INTRODUCTION SCOPE

PROJECT STATEMENT

The new Parliament building is expected to have a capacity of accommodating more than 1,000 members of Parliaments, private chambers for all MPs, and offices for ministers and secretaries. Further, the buildings will be fitted with solar panels, low electricity consuming electronic sittings, and will have dedicated parking areas.

The project is being implemented by the Central Public Works Department( CPWD ) under the urban affairs ministry “The Development/Redevelopment of Parliament Building, Common Central Secretariat and Central Vista at New Delhi”. LIMITATION:- TO DESIGN PARLIAMENT BUILDING AND COMMON CENTRAL VISTA AS AN URBAN DESIGN.

THE OBJECTIVES OF CENTRAL VISTA PROJECT

Parliament House building was completed in 1927 and it is over 90 years old it has been declared Heritage Grade-I building Its facilities and infrastructure are inadequate to meet the current demand. There is acute shortage of office space and there are no chambers for Member’s of Parliament. With the likely increase in number of seats in Lok Sabha due to reorganization, the situation will further aggravate. Therefore, there is an imperative need to redesign and redevelop the existing Parliament Building with the same outer facade or construct a new state-of–art building located in close vicinity ,as it depicts the prime iconic building of our nation.

AIM

EASY ACCESS FROM ALL OVER THE CITY AND ALSO FROM DIFFERENT CITIES The main access to the site is from SANSAD ROAD that is 20 m wide, as another road is from the central axis of the RAJPATH is linked with a road , other sides are surrounded by the GOVERNMENT OFFICES.

OBJECTIVES

THE TOTAL AREA OF SITE IS 12.33 ACRE.

The objective of the dissertation is to layout emotions and suggestions towards achieving better democracy in India. The objective of the design dissertation is to approach the building of India’s Parliament with democratic architectural expression. To build a structure that has its heritage value in future not just because of its function but also because of its architecture. To design a Parliament House that is technologically up to date that can support it to be more democratic. To make the building of utmost importance in the country, serve not just the nation, but also the nature, with architecture that has the most sustainable approach possible. To design a building that is compatible with the geography and stands for perpetuity.

THE LAND IS OWNED BY THE GOVT. OF INDIA. ON THREE SIDES THE SITE IS ENCLOSED WITH THE BOUNDARY WALL HAVING DIFFERENT ENTRY /EXITS ACCORDING TO THE FUNCTION OF PARLIAMENT BODIES.

RESEARCH AND ANALYSIS

The Sansad Bhavan (Parliament House) is located in New Delhi. It was designed by Edwin Lutyens and Herbert Baker, who were known for planning and construction of New Delhi by British government SIZE-The parliament is 170 meters (560 ft) in diameter and covers an area of 2.4 hectares (6 acres).

SITE ANALYSIS THE SITE IS LOCATED ON THE SANSAD MARG , NEW DELHI, INDIA.

As more and more countries adopt democratic government system, it becomes important to understand the real essence of democracy and its principles. The design dissertation aims at understanding the principles of democracy in its pure form ,the present form in India and explore architecture’s role in celebration of democracy as well as the function and design aspects.

2). RAJASTHAN VIDHAN SABHA, JAIPUR

The Rajasthan Assembly Building is one of the most modern legislature complexes in India. It is situated in Jyoti Nagar, Jaipur the capital of the state. SIZE:-The RAJASTHAN VIDHAN SABHA covers an 6.863 Ha. area of (16.96 acres).

WHY THIS SITE?

1). The new Parliament will be constructed adjacent to the existing Parliament building.

2). A new Parliament building is one of the main features of the Central Vista and the heritage urban space. 3). Redevelopment project – which also includes a new Central Secretariat, a new PM’s residence and office, and a new Vice-President’s house. SO the site is chosen just opposite to the existing building.

MAJOR ROAD NETWORKS IN THE CITY

•Edwin Lutyens had initially designed new Delhi with all the street crossing at right angles. •The road network consisted of diagonals and radials shape and at 30 degree or 60 degree angles to the main axis, which forming triangles and hexagons. •The design of road network was capable of accommodating 6000 vehicles.

