KWENTONG SBDP BANÁ’AG, which translates to a beam of light in Bicolano dialect, attempts to shed light on the realities that the residents of the barangays in Geographically Isolated and Disadvantaged Areas (GIDAs) face in their everyday lives through three chapters entitled SÍRANG, LÁ’OM, and USWÁG. In its first chapter, SÍRANG, we take a look back on how the government’s efforts transcended the call of public service by reaching out to the farthest of barangays in the region, like rays of sunlight reaching the ground as dawn breaks into the promise of a new day. Meanwhile, LÁ’OM speaks of the residents’ hopes—hopes that were once shelved in the darkness, hopes that were once devoid of color. And now, the rays of light breathe life to these same hopes and illuminate their future while the sun reigns in its peak. And lastly, there is USWÁG, where we share how these residents inch closer to their dreams of attaining lasting peace and development in their barangays. A
pproximately 32 kilometers southeast of Sorsogon City lies Barcelona, a fifth class municipality with over 20 thousand inhabitants. Among its 25 barangays is San Antonio, a home to approximately 1,094 residents per Barangay records as of June 2022, comprising 5 percent of the total population of Barcelona. The barangay is nestled along the slope of Bulusan volcano and is 7 kilometers away from the poblacion, occupying approximately 443 hectares of land covered with coconut and rice farms. These agricultural and arable lands are the main sources of livelihood of the locals in
the barangay. In hindsight, the barangay is undeniably rich in natural resources, but despite the treasures it holds within the boundaries of its domains, it is no secret that Barangay San Antonio is still catching up with development gaps. Due to the barangay’s remoteness, the barangay seemed to have lagged behind, setting back the visions and dreams of its community for the nearing future.

B
ut even before the residents’ hopes become devoid of color, their government steps in not just to hear their plights, but to amplify their voices. The Department of the Interior and Local Government Region V (DILG RV ), in convergence with the different National Government Agencies (NGAs) and Local Government Units (LGUs) conducted the 5-day Baranggayan sa Bikol immersion in San Antonio in November 2020. The Baranggayan is among the DILG RV’s innovations in the implementation of the Retooled Community Support Program (RCSP) which, to date, has engaged more than 300 barangays across the region. During the immersion process, the barangay was given the opportunity to paint a vivid picture of their day-to-day lives. This engagement with the community provided a clearer picture of these communities’ situations, allowing for the shift in perspectives and amplifying the call to uplift their quality of life.

The RCSP implementers were all ears as the residents shared their most pressing issues and concerns in the barangay, which, as the residents specified, include difficulties on rural transport due to lack of road network accessibility, inefficiency of health care facilities and equipment that would aid the health care needs of the residents especially in times of emergencies, scarcity of potable water and inaccessibility to water sources, and limitations on livelihood opportunities. The residents’ stories were all heard. The identified issues through the RCSP were provided with corresponding interventions, translating the residents’ visions for their barangay’s future in the form of the enhanced Barangay Development Program (eBDP) which is among the major outputs of the Baranggayan immersion. The eBDP contains the barangay’s list of priority projects to be culled out to different NGAs for future funding and implementation.

ot long after the conduct of the Baranggayan immersion in San Antonio, not only 1 but 4 among the projects contained in the barangay’s eBDP were integrated into the FY 2021 Support to Barangay Development Program (SBDP). Now, only 2 years since the conduct of the Baranggayan, the residents of Barangay San Antonio finally enjoy 1) a standard 2-lane and 500-m long Farm-to-Market road worth P8 million and which construction commenced in October 2021, 2) a 2 story Barangay Health Station worth P6 million, 3) a P5 millionworth Water System, and 4) the Assistance to Individuals in Crisis Situations (AICS) program, which financial aids range from burial, education, food, or transportation expenses in the direst situations, with a total fund allocation of P1 million. These projects commenced and were mobilized upon the preparation and submission of necessary preimplementation documents, through the efforts and facilitation of the Technical Engineers and Project Evaluation Officers (PEOs) of the DILG Sorsogon Provincial Office, in close
coordination with the PLGU of Sorsogon, MLGU of Barcelona, and Sorsogon Provincial Engineering Office. Site inspections, monitoring, and various field testing were also conducted to ascertain that construction work and project implementation are followed per contract agreements and are in accordance with prescribed standards. These diligent efforts of the project implementers led to the timely completion of the granted SBDP projects in Barangay San Antonio. It is also noteworthy how these projects have not only served their intended purpose to the barangay, but have also become an attraction to people. The Barangay Health Station, for one, is certainly eye-catching with its stateof-the-art architecture and glass façade. This success is undeniably a product of convergence driven by motivation. The implementers took to their heart and mind how beneficial these projects are to the residents of the barangay, changing their lives by taking away the shade from the residents’ hopes, and bringing light to their future.

