by Parks and Recreation and the City of Deer Park in publications, on the web, for television/cable promotions, or to use as is seen fit. The images are used at the Department’s discretion and become its sole property.

CANCELLATIONS AND REFUNDS

IF PROGRAM DOES NOT MAKE : Help us have successful programs by registering early! All programs must have a minimum number of participants in order to be conducted. If a program does not meet the minimum, the program may be canceled and a refund or account credit will be issued.

IF A PATRON CANNOT MAKE A PROGRAM: Cancellations by customers made five (5) business days prior to the start of a program will receive a refund. If a cancellation is made after the five (5) business day deadline, a credit will be added to the patrons account in lieu of a refund. Refunds/credits will not be issued if the PARD office is not notified of withdrawal at least 24 hours or 1 business day (whichever is greater) before the start of the program. Refunds/credits will not be given after the start of a program or event. Registration fees will not be prorated for partial attendance. Under special circumstances, refunds/credits may be issued outside of these guidelines. Patrons are asked to contact the PARD office in these circumstances in order to obtain refunds/credits.

HOW TO CANCEL: Cancellations can be requested in person, by phone or email to the Parks and Recreation Department office; however written cancellation via email is preferred. Please send cancellations to r ecreation@deerparktx.org or to the PARD staff member you are working with. To request a cancellation by phone or in person, please call or visit the PARD office Monday – Friday from 8 AM until 5 PM. This advanced notice is required for all programs, regardless of the number of days they are held.

With the hottest months of the year coming up, we want to remind you to take care of your mental and physical health this summer. Our parks are equipped with several quality of life aspects to help you maintain these attributes. Bring a water bottle with you as you walk one of our many trails in our parks around the city. Bring along your family, snacks and sunscreen to one of our 28 parks for a relaxing day on the playground and enjoy the outdoors and the fresh air. Visit Dow Park for our splash pad, pool, sports fields, pavilions and our play areas. Register for all of our events as you can to make new friends, learn new skills, and create memories that will last a lifetime. As a special reminder, summer months mean our summer Concert in the Park series will be returning. Come spend time with us as we enjoy some of our favorite tunes from a variety of genres, see you there!

The Parks and Recreation Commission is a Councilappointed committee that acts as a liaison between the constituents and the Parks and Recreation Department. Meetings are held on the first Monday of the month at 11:30 AM at the Community Center. These meetings are open to the public and we welcome everyone to bring their ideas in front of this hardworking committee.

ABOUT THE COVER WATER SAFETY AT THE DOW PARK POOL

Memorial Day Weekend: the grand opening of the Dow Park Pool, one of Deer Park’s greatest amenities and summer attractions. FortyFive years since its introduction, the Dow Park Pool has remained a vital characteristic of Parks and Recreation. Bathrooms and showers, life vests, diving boards (since replaced with water slides), swim lessons, lap lanes, life guards, a splash pad, a kiddie pool, pool pavilions, lounging chairs, picnic tables, dive-In movies, and fishing adventures –our Dow Park Pool has had it all.

This is where we have grown up, and this is where our children grow up too. To share memories together at the Dow Pool, and reflect on the ones we made when we were younger, is such an amazing experience for us to have. It has grown before our eyes and becomes more loved every year.

Debra Culp, current Supervisor of Athletics and Aquatics at Deer Park Parks and Recreation, hasn’t always been a lover of water, but it was the Dow Park Pool and her role of a Camp Crabgrass counselor that lead her to be so immersed into the safety and enjoyment of water fun.

When I started working for the City of Deer Park in 2002, my first summer as a Camp Crabgrass leader, we would swim at the Dow Park Pool 4 days a week. I was constantly on edge, always trying to count heads and making sure they were above the surface. Being responsible for children at the pool, some of which didn’t know how to swim, made me realize I needed to be better prepared around water. I finally learned how to swim and helped implement safety procedures for the pool and water parks for Deer Park camps.

She reflects on her growth beginning with a story from when she was young. She says, “When I was 4, my family was spending the day at the beach in Galveston. I was floating in the Gulf of Mexico on an air mattress with my dad enjoying the water. We didn’t realize how far we went out when we hit a massive wave launching me into the ocean. My dad frantically looked for me while also struggling to stay above water. When he finally found me, he rushed me back to shore. Since that moment, I have never liked water. My parents immediately enrolled me into swim lessons but I was never really good at it. I always relied on my height to stand in water and never went into the deep end.