THE CENTRAL VISTA

The initial design of New Delhi •Lutyens had initially designed Delhi with all the streets crossing at right angles, much like in New York. • Lutyens’ Delhi was planned on the most spacious garden city lines with the great avenues decorated with classical buildings with lush landscape.

1. Lutyens laid out the central administrative area of the city. 2. At the heart of the city was the impressive Rashtrapati Bhawan, located on the top of Raisina Hill. The Raj path connects India Gate to Rashtrapati Bhawan, while Janpath, which crosses it at a right angle, connects South end with Connaught Place. 3. The Secretariat Building, which houses various ministries of the Government of India including Prime Minister's Office are beside the Rashtrapati Bhawan and were designed by Herbert Baker. 4. Also designed by Baker was the Parliament House, located on the Sansad Marg, running parallel with the Rajpath.

The central axis It connected the important government buildings, such as Rashtrapati Bhawan, The Secretariat along its side, Sansad Bhawan, War memorial Arch, India Gate. The commercial hub, Connaught place is also connected to this axis perpendicularly.

DESIGN CRITERIA

Theoretical Intention Based on research, the theoretical intention of the design intervention is the following:

The conceptual approach to the design intervention is to create a NEW PARLIAMENT BUILDING. This means that the building experience is constantly changing. This concept can be applied in the functioning of the different types of functions with respect to the different users and it purpose

Design Informants In the design concept, the term ‘flux’ is understood to mean ‘continuous change’. The aim is to design museum spaces that provide experiences that are continuously changing. The following aspects have been identified as the main informants of the design.

1. To challenge existing and out-of-date views about PARLIAMENT and spaces and to create a contemporary BUILDING experience that fits into the context of the LUTYEN’S ZONE .

2. The dissertation investigates how the building can be established in the public realm and become part of an Everyday functional routine.

The architectural intention described in this thesis is the following: 1. To challenge and explore the thresholds of the PARLIAMENT firstly by positioning the building in a location outside of the existing parliament building and secondly by reinforcing or disregarding boundaries between the new PARLIAMENT building and the central vista.

An iconic building is admired by all . Its has immense capability to capture the viewers attention . To emphasize the above mentioned ,I have placed the building along the axis of the road so that it is well seen from a focal.

Design Philosophy The basic idea originated from the national flag of our nation. The colours have a symbolic meaning in the design. The body of the flag has been constituted into 3 parts-

2. To explore the adaptive re-use of an existing building. HEAD:-The head is a symbolic of the intellectual strata The intervention should become an additional layer in the PARLIAMENT HOUSE Centre that enriches the atrium of the society. Therefore, the space for cabinet ministers & committees the policy makers of the nation and gives a new public function to the space.

THE MIDDLE:-The common interactive zones have been placed in the middle. The idea was to make this common space easily accessible for everyone. The dome is based on the transformation of the Ashoka Chakra, depicting unity in diversity. THE BASE- The base of the site forms the chambers for Lok sabha and Rajya Sabha. These 2 houses are the roots of the parliamentary functions.All policies generate here. These are the people elected by the common man.

DESIGN CONCEPT

The form of the building is inspired by the famous wonder ,Shah jahan’s TAJ MAHAL. The principle captured by the Taj is symmetry i.e it appears similar when seems from any side.

Ashok Transformed into Dome which depict unity. Its 24 spokes act as the structural rubs for the support dome.

Complex as an institute of democracy shall encourage interaction between individual of the community ,and promote public gathering ,therefore create a sense of belonging to its citizens ,in short ,a responsive public building that meets the people ,so building should be welcoming.

SITE ZONING CONCEPT PLAN

SITE ZONING ENTRY FOR STAFF MEMBERS: The main public and staff entry into the PARLIAMENT is located near the periphery which is adjacent to Udyog Bhawan Metro station. The staff usually travels by public transport. Therefore ,for ease of movement ,the entry is situated at that side. The user will have to travel a distance of hardly 50M from the metro station to reach the entrance. VERTICAL ZONING CHAMBERS: The entry for MPs is given from the first floor. Their circulation has been minimized in this manner. The MPs shall arrive into the chamber from the first floor, as their main function is to attend the session .The speaker chamber is on the ground floor. The entry of the speaker’s into the assembly chamber is directly from the speaker’s office. This is done to minimize the movement as the speaker is a VIP member of the PARLIAMENT. CENTRAL HALL: The hall is placed above the Library . It is one of the least used space in the parliament . Functioning only on social occasions such as budget sessions etc.

