Another challenging but successful year has passed and it is with modest pride that I, in behalf of the Department of Science and Technology- National Capital Region, present our 2011 Accomplishment Report. For the year 2011, the DOST-NCR has surpassed its targets by an average of 134%, with its DATBED student beneficiaries .SETUP technological interventions, projects funded and co-implemented garnering the highest percentage of success from 250-209%. DOST-NCR has implemented 13 SETUP funded Innovation System Support (ISS) projects, with 96 technical interventions amounting to P10,160,472.00. This figure raises the number of SETUP funded ISS projects for NCR since 2004 to 70. It has, likewise, given assistance to 9 community-based (Non-SETUP) firms amounting to p1,346,400.00 and 3 other (Non-SETUP) projects amounting to P913,649.00. This raises the number of non-SETUP core funded ISS projects to 36 since 2009. DOST-NCR has implemented 13 SETUP funded Innovation System Support (ISS) projects, with 96 technical interventions amounting to P10,160,472.00. This figure raises the number of SETUP funded ISS projects for NCR since 2004 to 70. It has, likewise, given assistance to 9 community-based (Non-SETUP) firms amounting to p1,346,400.00 and 3 other (Non-SETUP) projects amounting to P913,649.00. This raises the number of non-SETUP core funded ISS projects to 36 since 2009. In support of continuing manpower and technology upgrading for the improvement of the productivity and competitiveness of local MSMEs and the establishment of empowered communities, DOST-NCR conducted 127 trainings, which benefitted 4,229 participants from 531 firms and organizations; likewise, 46 technology clinics and fora were held for 2,468 participants from 685 firms and organizations. The Regional Office also provided technical consultancy services on Food Safety (20), Cleaner Production Assessments (20) and Energy Audits (11), along with 33 short-term technical assistance It also assisted 20 firms and organizations on packaging and labeling designs. DOST-NCR continued to partner with local government units of Metro Manila by implementing 16 LGU co-funded projects and 45 training seminars and fora. In 2011, it deployed 237 experts to provide 30 firm-based trainings and 84 technical consultancies. A Stakeholder’s Summit, with the theme “Empowering Industries and Communities through S & T”, capped the year with a very optimistic view for DOST-NCR partners and beneficiaries. The summit recognized three (3) Outstanding SETUP adopters, two (2) Community Based Projects and the valuable contributions of partner agencies. The summit also served as a venue to: present new business opportunities through adoption of DOST developed technologies; emphasize the threats and opportunities that come with business globalization; disseminate the Small and Medium Enterprise Development Plan for 2012-2016; and, highlight the benefits from identification, protection and utilization of intellectual property rights. It is with much appreciation and gratitude that I acknowledge the support of the DOST Management, DOST agencies, our 96 linkages and our technical experts, without which these successes would have been very difficult to achieve. Finally, my heartfelt kudos and admiration goes to the DOST-NCR staff that painstakingly labored in the implementation and completion of all the projects, and remained committed in providing unselfish service to our clients. As our country vies for a respectable niche in the global market, we will continue to fervently pursue our mandate, our mission and our vision to help build a skilled, informed, productive and competitive NCR through relevant and responsive service harnessing the tools of science and technology.

The Department of Science and Technology – National Capital Region (DOST-NCR), an ISO 9001:2008: Quality Management System certified organization, is the lead agency for promoting science, technology and innovation, as well as DOST’s programs and projects, in the Metropolitan Manila area. It was established under the DOST Special Order Nos. 282 and 175 to provide technical assistance, trainings and consultancy services to micro small and medium enterprises (MSMEs), local government units, the academe and non-governmental organizations.

DOST-NCR envisions of becoming the “growth center” for technological innovations and adoption of S & T contributing significantly to enhance productivity and competitiveness of the industry and providing solutions to technical problems in the National Capital region. Mission DOST-NCR will be instrumental in producing S & T-based entrepreneurs and a crop of citizenry who embraces S & T culture as a way of life. Corporate Objective 1. To attain a very satisfactory rating for the current year through the continual improvement of our QMS. 2. To deliver required S & T services according to mutually agreed terms and conditions and existing applicable statutory and regulatory requirements.