In 2005, I had the privilege of joining the Aquatics team on a parttime basis. For the next 18 years, I immersed myself in Water Safety and Aquatic education.  Every year, we were able to add more and more safety features to the facility.  Everything from signage to more trainings for staff, and adding lifejackets to our facilityfree for use.  Every decision that is made, we always have safety in mind for the staff and patrons. on to stand in water and never went

In 2016, we partnered with Jeff Ellis and Associates and took our services to the next level. Being an Ellis and Associates facility, holds our lifeguards to a high training and high professional standard and are expected to maintain vigilance at all times to ensure guest safety.”

Since 2019, Deer Park Parks and Recreation has received the Platinum Safety Award every year, for four years, from Jeff Ellis and Associates for our service in implementing safe practices. This award is only given to the top 10% of the safest facilities in the world. Our facility must obtain the following criteria for this award: ALL Overall Audit scores were found to Exceed Industry Standards and the Standards of the Comprehensive Aquatic Risk Management Program and 95% or higher of all Lifeguard Observations, Supervisor Observations, and VAT® Observations Exceeded the E&A Comprehensive Aquatic Risk Management Program Standards.

Being a lifeguard is no easy job. It requires extensive training, high focus and resilience, and an aptitude for ensuring all patrons remain safe during their fun. Deer Park Lifeguard Abby Moore

says “Being a lifeguard is very rewarding. Lifeguarding requires ensuring that everyone at the pool is safe and following all rules.

It demands your full attention at all times. I have been a lifeguard for 5 years at the Dow Park Pool and have learned about safety and the importance of working as a team. The great teamwork at the pool has allowed us, not only to be successful lifeguards and have a safe facility, but to also have fun and enjoyable summers! I love being a lifeguard, helping out my community, and working for the City of Deer Park!”

Just like Abby, all our lifeguards care deeply about our community and all that occurs at the Dow Park Pool. Our Aquatics staff works tirelessly to ensure you and your family can swim safely. In 2022,

Our 31 lifeguards trained for the summer did an amazing job guaranteeing the safety of your families. Accidents happen, and when they do, our staff is ready to help you with no hesitation.

Design principles in the areas of sketching, color and pattern coordination, costume design and fashion history will be applied to their personal style and portfolio. Girls will be grouped into Design Teams for a variety of fun, engaging activities such as White Wedding and Fashion Show-down. Basic class in fencing fundamentals, largely focused on fencing with the foil (fencing with the epee and sabre are also covered). Classes revolve around learning and perfecting footwork and bladework techniques. The final class of each month is given over to competition within the class using the same electronic scoring systems as encountered at local tournaments. This class is good for beginners and those perfecting their techniques. No prior experience required. Basic fencing equipment is provided.

Open fencing class with electronic scoring for fencers who already possess some experience and training. Fencers learn by competing with each other. Fencing with foil, epee or sabre is at the discretion of the fencers. Some equipment is provided, but competitive fencers are expected to supply all or most of their personal gear themselves. Scoring systems provided by the instructor. As the name states, this is a competitive group for fencers looking to seriously compete in local tournaments.

The City of Deer Park Pool will open on Saturday, May 27 for daily operation at 12:00 PM. The pool hours are Tuesday -Saturday 12 PM - 7 PM and Sundays

2 PM -6 PM. Closed on Mondays for maintenance. Half Price Family Day on Tuesdays from 12 PM – 3 PM. Swim passes will be on sale at the pool office and front office.

PRIVATE POOL PARTY RENTALS

Our fifty-meter pool and children’s pool area are available to rent for private parties on a limited basis. It is a perfect location for that company party, birthday party, family reunion or church function. All rentals are subject to the availability of Deer Park certified lifeguards and managers. The pool is available for rental between June 2nd and August 6th during the hours it is closed to the public. Times available are as follows: Friday 7:30 PM -11:30 PM, Saturday 7:30 PM-11:30 PM and on Sunday 6:30 PM10:30 PM. $100 deposit (refundable)

During these days, kids with autism spectrum disorders can swim in the morning before pools are open to the general public. The cost is the same as regular pool admission and reservations are not required.

COMMUNITY CENTER Updates

Exciting news! The Deer Park Community and Recreation Center is moving closer to beginning new construction. City staff, along with architects and contractors, have been working diligently for months to fine tune the design to be a premier health, wellness, and quality of life opportunity for the citizens of Deer Park and surrounding communities.