LIBRARY: The double height library is placed on the ground floor for two reason mainly:a)For ease of access to all the members b)To avoid unnecessary load on the building as the stacks in the parliament library are quite heavy. SUBMITTED TO-

DESIGN CRITERIA

CONCEPT NEW PARLIAMENT NEW DELHI

SCALE There are many elements of the building and spaces that contribute heights, setbacks, special enclosure front and side yard architecture and relationship of building heights to widths ,all play into the scale of development elements used to give a sense of scale in proportion of the human body.

SHAPE AND GEOMETRY The ratio of the side length of the hexagon to the decagon is the golden ratio, so this triangle forms half of a golden rectangle.

1.FAÇADE- Huge jaali panels have been used to provide a feeling of grandness similar to the monumental buildings, which otherwise would have not been possible in small size panels.

LANDSCAPING ELEMENTS

2.COLUMN-Grand doric columns(without flutes ) are marking the building complex with its heavy look and thus justifying the monumental scale of the project.

The sense of scale has been taken care of in landscaping as well, elements of monumental feel of the space at 4 entrances. The elements of various styles of architectural have been incorporated into the design.

STRUCTURE AND MATERIAL COLUMNS:- (INSPIRED FROM GREEK) DOMES (Inspired from the pantheon dome) The Pantheon is a former Roman temple, now a Catholic church (Basilica di Santa Maria ad ... Almost two thousand years after it was built, the Pantheon's dome is still the world's largest unreinforced concrete dome.

The Doric order was one of the three orders of ancient Greek and later Roman architecture; the other two canonical orders were the Ionic and the Corinthian. Essence of INDIAN DEMOCRACY through Government’s buildings 1) Free access to any part of the government’s building except of security zone working for sovereigns function of Government of Indian. 2) Every Government building must reflect something about the our cultural heritage of this great nation. 3) All major building should be developed as tourist place to give inspiration to the peoples of India and foreigners. 4) We must develop our public spaces as symbols of patriotic feelings. 5) We developed building as Centre of Patriotic Tourism.

MUGHAL GARDEN INTRODUCES IN THE URBAN SPACES TO CREATE THE PUBLIC RELAM AND THE AVENUE OF THE CENTRAL VISTA WITH KEEPING IN MIND ALL THE POSIBILITES AND WELCOMING NATURE TO THE GRAND SPACE.

1) I have created Pragati Path around the Rajpath wrapping the India Gate with Pragati Sthumbh and each Pragati Sthumbh is having our historical kingdom history of India. These kings or emperors formed the modern country so called India. 2) We have designed this Pragati Path from Museum of PrimeMinisters ,Museum of freedom fighters (existing Parliament) than Vijay Chowk to India Gate and again to VijayChowk (proposed Parliament Site). 3)This will attract high level of tourism, each Sthumbh will be connected to each other with a foot path and sitting arrangement around each Pragati Sthumbh. 4)These Pragati Sthumbh will provide a backdrop to Rajpath and it will cordon of the buildings behind. 5)The whole Pragati Path is a full even tasper as tourism is concerned. It will be the key centre of the Delhi tourism and dedicated to our earlier kingdoms and freedom fighters of INDIA.

Essence of INDIAN DEMOCRACY through Government’s buildings 1) We are not in favour of dismantling the existing massive structure.

2)Some building even has been completed last year like Videsh mantraliya. 3)Shifting the materials and records of National Importance from building like National Museum , National Archives, Vigyan Bhawan, Udyog Bhawan, Krishi Bhawan, Nirman Bhawan, Shashtri Bhawan, will be like erasing Indian Administrative history, hence we are not in favour of demolishing and erecting new building in their place. 4)My proposal is least cost oriented as we are doing only Parliaments and cam flashing of RajPath.
