similar life they might want to attempt c ontact. Their first move would be to locate a colony within comfortable tele­ scopic viewing distance and establish a base. If the planet u nder surveillance had a natural satellite of its own, it would be another i deal way station. Astronomical journals and popular l ay magazines have from time to time commented about strange and unexplainable lights and light phe­ nomena on the moon. We now h ave the beginning of a reason­ able theory. Two huge interstellar ships may have come in from out­ side the solar system in 1 8 77, unloaded men and materiel to the jUrface of Mars and left the empty shells of the ships in orbit. These may be the two "new," strange, unexplained "moons" of Mars, Deimos and Phobos. From a vantage point on M ars, a small base could hav e been established on earth's moon. This could account for the unexplained light phe­ n omena observed for many years on the surface of the moon. With these bases established, it woul d h ave been no large problem to observe the birth of th e atomic age when the 1 945 explosions of the A-Bon1b on the New Mexico desert and, later, twice over Japan took place. At the time Mars and the earth were in excellent relationship to one another for adequate telescopic observations. A flotilla of reconnais­ sance ships could have been launched to size up the situation. Within two or three years, the following could have been deduced : The planet which had been a "backward" abode had become highly i ndustri alized and a huge world war had taken place. Nuclear weapons had been used-not once but twice-by the inhabitants against members of their own race. Just as earth nations carry on their espionage operati ons in countries considered to be peaceful, as well as those that constitute a threat, the interlopers from space might h ave deemed it desirable to reconnoiter earth's terrestrial defenses. Thus there followed the activities of the discs. In 1 95 0 they surveyed atomic installations in the United States ; in 1 95 2 they visited defense install ations o f the United States, now known to be the most wealthy and powerful nation in the world; and in 1 954, they reconnoitered Europe and South America-South America, probably because it was felt to be next in importance as far as potential goes, and Europe next in power.
