Douglas “Doug” Lemott Jr. stands as a prominent figure in the field of cybersecurity, serving as the Chief Information Security Officer (CISO) for the Analysis and Resilience Center for Systemic Risk (ARC). Doug brings to ARC a profound depth of experience shaped by more than three decades in cybersecurity and IT leadership. Executive Roles in the Private Sector
Before joining ARC, Doug held several pivotal positions that further established his reputation as a cybersecurity trailblazer. At SAP National Security Services (SAP NS2), he served as Vice President of Security Operations and Deputy CISO. In this capacity, he architected and managed an advanced cybersecurity program designed to safeguard technology, applications, and infrastructure from persistent adversarial threats. He later took on the role of Vice President of Secure Cloud Multi-Tenant Engineering, Operations, and Delivery, where he was responsible for the global strategy, design, and deployment of multi-tenant cloud infrastructures, supporting SAP Platform products across compute, storage, and network systems.
Prior to his tenure at SAP NS2, Doug was Director of Security and Compliance at VMware, focusing on the government, education, and healthcare (GEH) sectors. There, he provided strategic direction to align corporate priorities with rigorous cybersecurity and compliance mandates, including FedRAMP, FIPS, and HIPAA. His efforts ensured VMware’s offerings met the high bar required by regulated industries.
A Decorated Military Career
Doug’s cybersecurity acumen was forged and tested over 27 years in the U.S. Marine Corps, where he retired at the rank of Colonel. Throughout his distinguished service, he supervised the installation, operation, maintenance, and security of vital data, voice, and video networks that supported command-and-control operations.
Notably, Doug led the Marine Corps Cyberspace Operations Group (MCCOG), managing the security, operation, and defense of the Marine Corps Enterprise Network (MCEN), which served over 300,000 users. Under his leadership, the MCCOG operated both the Network Operations Center and the Security Operations Center, executing defensive cyberspace operations to safeguard Marine Corps data and communications from persistent cyber threats. In his final military assignment, Doug oversaw the branch responsible for executing CIO and CISO functions across the Marine Corps, supporting the Authorizing Official and shaping the cyber policies critical to national defense.
Academic Foundations and Professional Development
Doug’s robust educational background has complemented his hands-on leadership. He holds a Master of Science degree in National Security Strategy from the National War College/National Defense University, a Master of Science in Computer Science from the
Naval Postgraduate School, and a Bachelor of Science in Computer Science from the U.S. Naval Academy. This blend of strategic, technical, and operational education has provided a strong foundation for his lifelong commitment to cybersecurity excellence.
