Dear International Reader:

In this edition of Diplomatic Connections, we had the honor of interviewing H.E. James Larsen, Permanent Representative of Australia to the United Nations.

This continental island nation of Australia is the sixth largest country in the world, with a population of only 26 million. It is known for its awe-inspiring natural wonders and spectacularly breathtaking beauty. The landscape is rich with beautiful beaches, bountiful wildlife, and dynamic cities with sights to behold in complete amazement and admiration, such as the Opera House in Sydney, and the unparalleled Uluru/Ayers Rock makes for a dry desert that would pique anyone’s interest!

While this country is just over 10,000 miles from the United Nations Headquarters, Australia takes its role at the UN very seriously. The Foreign Affairs Department has sent one of their most highly qualified and tremendously competent diplomats for the top job in New York, Ambassador Larsen. Australia maintains a non-permanent position on the UN Human Rights Council and has been a non-permanent member of the UN Security Council multiple times. Fifty-one founding members commissioned the UN Charter in 1945, and Australia was a significant contributing representative in getting it successfully established and certified.

The United States and Australia share an integrally vital alliance that both nations treat with reverence and great respect. A mutually beneficial and strong diplomatic and military partnership has been built upon and sustained since World War I. Our two countries share and enjoy a genuine comradery.

Larsen has also served as ambassador to both Israel and Turkey; therefore, the political acumen he gained while in the Middle East region serves the position of permanent representative well in today’s current times. He describes the mobilizing value of international sensitivities, the profound insight he has gleaned and cultivated while at these posts, and how it assists in navigating today’s heightened climate. An interview with Permanent Representative of Australia to the United Nations: Ambassador James Larsen

The continental island nation of Australia is about as far removed from the United Nations as any of UN’s 193 members. Its capital Canberra is 10,000 miles away from the UN headquarters in New York.

But Australia was a founding member of the UN after World War II and has been an occasional rotating member of the critical Security Council, even if it does not wield the same veto power as the five principal Council members who represent the victorious nations of that conflict.

Ambassador James Larsen is the current Australian Permanent Representative to the United Nations New York, a career diplomat whose previous postings have included serving as ambassador to Israel Turkey.

Despite its relatively small size and distance, Australia is a key diplomatic and military ally of the United States, bonds forged as the two nations fought together from World War One through Iraq and Afghanistan.

But at the UN, Australia deals on a daily basis with non-aligned neighboring nations of the Global South, some of which are increasingly critical of U.S. support for Israel in the Gaza war. Australia’s diplomatic balancing act at the UN also reflects shifts in its domestic population of about 26 million. The former British colony and dominion remains predominantly descended from European nations, but it now includes nearly 18 percent ethnic Asians in its demographics.

Diplomatic Connections recently interviewed Ambassador James Larsen, Permanent Representative of Australia to the United Nations.

Diplomatic Connections: May we start with the issue that is most embroiling the UN and much of the world at the moment: the conflict in Gaza. How would you describe Australia’s view and policy on the conflict?

Ambassador Larsen: Australia wants to see an immediate ceasefire in Gaza, the protection of civilians, the release of hostages and increased humanitarian access to address the catastrophic humanitarian situation on the ground. Australia is working with countries towards these outcomes. We support the comprehensive ceasefire proposal endorsed by the United Nations Security Council and want to see it agreed and implemented by the parties.

What is clear is that the human suffering in Gaza is unacceptable. Palestinian civilians cannot be made to pay the price of defeating Hamas. Parties must comply with international humanitarian law. This war must end. We remain unequivocal in our condemnation of terror group Hamas’ attacks on 7 October and ongoing acts of terror.

We are gravely concerned about further escalation and destabilizing actions in the Middle East, and continue to urge restraint and de-escalation.

This devastating crisis demonstrates the need for a political solution to the long running Israeli-Palestinian conflict. Australia remains steadfast in our support for a two-state solution – a Palestinian state and the State of Israel, living side by side in peace and security within internationally recognized borders.

Diplomatic Connections: You did vote against one General Assembly resolution that passed overwhelmingly, on the grounds it was too one sided. Would you please elaborate on that topic?

Ambassador Larsen: Australia abstained with disappointment from the UNGA resolution you mention, because it was incomplete. We have been clear since the outbreak of this conflict in our calls for hostages to be released, for all parties to adhere to international humanitarian law, and for the protection of civilians.

Diplomatic Connections: However Australia did support a resolution that supported elevating Palestinian status at the UN though not full membership. What is Australia’s policy on full Palestinian membership at the UN?