The new facility will feature a state of the art fitness floor , 2 full basketball courts , an indoor aquatics facility , an indoor track , meeting spaces , group exercise rooms and much more !

Proposed demolition of the current facility will begin on August 1, 2023.

The last day of operations in the current Community Center will be July 15th, 2023.

DEER PARK SOCCER COMPLEX ADDITIONAL PARKING

This project expands parking with over 300 additional spaces at the soccer complex (the south portion adjacent to 13th Street). On September 20, 2022, the project was awarded to Texas Walls Systems, LLC for $1,640,253. The expected duration of construction is 270 days.

City staff is reviewing schematic designs and drainage, electrical, and other issues. The project provides additional parking for the facility, including security lighting. Engineered design is anticipated to be completed by 2023. The c ost for this project is estimated to be $1,500,000.

DOW PARK POOL REPAIRS

In Fiscal Year 2022-2023, Dow Park Pool Repairs include purchasing and installing UV systems for the Dow Park Pool, Baby Pool, and Splash Park. These UV systems will replace the current UV system at the Dow Park Pool and add additional water sanitation for the Dow Park Baby Pool and Splash Park. Progressive Commercial Aquatics, LLC will purchase and install the UV systems via a Buyboard contract. The cost for the 3 UV systems is estimated to be $85,860.

The children’s pool will have the current water features removed, and the installation of mushroom maze features, over n’ under nozzles, and a log slide, are included in the Fiscal Year 2022-2023 budget. Kraftsman Commercial Playgrounds and Water Parks will complete the project via a Buyboard Contract. The total cost for the project is $86,974.43.

ADDITIONAL PARKING IN GLENWOOD PARK

The design for Additional Parking in Glenwood Park is in development, resulting in additional parking for the Spencerview Athletic Complex. The clearing and grubbing of Glenwood Park to clear the property for future development and provide space for an on-site TCEQ Air Monitoring Station was co mpleted in June 2022. The clearing project was awarded to Soil Worx LLC for $55,550. The next steps include relocating the TCEQ Air Monitoring Stati on on-site and constructing a 10’ wide decomposed granite access trail to the station and the Harris County Flood Control ditch for maintenance. The design of the additional parking is expected to be completed by fall 2023.

SPENCERVIEW BRIDGE

This 90’ x 10’ pedestrian bridge will connect the Spencerview Athletic Complex (Durant Fields) to the adjoining property donated to the City of Deer Park to develop additional parking and a new park/ playground area. The plans have been completed. CobbFendley & Associates provided the design, studied the floodplain requirement, and submitted the plans for the Harris County Flood Control District (HCFCD) approval. The purchase and installation of the bridge have been budgeted for Fiscal Year 2022-2023.

Due to the bridge length and area required, several details remain to be worked out. For this project, the estimated cost is $300,000.

COMMUNITY & RECREATION CENTER

At the September 6, 2022, Joint Meeting of the City Council, Community Development Corporation, and Parks and Recreation Commission, a presentation was made by Brinkley Sargent Wiginton Architects and Durotech, our Construction Manager-at-Risk (CMAR), that compared the benefits of building the Community and Recreation Center as a single building as opposed to the 2-phase approach with 2 separate buildings. The CMAR worked with the architects and developed a Design Development Cost Estimate. Due to market volatility/current eco nomic conditions/post-COVID construction cost increases, the cost estimate for the 2-phase approach significantly exceeded the budget by several million dollars. Choosing a single-building approach not only reduces cost but also reduces construction time. This change resulted in additional re-design fees of $222,000, but saved $348,824 in construction administration costs, thus a net savings of $126,824 for the project.

North East Hike and Bike Trails

First established as an idea in our Master Plan in the year 2012, our Hike and Bike trails have finally come to fruition. After various surveys of the public, 95.9% of responses expressed a need for greenways, which included a park system of trails for biking, walking, and running. The goal of these trails was to connect neighborhoods to parks and provide designated safe space for walking along roads, parks, and drainage routes. Establishing our chosen routes with trails has allowed us to ut ilize space that was left untouched previously. Our Hike and Bike trails now offer us with endless opportunities for races, group walking events, mental health days, and more. These designated walking and running spaces will allow all to enjoy the environment with less worry about safety and route all while promoting an improvement in physical and mental health. Our efforts in increasing park usage via our trails have been specially recognized by the Houston-Galveston Area Council this past year.
