Mission
The Parks and Recreation Department is dedicated to providing exemplary quality of life services and experiences to the community consistent with our history, culture, and unique character.
Thank you for checking out the “Live and Play” brochure, created by the Deer Park Parks and Recreation Department. This brochure includes all the information you need to find a variety of ways to have fun in our community.
I am proud that the Parks and Recreation Department has developed a range of programming for our children and families to experience during the Winter/Spring season. Over the next few months, we hope to see you at some of our outdoor events including the Easter EGG-stravaganza, Movies in the Park and others! Make sure to utilize this brochure as well as the City website and social media channels to stay informed. Hope to see you there!

The Parks and Recreation Commission is a Council-appointed committee that acts as a liaison between the constituents and the Parks and Recreation Department. Meetings are held on the first Monday of the month at 11:30am at the Community Center. These meetings are open to the public and we welcome everyone to bring their ideas in front of this hardworking committee.

Deer Park Parks and Recreation frequently videotapes and photographs participants enjoying our programs, special events, parks and facilities. These images are used by Parks and Recreation and the City of Deer Park in publications, on the web, for television/cable promotions, or to use as is seen fit. The images are used at the Department’s discretion and become its sole property.

CANCELLATIONS AND REFUNDS
IF PROGRAM DOES NOT MAKE: Help us have successful programs by registering early! All programs must have a minimum number of participants in order to be conducted. If a program does not meet the minimum, the program may be canceled and a refund or account credit will be issued.
IF A PATRON CANNOT MAKE A PROGRAM: Cancellations by customers made five (5) business days prior to the start of a program will receive a refund. If a cancellation is made after the five (5) business day deadline; a credit will be added to the patrons account in lieu of a refund. Refunds/credits will not be issued if the PARD office is not notified of withdrawal at least 24 hours or 1 business day (whichever is greater) before the start of the program. Refunds/credits will not be given after the start of a program or event. Registration fees will not be prorated for partial attendance. Under special circumstances, refunds/credits may be issued outside of these guidelines. Patrons are asked to contact the PARD office in these circumstances in order to obtain refunds/credits.
HOW TO CANCEL: Cancellations can be requested in person, by phone or email to the Parks and Recreation Department office, however written cancellation via email is preferred. Please send cancellations to recreation@deerparktx.org or to the PARD staff member you are working with. To request a cancellation by phone or in person, please call or visit the PARD office Monday – Friday from 8am until 5pm. This advanced notice is required for all programs, regardless of the number of days they are held.
Easter Egg-stravaganza
Get an early start to the day at our Easter Eggstravaganza! Starting at 9am guests can enjoy bunny bingo, carrot pull game, rubber ducky races, and a sidewalk chalk contest. Wristbands can be purchased for $6 and include an entry to the pony rides, petting zoo, and wagon rides that will take place from 9am-12pm. Make sure you buy your wristbands early because they tend to sell out! At 10:30am, we will host an Egg Hunt for ages 6 months-11 years old. All age groups will hunt simultaneously. Some eggs will contain prize certificates that participants can redeem after the hunt. The Art Park Players Reaction group will host games, dancing, and prizes under the Pavillion from 11am-12pm.

Canvas & Chill

Safe Sitter
Safe Sitter is a 6-hour program that is designed to teach young teens how to be better, safer babysitters. For more than 35 years, Safe Sitter has been a leader in providing life skills and child care training for youth. A student handbook and completion card will be issued to each student. A 30-minute pizza lunch is factored into the fee and time allotment. A short completion ceremony will conclude the day at 3:30PM with parents encouraged to attend.

Game Room Party Package
Need an affordable venue for your celebration? The Parks and Recreation Department offers a party package that includes a rental room, tables, chairs and 2 hours of exclusive fun in our game room. You may book on Fridays from 5:308:30pm with the game room reserved for you from 5:30-7:30pm or on Saturdays from 1:30-4:30pm with the game room reserved for you from 1:30-3:30pm. Your set up and clean up will be during these times. Reservations must be made at least 3 weeks in advance of your date.

