The Northbrook School District 27 Board of Education is pleased to present our 2016-17 Annual Report. Inside this report, you will find information about our staff, student performance, and our three outstanding schools. The Board of Education has identified the interests and requirements that are important to our community. We call these requirements our Key Success Factors. Specifically, we are working to ensure the District maintains: • • • • •

Throughout this report, you will find evidence of our successes in each of these Key Success Factors throughout this report. You will read, for example, that 85 percent of our teachers have a Master’s degree or higher. You will read that our students receive many accolades for their academic and fine arts work. In the “Outstanding Student Performance” section, you will see that our students scored in the top 1% statewide on the PARCC assessment, a key measure of student learning. We hope you enjoy reading the 2016-17 Annual Report. We are proud of our District and the education we provide our students. OUR MISSION To Educate Students to Succeed in a Changing World

From the Superintendent The culture of District 27 embodies our six core values. These values, as seen in the chart on the right, guide the behavior we expect in our District and how our people work, make decisions, and accomplish our mission. Throughout the 2016-17 Annual Report, results and information will be presented that address our Key Success Factors and relationships, as well as reflecting upon the core values. You will also have the opportunity to learn about the achievements and accolades the District has accomplished over the last year. The District has completed its goals for this past school year and is positioned well to move forward with goals and action plans for the 2017-18 school year. As the Superintendent of Schools, I consider it a privilege to serve the Northbrook community. Beyond Academics • Halloween candy was collected for the troops. • Coin Collection raised $1,146 for Bernie’s Book Bank. • Flowers planted around the school for Earth Day. • Second graders produced weekly televised broadcasts featuring news and announcements.

409 Enrollment: Number of Staff: 58 Beyond Academics • Students swapped used books, as well as donated books to Bernie’s Book Bank. • Students composted food waste at lunch during the month of April. • Students incorporated the SWIM theme by showing kindness toward special groups, such as the Heartland Animal Shelter.

Enrollment: 417 Number of Staff: 75 Beyond Academics • Sixth grade students learned about standing up to bullying from speaker Jim Jelinske. • Seventh graders participated in “Accepting and Celebrating Differences Day” to better understand challenges others face. • Eighth graders participated in an “Immigration Summit” that featured guest speakers who immigrated to the United States from other countries. • Students produced “High School Musical Jr.” in the spring.

ACCOLADES

• Wood Oaks students competed well in the Illinois Junior Academy of Science State Science Fair. Eight students received gold awards and two earned silver awards. One student received a Naval Science Award for a project in botany, while another received a Best in Category award in Biochemistry. • The District was honored with the Best Communities for Music Education designation from The NAMM Foundation for its outstanding commitment to music education. • The Wood Oaks Wind Ensemble performed as State Champions at the 2017 Illinois SuperState Concert Band Festival in May. The recognition is given to the top performing middle school band at the festival. • The art work of fifth grade students from Shabonee were on display at the Northbrook Public Library in April. The students produced art based on the style of contemporary street artist WRDSMTH.

KEY SUCCESS FACTORS The Board of Education has identified the interests and requirements that are important to our community. We call these requirements our Key Success Factors (KSF.) Specifically, we strive to ensure the District maintains:

KSF 1: OUTSTANDING STUDENT PERFORMANCE Student performance is an important indicator of success. In District 27, we use mulitple assessments to monitor student learning and overall progress. The PARCC Assessments by the Partnership for Assessment of Readiness for College and Career are required by the State of Illinois and are designed to measure students’ knowledge and skills outlined in the Common Core State Standards (CCSS.) Our student performance on the 2016 assessments remained strong. with our students scoring in the top 1% in the State. Students who earned a Level 4 or Level 5 met or exceeded grade-level standards. These charts show the percentage of students who scored a Level 4 or 5 on the assessments. District 27 had two times or more the percentage of students meeting/exceeding in comparison to the State.

KSF 2: RIGOROUS AND COHERENT PROGRAMS The District provides a rigorous and coherent curricular program for all students in all of the core subjects areas as well as in the arts, computer technology, and physical education. The curriculum is updated on a regular basis using a research-driven process. A key area of focus has been STEAM (Science,Technology, Engineering, Arts, and Mathematics.) The STEAM courses are pre-engineering in nature and foster development in innovation, creativity and problem-solving skills, which are vital for our students’ success in an ever-changing world.

TECHNOLOGY INITIATIVES

The District continues to focus on technology as we seek to prepare our students for Glenbrook North High School and beyond. All of our students have access to computers to blog, Skype with experts, collaborate on real-time documents, participate in discussion threads, use on-line textbooks, and create multi-media projects.

KSF 3: HIGHLY QUALIFIED STAFF District 27 employs a highly-qualified staff who are passionate about on-going professional learning. Our District offers professional growth opportunities through in-district study groups and course offerings, incentive programs to earn a master’s degree and beyond, and such innovations as peer coaching and teacher mentor programs. During 2016-2017, we engaged our staff in a year-long Technology Conference. The staff participated in intensive training on technology skills to better meet the needs of our students.

KSF 4: SAFE, CARING, SUPPORTIVE LEARNING ENVIRONMENT A safe, caring, and supportive learning environment has many aspects. It includes plans that provide for safe buildings, particularly in the event of an emergency. It also includes programs and services that support students in their social-emotional development; and finally, it includes school facilities that are up-to-date and well-maintained.

At Hickory Point, students practice proper behaviors in the classroom, hallway, bathroom, and on the playground. Shabonee and Wood Oaks have robust programs that reward students for good behavior. At Shabonee, that program is called SWIM (Show Respect, We’re Responsible and I’M Kind. At Wood Oaks, the program is called ROAR (Respect, Ownership, Advocacy, and Responsibility.) Students earn SWIM dollars or ROARs when they achieve certain goals. Shabonee students earned a dance party.

KSF 5: HEALTHY FINANCIAL POSITION

The Department of Finance & Operations is committed to long-term strategic planning for all operations, long-term financial planning and long-term cost containment efforts in order to maintain financial solvency.We have taken this approach in managing the District’s financial operations in order to be both fiscally responsible and reasonable. Financial Management The long-range financial projection model is updated continually to forecast revenues and expenditures and plan for any new initiatives which may require additional funding.The projections allow for assessment of any current or future risk in terms of revenue generation and its impact on expenditures for meeting an annual balanced budget. Twice a year, the Board of Education reviews the District’s long-range financial projections in order to ensure the fiscal solvency of the District.This review is conducted to maintain a stable financial position so that we can continue providing excellence in programming for our students.

Stewardship The Department of Finance & Operations continues to be recognized for its financial reporting and management. The first recognition is the Certificate of Achievement for Excellence in Financial Reporting given by the Government Finance Officers Association of the United States and Canada (GFOA). For eight consecutive years the District has achieved this award for its processes, financial controls and results delineated in the District’s Fiscal Year Comprehensive Annual Financial Reports from 2009 through 2016. The second recognition is the Certificate of Excellence Award in Financial Reporting given by the Association of School Business Officials International. This award recognizes school systems for best practice in financial reporting and commitment to fiscal integrity, transparency, and best practice in management of public tax dollars. For eight consecutive years the District has achieved this award for the District’s Fiscal Year Comprehensive Annual Financial Reports from 2009 through 2016.