At present, our expenses for transportation and exportation costs are spared, because of the farm-to-market road that the government granted us. Which is why we are very thankful for the huge amount of money we can save due to lowered transportation costs from the reduced hours of trip that we can utilize or spend on other needs.

Transporting our products is made easy. We are able to save up on our expenses especially in vehicle maintenance particularly in tire and bearing replacement. Unlike before, our vehicles sustain defects almost everyday due to poor road conditions. Now, we can save up because we now have better roads. If there are emergencies, we can now easily travel to the poblacion because of a better and more accessible road. It is used to take an hour before we can reach the poblacion, and now, travel time is reduced to 10 minutes.
As the Baranggayan sa Bikol and the implementation of the SBDP continue their journey, the DILG RV has become stronger in its resolve to further engage, develop, and transform.

Barangay Itok, Capalonga, Camarines Norte BANÁ’AG: KWENTONG SBDP By Engr. Khryza Beth T. Lladoc
I
t is known to many that parts of the country are still struggling to catch up with development gaps, and one of them is Barangay Itok.
Barangay Itok is among the 22 barangays comprising the municipality of Capalonga, Camarines Norte. It is a rural and lowland barangay situated 6 kilometers from Capalonga’s poblacion area. Although the barangay is reachable through various modes of transportation, residents face concerns on accessibility as there are pathways and sections along road networks that are not passable on rainy days. These road sections stretching in significant length are yet to be concreted, exposing mud and rock strewn trails for passers by. In these situations, the residents from Itok and neighboring barangays brave such inopportune conditions by foot – or defer travel plans for another day. These paths are even more hostile to farmers who are out to export or import goods and produce. Majority of the 2,115 residents of Itok primarily thrives on agriculture-based activities and industries as the barangay’s 1,492 hectares of land is abound with coconut trees and other agricultural resources. With the hurdles experienced in transporting these products, they are left with little choices and thus suffer significant effects on their livelihood and income. This is also a daily struggle for students headed for school and residents rushing towards the neareast health care facilities or security outposts in cases of emergencies. On top of this, the residents of Barangay Itok are also burdened by the scarcity in sources of potable water. Most of them share from second level water access, while some fetch from deep wells, spring water, and nearby creeks and rivers for their daily household consumption. This poses a threat to the residents of Barangay Itok as apart from apparent inconveniences, this dilemma puts them at risk of acquiring waterborne diseases and drowning.

In response to these, the government stepped in and brought the RCSP to the Barangay Itok and other barangays in the province of Camarines Norte. The RCSP, localized by DILG Region V as Baranggayan sa Bikol, is one of the initiatives of the government under EO70 aimed at uplifting the lives of the people residing in GIDAs. The DILG RV conducts the Baranggayan with a unique and customized implementation scheme in convergence with partner NGAs and LGUs. The 5-day immersion comprises of interactive activities that zoom in on the barangay and its residents, putting them on the spotlight to tell their stories. The Baranggayan encapsulated these in form of the enhanced Barangay Development Program (eBDP), which not only contains and summarizes all their issues and concerns but also provides corresponding solutions and interventions responsive to the needs of the barangay. The objectives of the Baranggayan came to fruition when 3 of Barangay Itok’s identified priority projects in the eBDP were integrated into FY 2021 SBDP, another flagship program of EO70, which provided the barangay P20 million worth of financial assistance to their much needed infrastructure projects and social services to address development gaps. The early completion of these projects such as 1) the Level II Water System worth P5.21 million, 2) Farm-to-Market Road connecting Barangay Itok to Barangay Mabini worth P4.8 million, and 3) Farm-to-Market Road connecting Barangay Itok to Barangay Lukbanan worth P9.99 million were made possible due to the collaborative efforts among the Technical Engineers, Project Evaluation Officers (PEOs), and Focal Persons assigned at the DILG Regional Office and Camarines Norte Provincial Office, in close coordination with PLGU Camarines Norte and MLGU Capalonga. It is worthy to note that the province of Camarines Norte is the earliest to prepare and submit all documentary

requirements and commence implementation, and consequently, the earliest to reach completion for all its FY 2021 SBDP projects. These are only some of the breakthroughs that materialized in Barangay Itok through the help of the RCSP and SBDP, to which the residents expressed their heartfelt gratitude. They are brimming with hope as they inch closer towards their most desired developments in the barangay and finally embrace new opportunities through these projects. An immeasurable amount of appreciation can be seen on the residents’ faces, coupled with a call for the government’s continued support to the barangay through future interventions and projects.
With the success of the RCSP and SBDP, we wish to encourage the program implementers and stakeholders to continue working together to uplift more lives, engage more Filipino people, and provide Matino, Mahusay, at Maaasahang public service to the highest ideals and standards to develop more communities. Most importantly, this is a call to transform more communities towards the attainment of lasting peace and development and of national advancement in general. We unfold this inspiring story of Barangay Itok to touch the general public’s hearts and deliver a strong message that lies in the great power that convergence or bayanihan holds.