Ambassador Larsen: Australia’s vote reflected our unwavering support for a two-state solution and Palestinian aspirations for self-determination. However, the process to become a UN member remains unchanged—a Security Council recommendation is necessary for admission, consistent with the UN Charter.

Australia no longer believes that Palestinian recognition can only come at the end of a peace process. We will be guided by whether recognition will advance the cause of peace and progress towards a two-state solution.

Diplomatic Connections: You have served as both Ambassador to Israel and to Turkey. What perspective on the Middle East region have those two tours brought to your awareness?

Ambassador Larsen: The opportunity to serve as ambassador to both Israel and Turkey was formative for me and my family. I found both assignments fascinating and stimulating, and each has been invaluable in informing my understanding of regional and national dynamics.

Diplomatic Connections: Australia has supported funding for the UN Relief and Works Agency (UNRWA) that has been functioning there since the creation of Israel that led to the movement and displacement of many thousands of Palestinians. Recently, the US has grown more skeptical and critical of that organization for its alleged connections with Hamas. What is the basis of Australia’s continued support?

Ambassador Larsen: UNRWA does vital work. UNRWA is the only UN body specifically mandated to provide relief and social services to Palestinian refugees, and it is playing a central role in the delivery of humanitarian relief to Palestinians affected by the conflict in Gaza. Only UNRWA has the infrastructure to distribute aid on the scale needed in Gaza, and UNRWA facilities are hosting large numbers of internally displaced people.

Australia has been a consistent and long-standing contributor to UNRWA, making a financial contribution every year since 1951.

Australia has been working closely with a group of donor countries and UNRWA on the shared objective of ensuring the integrity of UNRWA’s operations, rebuilding confidence, and implementing necessary reforms including in response to the recent independent review conducted by the former French Foreign Minister, Catherine Colonna.

UNRWA must continue to do all it can to ensure the highest standards of governance and accountability are met—there can be absolutely no tolerance for members of terrorist organizations working for UNRWA.

Diplomatic Connections: United Nations members align themselves with specific groupings at the UN. Australia, for instance, is part of the Western Europe And Others group, but not the Asian Group. This is despite the fact that since 1975, Australia has been progressively opening up its immigration policy to Asia, resulting in a significant portion of its population claiming Asian ancestry. With the Asian population in Australia steadily growing, shouldn’t Australia’s alignment with the Asian Group be reconsidered to better represent its changing demographics?

Ambassador Larsen: Australia is a member of the Western Europe and Other Group for historical reasons. This doesn’t prevent us from engaging actively with the Asia Pacific and indeed all other regional groups.

Diplomatic Connections: Speaking of Asia, how would you characterize current Australian relations with China, the most significant power in the region? As a key figure in Australian diplomacy, your viewpoint on the current state of AustralianChinese relations is invaluable.

Ambassador Larsen: Australia and China have resumed dialogue after several challenging years. As Foreign Minister Penny Wong has said, our approach to China is to cooperate where we can, disagree where we must, and engage in the national interest.

High-level visits in both directions have resumed, and we are working together on important issues such as the climate transition and education exchanges.

A stable and constructive Australia-China relationship is in the interests of both countries. This does not mean that we do not have our differences—Australia continues to express its disagreement on a range of issues, including human rights, trade impediments, consular matters and maritime security. This is also clear in here in multilateral fora.

However, Australia and China have agreed that we can grow the bilateral relationship and uphold our respective national interests if we navigate our differences wisely.

Diplomatic Connections: How do you coordinate and work with the Chinese ambassador to the UN? As a member of the Quad, along with India, Japan, and the United States, an alliance that China has denounced as anti-Chinese, you are part of a complex international relationship. The question remains: do the Quad ambassadors at the UN coordinate closely or at all?

Ambassador Larsen: I have engaged with the Chinese Ambassador to the UN, Fu Cong. Australia and China work together in their capacity as member states, on a range of processes and issues at the UN, including the Pact for the Future. As mentioned previously, our relationship with China means that Australia will cooperate where we can, disagree where we must and engage in the national interest.

On Quad, this is an important partnership that reflects the collective commitment of Australia, India, Japan and the US to shape the kind of Indo-Pacific region we want to live in, rather than letting it shape us. We share a vision for a peaceful, stable and prosperous Indo-Pacific, respectful of sovereignty, governed by accepted rules and norms, where we all cooperate, trade and thrive.