VIPAR Program
If you are 12-15 years old (as of June 1, 2023) we welcome you to apply as a volunteer this summer assisting with programs and Parks and Recreation operations. The VIPAR program instills experience and skills for youth preparing them for work in the “real world”. From filling out an application, to interviewing, to training, to learning responsibility by getting to your assignment on time and following instructions. While the Department benefits from the help, the VIPAR benefits from the experience. Applications will be available April 14- May 11 and can be found at http://www.deerparktx. gov/1256/VIPAR-Program Interviews will be conducted the week of May 15.

Pickleball is a fun sport that combines elements of tennis, badminton, and ping-pong. Playing pickleball improves stability, exercises brain functions, and reduces stress. New learners are welcome as we will be having a staff member teach those interested in how to play pickleball!

Growing Garden Agrilife Course
Tai Chi
Veteran instructors Sijo James Smith and Sifu Mildred Williams will be offering Tai Chi classes here at Maxwell Adult Center. Their style is Chinese Kenpo, derived from Ed Parker’s American Kenpo linage. Tai Chi is a series of gentle physical exercises and stretches. Each posture flows into the next without pause, ensuring that your body is in constant motion. Tai Chi is sometimes described as meditation in motion because it promotes serenity through gentle movements — connecting the mind and body. It is shown that practicing Tai Chi can improve balance, stability, and flexibility in older people, including those with Parkinson’s disease! Tai Chi will be every Friday from 10am till 11am at the Maxwell Adult Center.

Yoga/Pilates with Norma
Mat Pilates will focus on controlled breathing during body weight resisted movement to build core strength in addition to strengthening arms, legs, and the trunk muscles. Martial Arts- Kenpo
Karate is an art that teaches discipline and respect towards others and yourself by becoming more selfaware. Our style is American Kenpo from the Ed Parker lineage. Our head instructor is Sijo James E. Smith. He has over 50 years of experience. We challenge our students to earn their ranks through the system as well as participate in Karate Tournaments and Demonstrations.

Volleytots
Designed for children ages 4-8, this Volleyball camp promotes fitness and fun at an early age. Volleytots play with a lighter ball, lower net, and a smaller court. Drills and games will allow children to develop hand-eye coordination, spatial awareness, tracking skills, large motor skill development, muscle strength and a love for physical activity. There will be no class on March 15, 2023 due to Spring Break.

Fencing: Cadet
This is a basic class in fencing fundamentals, largely focused on fencing with the foil (although fencing with the epee and sabre are also covered). Classes revolve around learning and perfecting footwork and blade work techniques. The final class of each month is given over to competition within the class using the same electronic scoring systems as encountered at local tournaments. This class is good for beginners and those perfecting their techniques. No prior experience required. Basic fencing equipment is provided.

Fencing: Competitive
This is an open fencing class with electronic scoring for fencers who already possess some experience and training. Fencers learn by competing with each other. Fencing with foil, epee or sabre is at the discretion of the fencers. Some equipment is provided, but competitive fencers are expected to supply all or most of their personal gear themselves. Scoring systems provided by the instructor. As the name states, this is a competitive group for fencers looking to seriously compete in local tournaments.