In the absence of concreted roads, progress is farfetched. How will the investors come in? When transporting our harvest to the town center through the rough roads, it becomes damaged because of the excessive shaking. With good road networks, there is interconnectivity. Barangay Pinamasingan, San Pascual, Masbate BANÁ’AG: KWENTONG SBDP By LGOO V Franc Thomas D. De Sagun
T
he Coastal Municipality of San Pascual, Masbate lies in the Northern portion of Burias Island. It is a third-class municipality home to more than 44,000 Masbateños.
Based on records, there were 5 barangays created for San Pascual to become a municipality, and one of them is Barangay Pinamasingan situated 7 kilometers away from the Poblacion. Its vast land area of 1.2 hectares is abound with ranches and rich coastal lands. The barangay’s geographical profile and access to rich agricultural lands have opened many livelihood opportunities for its 451 households or 2,285 inhabitants, and thus, the primary main source of income for the residents are farming and fishing. While the abundance of natural resources both in coastal and agricultural areas provides the barangay an avenue for progress, it is still visible how Barangay Pinamasingan still catches up with development gaps. The barangay’s situation posed a number of challenges to the everyday lives of its residents which generally and critically affect their quest to achieve sustainable development. With these gaps, the residents of Barangay Pinamasingan could only dream of a better future. The government has responded to their resounding calls through the implementation of EO70 using the Whole– of–Nation approach to achieve peace and development. Among its flagship programs is the RCSP, localized as Baranggayan sa Bikol in the Region V, which primarily aims to improve the lives of the people in GIDAs. DILG RV conducts the RCSP through a 5-day immersion in convergence with partner NGAs and LGUs. The Baranggayan’s unique and customized implementation scheme offers activities that cater and respond to the needs of the
barangays. These include a close interaction and dialogue with the barangay wherein the residents are given the opportunity to share their most pressing issues and concerns as an individual and as a member of the barangay. Barangay Pinamasingan was among the target RCSP priority barangays in the province, along 4 other barangays in San Pascual. From the Baranggayan immersion conducted in the barangay last June 2021, the residents shared their most pressing issues and concerns which include a lack of road network, destroyed school buildings due to onslaught of typhoons, lack of communication signals and power supply, inadequate health infrastructure facilities, and insufficient supply of potable water, among others. All of these were captured through the enhanced Barangay Development Program (eBDP), one of the primary outputs of the Baranggayan, which also contains corresponding solutions and interventions that will effectively address their problems. The eBDP summarizes and packages all priority programs and projects responsive to the needs of the barangay. As the fruit of the convergence and hard work among DILG RV, NGAs, and LGUs, 6 priority projects in Barangay Pamasingan’s eBDP were integrated into and funded under FY 2021 SBDP. The SBDP is also a flagship program of EO70 which provides 20 million pesos worth of financial assistance to the much needed infrastructure projects and social services to barangays situated in GIDAs in aim of addressing development gaps.

With the help and assistance of the Technical Engineers and PEOs of the DILG Masbate Provincial Office, in coordination with PLGU Masbate and MLGU San Pascual, all documentary requirements were timely submitted and confirmed, and implementation of the 6 granted projects immediately commenced. The completion of these SBDP projects in Barangay Pinamasingan provides hope in uplifting the lives of every member of the community and contribute to the attainment of both local and national development. Now, the residents of the barangay are enjoying 1) a standard 2-lane and 1.1-kilometer long Farm-to-Market road worth P16 million which benefits not only Barangay Pinamasingan but also nearby sitios and adjacent barangays, 2) an improved water system worth P1 million that provides safe and potable water, 3) 20 units solar street lights worth P1 million arrayed and installed in strategic locations in the barangay, (4) improved and rehabilitated Barangay Health Station worth P1 million, and 5) P1 million worth of repair of 2 classrooms destroyed by previous typhoons.
The success of this program was easily foreseen because of the collaborative and collective efforts that concerned agencies and focal persons put in during implementation. The completed and functional projects under FY 2021 SBDP bring new opportunities to every resident in the barangay. These breakthroughts are indications of a new start in fulfilling the residents’ dreams and aspirations for their families and for the barangay’s continued pursuit of lasting peace and development. May this serve as an inspiration to all program implementers to continue reaching out and provide effective and efficient public service to more barangays that greatly need their services and interventions. This is also deemed as a call and motivation to all concerned stakeholders to harness and continue employing good local governance. As DILG RV continuously supports all programs in promoting lasting peace and development, the Barangayan sa Bikol will be its means to further engage, develop and transform more communities.