Recently, Quad Foreign Ministers met in Tokyo, Japan (29 July 2024) and issued a joint statement, which reaffirmed our commitment to preserve and strengthen the international order for the global good, and reiterated our commitment to a free and open rules-based international order.

In practical terms, the Quad’s focus is on working with Indo-Pacific countries and institutions to deliver positive, practical outcomes that respond to regional priorities, ensuring Indo-Pacific countries have a wide range of choice when it comes to achieving their priorities.

Diplomatic Connections: And your biggest and most important next door neighbor is Indonesia, which has taken a much more active role in Gaza diplomacy. How much do you coordinate with your Indonesian counterpart at the UN on Gaza?

Ambassador Larsen: Australia coordinates with many countries bilaterally and in smaller or ‘mini-lateral’ groupings on a range of issues, including on peace and security in the Middle East.

We coordinate closely with Indonesia in the MIKTA grouping, including on delivering consistent messaging on Gaza. MIKTA (comprised of Mexico, Indonesia, South Korea, Turkey and Australia) aims to bridge divides and build consensus on issues of relevance to all regions. As geographically, culturally, linguistically and religiously diverse nations—our commitment to democracy and working collaboratively in the multilateral system is significant.

protection of civilians and stressing that rapid, safe and unimpeded humanitarian relief must be provided to civilians. I know that Australia’s Foreign Minister, Minister Wong, and her Indonesian counterpart, Minister Marsudi, have discussed the dire humanitarian situation in Gaza on several occasions.

Diplomatic Connections: As a member of the British Commonwealth, how closely do Commonwealth countries coordinate at the UN?

Ambassador Larsen: Coordination among Commonwealth countries is largely progressed outside of the UN, through the work of the Commonwealth Secretariat in London.

For example, Commonwealth Leaders meet every two years for the Commonwealth Heads of Government Meeting (CHOGM) [The next CHOGM will take place in Apia, Samoa from 21-26 October 2024].

Commonwealth Leaders discuss how Commonwealth countries can work together to build resilience, boost trade, innovation, growth and empower the Commonwealth’s 1.5 billion young people for a more peaceful and sustainable future. These closely align with the three pillars of the UN system.

The Commonwealth Secretariat also supports Small Commonwealth States to engage in the UN, Opera House, Sydney, Australia

both in New York and Geneva, through the Joint Office for Commonwealth Permanent Missions to the UN.

The Joint Office currently hosts representatives from nine diplomatic missions: Dominica, Grenada, Kiribati, Saint Vincent and the Grenadines, Samoa, Seychelles, Solomon Islands, Tuvalu, Vanuatu and CARICOM.

Australia has been a longstanding supporter of the Joint Office since its inception in 1981, including by providing USD 174,730 in 2023/24.

Diplomatic Connections: As we mentioned before, you served as Australia’s ambassador to Turkey. That has to be an emotional post for any Australian diplomat. ANZAC Day (April 25), which commemorates the loss of more than 8,000 Australians in the failed Allied landings in World War I, is the most poignant and solemn of all your country’s public holidays. Every year, thousands of young Australians on their gap year visit the site of the landings, often bearing the campaign medals of their grandfathers and great-grandfathers. Yet Australia and Turkey have never engaged in combat since and are considered allies. How does an Ambassador to Turkey representing Australia handle these personal and very sensitive diplomatic responsibilities?

Ambassador Larsen: Gallipoli is sacred ground to both Australia and Turkey. The Gallipoli Peninsula has an enduring importance to all Australians. It was a tremendous honor to spend time on the Gallipoli Peninsula and to represent Australia at the centenary anniversary in 2015.

Diplomatic Connections: You have spent most of your career in bilateral relations between Australia and other nations. Now, you are involved in multilateral diplomacy with 193 other UN members. Some are friendly, some not. It must be a vastly different kind of diplomatic engagement. What have you gleaned most from this position?

Ambassador Larsen: The most compelling aspect of multilateral diplomacy in New York is the quality of engagement with such an extraordinary range of outstanding diplomatic colleagues. Of course, some skills are specific to multilateral diplomacy, but many bilateral skills and experiences are highly relevant here in New York.

Diplomatic Connections: As you navigate this relatively new diplomatic landscape, I’m curious to know how your experience living in New York compares to that of Sydney, a magnificent city and one you know so well.

Ambassador Larsen: We enjoy our life here in New York very much. All of us at the UN are exceptionally fortunate that the city has welcomed all of us so warmly and generously.