I Spy Egg-ersize Hunt
Join the hunt! The I Spy Egg-ersize Hunt at the Deer Park’s Hike and Bike Trail. Take a walk on the trail and see how many foam eggs you can find. All are visible from the trail so please stay on the track. While on the trail, all are encouraged to enjoy some fun egg-ercises that they will find along the way! Deer Park Soccer Complex Additional Parking
This project expands parking with over 300 additional spaces at the soccer complex (south portion of complex adjacent to 13th Street). On September 20, 2022, the project was awarded to Texas Walls Systems, LLC in the amount of $1,640,253. The expected duration of construction is 270 days.
Phase 2 Parking Lot Improvements at the Girls Softball Complex
City staff is reviewing schematic designs, as well as drainage, electrical, and other issues. The project provides additional parking for the facility, including security lighting. Engineered design is anticipated to be completed by 2023. Cost for this project is estimated to be $1,500,000.
Dow Park Pool Repairs
In Fiscal Year 2022-2023, Dow Park Pool Repairs include the purchase and installation of UV systems for the Dow Park Pool, Baby Pool, and Splash Park. These UV systems will replace the current UV system at the Dow Park Pool and add additional sanitation of water for the Dow Park Baby Pool and Splash Park. The UV systems will be purchased and installed by Progressive Commercial Aquatics, LLC. via a Buyboard contract. Cost for the 3 UV systems is estimated to be $85,860.
The children’s pool will have the current water features removed and the installation of mushroom maze features, over n’ under nozzles, and a log slide, are included in the Fiscal Year 2022-2023 budget. The project will be completed by Kraftsman Commercial Playgrounds and Water Parks via a Buyboard Contract. The total cost for the project is $86,974.43.
Additional Parking in Glenwood Park
The design for Additional Parking in Glenwood Park is in development, which will result in additional Parking for the Spencerview Athletic Complex. The clearing and grubbing of Glenwood Park to clear the property for future development and provide space for an on-site TCEQ Air Monitoring Station was completed in June 2022. The clearing project was awarded to Soil Worx LLC in the amount of $55,550. Next steps include the relocation of the TCEQ Air Monitoring Station on site and to begin the construction of a 10’ wide decomposed granite access trail to the station and the Harris County Flood Control ditch for maintenance. The design of the additional parking is expected to be completed by fall 2023.
Spencerview Bridge
This 90’ x 10’ pedestrian bridge will connect the Spencerview Athletic Complex (Durant Fields) to the adjoining property donated to the City of Deer Park for the development of additional parking and a new park/playground area. The plans have been completed. CobbFendley & Associates provided the design, studied the floodplain requirement, and submitted the plans for approval by the Harris County Flood Control District (HCFCD). The purchase and installation of the bridge has been budgeted for Fiscal Year 2022-2023.
Due to the bridge length and area required, several details remain to be worked out. For this project, the estimated cost is $300,000.
Community & Recreation Center
At the September 6, 2022 Joint Meeting of the City Council, Community Development Corporation, and Parks and Recreation Commission, a presentation was made by Brinkley Sargent Wiginton Architects and Durotech, our Construction Manager-at-Risk (CMAR), that compared the benefits of building the Community and Recreation Center as a single building as opposed to the 2-phase approach with 2 separate buildings. The CMAR worked with the architects and developed a Design Development Cost Estimate. Due to market volatility/ current economic conditions/post COVID construction cost increases, the cost estimate for the 2-phase approach significantly exceeded the budget by several million dollars. Choosing a single building approach not only reduces cost, but also reduces construction time. This change resulted in additional re-design fees of $222,000, but saves $348,824 in construction administration costs, thus a net savings of $126,824 for the project.
Recently Completed Projects
Hike & Bike Trails
On February 5, 2019, the Deer Park Community Development Corporation recommended and City Council approved a contract with Burditt Consultants, LLC for professional services in the development of the comprehensive hike and bike trail system. This is one of the original Type B projects. The committee consisted of members from City Council, the Deer Park Community Development Corporation, Parks and Recreation Commission, and City staff. Phase 1 is a 1.04 mile trail connecting East X Street to East P Street, and along the way Tiffany Amber Park, Wynfield Park, and Runningbrook Park through existing sidewalks. The project was awarded on November 2, 2021 to Moran Construction. Construction was completed in August 2022 at a cost of $399,977.50. A ribbon cutting ceremony was held at Wynfield Park on September 27, 2022 to celebrate the completion of both the Northeast Hike and Bike Trail and the Hike and Bike Trails, Phase 1.
Battleground Golf Course
The Battleground Golf Course Maintenance Barn underwent several repairs involving sheetrock, roof, windows, siding, electrical, etc. Derk Harmsen Construction Co., Inc. completed the project in August 2022. Total cost for the project was $63,904 and it was funded by the Golf Course Lease Fund.
The Battleground Golf Course Club House Roof Replacement project was awarded to a subsidiary of Tremco Inc., Weatherproofing Technologies Incorporated. Roof replacement involved removing the existing clay tile roof, waterproofing, and replacing the clay tiles. The project was funded by the Golf Course Lease Fund and completed in September 2022. Total project cost was $454,889.57.
